Explosive-Terror Risk Curve by RVS (RVS에 의한 폭발물테러 위험도 곡선)

  • Since the terrorist attacks 9.11 in 2001, the public places such as subway, department stores or office buildings have become a target of terror in major public facilities. In this paper, for the prevention of terrorist attack in domestic building, the assessments of terror risk were conducted and their relationship with building heights was discussed through FEMA 455-Rapid Visual Screening(RVS). Explosive terror risk tends to increase rapidly with building heights(H<230m), showing the correlation coefficient between total risk and building heights(H<230m) is 0.93. In addition, The average of consequences is 8.47 and that of' threat is 8.95. Vulnerability is found to be 6.62 in average.

  • While frequency of occurrence of terrorism has recently increased, it intensively occurs in buildings that many unspecified persons gather. Terrorism which occurs in high-rise buildings causes a lot of damage. It is necessary for design approach to reduce terrorism damage from explosive of buildings. Terror risk analysis of domestic tall and high-rise buildings is evaluated by fema 455, Rapid Visual Screening which is found to be comparatively simple and practicable. Common risk factors of terrorism in domestic buildings were investigated. The results of terror risk assessment of all buildings are found to be a medium risk score, Main reason is that domestic tall or high-rise buildings have similar external-environmental factors.

  • According to the global status of terroristic acts occurred from 2002 to 2010, 10,431(nearly 52.2%) of 19,946 cases have happened by bomb blasts, and 10,431(nearly 52.2%) of weapons used for terrorism were explosive substances Therefore, this study analyzed the terrorism risks of buildings according to height through FEMA 455 - rapid visual screening. As a result, the higher the building is, the higher the terror risk gets. It shows that total risk increases proportionally to buildings's height. In case of buildings over 100 meter high, the total risk is most affected by threat items. According to the risk of explosion associated with the scenario analysis, buildings over 100 meter high have high risks of Internal-Explosive.

A Confirmatory Factor Analysis on the Awareness of Terrorism Scale in Korea (테러인식 척도의 확인적요인분석)

  • This study identifies a factor structure regarding the criterion of terror awareness by using confirmatory factor analysis. The study provides information whether the criterion fits in the analysis of terror awareness in Korea or not. Data of 176 public officials working at the National Assembly collected in 「Study on the Improvement of Security in the National Assembly Building」(Choi O-Ho and others, 2016) was used in the analysis. Study results showed the fit statistics of 3 questions regarding concern in terror, 5 questions regarding cognition of terror occurrence, 3 questions regarding countermeasure of terror, and 3 questions regarding equipments against terror satisfied the standard. Also, standard regression coefficient exceeded the standard and was shown to be fit. Concern in terror, as a latent variable, was below the standard value of average variance extracted. However, focused validity was secured by obtaining other values fit. This study proceeded distinct validation test to supplement data. The test results showed that the criterion level was fit. Thus, further survey should include questions that are appropriate to measure the awareness of terror based not only on theories and previous studies but also on questions of terror awareness tested in this study. Such development in surveys will support the means of data measurement.

The Work of Mourning of 9/11 in U. S. A (미국의 9/11 애도 작업에 관한 고찰 : 9/11추모관 건립과 테러와의 전쟁을 중심으로)

  • This paper explores the work of mourning of 9/11 in the United States, focusing on the project of building the National September 11 Memorial managed by the Lower Manhattan Development Corporation(LMDC) and the War on Terror declared by the George W. Bush administration in the wake of 9/11. This paper first looks at the project of building the Natioanl September 11 Memorial and considers what was at stake in achieving this project. It also examines the limitations of the project. This paper argues that, in spite of the efforts to mourn the victims in significant and meaningful ways, the work of mourning in the memorial project fails at least in two respects. First, the memorial project "began so soon" right after 9/11 that the victims' families were not given enough time to mourn their loved ones. Second, the project were permeated with American nationalism and patriotism, which made the 316 non-American victims of 9/11 invisible and forgotten. Then, it goes on to examine the War on Terror because the War on Terror epitomized the failure of mourning due to these causes. In his address to the nation delivered on the very day of 9/11, President George W. Bush stated that "America was targeted for the attack because we're the brightest beacon for freedom and opportunity in the world" and that the terrorists failed to threaten America into chaos. He also stated that America is in "the war against terrorism." These statements were a futile reassertion of the illusion of American invulnerability and a prohibition of mourning in favor of violent military responses to 9/11. American nationalism also underlies Bush's official naming of September 11 as "Patriot Day." The victims were sacrificed because they were at the site when terrorists attacked, which implies that their death had nothing to do with American patriotism. Naming September 11 as Patriot Day was an act of imbuing the absurdity of the victims' death with a false meaning and an act of forgetting the non-American victims. The failure of the work of mourning of 9/11 consisted in the inability to recognize human vulnerability and interdependence and the inability to mourn not only American victims but also non-American victims killed in 9/11 and the War on Terror. A meaningful and significant mourning could be possible when we realizes that all human beings are exposed to one another and their lives are interdependent on one another. September Eleventh Families for Peaceful Tomorrows well demonstrated this kind of mourning. When most Americans supported violent retaliations, Peaceful Tomorrows made pleas for nonviolent responses to 9/11. Turning their grief into action for peace, its members work "to create a safer and more peaceful world for everyone," not only for Americans. Their effort to mourn in meaningful and nonviolent ways delivers the message that a disaster like 9/11 should not happen anywhere.

