The International Civil Aviation Organization (ICAO) and the World Customs Organization (WCO) emphasize securing supply chain security through mutual cooperation between aviation security and customs by establishing a standardized security system by regulations, procedures and practices of international air cargo. Accordingly, in accordance with the Aviation Security Act, the known consignors system aims to secure cargo security before loading air cargo into the aircraft, while the customs AEO system is a public-private cooperation program that focuses on simplification of customs clearance procedures. These systems basically have the same purpose of effectively identifying high-risk cargo through a risk-based approach in international air cargo transportation and preventing risks in advance, and the content that a common basic standard for cargo security must be established is also similar. Therefore, it is necessary to establish a cooperation system by simplifying problems such as cumbersome and redundant authentication procedures and on-site verification through coordination of security requirements for mutual recognition between the two systems. As a result, it is necessary to establish a process for coordinating security and customs' supply chain security program and maximize the effect of harmonizing supply chain security by strengthening the linkage between known consignors and AEO.

Purpose: This study seeks to discuss research ethics, not only the academic honesty and sincerity that researchers who study aviation services academically should have, but also the direction of the moral aspects that are fundamentally required as researchers. Additionally, this study seeks to examine the realistic problems of research related to the aviation service industry, a field of social science. Lastly, focusing on research ethics in the aviation service field, we will look at the theoretical background and the problems in the actual research field, and draw implications based on this. Research design, data and methodology: This study conducted an exploratory study through a selection process based on research ethics topics and research ethics related to the aviation service industry. Results: Efforts to systematize research ethics in research areas related to the aviation service industry, which is a field of social science, require efforts to expand the scope of systematization of research ethics related to the aviation service industry by referring to systemization efforts in other academic fields. In addition, specific systemization efforts will be needed through cooperation between universities, research institutes, and academic organizations. Also, concrete systematization efforts will be needed through cooperation between universities and academic organizations.

The paper is to study and analyze the civil aviation industry of China and to present some cooperative and developing models between Korea and China in the fields of civil aviation on the basis of mutul benefit. In this study, civil aviation includes both the air transport industry and aircraft manufacturing industry. As it is not easy and realistic for us to conduct field survey on the civil aviation of China so far, this study has havily depended upon the literature data gathered from the ICAO and other published materials. 항공운송산업은 그 성격상 국가간 인적 교류의 수단으로서의 중요성이 가장 높다. 항공에 의한 국가간 교류가 이루어지면 이에 따르는 파급효과 및 그 지속성이 타 산업에 비해 월등하기 때문에 항공운송산업에 대한 연구는 국제협력 또는 통합과 관련한 국가 정책은 물론 관련 산업분야의 측면에서 매우 중요하고 가치가 있다. 특히 최근 북한과의 경제교류가 활발해 짐에 따라 북한과의 연결교통망으로서 항공운송의 역할이 더욱 중요해지고 있다. 남북 정상회담이후 급격하게 증가되고 있는 남북간 항공기 운항이 정상적이 아닌 임시 직항로를 설정하여 운영하고 있고, 그 운항회수도 매년 증가하고 있는 점을 고려할때, 남북한 임시 직항로의 운영상 과제를 국제적으로 정한 기준으로 해결하지 아니한 상태에서 지속적으로 운영하는 것은 바람직하지 않다고 본다. 따라서, 본 연구는 남북한 민간항공의 협력이라는 큰 틀위에서 국가적 과업과 효과적인 항공정책의 수립을 위한 기초자료의 제공을 위해 군이통제하는 북한의 민항공에 대한 현황을 분석해 보고, 현재 남북 양국간에 진행중인 "남 북한간 민간항공기에 의한 협력 방안"으로서 "정부의 협력방안과 항공사간 협력방안"을 제시하였고 남북한간에 설정운영중인 "임시 직항로의 운영상 과제"에 대한 개선 대안으로서 임시직항로의 안전확보를 위해서 양국간에 항공관제협정을 체결하여 운영할 것을 제시하였고, 낙후된 기술 요원과 시설에 대한 지원도 하여줄 것을 제시하였다.

이 연구의 목적은 항공 정비사의 업무수행능력이 항공운항의 안전 및 효율에 큰 영향을 미치고 있는 추세를 반영하여 항공정비인적요인 교육훈련기준을 수립하는데 있다. 이를 위해 인적요인의 개념에 대한 선행연구들을 고찰하였으며, 국제민간항공기구(ICAO), 미연방항공청(FAA) 및 유럽항공안전청(EASA) 등의 선진해외항공국의 인적요인 교육훈련기준과 우리나라 항공안전법의 운항기술기준과 비교분석하였다. 또한 2곳의 대형항공사(FSC)와 4곳의 저비용항공사(LCC)의 인적요인 교육훈련실태를 조사하였다. 본 연구를 통해 우리나라의 인적요인 교육훈련기준이 국제기준에 비해 미약한 것으로 나타났으며, 대부분의 항공사 또한 인적요인 교육훈련을 체계적으로 실시하지 못하고 있는 것을 확인할 수 있었다. 이러한 연구 성과를 통해 현행 우리나라 항공정비인적요인 교육훈련기준의 문제점을 보완하고, 국제기준에 적합한 항공정비인적요인 교육과정의 표준모델을 제시할 수 있었다.

