Recently, environmental issues have become serious, and Jeju Island is promoting a pilot project of a smart collection system(waste weight-based collection system) at clean houses in Yongdam 1-dong. However, the new system faced an opposition from elderly residents who were not accustomed to using machines or smart devices. In order to solve this problem, it was intended to suggest policies related to this by conducting environmental education and identifying problems with the effect of environmental education awareness through data analysis method. The results showed positive answers in most of the satisfaction and achievement evaluations, but it is also true that most of the residents need to be educated and more information should be given. In order to vitalize education, it is important to increase the number of instructors and support them to increase their expertise. It is also important to take a practical process that strengthens public relations, shares information, and links with the local community to increase the actual participation of local residents. In addition, it is critical to secure a budget from local governments to maintain education and public awareness, and it will be helpful to link with talent donation projects in the region.
Due to the management innovation policy that was introduced to governmentsupported research institutes (GSRI) in 1998, their employment structure has been continuously changing, with the most notable increase of the number of non-standard researchers and the diversification of employment contracts. This paper examines changes in the employment structure of GSRI over the last 20 years in relation to the introduction and operation of the PBS (project base system), which is a main factor that fundamentally changed the employment structure of research institutes. This paper purposes to analyze the current status of non-standard workers in the science and technology research area through interviewing standard and non-standard researchers. Under the PBS as a principle of organizing their research project, the project-managers cannot help but exploit non-standard researchers to process research within a tight budget. This structure of organizing research projects reinforces the increase of the number of non-standard researchers and diversification of non-standard employment relations. In addition, the wage and working conditions of non-standard workers are getting aggravated in this structure. Considering the characteristics of research institutes, precarious status of non-standard researchers will have negative effects on the development of science and technology.

The purpose of this study is to examine the lifelong education policy in Korea and Germany, focusing on the historical transition process, and to explore desirable ways to develop the lifelong education policy in Korea. To this end, We compared and analyzed Korea and Germany's lifelong education policy using research papers on lifelong education and practical data published by BMBF, DIE, DVV, EAEA, UIL, and NILE. As a result of the study, German lifelong education policy has improved social and vocational professionalism running programs suitable for the characteristic of region, Korean lifelong education policy lacks civic education in terms of local lifelong education due to political sensitivity. In addition, Germany is expanding the participation rate of lifelong education by constructing an environment where it is easy to participate in lifelong education, while Korea's participation rate in lifelong education is lower than that of advanced OECD countries. At last, the German lifelong education policy pursues a natural change in the needs of the society, the ideological principle of which require education be independent. On the other hand, the study confirms that Korean lifelong education policy tends to be controlled by the central government. As a result of this study, Germany's lifelong education policy provide the following implications for Korea's lifelong education policy. First, This dissertation emphasizes the need for the learner-centered operation as the needs of educational consumers become more diverse. Secondly, It highlights the need for activation of lifelong education in career education. Third, The expansion of the lifelong education budget to support good quality lifelong learning. Fourth, Holistic and long-term system for sustainable lifelong learning society needs to be structured.

The number of elderly people worldwide is rapidly increasing and the mobility handicapped suffering from inconvenient public transportation service is also increasing. In Korea and abroad, various policies are being implemented to provide high-quality transportation services for the mobility handicapped, and budget support and investment related to mobility facilities are being expanded. The mobility handicapped spends more time for transit transfer than normal users and their satisfaction with transit service is also lower. There exist transfer inconvenience points of the mobility handicapped due to various factors such as long transfer distances, absence of transportation facilities like elevators, escalators, etc. The purpose of this study is to find transfer inconvenience points for convenient transit transfer of the mobility handicapped using Smart card Big data. This study process traffic card transaction data and construct transfer travel data by user groups using smart card big data and analysis of the transfer characteristics for each user group ; normal, children, elderly, etc. Finally, find transfer inconveniences points by comparing transfer patterns between normal users and the mobility handicapped. This study is significant in that it can find transfer inconvenience points for convenient transit transfer of the mobility handicapped using Smart card Big data. In addition, it can be applicated of Smart card Big data for developing public transportation polices in the future. It is expected that the result of this study be used to improve the accessibility of transit transportation for mobility handicapped.
This study examines how prospective earth science teachers perceive the concept of "equilibrium" and "interaction between Earth's spheres" in understanding Earth's radiative equilibrium and tries to identify their misconceptions. For this purpose, a questionnaire was designed and put to them to look into their thought flow based on the items that appeared in the national level evaluation. As a result of analyzing their answers, even though all the prospective teachers correctly described the concept of radiative equilibrium, about 90% of them did not apply the concept of radiative equilibrium to the new environment of the Earth without atmosphere. They do not seem to be able to smoothly derive the concept of a new 'interaction' between the changed regions and a new 'equilibrium' that will be reached over a long period of time. In this respect, it is likely that the textbooks had some influence on the formation of their concepts. In particular, high school Earth Science textbooks describe the Earth's radiation equilibrium in a quantitative manner, focusing on the heat budget of the equilibrium state rather than the process of reaching radiation equilibrium. Such an approach of textbooks might be an obstacle to fostering students into creative convergence-type talents pursued in the 2015 revised curriculum. Meanwhile, in order to eliminate the misconceptions of students often found in the understanding of Earth's radiation equilibrium, this study suggests that the core concepts need to be dealt with more attention even in college courses for training prospective teachers.

