Improvement of Adjusted Funds according to Border Adjustment Method on Cadastral Reform Project (경계설정에 따른 지적재조사의 조정금 개선방안 연구)

  • The study studied ways to improve the adjustment of the cadastral reform project after analyzing and evaluating the method of determining the boundaries and the overall status of the adjustment, focusing on cases of complaints in the business district in Sejong City, where the re-investigation project was completed. Measures to improve the adjustment amount of the cadastral reform project were largely divided into boundary adjustment and improvement measures according to the scope of area allowance and institutional improvement. According to an analysis of the status of boundary adjustment in Sejong City, the boundary of the cadastral reform project was being adjusted in various ways, and among them, it was found that it is simple to adjust, to formalize parcels, and that many adjustments are being made centering on resolving blind areas by establishing new roads. When setting such a boundary, it is necessary to establish an efficient and reasonable boundary by actively encouraging sufficient consultation with owners and an adjustment boundary that reflects the personal will of landowners to minimize disputes over the adjustment amount. In terms of improvement measures based on the area limit, it is necessary to accurately record and preserve the results of the cadastral resurvey in numerical data and to ease or exempt the adjustment amount if it is within the area permissible scope of the Spatial Data Management Act when calculating the adjustment amount. Finally, in relation to the adjustment, it was judged that it would be necessary to provide long-term low-interest loans to their own land to landowners, and that it would be necessary to calculate the adjustment through appraisal calculated by third parties fairly and objectively based on value judgment.

  • As of date, the cadastral information which is the utility to be computerized have not been identical with local autonomous entities and relational groups each other and updated real-time, therefore the relation group or the academic circles carried out in many researches on a cadastral map matching, but the cadastral maps have not been even occurred the expansion and contraction so that the theory arrangement doesn't seem simple as to a cadastral map matching. As being take such reality into consideration, We have to be based on $\boxDr$construction ministry of the rules for continuous map$\boxUl$ for a continuous cadastral map with using PBLIS data; so the operators use Autodesk Map 5 which added applications and match the neat line by the identical scale, the different scale, the district boundary and the origin according to the judgement myself We have the purpose to minimize the problem as analyzing the accuracy between the parcel coordinates If the matched map and ones of moved map.

Accuracy Analysis of Cadastral Control Point and Parcel Boundary Point by Flight Altitude Using UAV (UAV를 활용한 비행고도별 지적기준점 및 필지경계점 정확도 분석)

  • In this study was classified the cadastral control points and parcel boundary points into 40m, 100m by flight altitude of UAV (Unmanned Aerial Vehicle) which compared the coordinates extracted from the orthophoto with the parcel boundary point coordinates by GNSS (Global Navigation Satellite System) ground survey. As a results of this study, first, in the spatial resolution analysis that the average error of the orthoimage by flight altitude were 0.024m at 40m, and 0.034m at 100m which were higher 40m than 100m for spatial resolution of orthophotos and position accuracy. Second, in order to analyze the accuracy of image recognition by airmark of flight altitude that was divided into three cases of nothing, green, and red of RMSE (Root Mean Square Error) were X=0.039m, Y=0.019m and Z=0.055m, the highest accuracy. Third, the result of the comparison between orthophotos and field survey results that showed the total RMSE error of the cadastral control points were X=0.029m, Y=0.028m, H=0.051m, and the parcel boundary points were X=0.041m, Y=0.030m. In conclusion, based on the results of this study, it is expected that if the average error of flight altitude is limited to less than 0.05m in the legal regulations related to orthophotos for cadastral surveying, it will be an economical and efficient method for cadastral survey as well as spatial information acquisition.

  • The world geodetic system transformation of cadastral record have to minimize differences of boundary and area being in cadastral record according to transformation for that is direct connected with the land owner and property protection. However it is very difficult to accurately maintain the before and after transformation because coordinate transformation is generally using a mathematical conversion formula. At present, Helmert model by using 4-parameter is official coordinate transformation model for Cadastral Resurvey Project but scale factor is most sensitive to changes of area and relative position in the same parcel. In this study, it was proposed 3-parameter method using by scale factor fixing through the application of a Helmert in order to avoid changing the area difference and keeping the error within the tolerance range of the boundary which is related to the boundary point coordinate region.

