In order to establish order in fishing industry by cracking down on illegal fishing vessels effectively, it is an essential requirement to identify marking such as the name of fishing vessel and a port of register more easily. Accordingly, it is quite natural that markings on fishing vessels should be marked clearly in an appropriate size on an appropriate site in order for them to be distinguished on the air such as from planes as well as on the sea. Actually, when examining marks such as the name of a vessel which are operating in the country, marks of most fishing vessels are too small as they cannot be distinguished with the naked eye even very closely. There is no coastal fishing vessel which marks the name of fishing vessel on the upper part in order to distinguish it from planes. Fishing vessel law generally which regulates the basic laws about shipbuilding regulates marks on fishing vessel, and fisheries law only regulates sign boards of fishing vessels. Problems and improvement of the marking system on fishing vessels suggested by this paper are as follows. First, in order to contribute to establish order in fishing industry, it would be desirable to tighten standards in fisheries law besides the fishing vessel law. Second, it is difficult to distinguish marks such as the name of a vessel as relevant laws allow fishers to make such marks too small. It is necessary to set the standard for marks larger than those regulated by the international treaty. Third, the relevant laws do not regulate a letter form of marks. Therefore, it becomes a factor to make small marks hard to be distinguished more. It is necessary to decide a clear letter form. Fourth, there is insufficient detailed international standards about the marking system. It is necessary to regulate a detailed standard.

본 연구에서는 북한의 "바다오염방지법"에 대해 법적 경제적 함의에 대해 분석하였다. 이를 위해 북한의 관련법령과 우리나라의 법률, 제한적인 정보와 기존 연구문헌을 통해 비교분석하였다. "바다오염방지법"은 북한의 해양환경관련법령 중에서 기본법의 성격을 가지고 있다. 그러나 남한의 관계 법률과 달리, "바다오염방지법"은 환경권이나 행복권 추구라는 민주시민의 기본권리 보장보다는 해양오염방지를 통한 자원의 확보를 강조하고 있다. 또한 각급 국토환경보호기관(관련기관, 기업체, 단체 포함)의 실질적인 정책시행 등에 대한 제반규정이 적다. 북한의 법령체계의 특수성을 고려한다고 하더라도, 실행체계에 대한 미비로 인해 법의 실효성에 문제가 있을 것으로 판단된다. 이 법의 경제효과분석을 위해서는 자료축적이 필요하다. 향후 통일을 대비한 남북한의 법령제도통합을 위해서는 비교적 이념중립적인 환경관련법령을 통한 접근이 중요하다.

본 논문은 21세기 전 지구촌의 국제경쟁질서와 공정사회의 달성을 위한 새로이 제기되고 있는 이론, 정책, 제도와 법체제의 대안을 고찰하였다. 특히, 우리는 세계화에서 새로운 자유무역질서와 공정사회로서의 시장촉진과 공정거래를 위한 국제수준의 경쟁질서와 경쟁법체제의 기준을 연구하지 않으면 안 된다. 본 논문에서는 첫째, 세계무역기구(WTO)에서 새로운 자유무역의 공정거래를 위한 경쟁질서와 공정사회의 역사성과 기본적인 규범을 연구하였으며 둘째로, 새로운 세계화정책에서 비경쟁행위의 규제체계와 시장경쟁촉진을 위한 상거래유형과 법체계의 윤곽을 연구하였다. 더욱이, 우리는 WTO에서 경쟁질서와 공정사회를 저해하는 요인을 현실적 카테고리에서 연구하였다. 셋째로, 미국-EU와 한국-일본의 경쟁질서와 경쟁법의 적용범주 및 적용사례를 연구하였다. 끝으로, 본 논문은 21세기 최적의 국제경쟁질서와 공정사회의 달성관점에서 다양한 새로운 이론, 정책, 제도와 경쟁법의 연구를 토대로 새로운 대안과 시사점을 제시하였다.

