도로시설물 자산관리를 위한 서비스수준체계 개발 (Development of Level of Service System for Road Infrastructure Asset Management)

  • PURPOSES: The aim of this paper is developing user-oriented flexible Level Of Service (LOS) system for integrated asset management of various road facilities. It is essential to overcome limitations of general management systems which only focus on a type of assets (e.g. pavement, bridge etc.), and to serve a customizable LOS platform for smooth implementation and future improvement of the LOS considering various managerial environments of road agencies. METHODS: This study suggested a total framework of the LOS system as a process for self-development, operation and improvement of LOS system to conduct the PDCA (Plan-Do-Check-Act) in management process. In the process, we adopted user-customizable elements regarding asset definition, service index and evaluation method to match with the managerial environment of road agencies. In addition, we conducted an empirical study on the entire process of the suggested LOS system with a real road agency (Korea Express Highway) to prove applicability of the LOS system. RESULTS: From the empirical study, we confirmed that the suggested LOS system framework were suitable for development of customized LOS system. In addition, evaluation of asset conditions by LOS ratings, and quantification of vision achievement of the Korea Express Highway were successfully made. It would be the first trial in integrated management approach with LOS systems for numerous road facilities. CONCLUSIONS : It was recognized that easy application and sustainable improvement of the LOS was the most critical point in asset management. The suggested LOS system would be a powerful weapon as a managerial tool in preparing tight budget, aging infrastructures, and increased demands for more accountability both in Korea and internationally. Implementation of the LOS system needs to be expanded to the other infrastructure members to serve satisfactory level of service to taxpayers.

EPC 플랜트 프로젝트의 초기 공정계획을 위한 통합 데이터 활용 방안 (Data-driven Interactive Planning Methodology for EPC Plant Projects)

  • EPC 플랜트 프로젝트는 규모와 복잡성 측면에서 시공 이전 단계의 계획 업무가 프로젝트 성패에 큰 영향을 미치기 때문에 프로젝트에 참여하는 주체간의 긴밀한 협력과 의사소통이 필수적이다. 본 연구는 이러한 필요성을 기반으로 플랜트 프로젝트에서 자산데이터를 활용하여 공정계획의 요소정보를 추출하고, 이를 패키지로 구성하여 초기 공정계획을 수행하는 방법론을 상호계획 (IAP, Interactive Planning)의 개념을 통해 제시한다. 프로젝트 초기단계에서 효과적인 IAP를 수행하기 위하여 자산 데이터로부터 공정요소정보를 추출하고 작업 패키지 단위의 공정 계획을 작성하며 작성된 공정계획을 평가하는 세 가지 단계를 제시하였으며 이를 샘플 프로젝트 사례에 적용하였다. 제시된 IAP 방법론을 통해 자산 데이터 활용성 증진과 공정 리스크 사전식별 및 대응책 개발을 도모할 수 있으며 이는 프로젝트를 성공적으로 완료하기 위한 공정 전략 수립의 기반이 될 수 있다.

SEOUL TOLL PLAZA VALUE ENGINEERING STUDY CONSIDERING PERFORMANCE MEASUREMENT AND LIFE-CYCLE COSTS

  • Recent increases in construction costs on Korean public works projects, largely due to change orders caused by poorly elaborated design, become a motivation of applying VE process in Korean construction industry. The Seoul Toll Plaza project, recently value analyzed by four VE teams, demonstrates how value management helps save time, money and increase functional performance. The objective of this project is to upgrade and expand existing pay and ticket booths system on "Kyungboo Express Highway", the main artery for the Korean peninsula linking Seoul to Pusan. The value management study generated several innovate alternatives capable of saving up to 50% of project cost from the baseline project plan.

도로자산관리를 위한 포장종합평가지수의 속성과 변화과정의 모델링 (Internal Property and Stochastic Deterioration Modeling of Total Pavement Condition Index for Transportation Asset Management)

  • PURPOSES : This study is aimed at development of a stochastic pavement deterioration forecasting model using National Highway Pavement Condition Index (NHPCI) to support infrastructure asset management. Using this model, the deterioration process regarding life expectancy, deterioration speed change, and reliability were estimated. METHODS : Eight years of Long-Term Pavement Performance (LTPP) data fused with traffic loads (Equivalent Single Axle Loads; ESAL) and structural capacity (Structural Number of Pavement; SNP) were used for the deterioration modeling. As an ideal stochastic model for asset management, Bayesian Markov multi-state exponential hazard model was introduced. RESULTS:The interval of NHPCI was empirically distributed from 8 to 2, and the estimation functions of individual condition indices (crack, rutting, and IRI) in conjunction with the NHPCI index were suggested. The derived deterioration curve shows that life expectancies for the preventive maintenance level was 8.34 years. The general life expectancy was 12.77 years and located in the statistical interval of 11.10-15.58 years at a 95.5% reliability level. CONCLUSIONS : This study originates and contributes to suggesting a simple way to develop a pavement deterioration model using the total condition index that considers road user satisfaction. A definition for level of service system and the corresponding life expectancies are useful for building long-term maintenance plan, especially in Life Cycle Cost Analysis (LCCA) work.

