A Study of Plans to Improve the Aviation Regulations about Pilot Flight (Duty) Time Limitations (Based on FRMS) (조종사비행(근무)시간기준에 대한 항공규정개선방안 연구 (FRMS를 중심으로))

  • Approximately 70% of aviation accidents in the world are caused by human factors of pilots and 15-20% of these accidents are known to be caused by pilot fatigue. Recently ICAO established new standards of FRMS for aircrew. The US and the EU have introduced FRMS and established and operated new aviation regulation systems for pilot flight(duty) time limitations. On the other hand, Korea has not yet introduced FRMS. This study reviewed ICAO's standards of FRMS and analyzed the aviation regulations of the US and the EU. As a result of this study, it showed that Korea also needed to introduce FRMS. This study reasoned out plans to improve Korean aviation regulations about pilot flight time limitations based on international standards.

  • A Flight test is an important process that must be performed to maintain airworthiness in the aircraft lifecycle, including aircraft development and certification. Flight test can be conducted for the purpose of demonstrating or verifying compliance with the applicable standard. Results of the flight test air accident analysis confirm that it is caused by a combination of various factors as well as aircraft. The International Civil Aviation Organization recommends the establishment and implementation of a safety management system to prevent aircraft accidents, but it does not reflect the specificity of the flight test. As such, advanced countries are providing separate criteria to assist stakeholder in conducting flight test safety management. This study investigates and analyzes relevant regulations of advanced countries, in accordance with the construction of a national flight performance test site in Korea, and proposes government-level guidelines to help stakeholders develop their flight test operation manuals. The guidelines discuss topics such as organizational composition, safety and risk management, flight operation, personnel management, and administrative issues.

  • Many organizations apply reactive safety management to prevent the same or similar types of accidents by through investigation and analysis of the accident cases. Although research on investigation techniques has contributed a lot to the objective results of safety accidents and the preparation of countermeasures, many accident investigation techniques currently in use treat accidents from a linear perspective, revealing limitations in reflecting current systems dominated by complexity and uncertainty. In order to overcome these limitations, this study will review recent studies and concepts from a system safety perspective and predict future research trends through a case analysis of aviation accident. The models used in the analysis are STAMP, HFACS, and FRAM, and the characteristics of each technique are presented so that analysts who perform related tasks in the field can refer to them.

  • This research conducts CAE analysis of fire damper and design of damper controlling system. The prediction of the design heat transfer was done the answer of fire damper could be obtained by using continuity equation of damper controlling and orthogonal array. Through the design analysis of optimal offshore construction, new fire damper of H-120 class was designed. Accordingly, this equipment will be tested in actual offshore construction. Finally, we could obtain fire damper of optimal design with orthogonal array. With the CAE results of this research, The offshore plant will obtain eco-friendly fire damper with a method to select optimal condition of fire damper with orthogonal array.

  • A new operational concept for the CNS/ATM using the digital data communication technology and satellite navigation system is being implemented globally and the United States is the first country to apply UAT ADS-B system for general aviation. Korea also has plan to build ADS-B system for aeronautical surveillance to monitor low altitude flight of light aircraft and ultra-light flying device and the research to develop UAT ADS-B equipment is being carried out. This paper presents the application method of UAT ADS-B to support test operation with case study of foreign UAT ADS-B operation and survey of domestic environment.

Enhancement of Signal-to-noise Ratio Based on Multiplication Function for Phi-OTDR

  • We propose a novel methodology based on the multiplication function to improve the signal-to-noise ratio (SNR) for vibration detection in a phi optical time-domain reflectometer system (phi-OTDR). The extreme-mean complementary empirical mode decomposition (ECEMD) is designed to break down the original signal into a set of inherent mode functions (IMFs). The multiplication function in terms of selected IMFs is used to determine a vibration's position. By this method, the SNR of a phi-OTDR system is enhanced by several orders of magnitude. Simulations and experiments applying the method to real data prove the validity of the proposed approach.

  • As the domestic aviation industry develops, demand for pilots is increasing. As a result, the demand for flight training using flight simulation training devices that implement the same or similar interior of aircraft is also increasing. Despite this increase in demand, domestic laws, regulations and management systems related to flight simulation training devices have remained unchanged since 2009. As a result, the criteria for designation of new or developed flight simulation training devices are ambiguous. In addition, proper improvement of the current system should be prioritized for designation of new devices such as UAM and VR, along with developing flight simulation training devices. It is intended to present measures to improve the domestic flight simulation training system by investigating and analyzing advanced cases overseas.

  • The ICAO AMO global recognition system will be instituted in 2024, with the aim of reducing the certification and surveillance burden on aviation authorities and approved maintenance organizations (AMOs). If the domestic AMO certification and surveillance system is internationally recognized through this system, it may facilitate the rapid development of the domestic MRO industry in South Korea. To ensure international recognition of the domestic AMO system, the AMO surveillance and regulation system must be improved. This study reviewed ICAO policies, standards, guidelines, and leading aviation authorities' regulations and systems with regard to maintenance organization certification and surveillance, and a comparative analysis with the domestic system was conducted. From this, gaps in aviation safety inspection personnel training, qualification, and surveillance were identified, and measures for improving inspection personnel training and organization certification and surveillance system maintenance were elucidated to preemptively respond to the ICAO AMO global recognition system.

  • The penalty clauses of 'Aviation Act' and 'Aviation Safety and Security Act' going into effect now were legislated because the aviation safety is being more influenced by the aviation safety system compared to the ground or maritime transportation and it is possible the aircraft can harm to people and wealth located in the ground as well as threaten the safety of the passengers and crew on board when it is the target of crimes. However, analyzing the current acts, applicable objects and behavioral requirements of some provisions are too general, and they are providing severely high penalties in many clauses without separating applicable objects and behavioral requirements. In addition, there are some critical legislative defects and there is a problem in terms of law-applicable area in the legal system. It is inferred that these legislative problems of the criminal special-law related to the aviation were caused by following reasons; first, aviation security experts or policy-makers than criminal law experts attended more actively in the enactment process, second, the communication among specialist groups were not accomplished well enough.

A Study on the Precursors of Aviation Turbulence via QAR Data Analysis (QAR 데이터 분석을 통한 항공난류 조기 인지 가능성 연구)

  • Although continuous passenger injuries and physical damages are repeated due to the unexpected aviation turbulence encountered during operations, there is still exist the limitation for preventing recurrence of similar events because the lack of real-time information and delay in technological developments regarding various operating conditions and variable weather phenomena. The purpose of this study is to compare and analyze the meteorological data of the aviation turbulence occurred and actual flight data extracted from the Quick Access Recorder(QAR) to provide some precursors that the pilot can identify aviation turbulence early by referring thru the flight instrumentation indications. The case applied for this study was recent event, a scheduled flight from Incheon Airport, Korea to Narita Airport, Japan that suddenly encountered turbulence at an altitude of approximately 14,000 feet during approach. According to the Korea Meteorological Administration(KMA)'s Regional Data Assessment and Prediction System(RDAPS) data, it was observed that the strong amount of vorticity in the rear area of jet stream, which existed near Mount Fuji at that time. The QAR data analysis shows significant changes in the aircraft's parameters such as Pitch and Roll angle, Static Air Temperature(SAT), and wind speed and direction in tens of seconds to minutes before encounter the turbulence. If the accumulate reliability of the data in addition and verification of various parameters with continuous analysis of additional cases, it can be the precursors for the pilot's effective and pre-emptive action and conservative prevention measures against aviation turbulence to reduce subsequent passenger injuries in the aviation operations.