연구의 목적은 PACS에서 의료영상정보를 운영과 관리를 준수하고 환자의 개인정보를 익명처리하기 위한 필요성과 관리와 관련된 「의료법」, 「개인정보 보호법」과 「생명윤리법」에서 의료영상정보의 개인정보 관련법의 쟁점에 대한 내용을 연구하여 법의 일원화와 정합성을 위한 필요성에 대해서 문제를 제기하고 논의하고 제안하고자 한다. 의료영상정보와 관련된 정보 활용하기 위해서는 법적으로 명확한 적용을 위해 「의료법」 혹은 「생명윤리법」으로 일원화하고 법체계를 법의 정합성을 고려할 필요가 있다. 「개인정보 보호법」 및 「생명윤리법」에서 일치하지 않은 쟁점들로 인하여 충돌할 가능성이 있어 의료영상정보의 활용 및 이용을 위한 기본적인 공통분모를 찾아내어 법의 조화를 이루는 법의 체계적인 정합성이 요구된다. 추가적으로 의료영상정보 및 개인정보의 민감할 사항을 구체적이고 체계적으로 보호하고 관리할 수 있도록 임상에서 의료인 및 관리자들이 현실적으로 법을 적용하고 용이하게 실천이 가능한「의료정보보호법」을 제정할 필요성을 고려하여 추진하는 것도 필요하다.

북한의 정권 수립 초기인 1970년대 초까지는 자연환경과 관련된 직접적인 법제가 마련되지 못하였고, 1977년 토지법 제정을 통해 토지보호, 보호구역, 산림조성 및 보호 등 자연환경 보호에 관한 법적 근거를 마련하였다. 북한 환경법제의 발전 단계는 환경보호법 제정(1986년)과 함께 그 근간을 갖추었으며, 1990년대에 들어서 헌법 개정(1992년)을 통해 "국가의 책무로서 자연환경의 보존·조성"을 규정하였고, 그 이후 "환경보호법"을 기본법으로 다양한 분야의 하위법령을 제정하여 분법화한 것으로 나타났다. 보호지역의 경우 초기에는 위원회 결정 등으로 보호지역을 지정·관리하다가, "환경보호법"을 통해 다양한 법정 보호지역 지정 근거를 마련한 후 "명승지·천연기념물보호법(1995)", "자연보호구법(2009)" 등으로 관련법들이 세분화된 것을 알 수 있다. 자연보호구의 유형으로는 생물권보호구, 원시림보호구, 동물보호구, 식물보호구, 명승지보호구 등이 있다. 국제적으로 알려진 북한의 보호지역은 생물다양성협약 "제2차 국가생물다양성전략 및 행동계획(2007년)"에서 326개소가 있는 것으로 기술하였으나, 2018년 보호지역 UN-list에는 31개소만 등록되어 있어 북한의 보호지역 기초정보 구축 노력이 필요한 것으로 판단된다. 본 연구 결과는 북한의 자연 보전체계의 이해를 돕기 위한 기초자료로 활용될 수 있을 것으로 판단되며, 현재 대북제재(UN 안보리, 미국) 상황 속에서 멸종위기생물 보호와 환경오염회복 등 환경보호활동 등이 제재 예외 대상인 것을 감안한다면 자연환경 분야에서 실현 가능한 남북협력 사업 발굴에 기여할 수 있을 것이다.

Generalized intuitionistic fuzzy soft set theory, proposed by Park et al. [Journal of Korean Institute of Intelligent Systems 21(3) (2011) 389-394], has been regarded as an effective mathematical tool to deal with uncertainties. In this paper, we prove that certain De Margan's law hold in generalized intuitionistic fuzzy soft set theory with respect to union and intersection operations on generalized intuitionistic fuzzy soft sets. We discuss the basic properties of operations on generalized intuitionistic fuzzy soft sets such as necessity and possibility. Moreover, we illustrate their interconnections between each other.

This paper presents a control law of multiple actuation servo systems. Multiple actuation systems have an ability to solve some difficult engineering problems; Coulomb friction, backlash, and disturbance. This fact is shown by basic experiments as well as theoretical analysis. The proposed control strategy remarkably improves the performance comparing with conventional single actuation systems.

Construction of our machine "Digital Tacho Graph" toghether with development and intergrated management system information is attached under Traffic Safety Law in article submission. This machine "Digital Tach Graph" has been mandated on a priority basis. The entire machine is constructed with specialised components to collect data that can retrive basic information. To obtain the components to perfect the information to optimize the device and system.

This paper according to the sleep theory of Yeonggi(營氣) and Wigi(衛氣)'s circulation in "Naegyeong(內經)", explains that Yeonggi and Wigi's circulation is the internal basic for human's sleep-wake rhythm, and it's relationship with other sleep theories, such as mental activity sleep theory, soul sleep theory, Jangbu(臟腑) organs sleep theory etc. It can be seen that the circulation law of Yeonggi and Wigi for day and night is the key of sleep activities, and Yeonggi and Wigi's circulation disorder is the key of insomnia, so we should use coordination of Yeonggi and Wigi as basic method for treating insomnia, based on treatment after differentiation of syndromes.
