The Warsaw Convention of 1929 and the amendments thereto including the Hague Protocol, Montreal Protocols Nos. 1,2,3 and 4, the Guadalajara Convention and the IATA Intercarrier Agreements, which are the rules (as called "War saw System") have played as a major rule in the international air transportation for more than 70 years, will be replaced by the Montreal Convention of 1999 for its effectiveness on November 4, 2003. While a major portion of the Montreal Convention follows the language of the Warsaw System, the Montreal Convention makes significant changes to the scope and extent of the carrier's liability, expands the jurisdictions where the carrier can be sued, and recognizes the effect of code sharing on air carrier liability. The Montreal Convention heralds the single biggest change in the international aviation since the diplomatic efforts in the mid-1920's which resulted in the enactment of the Warsaw Convention. Until now, the legal liability of almost all the international air carriers has been governed by the Warsaw System. The Montreal Convention incorporates provisions of these instruments to create a single document and to set a uniform regime for carrier liability in international transportation. At the same time the issue of the low liability limits of the Warsaw has been resolved to a more satisfactory level in the Montreal Convention. The Convention has been hailed as consumer friendly and progressive in nature. If this Convention is ratified by Korea, the virtual elimination of the liability limits between the passengers and the airlines will become law by treaty. The airlines in Korea as well as Korean consumers of international air carriage will immensely benefit from the ratification. As opposed to the Warsaw Convention, the Montreal Convention has been described to be the one that is no longer a Convention for airlines, but it would serve the interests of both the consumers and the air carriers.
Purpose - Because of the emphasis on the necessity of academic-industrial cooperation between companies and universities, there are various ongoing academic-industrial cooperation programs led by the government. As government actively supports such cooperation as policy,and universities vitalize new technology development, academic-industrial cooperation between companies and universities is being recognized as an important growth engine for companies the competitiveness of academic-industrial cooperation is also attracting more interest. The government has vitalized human resource fostering, practical R&D, and technology transfer to companies since 2012 by executing a "leading university fostering project for academic-industrial cooperation." Based on an organic interlink among universities, industry, and research institutes, the government also created and is promoting several models of such cooperation between companies and universities to support shared growth of industry and local universities. The purpose of academic-industrial cooperation is growth and benefit fromtechnology development, technical cooperation, and technology transfer between companies and universities. Research design, data, and methodology - As more academic-industrial cooperation efforts are ledby companies due to the limitation in technology-focused commercialization cooperation, the academic-industrial cooperation system became fragmented and it is losing the potential for future advancement. Specifically, as differences between universities grow, academic-industrial cooperation between companies and universities based on new technology from universities is finding difficulty advancing,while systematic support from companies to enhance the performance of businesses created by academic-industrial cooperation is also insufficient. Accordingly, this study established a growth model for the advancement of academic-industrial cooperation between companies and universities and suggested a plan to strengthen the competitiveness and promote the future advancementof academic-industrial cooperation between companies and universities by analyzing the current situation of such cooperation and diagnosing its issues. Results - This study explored the concept and current status of academic-industrial cooperation relationships and analyzed related issues. For such cooperative organizations to be competitive, the employment environment of professional human resources for academic-industrial cooperation should be improved and measures to secure professional resources should be taken as early as possible. Though the academic-industrial cooperation now is being led by government, there is a limitation based on business models, which require creation of profit; however, an academic-industrial cooperation model still cannot stand alone without the support of government. This study also pointed out that a having only a plan to build competitiveness of companies and universities for academic-industrial cooperation is not sufficient. Conclusions - In order to increase the competitiveness of academic-industrial cooperation, a detailed growth-sharing model for academic-industrial cooperation should be developed, and there should be more joint development processes for the advancement of such cooperation in which the need for technology development can be verified in advance. In addition, beyond focusing on technology-focused academic-industrial cooperation, a network between companies and universities searching for ideas for academic-industrial cooperation in the fields of human and social aspects should be created. A new academic-industrial model linking current cooperation between companies and universities to the local area should be built based on such academic-industrial cooperation in human and social fields.

The paper describes a case study in which Sungkyunkwan University Library participated in the official ARL(Assoication of Research Libraries) LibQUAL+ evaluation program. LibQUAL+ model is based on the SERVQUAL service quality evaluation model originally developed in the marketing area. It details a number of processes including translation of the LibQUAL+ survey instrument into Korean, selection of study sample and choice of survey versions. In addition, it offers a number of strategies that can be adopted in order to analyze the survey data for various comparisons among different user groups and institutions. LibQUAL+ is more that a survey instrument; it a holistic system for assessing library service quality. Despite criticisms on LibQUAL+, we expect that university libraries in Korean will benefit from participating in the program. It is preferable that a group of libraries form a consortium to participate in the LibQUAL+ program as opposed to individual participation. The consortium can function as a learning community through various workshops and sharing activities, thus elevate the overall evaluation efforts in Korean libraries to a higher level.
