The quality of service delivery by governments to their citizens is a subject of concern in the contemporary society. E-governance is a critical aspect that is transforming government operation and service delivery to citizens and other bodies through application of information technology. This research explores the state of e-governing focusing on nations that are developing with special attention to Pakistan. The difficulties and benefits encountered are identified. The results are vital for implementers of e-governing systems in these countries. The methodology applied entails a secondary research that involves analysis and synthesis of literature relating the research topic. The results reveal that Pakistan has made incredible steps in setting up e-governance systems with growth in internet use and access of data from a digital platform. The findings reveal that e-government is associated with multiple benefits including enhanced quality of services, cost efficiency in service provision, enhance transparency and elimination of corruption, provide the basis for eradication of poverty, boost economic stability of a country, and provide room for direct democracy. The research also found that developing countries experience challenges in form of financial constraints, poor ICT infrastructure, illiteracy on e-government, political consensus constraints, legal obstacles, social and cultural constraints. E-government has the capability to transform the quality of governance provided by governments, and policymakers and implementers should address the constraints that act as a hindrance to its implementation.
In the era of the 4-th industrial revolution, the concept of smart factory is emerging. There are efforts to predict the occurrences of facility errors which have negative effects on the utilization and productivity by using data analysis. Data composed of the situation of a facility error and the type of the error, called the facility error log, is required for the prediction. However, in many manufacturing companies, the types of facility error are not precisely defined and categorized. The worker who operates the facilities writes the type of facility error in the form with unstructured text based on his or her empirical judgement. That makes it impossible to analyze data. Therefore, this paper proposes a framework for constructing a phrase network to support the identification and classification of facility error types by using facility error logs written by operators. Specifically, phrase indicating the types are extracted from text data by using dictionary which classifies terms by their usage. Then, a phrase network is constructed by calculating the similarity between the extracted phrase. The performance of the proposed method was evaluated by using real-world facility error logs. It is expected that the proposed method will contribute to the accurate identification of error types and to the prediction of facility errors.
In this paper, we propose a MapReduce-supported clustering technique for collecting and classifying distributed workflow enactment event logs as a preprocessing tool. Especially, we would call the distributed workflow enactment event logs as Workflow BIG-Logs, because they are satisfied with as well as well-fitted to the 5V properties of BIG-Data like Volume, Velocity, Variety, Veracity and Value. The clustering technique we develop in this paper is intentionally devised for the preprocessing phase of a specific workflow process mining and analysis algorithm based upon the workflow BIG-Logs. In other words, It uses the Map-Reduce framework as a Workflow BIG-Logs processing platform, it supports the IEEE XES standard data format, and it is eventually dedicated for the preprocessing phase of the ${\rho}$-Algorithm that is a typical workflow process mining algorithm based on the structured information control nets. More precisely, The Workflow BIG-Logs can be classified into two types: of activity-based clustering patterns and performer-based clustering patterns, and we try to implement an activity-based clustering pattern algorithm based upon the Map-Reduce framework. Finally, we try to verify the proposed clustering technique by carrying out an experimental study on the workflow enactment event log dataset released by the BPI Challenges.