  • The purpose of this research is to suggest a construction device that can transform a public safety, security service, security system on counter- terrorism device system, from government leading type to private management type. There are purpose on this thesis to research for the bringing up counter-terrorism experts certification system and about all sorts of developed device among our country's counter-terrorism situation and through comparing developed country's private security's developing device. This summary of thesis is like below. First we need to establish total counter-terrorism center, like developed country on national corresponding strategy. Second, we need to make an organization as a country security department unified as an America's President directly belonging organization. Third, it is to legislate about an counter-terrorism. Fourth, we need to make a coorperate system according to counter-terrorism duty come under private management, so that can recover a trust among people. Fifth, a terror warning system is necessary. Private security's mutual relationship and developing devices is First, it is necessary to bring up counter-terrorism expert. Second, it is necessary to bring in counter-terrorism experts certification system. Third, counter-terrorism research center that come under private management is necessary. It is considered that various research need to be continued after by bringing up counter-terrorism experts, transforming a consciousness, counter- terrorism education, building an equipment and education center, not for a special group, that can minimize human infringement.

A Comparative Analysis of Terrorism Threat Level of Domestic Tall Buildings and General Buildings through Rapid Visual Screening (Rapid Visual Screening통한 건물 높이별 테러위험도 비교 분석)

  • As the scope of the target of terrorism is recently extending, the danger of domestic terroristic attacks is increasing constantly, and the form of terrorism is changing from hard targets such as significant facilities of the country into soft target of multi-complex buildings such as skyscrapers. Accordingly this study analyzes the terrorism threat level on skyscrapers by comparing the assessment results of the terrorism threat level on skyscrapers and high-rise buildings with the assessment results of the terrorism threat level on low-rise buildings through fema 455 - Rapid Visual Screening. As a result, skyscrapers and high-rise buildings are relatively higher threat rating than consequences and vulnerability rating. This is caused by the fact that the terrorism threat level on skyscrapers is high due to their residents and their national or regional symbolism and visibility

  • The world has been rapidly restructured in an agenda of national security from center of military strength to that of economic strength since the post cold-war era China military leadership-division carried out RMA through learning of a lesson from Gulf war in 1990 -1991 and Iraq war in 2003, thus the leadership-division made an attempt to convert the military system to a technical intensive system. The principle based on RMA of China military is (National defense strategy) drafted by the central military committee 1985 and (Four modernization general principles) 1978. China has introduced Russian high-technological arms and equipment in order to build up the military arms greatly thanks to an economical development, and they take pragmatism line as chinese socialism with their strategy to make secure a position as military powers such as they successfully launched a manned spacecraft and are building an air-craft carrie and soon. USA has a theory of dichotomy whether a country is a cooperator for USA, or not. and also enemy or friend since 9.11terror, thus USA is different from their direction of police. This is because USA stands a position as the superpower of the supremacy hegemony of the world. We must be carefully aware that USA considers as important area for Middle east, West south Asia, Central Asia and Northwest Asia to meet the demands of 2lcentury. Accordingly, the focus of USA's military strategy will be probably concentrated at the above mentioned four areas. On the other hand, USA enjoys such a superpower position due to collapse of USSR which was the past main enemy since the post cold war era. We could give an conclusive example as fact that USA has recurred to unilateralism But USA carry on the military operations to the terror groups at global around by converting thje military strike strategy to pre-emptive strike strategy since9.11 terror, 2001. USA seeks for transformation to the mobile military forces with light-quantity oriented in order to carry on such the military operations and makes progress GPR, And the USA forces in Korea makes progress a military renovation as part of such a military strategy. On the other hand, USA promotes the measures of choose for the countries standing at the crossroads of strategy and carries forward a main scheme of provision for four priority aims that the leaders of a hostile country and mis-country shall be prohibited from use and obtainment of weapons of mass destruction. Accordingly, this treatise found out a significant meaning to have an effect on the national security in the korean peninsula.

  • To maintain reliable and stable power grid the Power Dispatch Center consists of two sections, primary and backup centers. It is necessary that the Backup Dispatch Center stay away from the primary center in case of emergency like terror and natural disaster. The Backup Dispatch Center operates transmission lines outside of Seoul metropolitan area and could perform main center's role when primary center lose control Without building a duplex Power IT system, it would be doubtful to operate both centers efficiently. This paper deals with primary and backup Power IT systems which run two Dispatch Centers and focuses on expectation effects of its duplex system and transferring the Backup system.
