A Study on the Records Management for the National Assembly Members (국회의원 기록관리 방안 연구)

  • The purpose of this study is to examine the reality of the records management of the National Assembly members and suggest a desirable alternative. Until the Public Records Management Act was enacted in 1999, the level of the records management in the National Assembly was not beyond that of the document management in both the administration and the legislature. Rather, the National Assembly has maintained a records management tradition that systematically manages the minutes and bills since the Constitutional Assembly. After the Act was legislated in 2000, the National Assembly Records Management Regulation was enacted and enforced, and the Archives was established in the form of a subsidiary organ of the Secretariat of the National Assembly, even though its establishment is not obligatory. In addition, for the first time, an archivist was assigned as a records and archives researcher in Korea, whose role is to respond quickly in accordance with the records schedule of the National Assembly, making its service faster than that of the administration. However, the power of the records management of the National Assembly Archives at the time of the Secretariat of the National Assembly was greatly reduced, so the revision of the regulations in accordance with the revised Act in 2007 was not completed until 2011. In the case of the National Assembly, the direct influence of the executive branch was insignificant. As the National Assembly had little direct influence on the administration, it had little positive influence on records management innovation under Roh Moo-Hyun Administration. Even within the National Assembly, the records management observed by its members is insignificant both in practice and in theory. As the National Assembly members are excluded from the Act, there is no legal basis to enforce a records management method upon them. In this study, we analyze the records management problem of the National Assembly members, which mainly concerns the National Assembly records management plan established in the National Archives. Moreover, this study proposes three kinds of records management methods for the National Assembly members, namely, the legislation and revision of regulations, the records management consulting of the National Assembly members, and the transfer of the dataset of administrative information systems and websites.

A Study on the Revision Archival Thesaurus Construction (기록시소러스 구축지침 개정에 관한 연구)

  • The thesaurus can control the headings in a classification scheme and can serve as an index of the classification scheme itself. In records management, the thesaurus controls functional terms and expands the access point of search to complement the functional classification scheme. In recent years, ISO 25964, the international standard for thesaurus construction, has been revised because of changes in the information environment and the development of thesaurus construction and utilization systems. Part 1 of ISO 15489, the international standard for overall records management, was also amended in 2016. In addition, the Integrated Public Sector Vocabulary (IPSV) in the UK, EuroVoc in Europe, and Functions of New Zealand (FONZ) in New Zealand have been effectively building and linking thesauri to reflect recent trends. In this study, we propose a thesaurus construction guideline for systematic record management in terms of related standards and cases, and suggest an improvement plan for the thesaurus construction guideline in Korea.

Effects of Adopting the Open Document Format in Public Records Management (공문서 컴포넌트 오픈포맷 채택이 기록관리에 미치는 영향 분석)

  • Korean public organizations create electronic documents through electronic document management systems under the e-Government scheme. A majority of these public documents are saved in vendor-dependent file formats, mainly HWP. Vendor-dependent formats can be opened only with specific software, which requires purchase. As the license does not guarantee compatibility between past and future versions, interoperability problems occur in long-term preservation, which need to be solved. Any error from the elimination of styles or no matching elements in document definition during conversion from vendor-dependent formats to the XML-based standard exchange format leads to file open failure or the modification of original documents. This study introduces the Open Document Format (ODF) and investigates the effects of adopting ODF in the creation, exchange, management, and preservation of public records.

A Study for Acquiring ISO 30301 Standard Certification in Public Institutions (공공기관에서 기록경영시스템 표준(ISO 30301) 인증 획득을 위한 연구)

  • Although the ISO 30301 Management Systems for Records (MSR) Standard has established a standard system for records management to be promoted at the management level, only a few institutions have been certified, and there are few known cases. The purpose of this study is to present essential requirements for the establishment of MSR suitable for public institutions that want to acquire ISO 30301 standard certification, and through excellent cases of success in practice, various matters related to certification were used to help in the introduction of the ISO 30301 standard. In this study, cases of certified public institutions, local government funding agencies, and certification bodies (CB) were investigated and analyzed. In addition to the analysis of internal documents obtained through information disclosure requests, interviews were conducted with four public agency employees and one certification body auditor to capture the know-how and expertise of the individuals in charge who went through the certification screening process. Through the case study, the scope of the performance was divided into 1 to 5 stages so that organizations that want to acquire the certification can effectively obtain a certification, and the ISO 30301 Standard Certification Process was presented. Lastly, five ways were proposed to ensure that certification could be obtained effectively and practically.

  • UNESCO clearly has a good user interface compared to other sites. However, it does not have a structure in which user-centric knowledge curating is employed by users. As such, the knowledge structure should be expressed differently in advance for users to enjoy such benefits. At present, almost all current information systems are lacking with semantic and contextual information. Moreover, these systems are deemed insufficient of interlinking various kinds of thoughts in our minds. Thus, it is necessary to model in advance what users are likely to think and provide an interface that they can easily utilize based on that modeling. Furthermore, there is a need for a new structural theory based on semantic technology that can make that possible. Therefore, in this proposal, theoretical and practical insights were presented for user interface implementation to which relational facet navigation based on the structural theory is applied. Moreover, this proposal intends to suggest a "thinking expansion platform" that allows users' ideation of different concepts, including those unfamiliar to them.

