Hardened concrete contains pores of varying types and sizes, and therefore the transport of air through concrete can be considered. The rate of permeability will not only depends on the continuity of pores, but also on the moisture contents in concrete and finishing material on concrete. Also it knows that the durability of reinforced concrete structure is concerned with air permeability which effects on the carbonation occurred by invasion of CO2 gas and the corrosion of steel bar occurred by O$_2$. In this paper, the effects of curing conditions and finishing materials on carbonation and air permeability are investigated according to the accelerated carbonation test. As results, carbonation velocity and air permeability are effected by curing conditions and finishing materials, and air permeability coefficient is effected by moisture content. Also the relationship between carbonation velocity coefficients and air permeability coefficients has been quite well established.
In the Republic of Korea, Regional Airlines from Jeju Air and Hansung Airlines have recently entered the domestic market to compete with the existing Legacy Airlines. In addition many of newly established regional low cost carriers like Air Busan, JeanAir, Easter Airline, are preparing to enter the jungle market. These circumstantial changes have come about as transportation competitiveness are getting weak in the market due to simultaneous expansion of surface modes such as a new opening of high-speed rail and extension of highways. The jumbled market entry by regional low cost carriers makes an enormous influence not only in managing transport network of existing carriers but also for the domestic policy of aviation authorities. It is too early to judge whether they would succeed or not. It is necessary to analyze the network operation of these regional carriers launching domestic routes and preparing to launch short distance international routes under the rapid changing market circumstances such as introduction of KTX or decrease in domestic routes by Legacy Airlines. Many regional airlines are to launch the routes connecting Korea-China-Japan, if they could ensure long-haul international routes successfully, it would follow that the difference between Legacy Airlines and Regional Airlines would decrease more and more, which would result in appearance of the $3^{rd}$or $4^{th}$Legacy Airlines The purpose of this study is to analyze the introduction of low cost carriers by regions and economic regional carrier network for non-scheduled air transportation market by taking a look at the regional airlines transportation network in the early stage of the domestic air transport market. For this purpose, cost and profit structure and management effect of transportation cost will be analyzed by comparing the presently operated routes of regional airlines with those of Legacy Airlines. And also demonstrative analysis demanded by the actual market will be achieved through surveys from experts, the actual airlines and travel agencies to build up transportation network.

Anthropogenic emissions of $PM_{2.5}$ in Chuncheon are considered to be low according to the national emissions inventory; however, the atmospheric $PM_{2.5}$ concentrations have been reported to be higher than or at least similar to those measured in metropolitan (e.g. Seoul) and/or in industrial cities (e.g. Incheon, Ulsan). In this study, the concentrations of $PM_{2.5}$ and its ionic and carbonaceous compounds were measured from Jan. 2013 to Dec. 2014 in Chuncheon, Korea to identify the characteristics of high $PM_{2.5}$ concentration event. Average $PM_{2.5}$ concentration was $34.6{\mu}g/m^3$, exceeding the annual air quality standard ($25{\mu}g/m^3$). The most abundant compound was organic carbon (OC), comprising 26% of $PM_{2.5}$ mass, followed by $SO_4{^{2-}}$. Among 14 high concentration events, three events showed clearly enhanced contributions of OC, $SO_4{^{2-}}$, $NO_3{^-}$ and $NH_4{^+}$ to $PM_{2.5}$ under the fog events. One event observed in summer showed high concentration of $SO_4{^{2-}}$ while the high wind speeds and the low $PM_{2.5}/PM_{10}$ ratios were observed for the two high concentration events. These results indicate that the secondary aerosol formation under the fog events and high atmospheric temperature as well as the regional and/or the long-range transport were important on enhancing $PM_{2.5}$ concentration in Chuncheon. Cluster analysis based on back trajectories also suggested the significant impacts of regional transport from China and metropolitan areas of Korea on $PM_{2.5}$ in Chuncheon.

Atmospheric transport pathway of an air mass is an important constraint controlling the chemical properties of the air mass observed at a designated location. Such information could be utilized for understanding observed temporal variabilities in atmospheric concentrations of long-lived chemical compounds, of which sinks and/or sources are related particularly with natural and/or anthropogenic processes in the surface, and as well as for performing inversions to constrain the fluxes of such compounds. The Lagrangian particle dispersion model FLEXPART provides a useful tool for estimating detailed particle dispersion during atmospheric transport, a significant improvement over traditional "single-line" trajectory models that have been widely used. However, those without a modeling background seeking to create simple back-trajectory maps may find it challenging to optimize FLEXPART for their needs. In this study, we explain how to set up, operate, and optimize FLEXPART for back-trajectory analysis, and also provide automatization programs based on the open-source R language. Discussions include setting up an "AVAILABLE" file (directory of input meteorological fields stored on the computer), creating C-shell scripts for initiating FLEXPART runs and storing the output in directories designated by date, as wells as processing the FLEXPART output to create figures for a back-trajectory "footprint" (potential emission sensitivity within the boundary layer). Step by step instructions are explained for an example case of calculating back trajectories derived for Anmyeon-do, Korea for January 2011. One application is also demonstrated in interpreting observed variabilities in atmospheric $CO_2$ concentration at Anmyeon-do during this period. Back-trajectory modeling information introduced in this study should facilitate the creation and automation of most common back-trajectory calculation needs in atmospheric research.
