It has been achieved 109.1 kg/d of BOD reduction that is equivalent to the amount of BOD loading discharged from 21,880 persons and dramatic decrease of the fallout ratio against water quality of effluent, from 42% to 9%, through technical support on ISTPs to be applied by the ISMSGA at the upper area of Geongan river in Yong-In city. It was clearly revealed that the most efficient configuration for ISTP was a series of anaerobic tank, equalization basin, aerobic tank, sedimentation tank, and then effluent tank. Also, the major causes on the fallout ratio of ISTP resulted in the lack of management (67.5%) and imperfect facilities (32.5%). Then, when compared the quantity of water supply with the design capacity of ISTP, the design capacity was estimated as 1.8 or 2.4 folds larger than the real quantity of water supply so that it is essential to punctually consider the key factors such as an estimation methods, the specificity of commission operator and construction by high systematic technologies to improve the water quality for the future.
Delineation of watersheds is one of the most basic steps for water resource management and National Park management. The purpose of this study is to investigate how to utilize Thematic Mappers scenes to compare watersheds created by running a model with those produced by digitizing topographic maps of Keum River basin. A methodology is designed and tested using Geographic Information Systems (GIS) and remote sensing to map areas with various thematic maps. A CAD data on watersheds from the Decision Support system for Water Quality is converted into GIS format. The digital elevation model with 100-meter resolution is used to create watershed by cumulative watershed method. TM scenes are also classified by new procedures including stacking method, NDVI, NDWI, and unsupervised classification methods. To evaluate the relative correctness Kyerongsan National Park was studied intensively whose area was divided into 6 watersheds in both cases. The boundaries of watershed from the model are less correct than those of the topographic maps. This result shows that automated watershed creating system needs higher-resolution digital elevation model than 100-meters.

Soil loss is widely recognized as a threat to farm livelihoods and ecosystem integrity worldwide. Soil loss prediction models can help address long-range land management planning under natural and agricultural conditions. Even though it is hard to find a model that considers all forms of erosion, some models were developed specifically to aid conservation planners in identifying areas where introducing soil conservation measures will have the most impact on reducing soil loss. Revised Universal Soil Loss Equation (RUSLE) computes the average annual erosion expected on hillslopes by multiplying several factors together: rainfall erosivity (R), soil erodibility (K), slope length and steepness (LS), cover management (C), and support practice (P). The value of these factors is determined from field and laboratory experiments. This study calculated soil erosion using GIS-based RUSLE model in Imha basin and examined soil erosion source area using SPOT 5 high-resolution satellite image and land cover map. As a result of analysis, dry field showed high-density soil erosion area and we could easily investigate source area using satellite image. Also we could examine the suitability of soil erosion area applying field survey method in common areas (dry field & orchard area) that are difficult to confirm soil erosion source area using satellite image.

For the efficient operation and maintenance( 0 & M), irrigation facilities were graded on the basis of their indices related to the 0 & M condition and the characteristics of reservoirs managed by Farmland Improvement Association(FIA) were examined. The results obtained are summarized as follows : 1. Characteristics of reservoirs include effective storage capacity, irrigation area, basin area, height and length of bank. Each characteristic is scored by the principle component analysis method. Variables which compose one index are categorized on the basis of their unit and each variable is scored so that the score of each unit sums to 100 for each index. 2. The Optimum MAnagement System of Irrigation Facilities(OMASIF) for Pyoungtaek area was developed by connecting general data of the irrigation facilities to image data. The database system is divided into three tables; LookUp Table, Facility Table, and Image Table. Image Table is again divided into five sub-tables, Image Table, Construction Cost Table, Acreage Table, 0 & M Cost Table, and Specification Table. 3. The evaluating criteria for the 0 & M of irrigation facilities can be established using the OMASIF. Irrigation facilities evaluated as poor state by the criteria should be repaired.

A Geographic Information System (GIS) was developed to estimate basin-wide soil losses using the Universal Soil Loss Equation (USLE). It was applied to estimate the annual average soil losses from the Saemangeum watershed. The USLE factors for each subarea of uniform land use and treatments were estimated from the GIS routines from digital topographic maps, land cover and detailed soil maps. A routine was developed to estimate the averaged cropping management factors (C) of USLE for multi-cropping farmlands, based on cropping system records from the district offices. The resulting C factors ranged from 0.28 to 0.35 for multi-cropping areas. The estimated annual average soil loss was approximately 2.9 million tonnes. Typical soil losses from different land uses were 0.8 t/ha at paddies, 33.7 t/ha at uplands and 1.1 t/ha from forested mountains. It was also found that 6.0% of the arable land of the watershed possessed high risks of soil losses, and conservation measures were needed to reduce soil losses.

