  • This study empirically analyzes the economic validity of rape farmers. The analysis of economic evaluation is based on the benefit-cost analysis. Previous studies have undoubtedly expanded our understanding of the importance of substitution effects on a rapeseed for bio-fuels. However, earlier studies have mostly dealt with the concept of biodiesel's economics analysis, but this paper's attentions have been paid to the economic analysis of farm. The aim of this paper is suggesting the most appropriate policy brings about why farmhouses should cultivate the rape. To answer this question, this paper adopts a scenario analysis and the B/C ratio is used.

Economic Analysis for Standardization R&D of Urban Rail System (도시철도 표준화 연구개발사업의 경제성 분석)

  • This study is to estimate economic benefits of Standardization R&D of Urban Rail System. Benefit was to be realized through standardization of main areas such as train vehicle, railway, power system, and signal system. To derive and calculate the quantitative benefit, the sources of economic impact was divided into three dimensions -operational cost savings, import substitution, and safety effects. Economic effect of the standardization was categorized based on a modified BSC model. Economic benefits from time and labor savings are converted into cost savings. Import substitution and investment multiplier effect have a positive impact in addition to cost savings. The estimation of the standardization R&D of Urban Rail System was conservatively estimated 370 billion Won. Cost effectiveness of standardized safety system was conservatively translated into economic benefit in this analysis. This study provides a practical guide to economic evaluation of the various railway R&D projects.

  • R&D institutes, supporting development in industry, are required to provide an economic basis of their R&D investments. In this paper, we apply prospective cost-benefit analysis to evaluate the economic impact of R&D investments. We compute main metrics with cost and benefit estimated via counter-factual evaluation model. Among many projects of KRISS to improve measurement reliability, three projects are evaluated by applying prospective cost-benefit analysis.

  • In Korea, various community investment renewable project models are being implemented to increase community acceptance of renewable energy. An important factor for enhancing local acceptance is that renewable energy projects have a positive effect on revitalizing the local economy such as income increase or job creation for residents and local companies. To maximize the local economic effect of large-scale community investment renewable energy projects, this study developed an evaluation index for local economy activation, whose indicators are the local return on investment, local companies' participation, local job creation, regional cooperation, transparency, and governance. Analysis of existing evaluation indicators and current renewable projects, financial analysis, and expert interviews were used in this research. The pilot evaluation determined that, the local economic effect was high in the following order: a fund investment wind project (Gangwon), benefit-sharing wind project (Jeju), and general wind project. In particular, residents' investment amount, the number of participating residents, and the amount and transparency of the regional cooperation fund were key factors to expand the effect of local economy activation. This evaluation index could be used in public bidding for renewable energy projects such as offshore wind zoning areas of local government.

  • The Organizations working with technological projects will be more and more common to connect consultants. Those who shall carry out the pre-analysis of the projects ought to have a professional knowledge to the area about economical methods with information technology and changed technology of surveying and mapping. New surveying and mapping methods, such as TotalStation, GPS, orthophoto, digital map, and satellite remote sensing, have totally changed the old concept of surveying. Also the technology for the new mapping has greatly changed from analog to analytical to digital during the past 50 years. Now, the proper choice of surveying and mapping methods becomes a decision on cost and efficiency rather than the use of a particular technology. As an example, GPS equipment dose cost considerably more than traditional surveying equipment, but the advantages it provides make it very cost-effective. In this study, the cost and benefit factors of the surveying and mapping projects are evaluated independently and benefit/cost ratio(B/C ratio) is used in benefit-cost evaluation of the different surveying methods. The benefit-cost model of surveying and mapping methods will produce economical result in the whole projects.

  • The GIS(Geographic Information System) projects require big initial investment and cost of maintenance. Decision makers would not launch GIS projects unless they are convinced of the benefits of the projects. Therefore the purpose of this paper is to develop an appropriate model for GIS project evaluation. We proposed a GIS project evaluation model and summarize the steps involved in Cost-Benefit Analysis(CBA). The costs of a GIS implementation include hardware and software cost, costs of database development, training expenses, annual maintenance expenses, and other annual expenses. The benefit by using GIS has been assessed into Type I(direct benefits), Type II(indirect benefits), Type III(benefits that result from the sale of information services), Type IV(intangible benefits).