In the event of an air accident, the media and members of the general public pay attention to the victim of the accident and are deeply concerned about their actions and rewards. However, through the accident of Air China(CCA) Flight 129, which occurred in 2002, we were able to confirm that it is a real problem that the victims of the air accident as well as the victims suffer much suffering and serious aftermath. Nevertheless, Korea's system for assistance the families of victims of air accident is very poor. On the other hand, when Trans-World Airlines(TWA) Flight 800 exploded and crashed over the Atlantic Ocean in 1996, the United States enacted a law to assistance the families of the victims of the accident. According to this law, systematic assistance and management of not only the victims of the accident but also their families, minimize the additional damage of victims and victims' families and help them to get rid of the accident after the accident. In particular, the measures taken by the US authorities in response to an accident in which an Asiana Airlines flight(AAR) 214 crashed during a landing at San Francisco International Airport in 2013, made a lot of suggestions for us to assistance the victims and their families in an air accident. The purpose of this paper is to suggest the necessity of improving the system for victims and victim's family assistance in air accident. In this paper, we analyze the domestic and foreign legal systems and related cases in past accidents, identify the deficiencies of the Korean system, and derive the necessity to improve the related system. It is also important to make sure that victims' families are relieved from early psychological and economic shocks and that the results of accident investigations are reliable. Relevant ministries, airlines, and related agencies should recognize that prompt and systematic assistance and cooperation is needed to ensure that victims and families are relieved of the impact and confidence in the investigation, as is the case in the United States. In addition, efforts should be made to supplement the related laws for the assistance of aircraft victims and victims' families, to establish manuals for implementation, to plan and to implement them promptly in the event of an accident. To achieve this, it is necessary to establish regulations for the legal institutionalization of the roles and responsibilities of national and state agencies on victims of aviation accidents and family assistance. And the victim and family assistance plan that the airline has to submit to it, as specified in the current law, need to specify that item. In addition, new and supplemented contents should be integrated into a single clause or proposed as a separate special law for the purpose of applying a clear law.
Background : The information on nasal transport and the metabolism of peptides have been obtained from pharmacokinetic investigations in experimental animals. However, there are no transport and metabolic studies of human nasal epithelial cells. In this study, the permeability characteristics and the metabolic properties of in vitro human nasal cell monolayers were investigated. Material and Methods : Normal human inferior nasal conchal tissue samples were obtained from patients undergoing endoscopic nasal cavitary surgery. The specimens were cultured in a transwell using an air-liquid Interface (ALI) culture, and the transepithelial electrical resistance (TEER) value of the blank filter and confluent cell monolayers were measured. To determine the % leakage of mannitol, $4{\mu}mol%$$^{14}C$-labelled mannitol was added and the % leakage was measured every 10 minute for 1 hour. Result : Human nasal epithelial cells in the primary culture grew to a confluent monolayer within 7 days and expressed microvilli. The tight junction between the cells was confirmed by transmission electron microscopy. The TEER value of the blank filter, fifth day and seventh day reached $108.5\;ohm.cm^2$, $141\;ohm.cm^2$ and $177.5\;ohm.cm^2$, respectively. Transcellular % leakage of the $^{14}$-mannitol at 10, 20, 30, 40, 50 and 60 minutes was $35.67{\pm}5.43$, $34.42{\pm}5.60$, $32.75{\pm}5.71$, $31.76{\pm}4.22$, $30.96{\pm}3.49$ and $29.60{\pm}3.68\;%$, respectively. Conclusion : The human nasal epithelial monolayer using ALI culture techniques is suitable for a transcellular permeability study. The data suggests that human nasal epithelial cells In an ALI culture technique shows some promise for a nasal transport and metabolism study.
