AN ASSET MANAGEMENT ASSESSMENT MODEL FOR STATE DOTs

  • In the past, many state Departments of Transportation (DOTs) in the U.S. managed their highway assets on a "worst first" basis and planned their highway projects in a tactical rather than strategic fashion. Due to increasingly tight highway budgets and recognition of long term benefits of asset management systems, the Federal Highway Administration (FHWA) has strongly pushed and encouraged state DOTs to implement asset management for managing their highway assets and highway projects. Currently, many DOTs have actively implemented and are in the process of applying this asset management concept for their highway infrastructure. However, different DOTs are developing different asset management systems because of their different organizational structures, data management structures, relationship with the legislature, and investment priorities. This study first identifies asset management indicators which are essential to successfully implementing asset management systems for State highway assets. The research team conducted a survey of asset management experts and reviewed the practices and policies of leading DOTs in asset management. Based on these indicators, this study develops an Asset Management Assessment Model (AM2) for different asset management systems. This model can be used by different DOTs to evaluate their current asset management systems and identify their strong areas and also their weak areas to improve in order to fully benefit from the advanced concept of asset management.

  • Typical highway infrastructure systems include roadway pavement, drainage systems, tunneling, and other hardware components such as guardrails, traffic signs, and lighting. Tunnels in a highway system have provided significant advantages to overcoming various natural challenges including crossing underneath bodies of water or through mountainous areas. While only a few tunnel failure cases have been reported, the failure rate is likely to increase as these assets age and because agencies have not emphasized tunneling asset management. A tunnel system undergoes a deterioration life cycle pattern that is similar to other infrastructure systems. There are very few agencies in the United States implementing comprehensive tunnel asset management programs. While current tunnel asset management programs focus on inspection, maintenance, and operation safety, there is an increasing need for the development of a comprehensive life cycle tunnel asset management program. This paper describes a conceptual framework for a comprehensive tunnel asset management program. The framework consists of three basic phases including a strategic plan, a tactical plan, and an operational plan to provide better information to the decision makers. The strategic plan is a basic long term approach of tunnel asset management. The tactical plan determines specific objectives and the operational plan actually applies asset management objectives in practice. The information includes operational condition, structural condition, efficiency of the system, emergency response, and life cycle cost analysis for tunnel capital improvement project planning.

비즈니스 기능 중심 지식자산 분류체계에 따른 기업 지식관리 사례 탐색 (Exploring Corporate Knowledge Management Cases Based on Business Function Oriented Knowledge Asset Classification Schema)

  • While past knowledge management researches have focused on conceptualization and strategic implications, knowledge asset researches attempt to provide practical guidelines for companies. However, each research classifies knowledge asset from its own perspective, and thus it is not a trivial task to leverage consistent and inclusive criteria in managing corporate knowledge asset. The objective of this paper is to develop a knowledge asset classification schema on the basis of the three business functions: customer relationship management, product innovation, and infrastructure management. To demonstrate the feasibility of our schema, it has been applied to 9 Korean corporations. Knowledge assets are evaluated according to core capabilities, which are main drivers of sustainable competitive advantages. The results of case study show that the leveraged classification schema reflects current knowledge asset management and characteristics of corporations. Our finding is that most top-quality knowledge management corporations are likely to develop well-balanced knowledge asset.

공공시설 자산관리 정보화 방안 (Asset Management Information in the Social Infrastructure)

  • 사회기반시설이 노후화됨에 따라 현행 시설물 유지관리를 넘어 예산을 절약하고 시설물의 가치를 높이기 위해 공공시설에 자산관리를 도입해야 한다는 요구가 증대되고 있다. 공공시설 자산관리는 이러한 요구에 대응하기 위한 새로운 시설물 유지보수 개념으로 기존의 시설물 유지관리업무를 통해 축적된 데이터를 분석하고 생애주기분석, 리스크관리 등의 의사결정 방법을 활용하여 최적화된 유지관리계획을 수립하고 실행하는 것이다. 자산관리의 정보화 방안을 도출하기 위해 자산관리 업무를 조사하고, 뉴질랜드의 IIMM의 내용과 미국의 FHWA의 업무정의 그리고 국내의 대표적 유지관리시스템을 분석하였다. 또한 현행 시설물 유지관리 조직간의 역할을 조사하고, 자산관리 조직과 업무간의 관계를 분석하였다. 마지막으로 자산관리에 필요한 정보와 기존 유지관리시스템이 포함하고 있는 정보를 자산관리 업무와 비교분석하였다. 본 논문에서는 공공시설 자산관리 정보화 방안으로 첫째, 시설물 유지관리시스템에 있는 기능을 중복해서 개발하지 않고 자산관리 핵심업무만을 구현하며 둘째, 시스템의 구조를 계층으로 분할하고 셋째, 자산관리시스템과 기존 시설물 유지관리시스템들간을 연동하여 정보를 공유하는 방안을 제시하였다.

Comparison of Asset Management Approaches to Optimize Navigable Waterway Infrastructure

  • An estimated investment gap of $176 billion needs to be filled over the next ten years to improve America's inland waterway transportation systems. Many of these infrastructure systems are now beyond their original 50-year design life and are often behind in maintenance due to funding constraints. Therefore, long-term maintenance strategies (i.e., asset management (AM) strategies) are needed to optimize investments across these waterway systems to improve their condition. Two common AM strategies include policy-driven maintenance and performance-driven maintenance. Currently, limited research exists on selecting the optimal AM approach for managing inland waterway transportation assets. Therefore, the goal of this study is to provide a decision model that can be used to select the optimal alternative between the two AM approaches by considering key uncertainties such as asset condition, asset test results, and asset failure. We achieve this goal by addressing the decision problem as a single-criterion problem, which calculates each alternative's expected value and certain equivalence using allocated monetary values to determine the recommended alternative for optimally maintaining navigable waterways. The decision model considers estimated and predicted values based on the current state of the infrastructure. This research concludes that the performance-based approach is the optimal alternative based on the expected value obtained from the analysis. This research sets the stage for further studies on fiscal constraints that will effectively optimize these assets condition.

