Development of the Korean Peninsula-Korean Aviation Turbulence Guidance (KP-KTG) System Using the Local Data Assimilation and Prediction System (LDAPS) of the Korea Meteorological Administration (KMA) (기상청 고해상도 지역예보모델을 이용한 한반도 영역 한국형 항공난류 예측시스템(한반도-KTG) 개발)

  • Korean Peninsula has high potential for occurrence of aviation turbulence. A Korean aviation Turbulence Guidance (KTG) system focused on the Korean Peninsula, named Korean-Peninsula KTG (KP-KTG) system, is developed using the high resolution (horizontal grid spacing of 1.5 km) Local Data Assimilation and Prediction System (LDAPS) of the Korea Meteorological Administration (KMA). The KP-KTG system is constructed first by selection of 15 best diagnostics of aviation turbulence using the method of probability of detection (POD) with pilot reports (PIREPs) and the LDAPS analysis data. The 15 best diagnostics are combined into an ensemble KTG predictor, named KP-KTG, with their weighting scores computed by the values of area under curve (AUC) of each diagnostics. The performance of the KP-KTG, represented by AUC, is larger than 0.84 in the recent two years (June 2012~May 2014), which is very good considering relatively small number of PIREPs. The KP-KTG can provide localized turbulence forecasting in Korean Peninsula, and its skill score is as good as that of the operational-KTG conducting in East Asia.

  • This paper addresses the conceptual design results of the HAUSAT-1 (Hankuk Aviation University SATellite-1), developed by Space System Research Lab. of Hankuk Aviation Univ., which is a new generation picosatellite. This project has been funded by Korean Government for the purpose of developing the space core technology. This is the first attempt at the level of university in Korea to develop the satellite weighing less than 1kg and accelerates opportunities with low construction, low launch cost space experiment platforms. The purpose of the HAUSAT-1 project is to offer graduate and undergraduate students great opportunities to be able to understand the design process of satellite development as a team member. Its mission objectives are to track its position by the GPS receiver system, to deploy the thin film solar cell panel to generate extra power, and to measure plasma density and temperature with the plasma sensor. The HAUSAT-1 will orbit at the altitude of 650 km with 65 degree inclination angle with 12 months of design mission life. It is planned to be launched on November 2003 by Russian launch vehicle "Dnepr".

  • The aircraft maintenance demands a lot of aviation mechanics in urgent according to the high season and low season in seasonal demand adjusted, unplanned maintenance work such as AD (airworthiness directives) and troubleshooting of aircraft system fault. The advent of Super-Large Aircraft such as A380 with aircraft materials, power plant and avionics systems which were not in previous models must be expected to increase the complexity of the aircraft maintenance system. This study is intended to propose the development plan for formation of positive flexibility culture in aircraft maintenance organization through the review of previous research on flexibility culture of organization and through empirical research for bureaucratic and poor factors by the evaluation of flexibility culture level of domestic aircraft maintenance organization.

  • 다양한 주소체계를 E.164번호로 통합하는 ENUM(tElephone NUmber Mapping) 기술은 휴대용 기기의 사용이 일반적인 현 시점에서 번호의 복잡성과 입력의 불편함과 같은 문제점을 가지고 있다. ENUM 번호를 키워드를 사용하여 매핑하는 Keyword DNS는 별도의 주소록을 사용하지 않고 ENUM 서비스를 사용할 수 있어 사용자의 편의성을 향상시킬 것이다. 본 논문은 ENUM과 Keyword ENUM을 설명하고 ENUM system과 Keyword ENUM system을 설계한다.

An Implementation of Speaker Verification System Based on Continuants and Multilayer Perceptrons

  • Among the techniques to protect private information by adopting biometrics, speaker verification is expected to be widely used due to advantages in convenient usage and inexpensive implementation cost Speaker verification should achieve a high degree of the reliability in the verification nout the flexibility in speech text usage, and the efficiency in verification system complexity. Continuants have excellent speaker-discriminant power and the modest number of phonemes in the category, and multilayer perceptrons (MLPs) have superior recognition ability and fast operation speed. In consequence, the two provide viable ways for speaker verification system to obtain the above properties. This paper implements a system to which continuants and MLPs are applied, and evaluates the system using a Korean speech database. The results of the experiment prove that continuants and MLPs enable the system to acquire the three properties.