  • The purpose of this research is to highlight the importance of customer experience relating to servitization of manufacturing and to develop an index to analyze customer experience management. It occurred that customer experience management analysis should perform in diverse dimensions to get higher customer satisfaction. Following to this idea, new idex is designed : CEMC(Customer Experience Management Competency scale). CEMC includes three parties which are internal expert, external expert and customer, as evaluators of the appraisal. Each evaluator participates in the inspection about customer experience management through a questionnaire which composed four sections : Product and service, Business process, Culture and Asset. Researchers apply this index to one small manufacturing business and analyze the state of customer experience management. The result would be a reference for building strategy and align inside organization.

효용 최적화를 통한 종신연금 계획의 가치 추정 : Money's Worth 비율과의 비교를 중심으로 (Evaluation of Life Annuity Plans Based on Utility Maximization : Focused on Comparison with Money's Worth Ratio)

  • This study evaluates life annuity plans based on two different types of measures : financial benefit and utility on consumption. The financial benefit is measured by Money's Worth (MW) ratio and return on annuity. For the measure of utility, an optimization problem is formulated with the objective of maximizing utility on consumption. To solve the optimization model, we use Dynamic Programming (DP) technique. The both types of measures are applied to cases of Korean pre-retirees at age 40 with different accumulation years of annuity (i.e. level of annuity asset at the age of retirement) and different timings of annuitization. Our results generally indicate that the utility based optimization model is superior to the financial measures in terms of providing a better evaluation of an annuity plan due to its capability to consider an individual's financial situation during his/her retirement period. Also, they suggest that the level of annuity asset is an important factor when an individual determines the optimal annuitization timing.

  • Visual representations for concepts in business management are quite challenging, especially those abstract concepts in Accountancy discipline. For example, there might not be a consensus on what to use to represent such abstraction as an asset, liability, or owner equity. This is because asset can be property, estate, resources, equipment, or any tangible or non-tangible valuables. Cognitive science concepts and behavior engagement have been used to develop visual representations for financial data. The concepts include spatial processing, big picture thinking, and metaphor. Review of past studies together with a brief research plan to test the usability for learning of four new augmented reality 0visuals are provided in the present paper.

  • Recently the study related to life cycle cost analysis of railway structure consisted of a complex is proceeded covering several range, which is considering the methodology of efficiency and rationalization for maintenance and analysing long-time behavior of the structure of looking at standpoint from asset management and safety. But LCCA(life cycle cost analysis) of railway structure was almost impossible as there were not anything datum for maintenance plan, such as maintenance periods related to each of components(painting and corrosion of steel, and cracking of elements, etc)and maintenance proportion, despite of its 100-year history. According, for collecting data related to railway truss bridge, bridge record cards and testing safety papers, and researching question, etc are surveyed and classified for LCC Analysis. Especially, LCC assessment on the side of assets-maintenance considering about initial cost, maintenance cost, and indirect cost is constructed. Maintenance period and complementary measure rate are very important in maintenance. To decide maintenance period, Baysian updating method is applied.

  • 우리 군(軍)의 사이버 공간은 적으로부터 지속적인 위협을 받고 있다. 이 같은 사이버 위협에 대응하기 위해 군(軍) 정보화 자산에 대한 취약점을 조기에 식별하고 제거하여야 한다. 그러나 현재 우리 군(軍)은 취약점에 대한 체계적인 관리가 미흡한 실정이다. 따라서 본 논문에서는 취약점 관리에 대한 각 국의 동향과 군(軍) 취약점 관리 실태를 조사하고, 이를 바탕으로 군(軍) 정보화 자산에 대한 효율적인 취약점 관리를 위해 취약점 데이터베이스와 군(軍) 정보화자산관리시스템을 연계 구축하는 방안을 제시하였다.

  • Congestion is a growing concern of many global cities and the demands on Infrastructure services within a locale coupled by the rising expectations from the growing population places stress on these cities. This entails the ability to build a sustainable community that requires an understanding and recognition of Population growth, changing demographics and the ever changing urban development on both a macro and micro level. Infrastructure is an integral part of Australian economy, particularly the 'Infrastructure Assets Management' which highlights the importance towards the development of sustainable communities for Melbourne's future. Melbourne 2030 is a comprehensive representation of government's response to a wide-ranging population growth within Melbourne metropolitan and surrounding areas. Urban plan and specific Infrastructure Assets Planning needs not only to provide sufficient Infrastructure to a community, but it must also be efficient and innovative so that it produces an optimised management system. A system that incorporates engineering techniques that will be sustainable for decades to come by maintaining an acceptable level of services to its intended community in an effective manner, which also strengthens service delivery. The fundamental challenges for optimization of Infrastructure with the Melbourne urban plan is, the ability to manage and sustain maintenance of Infrastructure to provide the acceptable level of service required by the community in a most effective manner which also strengthens service delivery to contribute towards Melbourne 2030. This paper particularly investigates some of the fundamental issues within the Melbourne urban plan such as Infrastructure Asset Management, AusLink and the Australian Road Management Act 2004, which the Governments at all levels must deal with to provide an economically viable solution to the changing Infrastructure so it may suits the needs and services the strategies of a metropolis.