Standards boost technological innovation by promoting information sharing, compatibility, stability and quality. Identifying groups of companies that particularly benefit from these functions of standards in their technological innovation and commercialization helps to customize planning and implementation of standards-related policies for demand groups. For this purpose, this study engages in profiling of SMEs whose R&D objective is to respond to standards as well as those who need to implement standards system for technological commercialization. Then it suggests a prediction model that can distinguish such companies from others. To this end, decision tree analysis is conducted for profiling of characteristics of subject SMEs through data mining. Subject SMEs include (1) those that engage in R&D to respond to standards (Group1) or (2) those in need of product standard or technological certification policies for commercialization purposes (Group 2). Then the study proposes a prediction model that can distinguish Groups 1 and 2 from others based on several variables by adopting discriminant analysis. The practicality of discriminant formula is statistically verified. The study suggests that Group 1 companies are distinguished in variables such as time spent on R&D planning, KoreanStandardIndustryClassification (KSIC) category, number of employees and novelty of technologies. Profiling result of Group 2 companies suggests that they are differentiated in variables such as KSIC category, major clients of the companies, time spent on R&D and ability to test and verify their technologies. The prediction model proposed herein is designed based on the outcomes of profiling and discriminant analysis. Its purpose is to serve in the planning or implementation processes of standards-related policies through providing objective information on companies in need of relevant support and thereby to enhance overall success rate of standards-related projects.
In this study, to verify influence that economic situations of a household unit have on donation behavior, after economic situations of a household unit were measured with income and assets by type and income to assets, effect which each variable has on secular giving was verified. This study used 3-year panel data of a total of 4,938 households based on the fifth to seventh year data as investigation data from 2012 to 2014 among data of financial panel investigation of Korea Institute of Public Finance of National Survey of Tax and Benefit. As an analysis method, a random effect tobit model was used. At the analysis result, it appeared that as scales of financial assets, earned income, property income, and transfer income become larger, the amount of donation increased. Also, it was represented that rates of income to assets had negative influence on secular giving. In case of demographic variables, education levels of householders and sizes of houses had relation of a positive direction. In case of ages, it appeared that they had inverted U-type relation. This study has meanings in that understanding of donation behavior of a household unit can be increased and expanded more and also implications related to intervention strategies of a household unit to expand sharing culture can be extracted by verifying influence which economic factors of a household unit have on donation behavior based on panel data.
The projects of citizen science which is originated from citizen data collecting action driven by governmental institutes and science associations have been implemented with different form of collaboration with scientists. The themes of citizen science has extended from the ecology to astronomy, distributed computing, and particle physics. Citizen science could contribute to the advancement of science through cost-effective science research based on citizen volunteer data collecting. In addition, citizen science enhance the public understanding of science by increasing knowledge of citizen participants. The community-led citizen science projects could raise public awareness of environmental problems and promote the participation in environmental problem-solving. Citizen science projects based on local tacit knowledge can be of benefit to the local environmental policy decision making and implementation of policy. These social values of citizen science make many countries develop promoting policies of citizen science. The korean government also has introduced some citizen science projects. However there are some obstacles, such as low participation of citizen and scientists in projects which the government has to overcome in order to promote citizen science. It is important that scientists could recognize values of citizen science through the successful government driven citizen science projects and the evaluation tool of scientific career could be modified in order to promote scientist's participation. The project management should be well planned to intensify citizen participation. The government should prepare open data policy which could support a data reliability of the community-led monitoring projects. It is also desirable that a citizen science network could be made with the purpose of sharing best practices of citizen science.
Recently, the construction of U-City or of U-City service (U-service) in many kinds of urban development projects becomes the general trend. However, as the construction of U-city comes into the spotlight like the trend of the times, various service constructions are being indiscreetly implemented since it's processed focusing on local specialized projects or local landmark project by a local autonomous entity or an institute in charge being off the original purpose of the improvement of living quality of residents and the efficiency of urban management, which causes a number of problems on the process, maintenance, operation and management of those projects. Therefore, this study is to derive the standard pattern of U-service construction through the analysis of patterns and numbers of U-service and problems during the process of construction in domestic U-City construction case district, and is aimed to suggest the reasonable direction of service construction based on this. 11 projects areas in which data related to U-service are available among U-City construction project areas were selected for the subjects of this study, and it's standardized with 228 detailed unit services that were suggested by U-Eco City R&D and with 11 service domains that are regulated in "the Act of ubiquitous city construction etc.", and it is limited to services that were suggested in U-City case area of which design was completed by July, 2010 based on this. The actual state of various U-service construction is analyzed through case studies as well as reviews on the legal and theoretical concept and the method of pattern classification of U-service, the plan for the standardization (pattern classification) of U-service and the plan for the construction body of service and to share the costs are suggested as the plan to construct reasonable U-service based on this for the method and the procedure of this study For the method to construct U-service, the plan to classify the pattern of U-service into the basic service and additional service is suggested, and whether it has the publicity, whether urban infrastructure is included, whether utilities are included, the body of realization, the recipients, the urgency, the importance and the spreading, etc. are suggested for the index to determine the pattern of service. The method to get the executor of a project to construct the basic service, the method to get the executor of a project to construct the most basic service among the group classification of service and to get a private entity and a local autonomous entity to perform additional service in the future, and the method to construct the whole service and to distribute the construction costs were suggested, and the first one that determines the body of construction after dividing U-service into the basic service and the additional service was evaluated to be the most reasonable one. And the plan to solve the problem that the excessive construction costs of U-service are shifted onto the executor of a project through benefit principle, balanced distribution principle and consultation and mediation between the interested parties was suggested for the criteria to share the costs.