  • Airports and civil aviation authorities have recently utilized and expanded the use of biometric technologies to respond proactively against the rapid changes in aviation terrorism due to scientific development. The Global Security Plan (GASeP) developed by the International Civil Aviation Organization (ICAO) is regarded as precondition for sustainable development of the global air transport industry. Thus GASeP has sought to improve aviation security system using biometic technologies. The purpose of this paper is to realize the equivalent access of aviation security system throughout the world with biometric technologies. First, this paper reviewed the current biometric-security system operated by the EU, USA and international society. Second, legal and institutional processes regarding personal biometric information were analyzed to suggest political implications. This paper concluded that ICAO should propose a global standardization and prepare guideline materials among its 193 member states to prevent aviation security breaches and to share related information on a real-time basis because time is required to utilize biometric technology to improve aviation safety and to develop global air transport.

  • Purpose: At the industrial sites of aviation enterprises there is a significant optimization of the main production processes through the use of advanced digital technologies. The most promising are the latest technologies of industrial Internet of Things, active use of big data and practical application of artificial intelligence in production. Research design, data and methodology:The process of creating a competitive product in the high-tech aviation sector is actively linked to the investment appeal of aircraft and helicopter construction products, which is built on the basis of reducing production and time costs through the creation of an effective digital system. Results: The aviation cluster of Rostec State Corporation is currently being transformed in a significant way. The leading enterprises of the Russian aviation industry are actively mastering cooperation schemes using integrated digital management principles and the widespread introduction of digital products from leading Russian vendors. Conclusions: Following the transition to electronic aircraft design technologies and modern materials in the production of aircraft, UAC continues to improve all production processes through robotization and optimization of technological processes, due to the introduction of aircraft assembly technology in accordance with digital models.

  • Sources of aviation turbulence vary through the seasons, especially in the East Asia including Korean peninsula, associated primarily with the changes in the jet/front system and convective activities. For this reason, a seasonal Korean aviation Turbulence Guidance (KTG) system (seasonal-KTG) is developed in the present study by using pilot reports (PIREPs) and analysis data of the operational Unified Model (UM) of the Korea Meteorological Administration (KMA) for two years between June 2011 and May 2013. Twenty best diagnostics of aviation turbulence in each season are selected by the method of probability of detection (POD) using the PIREPs and UM data. After calculating a weighting value of each selected diagnostics using their area under curve (AUC), the 20 best diagnostics are combined with the weighting scores into a single ensemble-averaged index by season. Compared with the current operational-KTG system that is based on the diagnostics applying all seasons, the performances of the seasonal-KTG system are better in all seasons, except in fall.

  • TSA needs to be more transparent with the new passenger screening system and its functioning to build the citizen trust. The system is needed to be not only effective but supported by Congress and the general public. Until this occurs, skepticism will underlie any discussion about its effectiveness in balancing the protection from terrorism with respect to individual liberties. CAPPS II can be a viable system if it is developed appropriately. The objectives of the study are to introduce the security program in the U.S. aviation security policy and to discuss privacy problems when it applies. Korea also needs to study a harmonious plan with the basis of global approach mind in the case of considering the transferring of passenger information from other states for the purpose of security.

Comparative Study on the Aviation Monetary Penalty in Korea and the United States (한·미 항공 과징금 제도의 비교)

  • The monetary penalties system inherently has efficiency as DNA. In the event that administrative measures to recover unfair profits from businesses that violate the law, deprive business licenses, or order to suspend business, infringe the interests of ordinary consumers, a system that can achieve the same effect through financial sanctions. It is a monetary penalties. In addition, it is convenient for the government because it takes effect only by the administrative agency's unilateral imposition order compared to the trial process, which takes a long time and huge cost to prove the illegality. However, it is questionable whether procedural legitimacy is well established in Korea's aviation monetary penalties. Compared to foreign legislation, Korea's aviation monetary penalties system need to be improved. This paper was for the purpose of studying the improvement direction of the monetary penalties system disposed of in the Korean aviation field. This study suggests the direction by examining the US system, which is an aviation advanced country, in the aviation safety area. The research was conducted with the intention of exploring the direction as follows: First, the characteristics of the Federal Aviation Administration (FAA) aviation administrative sanctions and the US aviation penalty system will be outlined. Furthermore, with the recent paradigm shift in aviation safety management, this paper tried to look at new trends that focus on autonomous reporting of aviation safety as a proactive and preventive measure in conventional post-airline accident management administration, focusing on various systems including ASAP. This article also reviewed the formal process for imposing monetary penalties adopted by the FAA. Based on the above review, this paper also looked at ways to improve the reporting system for aviation safety in Korea.