  • Although providing universal coverage for health care through the National Health Insurance(NHI) is a remarkable achievement, the issue of limited benefit coverage of the NHI has been at the core of national debate over how to improve its coverage. This study aims to evaluate benefit extension strategies and implemented policies with regard to the NHI since 1989 using 'policy window theory' proposed by John W. Kingdon. Understanding problem stream, policy stream, political stream, and coupling streams regarding the NHI, in particular benefit extension, would contribute to broaden policy debates and to develop more effective strategies for the future. Historically, political stream had opened policy window in the past two decades and policy streams can be characterized by three waves. Three streams have been coupled since 2003 and the government had a strong will to fulfill better performance of NHI coverage. Study findings indicate that identification of problem structure regarding NHI benefit was not connected with policy stream tightly. In addition, there has been limited discussion on policy goal and principles for extension coverage of the NHI. Policy strategies to improve coverage of the NHI should be linked to characteristics of problem and sought solutions under the principle which is expected to be sustainable through consensus in the society.

Study on purchasing behavior of college students based on benefit segmentation of sneakers (대학생의 운동화 추구혜택 세분화에 따른 구매행동)

  • The purposes of this study were to segment male and female college students on the basis of sneakers' benefits and purchasing behaviors of each market segment. The research method was conducting a survey of 408 male and female college students in Seoul, Gyeonggi-do, Gwangju and Jeollanam-do province. The data were analyzed by Cronbach's α, factor analysis, cluster analysis, χ2 test, ANOVA, and Duncan test. The results were as follows. First, they were segmented into 4 consumer types(positive benefits, economy/ personality, fashion/famous brand pursuit, and an unconcerned group) by the benefit of sneakers. Second, the evaluation criteria of the products were significantly different depending on each sub-group in terms of the type and quality of material, weight, colors, design, brand, elegance, fashion trend, and coordination. In the case of purchasing information, the sources of sneakers showed significant differences according to the sub-group in all factors except for the past shopping experience. All types of stores and styles were significantly different depending on the sub-group. Therefore, the results of this study supported that benefit segmentation in sneakers can be useful as an effective variable for evaluating market segmentation.

Cost-Benefit Analysis of the Electronic Purchase and Supply System in Hospitals (병원 전자구매조달시스템의 경제성 분석)

  • There is a rapidly growing expansion of internet-based infrastructure throughout industries in Korea. The internet-based Electronic Purchase and Supply System(EPSS) is being considered a supportive tool to increase the economic efficiency of hospital management. In this study, we conducted an economic evaluation of the system, analyzing data on four hospitals in Korea. According to the results, four hospitals was estimated to make net benefit of about 611 million Won in one year and about 2,809 million Won in the next five years. Further, the adoption of all hospitals in Korea to the system may generate net benefit of about 31,575 million Won in one year and about 166,938 million Won in the next five years. Furthermore, we expect that as the system covered many kinds of inputs in hospitals like pharmaceuticals, the benefit of the system would go up by a considerable degree.

Environmental Decision Making of Nakdong River Basin by the Environmental Accounting (환경회계에 의한 낙동강 유역의 환경정책결정에 관한 연구)

  • The conflicts between environment protection and economic development are becoming increasingly important in environmental decision making of Nakdong River Basin. A science-based evaluation system is now needed to represent both the environmental values and the economic values with a common measure. EMERGY, spelled with an \"m\" evaluates both the work of river and that of human in generating products and services. The monetary cost-benefit analysis and the environmental accounting by EMERGY analysis were applied to determine whether there will have a net benefit in environmental decision making of Nakdong River Basin. Based on the results of the environmental accounting, all alternatives which related to environmental decision making of Nakdong River Basin show that more and more of EMERGY cost becomes needed than the a EMERGY benefit from getting water to drink in the lower basin. From these results, for selecting alternatives to manage water quantity and quality that is sustainable in the environmental use and economic development, environmental accounting concepts must be considered, and the economic structure of Nakdong River Basin should be changed from the present industrial structure to social-economic based on ecological-recycling concept for the sustainable use of Nakdong River.ong River.
