Quality Analysis of the Request for Proposals of Public Information Systems Project : System Operational Concept (공공정보화사업 제안요청서 품질분석 : 시스템 운영 개념을 중심으로)

  • The purpose of this study is to present an evaluation model to measure the clarification level of stakeholder requirements of public sector software projects in the Republic of Korea. We tried to grasp the quality of proposal request through evaluation model. It also examines the impact of the level of stakeholder requirements on the level of system requirements. To do this, we analyzed existing research models and related standards related to business requirements and stakeholder requirements, and constructed evaluation models for the system operation concept documents in the ISO/IEC/IEEE 29148. The system operation concept document is a document prepared by organizing the requirements of stakeholders in the organization and sharing the intention of the organization. The evaluation model proposed in this study focuses on evaluating whether the contents related to the system operation concept are faithfully written in the request for proposal. The evaluation items consisted of three items: 'organization status', 'desired changes', and 'operational constraints'. The sample extracted 217 RFPs in the national procurement system. As a result of the analysis, the evaluation model proved to be valid and the internal consistency was maintained. The level of system operation concept was very low, and it was also found to affect the quality of system requirements. It is more important to clearly write stakeholders' requirements than the functional requirements. we propose a news classification methods for sentiment analysis that is effective for bankruptcy prediction model.

A Study on the Impact of the Intranet on Communication (인트라넷이 의사소통에 미치는 영향에 관한 연구)

  • The Internet is flourishing and the World Wide Web is growing at an exponential rate. A fundamental concept of Intranet, the so-called second wave, was introduced only a few years ago. Intranets have been embraced by corporate users of information services and made substantial inroads in strategic vision documents and procurement practices. Business organizations have come to the conclusion that they require an extensive data repository in order to acquire a competitive advantage in a dynamically change market. This rich assortment of data must further be delivered and deliverable enterprise-wide in a secure and cost-efficient manner. Information technology(IT) has created the Intranet as a vitally important mechanism for the storage, dissemination, and even the analysis data. The present study is an attempt to develop a more through understanding of the potential and actual impact of the Intranet on organizational functions and activities. Expecially, it also consists of an effort to assess the impact of the Intranet on communication. The research also addresses the issue of how the Intranet affects communication and shapes or modifies business activities. The results of literature review and study revealed that middle managers believe that the extent of the Intranet use is significantly related to improvements in overall organizational functions and activities. While communication, decision-making, productivity, work collaboration, and business activities are all enhanced by Intranet use, communication appears to be most dramatically improved by Intranet use.

  • Traditional bidding process and activities in public construction area has many problems in terms of the clearness and fairness of administration. And, it causes many cost consumption to suppliers. As part of the efforts to solve these problems, some public institutions developed the electronic bidding systems. But these systems have still problems in diverse aspects. Therefore, the purpose of this study is to analyze current bidding systems through literature survey, case study and process mapping methodology, to compare the result of the analysis with the developed electronic bidding systems and to suggest the improvement for the coming bidding systems. As results of this study, key processes and classified contract types about public construction bidding were identified. These can be applied by means of guidelines when public institutions are planning new electronic bidding systems. The composition of unified driving organization, the database development for information share and the standardization of national level for the new electronic bidding systems were also suggested.

The Development of a Quality Measurement Tool for a Contract-Managed Hospital Foodservice (병원 위탁급식 품질관리를 위한 품질평가도구 개발)