Objectives: The effects of particulate matter and ozone on health are being reported in a number of studies. These effects are likely to be stronger on the elderly population, but studies in this regard are scarce. The purpose of this study was to examine the effects of particulate matter ${\leq}2.5{\mu}m$ and ozone on the acute health status of the elderly population. Methods: In order to analyze the health status of the elderly population, the NHIS-Senior Cohort data was used. In this study of people 60 years or older in Seoul, the number of outpatient visits and ER visits between 2002 and 2013 were calculated. Each disorder and the lag effect were analyzed separately. Particulate matter and ozone were analyzed using both the single exposure model and the adjusted multi-exposure model. Results: In the single exposure analysis with PM2.5 as the exposure variable, with each increase of $10{\mu}g/m^3$, the number of outpatient visits increased by 1.0081 times, vascular disease 1.0065 times, chronic pulmonary disease 1.0086 times, and diabetes 1.0055 times. In the multi-exposure model adjusting for ozone, the number of outpatient visits increased by 1.0066 times. There was a one-day lag effect and 1.0066 times increase between PM2.5 and ER visits in the multi-exposure model and 1.0057 times when adjusted for ozone (p value <0.10). There was a one-day lag effect in all multi-exposure models with ozone as the main variable, and when the particulate matter was adjusted, there was a one-day delay and 1.0143 times increase in ER visits. Conclusions: In our study, an increase in the number of outpatient and ER visits in the elderly population in accordance with the increase in PM2.5 and ozone was found. The association found in our study could also produce a socioeconomic burden. Future studies need to be performed in regards to younger populations and other air pollutants.
The significance of PNT information in the fourth industrial revolution is viewed differently in relation to the past. Autonomous vehicles, autonomous vessels, smart grids, and national infrastructure require sustainable and reliable services in addition to their high precision service. Satellite navigation system, which is the most representative system for providing PNT information, receive signals from satellites outside the earth so signal reception power is low and signal structures for civilian use are open to the public. Therefore, it is vulnerable to intentional and unintentional interference or hacking. Satellite navigation systems, which can easily acquire high performance of PNT information at low cost, require alternatives due to its vulnerability to the hacking. This paper proposed R-Mode (Ranging Mode) technology that utilizes currently operated navigation and communication infrastructure in terms of Signals of OPportunity (SoOP). For this, the Nationwide Differential Global Navigation Satellite System (NDGNSS), which currently gives a service of Medium Frequency (MF) navigation signal broadcasting, was used to validate the feasibility of a backup infrastructure in domestic maritime areas through simulation analysis.

The objective of this study was to derive the served distance of the senior-friendly park considering physical changes, which were estimated through a comparison experiment at an actual target site. The time to walk 500m was examined because 500m is considered the served distance of a neighborhood park and as a standard set by the city. The mean walking time of the control group (younger than 65 years) was 536 seconds, while that of the treatment group (older than 65 years) was 889 seconds, which was approximately 1.7 times longer than the control group. The results of this study also showed that the walking time of females was longer than that of males when they were older than 65 years old. The walking velocities of the control group and the treatment groups were also calculated using the mean walking time. The weight estimated by a proportional formula was 0.6. When it was applied to 500m, which is the served distance of a neighborhood park, the served distance of the senior-friendly park was estimated as 300m. Lastly, the green service excluded area was quantified by applying the 300m, the served distance of a senior-friendly park, to the Jung-gu, Daegu, which had the highest elderly population in the Daegu Metropolitan City. The results of this calculation showed that the area served by a city park was $2,425,747m^2$ and the area excluded from the city park service was $4,627,700m^2$ for senior citizens. The results also showed that, in terms of the distributive equity, the administrative districts received unequal am ounts of urban green area services.

The number of hosts connected to the Internet has increased dramatically, introducing the Domain Name System(DNS) in 1984. DNS is now an important key point for all users of the Internet by allowing them to use a convenient character address without memorizing a series of numbers of complex IP address. However, relative to the importance of DNS, there still exist many problems such as the authorization allocation issue, the disputes over public registration, security vulnerability such as DNS cache poisoning, DNS spoofing, man-in-the-middle attack, DNS amplification attack, and the need for many domain names in the age of hyper-connected networks. In this paper, to effectively improve these problems of existing DNS, we proposed a method of implementing DNS using distributed ledger technology, blockchain, and implemented using a Ethereum-based platform. In addition, the qualitative analysis performance comparative evaluation of the existing domain name registration and domain name server was conducted, and conducted security assessments on the proposed system to improve security problem of existing DNS. In conclusion, it was shown that DNS services could be provided high security and high efficiently using blockchain.
