This paper analyze a description of Korean fleet using bottom gears on the high seas. The need for this study arises from international moves to address the effects of fishing with bottom gears on vulnerable marine ecosystems (VMEs) and in view of a communication on the Korean policy in respect of this. There is growing concern over the impact of fishing using gears that come into contact with the seabed (bottom gears), in particular in deep-sea areas where vulnerable marine ecosystems including seamounts, hydrothermal vents and cold water corals are located. Korea is an important stakeholder in high seas bottom gear fisheries. For the past eight years, the issue of protecting biodiversity in the deep-sea in areas beyond national jurisdiction has been extensively debated by the United Nations General Assembly (UNGA) and in other international fora. As a result of the report and a review by the UNGA of the effectiveness of the measures called for in resolution 59/25, the UN General Assembly called for a series of specific actions to be taken by States and RFMOs in UNGA resolutions 61/105 in 2006 and 64/72 in 2009 adopted by consensus. Korea attaches great importance to the protection of marine ecosystems and has made active efforts to implement the UNGA Resolution 61/105 in areas where there is a regional fisheries management organization, a process of establishing such organization or no such multilateral regime. For the effective implementation of the UNGA Resolution 61/105 and 64/72, Korea views that the development of support tools and, most importantly, the development of a global database on VMEs are urgently needed because many countries lack the ability to identify VMEs and to assess whether individual bottom fishing activities would have significant adverse impacts on their own.
As the population grows, the importance of the fishery industry continues to rise. It is therefore vital to support and promote sustainable fishery industry. However, the fishery production has been declining, mainly due to overdevelopment and depletion in fishery resources and stricter limits on development limits caused by growing concerns over the marine environment and ecology. Recently, international activities related to marine environmental and its ecosystems conservation, have been vigorously pursued. The United Nations Convention on The Law of The Sea has stipulated the protection and conservation of the marine environment, and the implementation of fishery resources development, made in harmony with the environment and fishery resources and based upon scientific findings and principles has become important. Accordingly, fishery industry must pay thorough attention to marine ecological and environmental problems and its international fisheries regime. Fisheries development can affect fishery resources, their environment and ecosystems. Adverse ecological effects resulting from fishery resources development practices in general include overdevelopment and incidental development of non target species, physical degradation of seabed habitants and degraduation of water quality. It has now become more important than ever to build up fishery resources development while achieving the conservation of biodiversity and the marine environment, as well as the restoration of destroyed ecosystems. To maintain fishery industry, it is necessary to develop bioeconomic fishery production system and industry policies for the ESSD(environmentally sound and sustainable development) given that maintenance of a favourable marine environment will ensure the fishery resources productivity. These bioeconomic system and policies are necessary to ensure the sustainability and viability of the fishery industry under ESSD fisheries concepts.
Innovation Cosystems are Conceptualized as Organizational Networks of Economic Actors, Technologies and Social Contexts that Interact for Knowledge Production, use, and Adaptation. This Paper Proposed a Conceptual Framework to Describe Value Co-creation of Organizational Networks Engaged in Technology Innovation. We Adopted Theory-Based Approach by Integrating the Perspective of Service-Dominant (S-D) Logic Into the Evolutionary Model of the Triple Helix. The Framework Gives a Plausible Explanation on how Actors Collaborate to Create Value in Dynamic Contexts of an Innovation Ecosystem. The Innovation Ecosystem can be Considered as a Composite of Sub-Ecosystems, Including Knowledge, Sectoral, and Business Ecosystems. When these Sub-Ecosystems are Recursively Transformed by Coordination of Functional Mechanisms that Serve Value Co-creation in the Innovation Process, the Innovation Ecosystem will be Re-Organized and Evolve. The case of the Digital Living Network Alliance (DLNA) was Examined to Demonstrate the Fundamental Mechanisms for Value Co-creation that was Described in the Framework. Since 1998, government-led Korean venture business boom now proceeds into the stage of market-oriented venture business growth. At such a moment, this research is to clarify the relations between the Critical Success Factors of Korean venture businesses, based on domestic and foreign literature surveys and inquiry surveys over domestic venture capitalists. This research starts from the necessity to overcome the limits of the existing researches by uni-dimensional Korean venture businesses and to manifest the multi-dimensional relations between the success factors from the various viewpoints. And this research adopts System-Dynamics methodology to manifest and utilize relations among those factors, avoiding the existing metrical approaches. This research can be called a new approach to the current ecosystems of Korean venture in which whether venture businesses in Korea succeed is considered to depend on the list on the stock market. For this, this research implemented verification analysis through the simulations of each factor at various levels to build causality map which clarifies the causality of success factors of venture businesses through the System-Dynamics methodology and to utilize it as a way of support to decision-making of venture businesses. This research will be able to suggest the reactions depending on various internal and external situations. This research tried to manifest the causality map of each factor on the basis of inquiry surveys and literature surveys to clarify Feedback among each factor by the SD methodology and simulate it. This research will be a basis to establish the chance to bolster up the still fragile probing research into success factors of substructure of venture businesses through the suggestion of possibility as an efficient analysis framework via the verification of SD methodology and the utilization of results of this research.