A Study on the Effective Utilization Approach of Boundary Integration for Cadastral Map Maintenance (지적도 정비를 위한 도곽접합의 효율적 활용방안)

  • Cadastral maps are important official documents that affect property rights and have experienced issues due to over 100 years of usage. The accuracy of these old cadastral maps has decreased due to damage, wear, and the accumulation of errors during the rewriting process. These errors have persisted into the digitalization process, creating difficulties in map management. A nationwide project to revise cadastral and forest maps is underway, but there are technical and legal challenges in making corrections. This study addresses the technical aspects of map maintenance and proposes a method to reduce errors and improve maintenance rates by preceding with boundary adjustments. The results show that by preceding with boundary adjustments, the average distance discrepancy decreases from 22.56cm to 8.12cm, and the maintenance rate increases by more than 10%.

  • The case of a forest area has tome limitations of adopting a ground surveying like as TS (Total Station) and RTK-GPS (Real Time Kinematic-GPS) due to the specificity of the forest area. Therefore, the new method, is different from exist the cadastral re-surveying method in a metro area and a cropland, is applicably considered in the forest area. In this paper, we suggest the applicability of the digital cadastral map of forest which is used at KLIS. According to the result of study, the most important area error value for adopted in the cadastral re-surveying is almost contained the error tolerance. Therefore, KLIS data, if it is related with the actual reference data for adjusting the location boundary, is suitable to be adopted in the cadastral re-surveying.

  • In this study, one of the main aims is to build up a technical foundation for promoting the cadastral resurvey effectively and to improve the accuracy of cadastral surveying is to make use of precise surveying techniques in allowance of position errors as reference accuracy in cadastral resurvey, which is proper to obtain the sufficient accuracy of the cadastral control points, and parcel boundary points by introducing the GNSS-based surveying techniques on cadastral survey. In detail, the existing procedures and outcomes of cadastral survey were compared and analyzed for suggesting a better survey technique than that of the other techniques in a variety of aspects of capability of cadastral survey. The new skills and supports could be upmost importance when doing cadastral survey. What's more, essentially, 'The Measurement Department' makes all the efforts to establish 'The Surveying Regulations'. This could possibly apply GNSS-based surveying technique to the cadastral resurvey for the foreseeable future and this research paper suggested that how to improve absolute accuracy of cadastral reference points by means of putting to use the appropriate models of measurement further.

  • Currently, 1/5,000 Digital Topographic Map covers the whole country with administrative boundary of Gu, while some region has already been constructed with 1/1,000 digital topographic map has legal boundary of Dong. Here, Dong in 1/1,000 scale represents the legal boundary which is used in the address most of time. Therefore, there is no administrative-Dong yet although it is very useful in various fields. In this study, we suggested a method to construct the administrative boundary extending to the level of Dong empirically. In addition, the practical application of the administrative boundary in GIS is discussed. Two methods are applied to construct the administrative boundary to the level of administration-Dong; using the edited cadastral map and the digital topographic map. When the edited cadastral map is used, some problems such as boundary discordance to superordinate administrative area is appeared. On the other hand, using digital topographic map showed simple construction processes and easy connection with other framework data. Therefore, it is recommended that the digital topographic map should be used in the construction of the administrative boundary It would be useful as framework data in various industries and public operations.

Proposal of Network RTK-based Boundary Surveying Drone Using Mobile GCS (Mobile GCS를 이용한 Network RTK 기반 경계 복원 측량 드론)

  • The cadastre in Korea was established with the outdated technology of the Japanese colonial period, and thus currently 15% of the Korea domestic land does not match the cadastral map. Accordingly, the government has been establishing the Korean cadastre under the name of 'Cadastral Re-investigation Project' and is changing the origin of the survey to the world geodetic system. Assuming that the project is completed, we propose a drone boundary survey method that can be used to easily survey using the exact digital cadastral information. The developed mobile GCS application can control the drone and acquire the boundary point coordinates recorded in the cadastre, and the drone automatically flies to mark the boundary points. The developed prototype of drone made a tour along the 6 boundary points in 2 minutes.

  • Cadastral surveying is related to demarcating legal boundaries and areas for the sake of registering a properly on cadastral records or restoring registered boundaries on the ground. It is composed of control surveying (cadastral triangulation and supplementary control surveying) and detail surveying. Detail surveying is classified into plane table surveying by graphical cadastral map and numerical surveying by boundary point coordinates. In this study we compared the accuracy of plane table surveying with numerical surveying using Parcel Based Land Information System(PBLIS) data constructed by the cadastral map digitalization business. In conclusion the result by numerical surveying was analyzed as more accurate than the result of plane table surveying, as Root Mean Square Errors(RMSE) of graphical cadastral surveying is 0.766m and that of numerical cadastral surveying using Total Station(T/S) is 0.683m. Therefore, PBLIS data is expected to be used for surveying legal boundaries and areas in the near future.