Investigating the Transfer Status and Improvement Strategies for Records from Defunct Elementary, Middle, and High Schools: After the Enactment of the Public Records Management Act (폐교(초·중·고)기록물 이관현황과 개선방안에 관한 연구: 공공기록물법 제정 이후)

  • This study explores the transfer of defunct school records (by preservation period, type, and place of transfer) in South Korea since the Public Records Management Act was enacted in 1999 and suggests improvements. Metropolitan and provincial offices of education, totaling 17, were asked to disclose information about the status of defunct school records. Since 1999, 1,411 schools nationwide have closed permanently, predominantly elementary schools, followed by high then middle schools. By preservation period, there were more records in the 1 to 10-year category than in the 30-year to permanent category. By record type, most were electronic records, followed by paper records, archival objects, and audiovisual records. By place of transfer, most nonelectronic records were transferred to integrated schools, and most electronic records were transferred to the Records Management System. In-depth interviews with 10 record managers from local education offices found that the management of defunct school records varies widely by region and institution because of the lack of specified manuals. Participants also reported difficulties in transferring web-based records, archival objects, and audiovisual records, as well as insufficient archival space and computer systems. This study also provides suggestions to improve the management of defunct school records, such as establishing specified manuals, creating a dedicated government department for managing defunct school records, deploying workforces, and improving computer systems.

A Study on Use Case of Research Data Sharing in Biotechnology (생명공학분야의 연구데이터 공유 사례에 관한 연구)

  • In this study, major steps of the research data management plan were derived through the research data management guidelines of major countries (NISO DMP in the US, UK DMP in UK archives, etc.). The results obtained are support for research data policy & planning, research data technical support, research data sharing support, research data legal mechanism support, and research data education support. In this study, we analyzed seven cases of data sharing among 7 domestic and foreign biotechnology. Shared use case countries are limited to the United Kingdom and the United States, which play a leading role in the management of research data. In Korea, shared cases were analyzed for the Korean Bio Information Center and related systems, which is a research and performance management and distribution agency designated by the Ministry of Science and Technology.

Applying the International Standard Appraisal Methodologies of ISO 15489-1 and ISO/TR 21946 (기록 평가에 관한 국제표준의 적용방안 분석: ISO 15489-1과 ISO/TR 21946을 중심으로)

  • A significant change in the ISO 15489-1:2016 is the appraisal of records becoming one of the key procedures in managing current records. In November 2018, ISO/TR 21946 (Information and Documentation - Appraisal for managing records) was published as the international standard for the appraisal of records, explaining the methodology for the application of the concepts and principles of appraisal in ISO 15489-1. As such, the concept of appraisal and the characteristics of the contents presented in these international standards were examined in this paper. In particular, the appraisal methodologies of ISO/TR 21946 and how it can be applied to the Korean records management environment were investigated by analyzing the appraisal process proposed in ISO/TR 21946 at each step and applying the process to Korean university cases. Moreover, this paper is expected to be the basis of improving the understanding of new international standards for the appraisal of records and finding ways to improve records management and appraisal systems in Korea.

An Analysis on Multicultural Archives Based on Libraries (도서관 기반의 다문화 아카이브 분석 연구)

  • After introducing the Industrial Trainee System in 1993, the population of immigrants coming to Korean have increased rapidly and over 2 million immigrants are living in Korea in 2017. In this situation, libraries are responsible for collecting, organizing, preserving and disseminating various records related to immigrants living in local communities but it is hard to find these kind of libraries in Korea. So, this study is trying to investigate the characteristics of multicultural archives established by libraries in other countries. To do this, 9 multicultural archives in U.S. and Canada were analyzed in terms of participating institutions and supporting institutions, types of records, digitizing and file formats, digital collection management systems and metadata schemas. At last, some suggestions were proposed to improve the function of libraries as a local multicultural archives.

A Methodology of Records Classification System Development Based on Functional Analysis: Case Study of The Presidential Committee for the Inspection of Collaborations for Japanese Imperialism (업무기능에 기반한 기록분류체계 개발에 관한 연구 -친일반민족행위진상규명위원회를 중심으로-)

  • There should be an integration between work management and records management in order to document the work processes thoroughly. It's proper to establish a records classification system to have the work classification and record classification table integrated for that purpose. But the conventional procedures and methodology used for records classification system development lack specific features to be used as voluntary guidelines of a common organization or group and to conduct analysis. Recognizing the problems, this study suggested the specific methods of records classification system development to link work management and records management organically. First, the functional classification was chosen as the principle of classification for records classification system development. Then concrete methods of records classification system development were suggested. Analysis and comparison were made for the DIRKS(Designing and Implementing Recordkeeping Systems), which is the standard records management and work analysis of Australia, and AS 5090. The results were used to suggest specific methods of records classification system development in conjunction with the research into the methodology employed for work analysis in information engineering and business administration to compensate for its weakness. The significance of the study can be found in that it suggested the methods of typical records classification system development in connection with records classification, and that it applied them to the Presidential Committee for the Inspection of Collaborations for Japanese Imperialism and tested them.