In 1984, Congress enacted a new measure of administrative sanctions which is a civil money penalty program for violations of Aviation Act and its implementing regulations. This civil money penalty system has been in operations in lieu of suspending or revoking certificates issued by Korean government, Ministry of Land, Infrastructure, and Transport. According to the rules of Aviation Business Act or Aviation Safety Act, where the Minister of Land, Infrastructure and Transport should order an air carrier to suspend operation because of her violation under certain rules, in which case the suspension of operation is likely to cause serious inconvenience to consumers of air transport services or to harm public interest, the Minister of the department may impose an administrative monetary penalty in lieu of the suspension of operation. In this regard, airline related civil money penalties are somewhat different from those of fair trade, which is the origin of the money penalties system in Korea. Civil money penalties in the field of fair trade are imposed on executive duty violations that undermine the value of the market economy order, and focus on reimbursement of profits due to violations and compensation for unfair spending by consumers. However, in the aviation sector, breach of duty by a business operator does not simply cause the property loss of the public, but it has a direct impact on life or property of the public. In this respect, aviation penalties are more likely to be administrative sanctions or punitive measures than refunds of unfair benefits, compared to penalties in the field of fair trade. In general, civil money penalties have been highly preferred as administrative sanctions because they are subject to investigations by administrative experts and thus, efficiency can be ensured and execution is quicker than judicial procedures. Moreover, in Korea, because punitive civil damages cannot awarded by the courts, the imposition of civil money penalties is recognized as a means of realizing social justice by recognizing the legal feelings of the people. However, civil money penalties are administrative sanctions, and in terms of effectiveness, they are similar to criminal fines, which are a form of punishment. Inadequate legislation and operation of penalties imposition may cause damage to the value of Constitution. Under the above recognition, this paper has been described for the purpose of identifying the present status of the civil money penalties imposition system and operating status in the area of air transport under the laws and regulations in Korea. Especially, this paper was focused on exploring the problem and improvement direction of Korean system through the comparative study with foreign laws and regulations.
International Civil Aviation Convention contracted in 1944 adopted International Standards and Recommended Practices(SARPs) as Annexes to Convention for safety and order of International Air Transport and each contracting State shall establish and amend the law on the basis of the SAPRs. However, Any State which find it impracticable to comply in all respects with any such SARPs, or which deems it necessary to adopt regulations or practices differing in any particular respect from those established by SARPs shall give immediate notification to the ICAO of the differences between its own practice and that established by the SARPs and ICAO publish these difference notices as a supplement to annexes. Korea and neighboring countries contracting States with International Civil Aviation Convention are accomplishing standardization of regulation on the basis of SARPs in each State. Air Law of each State need to study on the trait and differences for safety of frequent air transport services around the Korean Peninsula, However, because Korea and Neighboring countries have differences of Air Law by reason of cultural differences and circumstance of each State. Korea and Neighboring countries mean Republic of Korea, The People's Republic of China, Japan and The Domestic People's Republic of Korea and study on Air Law of each state in this study. One of purposes of this study is to analyze the history and organization of each state and then to review how establishing own air law affect air law of each state. Another purpose is to make comparative study on differences between own regulation in Korea and neighboring countries and SARPs and then to review how the differences notice of each state affect air law of each state.

Biogas production and utilization are an emerging alternative energy technology. Biogas is produced from the biological breakdown of organic matter through anaerobic digestion. Biogas can be utilized for various energy sectors such as space heating, electricity generation and vehicle fuel. Especially, to be utilized as vehicle fuel, raw biogas needs to be upgraded that is mainly the removal of carbon dioxide to increase the methane content up to more than 95 ~ 97 vol% in some cases, similar to the composition of fossil-based natural gas. Usage of Biogas as a fuel of vehicles have an effect of reducing $CO_2$ emission compared to fossil fuels. Biomethane which is produced by upgrading of biogas is regarded as a good alternative energy and usage of clean energy is encouraged to deal with air pollution and waste management as well as production of clean energy. Recently, biogas projects for vehicle fuel are newly being launched and Korea government have also announced a plan for investment to develop biogas as a transport fuel. In this study, it is aimed to examine the potential feasibility of biomethane as a transport fuel. As a results, the status of biomethane, quality standard, quality characteristics, and upgrading technology of biogas were investigated to evaluate of biogas as a vehicle fuel of transportation.

The recent development of data collection technology, which conveys various travel data in real-world such as mobile data and probe vehicle data, facilitates transportation planners identifying specified spatio-temporal travel patterns. In this study, an easily implementable travel mode classification methodology was proposed to classify inter-regional trip-modes without modeling by superimposing trajectories generated from mobile phone signaling and transportation infrastructure points into a polygon scale of a shapefile in a GIS system. Each regional mode trip was classified according to the rules such as the presence of transportation infrastructure in the trip trajectory, travel time, and the presence of access trips. An accuracy test generates Type I and Type II error results table to verify the proposed methodology. As a result, it was found that the methodology developed showed the F1-Score of the air mode 1.00, rail mode 0.95, bus mode 0.73.
