Mobile technology is accelerating innovative changes across all fields of our society as well as business environments. Especially, demands on mobile government (M-government) services have been increased gradually since e-government has improved national administration services dramatically. However, high-quality services which are acceptable to may users are not actually supplied because technical issues such as security on mobile e-government services have not solved and governance policy was not established yet. Previous studies show that most researches are devoted to technical ones or limited to theoretical exploratory study. As a result, developing useful guidelines which are practically and theoretically proved is one of the very important research issues. This study reviews the previous research works such as concept of mobile, e-government, M-government, technical trends of mobile, market situations, present status, and various case studies. And then we develop a research model with five factors, twenty four variables and seventy six measurement for measuring the influencing factors to adoption of M-government services. The model is composed of total 16 hypotheses, 22 variables, and 76 measurements. The model is analyzed by using statistical package SPSS (18.0) and AMOS (18.0) together with structural equation method based on 294 samples. The results show that the model is valid and there are statistically significant influence between ease of use and usefulness, ease of use and user's satisfactions, usefulness and intent of re-use, and user's satisfactions and intent of re-use, excepting usefulness and user's satisfaction, ease of use and intent of re-use did not affect significant influences. Especially, service quality, system quality, and relationship quality are identified as influencing factors to adaption of M-government service. The results are expected to provide a theoretical research framework which generate new research issues in M-government service area. It also can provide an useful guidelines to practical experts in successfully implementing M-government services. Further research directions are as follows. User's intents have to be studied in details by classifying users by individual, enterprise, and government as well as developing a new hypothetical model. Since M-government service is at the initial stage, longitudinal studies have to be conducted to trace the peoples' need in order to develop new high-quality mobile services.
Social, economic and environmental problems caused by rapid urbanization have been recently overcome by various civic participation projects. Local governance and resident - led partnership through field - based cooperative operating systems from urban regeneration to village projects are considered success factors. Among these, the village greening project which directly affects the residents and requires spontaneity requires the role and cooperation of the various participating actors due to the sharing of public space and private space. Social capital plays a key role in the sustainability and participation of the above - mentioned business as a relational capital centered on trust and participation, network and norms. Therefore, empirical research is needed. In this study, basic research was carried out to build a formation model of social capital in participation - type greening project expanding urban green space system to living area. We analyzed the elements of participation, the components of business progress, and the factors of social capital formation through literature review and in - depth interviews with participating experts. The purpose of this study is to provide basic data of social capital formation model for analyzing sustainability and activation strategies in the future.
This study examines the relationships between TMT's characteristics - international education background ratio, international job experience ratio, international related professionals ratio- and the degree of firm's internationalization. It also examines the moderating effect of independent board on those relationships. The results of multiple regression analysis show that the ratio of TMT's foreign job experience is positively related to firm's internationalization. On the other hand, both international education background ratio and international related professionals ratio do not significantly related to firm's internationalization. Regarding the moderating effects. independent boards weaken the positive relationship between TMT's foreign education background ratio and firm's internationalization. Whereas they strengthen the positive relationship between TMT's international education background ratio and firm's internationalization. The findings of this study imply that Chinese firms should consider the interaction effects between the TMT and board on their decisions of internationalization.
Ecological efficiency is an important index measuring and reflecting the sustainable development level of economy, resources and environment in a region. This paper makes an empirical study on the ecological efficiency of 31 provinces in China in 2014 with the three-stage DEA model. The results show that the three indexes, the total investment in environmental governance (Unit: hundred million Yuan), the second industry proportion(%), and per capita automobile ownership (car/ten thousand people) functioning as the external environmental variables have significantly impacted the regional ecological efficiency. Excluding the impact of the external environment and statistical noise, the technical efficiency of regional ecological efficiency has increased from 0.526 to 0.639, and the pure technical efficiency has increased from 0.650 to 0.858, with the scale efficiency decreased from 0.833 to 0.740, accurately reflecting the regional ecological efficiency level. 31 Chinese provinces are classified into four different types according to the pure technical efficiency and scale efficiency. Every region shall, according to the characteristics of its efficiency, emphasize differently on improving the management level or expanding the scale of production so as to improve the ecological efficiency.
In this paper, we analyse empirically the relations between ownership structure and cash holdings of firms listed on Korea Securities Market and Kosdaq Market of Korea Exchange. The main results of this study can be summarized as follows. Cash holdings increase as large shareholder's equity holdings increase. Cash holdings increase as the difference between first largest shareholder's and second largest shareholder's equity holdings increase, and cash holdings increase as the ownership concentration increase. Managerial ownership exert a non-linear effects on cash holdings. So to speak, at lower level of managerial ownership, managers hold more cash to pursue their own interests at the expense of minority shareholders, but at higher level of managerial ownership, the interests of managers and shareholders are aligned, and also at highest level of managerial ownership, managers hold more cash to pursue their own interests at the expense of minority shareholders. Cash holdings increase larger in owner-controlled firm than in management-controlled firm. These results support the expropriation of minority shareholders hypothesis that large shareholders can extract private benefits from corporate resources under their control at the expense of minority shareholders. This paper contributes to defining information value of large shareholder's equity holdings on cash holdings for a firms' other stakeholders such as investors and creditors, and to strengthening a legal and institutional safeguard for external minority shareholders. Ownership concentration might have negatively affected the evolution of the legal and institutional frameworks for corporate governance and the manner in which economic activity is conducted. It could be a formidable barrier to future policy reform.