The purpose of this study is to deliver both market-practical and civil-centric political implication for sharing economy by investigating the nature of consumer-adoption for car-sharing service. With the global interest and market proliferation of the sharing economy, various service models for sharing idle resources have also been released in Korea. Particularly, in case of car sharing service, public - private partnership projects are spreading rapidly in various local governments including Seoul, along with the growing demand for alternative transportation system centering on the urban area. This study conducted an empirical study on the process of accepting the car sharing service by analyzing the data collected from users of the car sharing service "Sharing Car(Nanum Car)" of Seoul Metropolitan Government. A survey was conducted on 281 users in their twenties who are in the age of main use among the experienced users of the "Sharing Car(NaNum)" residing in Seoul. The result of analysis on the relationship between these users' perceived value and intention to use the vehicle sharing service would provide implications for establishing consumer(citizen)-centeric policies as well as market implications.

Objective: The inhibitory leukocyte immunoglobulin-like receptors (LILRBs) play an important role in innate immunity. The present study represents the first description of the cloning and structural and functional analysis of LILRB1 and LILRB3 isolated from two genetically disparate chicken lines. Methods: Chicken LILRB1-3 genes were identified by bioinformatics approach. Expression studies were performed by transfection, quantitative polymerase chain reaction. Signal transduction was analyzed by western blots, immunoprecipitation and flow cytometric. Cytokine levels were determined by enzyme-linked immunosorbent assay. Results: Amino acid homology and phylogenetic analyses showed that the homologies of LILRB1 and LILRB3 in the chicken line 6.3 to those proteins in the chicken line 7.2 ranged between 97%-99%, while homologies between chicken and mammal proteins ranged between 13%-19%, and 13%-69%, respectively. Our findings indicate that LILRB1 and LILRB3 subdivided into two groups based on the immunoreceptor tyrosine-based inhibitory motifs (ITIM) present in the transmembrane domain. Chicken line 6.3 has two ITIM motifs of the sequence LxYxxL and SxYxxV while line 7.2 has two ITIM motifs of the sequences LxYxxL and LxYxxV. These motifs bind to SHP-2 (protein tyrosine phosphatase, non-receptor type 11) that plays a regulatory role in immune functions. Moreover, our data indicate that LILRB1 and LILRB3 associated with and activated major histocompatibility complex (MHC) class I and ${\beta}2-microglobulin$ and induced the expression of transporters associated with antigen processing, which are essential for MHC class I antigen presentation. This suggests that LILRB1 and LILRB3 are transcriptional regulators, modulating the expression of components in the MHC class I pathway and thereby regulating immune responses. Furthermore, LILRB1 and LILRB3 activated Janus kinase2/tyrosine kinase 2 (JAK2/TYK2); signal transducer and activator of transcription1/3 (STAT1/3), and suppressor of cytokine signaling 1 genes expressed in Macrophage (HD11) cells, which induced Th1, Th2, and Th17 cytokines. Conclusion: These data indicate that LILRB1 and LILRB3 are innate immune receptors associated with SHP-2, MHC class I, ${\beta}2-microglobulin$, and they activate the Janus kinase/signal transducer and activator of transcription signaling pathway. Thus, our study provides novel insights into the regulation of immunity and immunopathology.

The convergence of the automotive industry and the ICT technology can be broadly divided into the commercial service sector and the Cooperative-ITS (C-ITS) service sector. The C-ITS service sector is using V2X communication technology as a field that aims to provide safer transportation, more green and efficient transportation, and more predictable and productive mobility. The recent convergence of self-driving cars and connected cars requires high data rates, low transmission delays, and low transmission error rates. Interest in comparison of performance between WAVE and C-V2X (LTE-V2X, 5G-V2X) has been amplified and application services by communication technology are being studied. In this paper, we design the application performance evaluation method of Hybrid V2X communication system and confirm that the decrease of packet error rate (PER) performance is caused by the increase of communication distance, not the vehicle speed.