The COVID-19 pandemic is having an adverse impact on Bangladesh's economy by affecting millions of people's life and hampering their income sources. The outbreak of COVID-19 has created more pressure on the labor market. The pandemic reduces employment opportunities as most of the companies have stopped their recruitment process to cut their operational costs, which increases the rate of graduate unemployment in Bangladesh. Hence, this study aims to investigate the impact of COVID-19 on graduate employability in Bangladesh that adversely affects the income of families and eventually the nation's economy. A literature review has been conducted from secondary sources to evaluate the impact, which shows that the rate of graduate unemployment increased from 47% to 58% in 2020 with an expected annual loss estimated at $53 million. Findings also reveal that the prime reasons for graduate employability are low demand and huge supply of graduates in the labor market, lack of professional skills of graduates, ineffective education system, etc. The study suggests that the government of Bangladesh should develop some policies to overcome this problem such as ensuring employment subsidies, implementing skills development programs, improving labor market flexibility, initiating credit programs for generating employment, and developing entrepreneurial ecosystems in Bangladesh.
본 논문은 한국중소기업학회 40년의 역사적 흐름 속에서 창업생태계 연구 동향을 조명하고, 생산적 창업생태계 조성에 필요한 생태투입·산출요인에 관한 측정지표 개발 방향을 고찰하기 위해 수행되었다. '중소기업연구'의 창업생태계 연구 동향을 살펴본 결과, 선행연구는 생산적 창업생태계 조성과 다양한 생태투입요인에 대한 관리적 중요성을 강조하고 있다. 그러나 생태투입요인과 기업가정신으로 대변되는 생태산출요인 간 인과성을 검증하려는 실증연구에 필요한 측정모형 및 변수개발을 다루는 탐색적 연구는 실무·정책적 요구를 충족하지 못하고 있었다. 경험적 사실에 근거하여 창업생태계 성공요건을 규명하는 사례연구의 불균형적 발전은 연구 결과의 일반화와 효과적 실무·정책적 대안을 제안하는 데 한계가 있다. 국가·지역 경제성장을 견인하는 혁신동력으로써 생산적 창업생태계의 조성과 효율적 운영이 중요한 오늘날, 향후 실증연구에서 활용 가능한 생태요인 측정모형의 개발이 절실하다. 이에 본 연구는 기존의 [투입→산출→결과→성과] 프로세스를 적용하여, 생태투입·산출요인을 중심으로 창업생태계 측정 모형을 개념화하였다. 우선, 선행연구를 기반으로 생태투입요인(재정적·지식·제도적·사회적 자본)을 체계화하고, 생태산출요인은 설립, 혁신 및 성과기준 기업가정신으로 개념화하여 측정 가능한 변수로 도출하였다. 또한, 향후 실증연구에서 생태투입·산출요인 측정 시 활용 가능한 데이터베이스를 제안하고, 각 데이터의 특성을 검토하였다. 본 연구가 제안한 창업생태계 측정지표는 생태요인 간 인과성을 검증하려는 후속 연구에서 활용 가치가 높을 것으로 기대된다.
We intend to analyze how a specific industry of multi layered platforms successfully organize and operate numerous stake holders. Using the online game industry as a reference, we track and define the ecosystem and provide evidence for further study. A proposal is made to investigate how the change in consumers' attitude and the technological capacity is influencing the whole ecosystem. Also suggested is to extend the findings and apply it on various tech-based ecosystems for a more thorough understanding of the industry.