This study is aimed to review the previous research accomplishments with analysis of problems and to suggest the counter plan for the watershed management and the ongoing research strategy. Phytoremediation provides a cost-effective techniques having a merit of low investment and maintenance cost. It could be one of the best techniques, which is an alternative plan to overcome economical situation and lack of experts in our country. In forest watershed affected by waste water and heavy metal pollutants should be controlled by vegetative remediation system, but the disposal techniques of harvested plant materials should be developed. Also, high degree areas of natural vegetation as a key model to recover the vegetation should be well conserved. It is important to restore forest continuity between upper stream and lower stream basin with the restoration of damaged in forest watershed. It is established to integrated protection system for land use and management plan and to natural environment evaluation methods affected by projects such as erosion control and developments in stream and forest. In addition, I suggest the continuous environmental monitoring system to treat the pollutions concerned.
We construct the hydrology-water quality monitoring system which can watch the variations of river flow and water quality in real time. We also construct the river management system through the hydrology-water quality monitoring system that can observe water quality and its variations for preparing for the accident of river pollution. The Gyecheon basin which is located at the upstream of Heoengseong dam is selected as an experimental watershed for the system construction. The real time monitoring system for getting more correct hydrological and water quality data consists of 3-rainfall gauge station, 3-water level gauge station, and 1-water quality gauge station. We intend that the data such as rainfall, water level, velocity, flow, and water quality will be collected and we try that the data may be used for practical and other purposes.
The runoff characteristics of combined sewer overflow(CSO) in the urban area of Jeonju were investigated and analyzed by using the SWMM (Storm Water Management Model) and GIS. From August to November 2004, investigations on two rainfall events were performed and flowrate, pH, BOD, COD, SS, T-N and T-P were measured. these data were used for model calibration. Using GIS technique, watershed characteristics of study area were calculated. that is, divide into sub_basin, total width, slope, make soil map etc. On the basis of the measured data and the simulation results by SWMM, it could be known that the $80-90\%$ of pollution load are discharged in early-stage storm runoff. SMC(site mean Concentration) for combined sewer system area were BOD 28.1, COD 31.5, SS 186 ppm etc. this is shown that during the rain fall, high concentration of waste was loaded to receiving water. Unit loads of combined sewer system area were BOD 306, COD 410, SS 789, T-N 79, T-P 6.8 kg/ha/yr.
Geographic information system (GIS) sewer network data are a fundamental input material for urban inundation modeling, which is important to reduce the increasing damages from urban inundation due to climate change. However, the essential attributes of the data built by a local government are often missing because the purpose of building the data is the maintenance of the sewer system. Inconsistent simplification and supplementation of the sewer network data made by individual researchers may increase the uncertainty of flood simulations and influence the inundation analysis results. Therefore, it is necessary to develop a basic algorithm to convert the GIS-based sewage network data into input data that can be used for inundation simulations in consistent way. In this study, the format of GIS-based sewer network data for a watershed near the Sadang Station in Seoul and the Oncheon River Basin in Busan was investigated, and a missing data supplementing algorithm was developed. The missing data such as diameter, location, elevation of pipes and manholes were assumed following a consistent rule, which was developed referring to government documents, previous studies, and average data. The developed algorithm will contribute to minimizing the uncertainty of sewer network data in an urban inundation analysis by excluding the subjective judgment of individual researchers.
Recently various attempts have been made to apply HSPF model to calculate runoff and diffuse pollution loads of stream and reservoir watersheds. Because the role of standard flow is very important in the water quality modelling of Total Water Pollution Load Management, HSPF was used as a means of estimating standard flow. In this study, BASINS 4.0 and WinHSPF was applied to the Gomakwoncheon watershed, genetic algorithm(GA) and influence coefficient algorithm were used to calibrate the runoff parameters of the WinHSPF. The objective function is the sum of the squares of the normalized residuals of the observed and calculated flow and it is optimized using GA. Estimates of the optimum runoff parameters are made at each iteration of the influence coefficient algorithm. The calibration results showed a relatively good correspondence between the observed and the calculated values. The standard flow(Q275) of the Gomakwoncheon watershed was estimated using the ten years of weather data.