This study compares interagency linkage in the area of the elementary child care policy in korea and japan and derives the implications related to the elementary child care classes of korea. This study researches linkage method between the ministries in korea and japan focused on the background, the process, the current operating system. The elementary child care service policies of the korea & japan are analysed comparatively in terms of background, budget, goal, linkage ministries, basis of law, administrative units and on the basis of those analyses, the implications related to the elementary child care service policy of korea are derived. The derived implications are as follows : first the sound development of the child becomes the foundation of the development of school and community. Community and school have to strengthen cooperation. Second, child care policy is not the alternatives for overcoming fragmentary problems but has to be carried out considering them variously in broad prospective. Third, korea has to find the effective linkage method between the ministries. Fourth, find the way which interagency policy can be merged as a hub for school. Fifth, korea has to find the way transferring the central operating body from the principal in school to the local government to operate the elementary child care classes successfully. Sixth, positive interest and continuous support of the top policy makers is needed.

The construction cost is estimated based on the drawings at the design stage and constructor will find efficient construction methods for budgeting and budgeting appropriate to the budget. Accurate quantity estimation and budgeting are critical to determining whether the project is profitable or not. However, since this process is mostly performed depending on manpower or 2D drawings, errors are likely to occur and The BIM(Build Information Modeling) program, which can be automated, is very expensive and difficult to apply in the field. In this study, 3D architectural modeling was performed using SketchUp which is a 3D modeling software and suggest a methodology for Quantity Estimation. As a result, 3D modeling was performed effectively using 2D drawings of buildings. Based on the modeling results, it was possible to calculate the difference of the quantity estimation by 2D drawing and 3D modeling. The research suggests that the 3D modeling using the SketchUp and the calculation of the quantity can prevent the error of the conventional 2D calculation method. If the applicability of the research method is verified through continuous research, it will contribute to increase the efficiency of architectural modeling and quantity Estimation work.

The aim of this study was to investigate teachers' perceptions on MBL (microcomputer-based laboratory) experiment training program for teachers, the expecting effects of MBL experiment and application of MBL experiment after conducting MBL experiment training for science classes in schools. This study showed that most of the teachers who participated in the training program thought that the MBL experiment training program was very useful and instructive. Many teachers considered that MBL experiments using a computer could decrease time spent in the experiment by accurate and fast data collection and analysis. They also thought that the reduced time could be used more effectively in the analysis of experimental data and discussion activities leading to correct concept formation as well as in the development of graphical analysis and science process skills. However, they thought that MBL experiments were ineffective in learning how to operate experiment apparatus. This study also revealed that most teachers intended to apply MBL experiments in real classrooms context right after the training course and they pointed out many obstacles in introducing MBL experiments into their classrooms such as a budget to purchase equipment, poor laboratory conditions, and few MBL experiment training opportunities. In order to apply MBL experiment into the real classrooms, further changes were suggested as follows; development of technologies to reduce unit cost of equipment for MBL experiments, production and supply of many kinds of sensors, development of MBL experiment materials, and expansion of the training program for teachers.
The Construction Technology Information System collects, processes, and provides the public with free of charge 16 types of construction technology-related texts or index information, such as construction standards, construction practices, and construction reports, required at construction sites to enhance domestic construction technology. This study judged that user satisfaction could be increased if the budget was allocated first to the most effective construction technology information DB establishment. For each type of construction technology information, the level of satisfaction felt by the population for the quantity provided and the value of use according to the acquisition and utilization of information were investigated. Reliability between independent variables and dependent variables through a multiple regression analysis process to identify how the demographic characteristics of the population affect user satisfaction and the factors that affect the use value of information for each type of construction technology information. and the correlation was analyzed. The correlation between the demographic characteristics of respondents and users' satisfaction with the provided quantity was generally low, but construction experience, age, etc. were found to have an effect on satisfaction with the provided quantity. In particular, among the demographic measurement items of respondents, the more construction experience they had, the higher their satisfaction level with the quantity provided of low-level technical standards, and it was analyzed that older age had an impact on satisfaction with the quantity provided for small and medium-sized business support information.
This study sought to explain the reasons why the civic education bill failed to be enacted as many as 13 times. What we discovered as a result of our research is, first, the absence of a legislative strategy by the minority member of the national assembly on this bills. The Citizenship Education Bill was a controversial bill with great potential for ideological conflict, and after the 19th National Assembly, this bill was promoted by a minority of a specific political party. The Democratic Party's sponsoring lawmakers did not use active legislative strategies, such as exerting influence within the party to have these bills adopted as the party's platform, or developing them into major pledges for the general and presidential elections. Second, there is a consistent passive response from civic groups as well as lawmakers who signed the bill in an unfavorable public opinion environment. During the legislative process, opposing opinions were overwhelming, including concerns about the spread of leftist ideology, waste of budget and organization, and violation of neutrality and fairness in education. In addition, the passive attitude of field teachers and civic groups, who should be in charge of civic education, also served as a background for the legislative failure. Third, due to a lack of sharing of reliable information on recent theoretical research and global policy trends among stakeholders, legislation through an agreement between the ruling and opposition parties failed.