  • After insufficient road facilities are expanded, it is more important to maintain performance of road facilities the time according to passing. When the road facilities are maintained optimally through proper maintenance, the total amount of investment can be minimized and national competitiveness is improved. Individual maintenance research of road facilities such as PMS or BMS was in progress until currently, but it is difficult to joint ownership and share information between systems, and it is impossible to use as the decision-making. Therefore, Asset Management System for road facilities is enforced to solve the inefficiency of existing systems, maintenance the road facilities systematically under the limited budget and get the maximum benefits against the cost from the view point of long-term. In this paper, the concept of Asset Management System explained, and research plan from KICT in order to introduce the Asset Management System of road facilities from 2008 hereafter for 5 years accounted.

  • 본 연구에서는 사회기반시설에 사전 대응적 방식의 자산관리 체계를 도입하기 위해 자산관리정보시스템을 개발하고 있다. 본 연구는 향후 자산관리정보시스템의 개발과 운영을 위한 방향을 모색하기 위한 목적으로, 자산관리정보시스템의 예상되는 성과를 평가하기 위한 사용자 만족도와 자산관리기능이 유지관리 업무에 미치는 영향정도를 분석하기 위해 연구 모형을 체계화하고 평가기준을 선정하였다. 선정된 평가기준에 따라 중요도를 산정하기 위해 AHP 분석 방법을 사용하였다. 중요도의 논리적 일관성을 검증하였으며 한쪽으로 편중된 이상치를 최소로 반영하기 위해 대용가능지수를 계산하였다.

  • 최근에는 건축물을 효율적으로 활용하기 위한 방법 중 하나로 건축물의 수명연한을 결정하고 연장하고자 자산관리를 실시하고 있다. 교육시설물 역시 정부차원에서 교육시설물의 자산관리를 권장하고 있으며, 이에 자산관리의 중요성을 인식한 여러 교육시설에서는 각각의 특성 등에 적절한 자산관리시스템을 구축하고 운영하고 있다. OO대학교는 교육시설물을 자산이라는 개념으로 인식하여 자체 시스템을 구축 운영하고 있으나, 자체 조직의 체계와 자산관리를 위한 체계의 부재로 인하여 현실적으로는 적절한 자산관리를 하고 있지 못하고 있다. 이에 본 연구에서는 OO대학교의 자산관리 현황을 분석하여 현 자산관리 체계를 효과적으로 개선하고 적절한 운영 관리조직을 제안하고자 하였다.

포괄적 IT 자산관리의 자동화에 관한 연구 (Study on Automation of Comprehensive IT Asset Management)

  • The IT environment is changing due to the acceleration of digital transformation in enterprises and organizations. This expansion of the digital space makes centralized cybersecurity controls more difficult. For this reason, cyberattacks are increasing in frequency and severity and are becoming more sophisticated, such as ransomware and digital supply chain attacks. Even in large organizations with numerous security personnel and systems, security incidents continue to occur due to unmanaged and unknown threats and vulnerabilities to IT assets. It's time to move beyond the current focus on detecting and responding to security threats to managing the full range of cyber risks. This requires the implementation of asset Inventory for comprehensive management by collecting and integrating all IT assets of the enterprise and organization in a wide range. IT Asset Management(ITAM) systems exist to identify and manage various assets from a financial and administrative perspective. However, the asset information managed in this way is not complete, and there are problems with duplication of data. Also, it is insufficient to update of data-set, including Network Infrastructure, Active Directory, Virtualization Management, and Cloud Platforms. In this study, we, the researcher group propose a new framework for automated 'Comprehensive IT Asset Management(CITAM)' required for security operations by designing a process to automatically collect asset data-set. Such as the Hostname, IP, MAC address, Serial, OS, installed software information, last seen time, those are already distributed and stored in operating IT security systems. CITAM framwork could classify them into unique device units through analysis processes in term of aggregation, normalization, deduplication, validation, and integration.

텍스트 마이닝 기반의 자산관리 핀테크 기업 핵심 요소 분석: 사용자 리뷰를 바탕으로 (An Analysis of Key Elements for FinTech Companies Based on Text Mining: From the User's Review)

  • Purpose Domestic asset management fintech companies are expected to grow by leaps and bounds along with the implementation of the "Data bills." Contrary to the market fever, however, academic research is insufficient. Therefore, we want to analyze user reviews of asset management fintech companies that are expected to grow significantly in the future to derive strengths and complementary points of services that have been provided, and analyze key elements of asset management fintech companies. Design/methodology/approach To analyze large amounts of review text data, this study applied text mining techniques. Bank Salad and Toss, domestic asset management application services, were selected for the study. To get the data, app reviews were crawled in the online app store and preprocessed using natural language processing techniques. Topic Modeling and Aspect-Sentiment Analysis were used as analysis methods. Findings According to the analysis results, this study was able to derive the elements that asset management fintech companies should have. As a result of Topic Modeling, 7 topics were derived from Bank Salad and Toss respectively. As a result, topics related to function and usage and topics on stability and marketing were extracted. Sentiment Analysis showed that users responded positively to function-related topics, but negatively to usage-related topics and stability topics. Through this, we were able to extract the key elements needed for asset management fintech companies.