This study analyzes the establishment of venture companies and the interaction of venture ecosystem components (the core factors of venture ecosystems) with a focus on venture companies, venture capital, and the return market. Government support policies are understood as a catalyst for the venture ecosystem and this study will analyze the implications of government involvement by identifying the role of government policies in the venture ecosystem. According to the results of the empirical analysis with data on confirmed venture businesses by the Small and Medium Business Administration (SMBA), policies that provide direct support to venture companies did not have a significant influence on the establishment of new ventures. However, new investments by venture capital show a statistically significant positive effect and signify that the new investment is an important factor in vitalizing the establishment of new venture businesses and that the economic conditions of the return market have a positive effect. The establishment of venture businesses responds to the changes in real and vertical markets with greater resilience compared to government policies. Given the unique nature of the Korean venture ecosystem that responds to the market with greater resilience than government policies, there must be increased efforts to recover the confidence of the capital markets for venture capital in order to promote improved efficiency.

급격한 방송통신 융합 현상의 진전으로 인해 기존 수직적 규제체계의 한계를 극복하기 위해 수평적 규제체계 도입이 논의되고 있다. 하지만 수평적 규제체계도 생태계 산업구조의 등장으로 인해 한계를 노출하고 있다. 방송통신 생태계가 구축된 경우의 경쟁상황은 개별 사업자간 경쟁을 전제한 경쟁상황과는 다른 모습으로 나타난다. 중추적 사업자의 사업전략에 따라 다양한 구조의 생태계가 존재하게 되고, 이러한 중추적 사업자의 역량이 생태계 간 경쟁의 핵심이 된다. 그런데, 중추적 사업자의 특성이나 사업 전략에 따라 그가 존재하는 계층 영역이 달라질 수 있으므로, 생태계 간 경쟁 환경에 수평적 규제체계를 그대로 적용할 경우 일반적으로 경제적 규제의 강도가 약한 콘텐츠 계층에 중추적 사업자가 존재하는 생태계는 전송 계층에 중추적 사업자가 위치하는 생태계에 비해 상대적으로 약한 규제를 받게 되어 생태계에 따라 규제 차등화가 발생하게 되고 이는 생태계간 경쟁왜곡 현상을 초래하는 제도적 원인이 될 수 있다. 이러한 경쟁왜곡 현상을 완화하기 위한 방안으로서 생태계 요소를 반영한 방송통신 규제체계로는 전혀 새로운 규제체계를 정립하는 방안과 기존 제도를 활용하는 두 가지 방안을 상정할 수 있다. 그러나 방송통신 생태계가 너무 복잡하여 다양한 시장변화 동인 모두를 적절하게 포괄하는 유효경쟁에 관한 단일한 기준을 도출하기 어려운 현 상황에서 전혀 새로운 규제체계를 마련하는 것은 비현실적이다. 따라서 이 글에서는 수평적 규제체계를 전제로 하면서도 생태계 요소를 반영하는 규제체계를 정립하는 방안으로 경쟁상황평가제도에 생태계 요소를 반영하고 경쟁상황평가제도와 구체적인 규제수단 마련의 연계성을 강화하는 방안을 제안하였다. 이러한 방안은 수평적 규제체계를 집행하기 위한 사업자분류체계로서 논의되는 2단계 분류체계나 3단계 분류체계 어느 것과도 결합될 수 있다. 그러나 기존의 분류체계에 의하더라도 전송 기능을 담당하고 있지는 않지만 최근 디지털 콘텐츠 유통에서 중요한 역할을 담당하고 있는 앱스토어 등은 규제 영역 밖에 놓이게 될 수 있다. 따라서 이를 플랫폼으로 파악해 규제할 수 있도록 플랫폼 개념을 확대하고 이러한 플랫폼을 제공하는 사업자를 2단계 분류체계 또는 3단계 분류체계 내로 위치지우는 방식으로주제어:수평적 규제체계, 생태계, 전송단계, 콘텐츠 단계, 중추적 사업자, 상당한 지배력을 가진 사업자(SMP), 방송법, 통신법 사업자 분류체계를 구성하는 것이 타당하다고 생각한다.