To be detail, instead of user, Integrated ID system can certificate users identification from various online sites (where user resisted) authorization requests via one-clicking, not putting identification data in each sites. So, this technology would be helpful much to a certain user who has lots ID and its Password in multiple Online shopping companies by establishing integrated ID. However, although Integrated ID has lots advantages to be used, most Mobile Service Companies has hesitated to apply Integrated ID service in their shopping systems because this technology requires them sharing their users' data. They have worried that this service would be not helpful to gain their profits. Furthermore, Users who join in multiple shopping companies and use Integrated ID services also are difficult to decide which company they have to save their points in before payment because this system could not show any financial benefit analysis data to their users. As following facts, via this paper majorly we propose the advanced Integrated ID system which concern shopping point management. Basically, this system has a strong security payment service and secure network services like other mobile Shopping systems. Additionally, this system is able to service (or to support) shopping -point -saving guide for customers' financial benefits and conveniences.

Corporate Culture Marketing is a marketing tool that enhances a company's cultural image or conveys its image through culture. Culture Consumer value analysis is important predictive data in identifying the value and pursuit of life in individual consumption behavior, explaining the choice behavior of culture consumers, and serves as the basis for decision making. The research method was linked to the text mining and opinion mining techniques of big data, and extracted positive, negative and neutral words. The analysis targets culture consumers participating in concerts at Hyundai Card's 'Super Concert', which is subject to domestic consumers, and CJ ENM's 'KCON', which is subject to foreign consumers. The culture consumer value elements of corporate culture marketing are the basic conditions, and they were derived as 'Consensus Communication (Expression of Sensibility)', 'Participation Sharing(VIP Belonging)', 'Social Change Issue', 'Differentiating Services', 'Price Discount Benefit' and 'Location Quality'. In the future, we will need to foster 'Culture Technology Marketers' and apply them in areas such as arts management planning, cultural investment, cultural distribution, cultural space, Corporate Culture, CSR and K-pop marketing to enhance corporate interests and brand value and enhance brand value.

Interlibrary loan has been a very common library service in the developed countries but it is yet to be actualized formerly in Korea. As Korea is moving toward an information society where all the individual user's request in the library should be met, we need to understand, in detail, the theory and practice of interlibrary loan service. As various information technology has been applied to the libraries, the libraries became the open system. Thus, the libraries become more cooperative, form networks, and make interlibrary loan service available. This study is based on the following three hypothesis formulated from the systems theory. 1. If libraries cooperate each other and form some kind of networks by mail, computers or telecommunications, they become the open system. 2. If a library develops as the open system, interlibrary loan becomes available in the library. 3. If the interlibrary loan system works, the role of the librarians will be changed. The research was carried out by analyzing the various studies about interlibrary loan service and by examining the interlibrary loan systerns presently working in the U.S.. The conclusions are reached deductively from the data. Some of the terminology used are defined as follows: System: a network of interrelated procedures that are joined together to perform an activity or to accomplish a specific objective. It is, in effect, all the ingredient which make up the whole. Cooperation: Working together to benefit participant libraries. Network: a much more structured type of cooperation in which definite regions or areas are connected by electronic or other means to promote interlibrary loaning of materials, in-service traing & other sharing of resources. Interlibrary loan: the lending of books between libraries. The model of cooperation or networks was used to be (1) a star type, (2) a hieranchical type, (3) a distributed type or (4) the combination of aforementioned three. However, the development of the telecommunications and computers enables all kinds of libraires cooperate together. Interlibrary loan service starts with the needs of user's information. The information have to be logically accessed through bibliographies, computers, electronic mails and satellite communications. And the logical access requires the information technology and the libraries become cooperative. The physical access to the information follows next but only traditional method of mail and some commercial service are currently available for this purpose. Therefore, researches are needed to develop this physical access. If the libraries form networks, the microaspect of library changes accordingly as the macroaspect changes. If the libraries . cooperate to become one large world library, the librarians plan, organize, control library operations and report the results. And the librarians work inside and outside of the library to cooperate with other libraries. Only the cooperation of the libraries will enhance interlibrary loan and the Korean librarians have to be prepared to accept the new role of librarianship for the interlibrary loan service.
