  • The Personal Information Protection Commission shall be established under the direct jurisdiction of the President and shall independently perform affairs under its authority. It shall be comprised of total 15 members (5 members designated by the President, 5 members elected at the National Assembly and 5 members designated by the Chief Justice of the Supreme Court), including one minister-level Chairperson and one vice-minister-level standing member. Main functions of the Personal Information Protection Commission include deliberation and resolution of major policies and improvement of ordinances and systems related to personal information protection, coordination of opinions among public institutions in regards to the management of personal information, recommendation of improvement such as suspension of infringement by a central administrative agency, a local government and a constitutional institution, and submission of annual reports on personal information protection to the National Assembly. The function and role of the Personal Information Protection Commission regulated by the current law are insufficient in terms of independence and authorities of protection agencies compared to the international standard or level of discussion. The Commission thus cannot play a sufficient role as an independent agency for efficient protection of personal information. Therefore, there is a need for law revision that revives the purpose of the establishment of the Personal Information Protection Commission.

  • The annual R&D investment in Korea increased by an average of 12.2percent during the last 5 years. Therefore, prevention of duplicate projects being performed became an important factor in promoting the efficiency of R&D investment and the originality of R&D projects. On measuring the similarity of projects, the measurement model used to estimate the accuracy of the similarity is crucial. In this paper, we propose an advanced measurement model on checking the similarity of R&D projects for promoting the efficiency of R&D investment. The proposed model is made up of the following steps for the model measurement, sampling and analyzing. During the sampling step, we append the abstract of R&D reports on the search engine based on document vector. We then measure the similarity on projects to use research title network which is consists of the compound keyword and the weight of items on during the analysis. The proposed method improved the accuracy for measuring the similarity of projects by an average of 0.19 over the existing search engine and by 9.25 over the simple keyword search on R&D projects. On searching the similarity with the appending conditions and high sampling, it improved the accuracy of measuring the similarity of R&D projects.

  • Species invasions have rapidly increased due to the substantial growth of global trade in the recent past. As the awareness of the negative effects on natural ecosystems derived from alien species has grown, many countries and lawmakers have enacted rules and policies on the conservation of indigenous plants. Unfortunately, in Korea, research on species invasion is seriously lacking despite the growing number of alien species. In the current study, we report alien plants that have intentionally and/or unintentionally been introduced in Korea and also presented a checklist of invasive plants found both in the literature and in field surveys. We reviewed all documented records of alien plants, i.e., scientific papers, illustrated books, and annual reports. We also categorized alien plants by origin, time of introduction, naturalization, and the rate of their spread. The results revealed that there are 619 alien plant taxa (96 families, 353 genera, 595 species, 6 subspecies, 11 varieties, 1 forma, and 6 hybrids) occurring in Korea. Among these, 30 taxa are archaeophytes (Arc.), 214 are potentially invasive plants (PIPs), and 375 are invasive alien plants (IAPs). In addition, IAP taxa consist of grades 5 (widespread, WS) to 1 (potential spread, PS) of alien plants according to the rate of spread in Korea. Our results suggested that the number of alien plants is likely to keep growing; thus, the distribution should be regularly monitored and the list of alien plants must be updated.

  • The present study explored studies directed at elucidating the effectiveness of Korean medicine in the treatment of sterility and systematically analyzed the trends of studies on sterility. The standardization and objectification based on results for this study may contribute to the development of effective Korean medicine in reducing sterility. In the annual tendency of sterility-related clinical studies, the number of papers began to increase rapidly from 2000, and 15 papers were published from 2000 till 2011. Then, in the technical journals publishing them, The Journal of Oriental Obstetrics & Gynecology published 13 the most papers. In the institutions to which the first authors belonged, Dongguk University Hospital had 5 the most papers. In the number of test subjects was also analyzed and as the result the studies with 1~9 were the most as 10. In the study design analysis, there were 10 case reports, 5 case series and 4 before and after studies. In the analysis of intervention methods, there were 10 papers where only the Korean medicines were given, next 6 papers where the acupuncture and moxibustion were added, and 3 papers where the Korean medical therapies and other subsidiary therapies were used. In the analysis on the existence of pattern identification, there were 12 papers with the pattern identification, 6 without the pattern identification and 1 with the four constitution identification. In the IRB approval, 18 or most papers had not received the IRB approval and just 1 paper got the IRB approval. When the sterility-related clinical studies published in the Korean medical journals were surveyed, it turned out that there are no RCT studies and there is just one study with the IRB approval. And there were 6 papers without the pattern identification of Korean medicine. So, it seems necessary in the future to improve the papers in these respects for the development of Korean medicine sterility treatment with a good basis through the more systematic and accurate study method.

  • The sand dollar, Astriclypeus manni is commonly encountered on a subtidal sand bottom along the coast of Cheju Island. limited information has been reported on their ecology despite their natural abundance. This study reports ecology and an annual reproductive cycle of the sand dollars present at Hamdock, northern coast of Cheju Island. A. manni collected from Hamdock revealed that they are 80 to 200 mm in test diameter. Sediment Brain size analysis indicated that A. manni mostly occurs on medium (particle diameter of 500 $\mu$m) to very find sand (particle diameter of 125 $\mu$m), particularly on fine sand (particle diameter of 250 $\mu$m). Internal morphology and in situ observations on their feeding habit indicated that A. manni is a deposit feeder, feeding on organic debris contained in the sediment around its habitat. A. manni were more frequently observed near Zostrea marina bed where content of organic matter in the sediment is considered to be higher. Gonadal tissues of the male were yellow in color while female gonads appeared to be purple. Fully mature eggs, with a mean diameter of 381 $\mu$m, and sperm were observed from the histological slides of the sand dollars collected in late July to August, suggesting that A. manni spawn during July to August when water temperature reaches 20 to $25^{\circ}C$.

  • The purpose of this study is to classify the budget and settlement of global natural history museums into functional criteria, to compare and analyze the integrative research and general administrative functions of these museums, and to suggest the standard of budget compilation of the Korean National Museum of Natural History, which will be established in the near future. Annual reports, documents of budget request, financial statements and account books were collected from the following museums: SNMNH of The U.S.A, AMNH of the U.S.A, NHM of England, MNHN of France and NMNS of Japan. The integrative research and general administrative functions of the studied museums are reclassified into the criteria of budget and settlement data of the Smithsonian National Museum of Natural History. After arranging the details regarding budget and settlement of each museum, the international comparative analysis was investigated on the amounts of the integrative research and general administrative functions among the studied museums. The comparison and analysis show the ratio of integrative research function and general administrative function in budget expenditure standard at 6:4 in natural history museums of the U.S.A and England, of which the functions of research, education, exhibition and publication are considered to be the most activated in the world. This implies that museums should increase the budget for support of integrative research to allow them to maximize their functions.