  • The purposes of this study were: a) to develop the a quality measurement tool for the contract-managed hospital foodservice, and b) to evaluate their performance with the developed quality measurement tool, and c) to verify the reliability and validity of the quality measurement tool. The developed quality measurement tool comprised two parts, which were foodservice management and medical nutrition care service. The foodservice management part was classified into six functional categories which were Menu, Procurement and Storage, Production and Distribution, Facility and Utility, Sanitation and Safety, and Management and Evaluation. The medical nutrition care service part indicated the medical nutrition care provided. Quality measurement tool had 91 standards and 324 indicators. The quality measurement tools were distributed to the hospital foodservice manager employed by the foodservice company. The 324 indicators were measured by foodservice manager on the 5-Likert-type scales, and then adapted to a 100 point scale. The SPSS Ver. 11.0 was used for statistical analysis. The categories whose scores were evaluated as being high were Procurement', General Sanitation', Personal sanitation' and Waste' and the categories whose scores were evaluated as being low were Diet Order Manual', Standard Recipe', Appropriateness (Facility and Utility)', Check (Facility and Utility)'and Information Management'. All the categories of medical nutrition service were evaluated as having seriously low scores. Therefore, it was necessary for the contract-managed hospital foodservice to improve its performance in the area of medical nutrition care service. For the verification of the developed quality measurement tool, the reliability obtained by calculating Cronbach's α was 0.8747, and the content validity was also proved by scrutiny of the modification of the Professional group's techniques.   • The increasing number of subscribers and demand of multiplicity of services has turned Multi-Server Authentication (MSA) into an integral part of remote authentication paradigm. MSA not only offers an efficient mode to register the users by engaging a trusted third party (Registration Centre), but also a cost-effective architecture for service procurement, onwards. Recently, Lu et al.'s scheme demonstrated that Mishra et al.'s scheme is unguarded to perfect forward secrecy compromise, server masquerading, and forgery attacks, and presented a better scheme. However, we discovered that Lu et al.'s scheme is still susceptible to malicious insider attack and non-compliant to perfect forward secrecy. This study presents a critical review on Lu et al.'s scheme and then proposes a secure multi-server authentication scheme. The security properties of contributed work are validated with automated Proverif tool and proved under formal security analysis.

  • The objective of this paper is to provide a model for effective implementation of costing RAM management in the design and procurement of production facility considering the system cost-performance trade-off. This research proposes a two-step approach of costing RAM design and test of system RAM for production facility. In Step 1, a static model is proposed to find an initial system configuration to meet the required performance based on system RAM and LCC and analyzes the trade-off relationships between various factors of RAM and LCC. In the second Step, we developed time and failure truncated models for system reliability test and analysis. For the computational purpose, we developed computer programs and have shown the sample results. By the sample test run, the proposed model has shown the possibilities to provide a good method to analyze system performance evaluation for both design and operational phase, This model can be applied to a wide variety of systems not only for costing RAM of the production facilities but also for the other kinds of equipment.

  • This study aims at establishing JIT production management system to enable manage the resources input into from procurement through construction based on correct identification of the process, an analysis on the amount of input materials and information sharing. This study has focused on the process control and working process of rebar work in domestic apartment house construction where the overall scope of Process from the planning phase to the construction phase has been analyzed in this study. Also construction phase was selected for the application of a sample case. A basic model for JIT production was generated with these processes. Furthermore A questionnaire and the on-site survey with process, checklist and control data were prepared and performed for the application of JIT production management model into rebar work. The governing scopes of JIT production management system include process management, material management, yard loading and moving management and inventory control, and the operation of each control item

  • CM services have continued to grow since the establishment of CM policies in 1997. Recently, strategies for overseas CM services have widely been discussed, because the CM services have expected synergy with planning, engineering, procurement and construction. However, there has been lack of quantitative and comprehensive research to investigate CM trends and prospects. In this sense, the purpose of this research is to statistically analyze total of 2,983 CM service contracts over the past 16 years (between 1997 and 2013) published in KISCON (Knowledge Information System of Construction Industry) in order to examine current status and future direction of CM industry.

  • This paper focused on problems of design, construction, and maintenance caused by construction implementation processes. They were analyzed through case study of structure safety diagnosis projects. From the case study, it is expected that the introduction of Construction Management from the first stage of procurement will improve construction cost increase or burden on small design company. It strengthens coherent management from design and source contractor selection to build review of responsibility. The coherency will prevent changes in designing or infirm unreliable construction. It is desirable that expert opinions are considered when structure changes and establishment occur and that, if necessary, actions such as source selection, periodic audits, and diagnosis arc checked and fed back to maintenance.