Korea's aerospace industry tries to achieve the exports goal in 2020, 10 billion dollars, in accordance with the "Future aviation industry development master plan", but it's skill is still not keeping pace. To secure and improve the appropriate technology, it is desperately needed to cooperate with advanced countries or companies of aerospace industry, but they are liked to manage their technology transfer or demand tremendous high price. This study presents that Russia could be a another nation which is able to cooperation on aerospace industry. Although Russia had have superior technology in aerospace industry, they have lost the competitiveness on that field after the collapse of the Soviet Union. Now, they are trying to regain their original fame in the commercialized way. So, this study suggests practical ways which South Korea and Russia may be helpful each other based on experiences working together.

In field of Aviation Maintenance, honest and expedite voluntary report of potential hazard provide airworthiness aircraft by eliminating or avoiding from dangerous factors of aircraft. Although it supports for safety flight, voluntary incident reporting system consist of Aviation practitioner and require cooperation of practitioner due to there are no forcibleness. These occur when positive safety culture and report culture are settled. In this regard, this study firstly identify the current status of Aviation Safety Reporting System in Korea. Then, this article also find out the level of reporting culture of the AMT(Aircraft Maintenance Technicians) and problems in reporting system. Finally, suggestions on the model of positive safety reporting culture in a field of aircraft maintenance.

ICAO Universal Safety Oversight Audit Programme is a comprehensive evaluation for aviation safety matters, including aircraft operation, licensing and aircraft incident/accident investigation. As this programme is measures aviation safety level of States, there is a need to meet international standards, especially in the field of aircraft incident/accident investigation. This research discusses points required to satisfy international standards, which are independence and autonomy of an accident investigation board, the lack of the enough number of investigators and efficient management of those personnel, the effective composition and use of an investigation report, an accident investigation itself to build big data and the creation of a cooperation system among States. This paper suggests various opinions in order to enhance aviation safety especially through aircraft accident investigations, using case studies from the US, UK and Japan.

The paper analyzes the impact of EC and NAFTA integration upon Korea and other 3rd countries and studies policies how to react against them particularly in the field of aviation and tourism industry. Chapter 2 introduces the contents of each step and process of EC integration in the field of aviation and tourism industry. Chapter 3 analyzes the contents of integration and cooperation of NAFTA in the field of aviation and tourism industry. Chapter 4 studies the regulation or deregulation policy of EC and NAFTA toward the industry of non-EC and non-NAFTA area. Chapter 5 surveys and analyzes about the policies and strategies of Japan, ASEAN and the 3rd countries. Finally, Chapter 6 analyzes the impact on Korean aviation and tourism industry and proposes some suggestions on the future policy of Korea independently or in association with the neighboring countries such as Japan and China against the integration of EC and NAFTA.

테러리즘 양상의 변화와 과학기술의 발전으로 항공보안 분야의 선제적 대응 필요성에 따라 각 국가는 공항 및 항공관련 기관에 생체인식기술을 활용하고 있으며 적극적으로 확대하여 도입하고 있다. 항공안전을 위협하는 요소를 사전에 예방하기 위한 ICAO 항공보안계획은 글로벌 항공운송산업의 지속적인 발전을 위한 전제로써 생체인식을 기반으로한 항공보안 시스템 구축 및 향상 방안을 강구하였다. 본 연구의 목적은 생체인식기술을 도입하여 각 국가 간 균질적인 항공보안시스템을 구현하는 데 기초자료로 활용되기 위함이다. 본 연구는 주요 선진국의 생체인식기반 보안시스템 운영현황을 살펴보고 법적·제도적 분석을 통한 정책적 시사점을 도출하고자 하였다. ICAO 회원국들이 항공테러를 사전에 예방하고 항공보안 관련 정보를 실시간으로 공유하기 위해 항공여객의 생체인식정보 활용을 위한 ICAO 회원국 간 표준화 방향 및 구체적인 가이드라인이 필요하다. 항공안전을 향상하기 위해 항공보안시스템에서 생체정보의 활용은 이제 거의 모든 국가에서 보편적으로 이루어지고 있는 시대적 흐름이 되었다. ICAO 차원에서 국제적 표준 기준이 제시 된다면 글로벌 항공운송산업의 안전 향상 위한 생체정보 활용 시, 회원국 간 실시간적인 정보 공유 등을 통해 발생할 수 있는 항공안전 위협 요소 또는 예상되는 보안사고를 일관성 있게 대처 할 수 있을 것이다.