China has transformed her strategies for economic development from exogenous development founded on foreign capitals to endogenous development based on enhancing technology innovation capabilities since 2000. More specifically, Chinese business activities have coupled with new institutional settings which enable them to facilitate advanced technology and management methods. As a result, the characteristics of the spatial economy in China are likely to transfer from export-led developmental space to technology-oriented developmental space. In this context, this paper aims to identify the characteristics of technology-oriented space by investigating intra-, inter- and extra-firms relations of Korean FDI firms in Shanghai, China. In terms of intra-firm relations, Korean FDI firms adopted strategies for maximizing business efficiency and effectiveness by transforming their personal networks into formal networks. In terms of inter-firm relations, the distinction of Korean FDI firms' networks has been found in accordance with firm size, industrial sectors, ways of investment etc. Finally, Korean FDI firms has formal networks resulted from institutional involvement, as well as informal (personal) networks based on guanxi (inter-personal relations) in extra-firm relations. Therefore, two types of processes affecting the networks and institutional legacies of the Soviet system can be identified. First is the interaction of institutions and restructuring of pre-existing networks. Second is the insulated institutions and endurance of preexisting networks. And these two governance types have created regional economies which are embedded and over-embedded.
In this study, analyzed the effect of the introduction and operation of internal control system of a company on accounting information usefulness in a rapidly changing business environment. In order to conduct this study, we studied a comprehensive analysis on the usefulness of internal control and accounting information, and applied the research model to the purpose of this study. In this study, we analyzed the degree of the relationship between variables based on the discretionary accruals of the modified Jones model using the internal control evaluation index based on the components of the internal control system for China. In the empirical analysis, analyzed that the operation of internal control has a negative influence on discretionary accruals, which is a substitute for usability of accounting information. In addition, the risk management factors of the internal control system have a negative correlation with the usefulness of accounting information. The results of this study suggest that it is possible to present the positive function of internal control system to many firms where the introduction and operation of internal control is important, and to provide useful guidance in the study of the relationship between the operation of internal control and discretionary accruals for foreign company.
Due to the trend toward computerization of business services in public sector and the push for e-government, the volume of records that are produced in electronic system and the types of records vary as well. Of those types, dataset is attracting everyone's attention because it is rapidly being supplied. Even though the administrative information system stipulated as an electronic record production system is increasing in number, as it is in blind spot for records management, the system can be superannuated or the records can be lost in case new system is developed. In addition, the system was designed not considering records management, it is managed in an unsatisfactory state because of not meeting the features and quality requirements as records management system. In the advanced countries, they recognized the importance of dataset and then managed the archives for dataset and carried out the project on management systems and a preservation formats for keeping data. Korea also is carrying out the researches on an dataset and individual administrative information systems, but the official scheme has not been established yet. In this study the items for managing archives which should be reflected when the administrative information system is designed was offered in two respects - an identification method and a quality requirement. The major directions for this system are as follows. First, as the dataset is a kind of an electronic record, it is necessary to reflect this factor from the design step prior to production. Second, the system should be established integrating the strategy for records management to the information strategy for the whole organization. In this study, based on such two directions the strategies to establish the identification for dataset in a frame to push e-government were suggested. The problem on the archiving steps including preservation format and the management procedures in dataset archive does not included in the research contents. In line with this, more researches on those contents as well as a variety of researches on dataset are expected to be more actively conducted.
Btcoin has made a big progress through anonymity, decentralized authority, sharing economy, multi-ledger book-keeping, block-technology and the convenient financial vehicle. Bitcoin has the characteristics of mining and supply by decentralized suppliers, limited supply quantity and the partial money-like function as well as gold. The paper studies the hedge and safe-haven of Bitcoin and gold on daily frequency data over the period of July 20, 2010-Dec. 27, 2017 employing Asymmetric Vector GARCH. It finds that gold has the hedge and safe-haven against inflation and capital markets while Bitcoin has the weak hedge and the weak safe-haven. It shows insignificant effects of inflations of US and Korea on the volatilities of Bitcoin and gold. It also suggests the necessity of clearing of vagueness behind the anonymity for fair and transparent trade through the law application in the absence or fault in law (Lucken im Recht). following the spirit of the living constitution (lebendige gutes Recht oder Vorschrift). The relevant institutions are hoped to be given some of obligations such as registration, minimum required capital. report, disclosure, explanation, compliance and governance with autonomous corresponding rights. The study also suggests the reestablishment of the relevant financial law and taxation law. The hedge would not be successfully accomplished without the vigilant cautions of investors.
Due to COVID-19, non-face-to-face cultures such as remote classes, remote work, and tele-medicine are spreading. The major contributors to the settlement of such a non-face-to-face society are small and medium SW companies and SW manpower. However, recently as large platform companies and foreign big tech companies hire thousands of SW manpower, SW small and medium-sized companies are experiencing a serious manpower shortage. Therefore, the purpose of this study is to suggest policy alternatives for SMEs to stably secure SW manpower and support continuous business operation. To achieve this purpose, this study examines the current status of the SW industry and manpower, then summarizes related issues and suggests policy alternatives to solve these issues. Those policies include the reinforcement of incentives to support manpower retention such as the Naeil Chaeum deduction system, youth housing union composition, special military service system, recruitment of manpower through the contract semester system of employment conditions, reinforcement of customized education through supplementation of the SW manpower training voucher system, SW field skill standardization, establishment of a governance system for nurturing SW manpower, preparation of countermeasures against the outflow of manpower to large companies, and a win-win cooperation program for large and SME SW manpower.
