A Study on Air Traffic Controllers' Cultural bias and Their Response on Abnormal Situations (항공교통관제사의 문화적 편향(Cultural Bias)에 따른 위기 대응 연구)

  • A status of air traffic controller is a government officer and air traffic controllers who work at airport are divided by duty rating and work experience. Abiding by law, rules and regulation, air traffic controllers are working together based on mutual trust. This paper's theoretical background is based on cultural bias theory. The theory divide people group into four groups according to cultural bias such as fatalism, hierarchy, individualism and egalitarianism. A research model was designed how such four cultural bias could affect air traffic controller's risk response in case of emergency or abnormal situation during their work. Depend on empirical research, it was found that air traffic controllers perceived they had been more biased to fatalism than hierarchy. The characteristics of fatalism group are as follows: first of all, they follow rigid rules and regulation. However, they have less self-efficacy compared to other government officers. According to structural equation model, air traffic controller's fatalism had a significant negative effect on organizational royalty. Their royalty, however, had a very significant positive effect on planning response and immediate response.

A Study on the Relationship between the Traffic Signal System and the Air Pollutants emitted by the Motor Vehicles at Intersection

  • The purpose of this study is to analyze traffic patterns by use of TRANSYT-7F Model, and to choose the optimum traffic-light cycle length and cycle splite to improve traffic flow and air quality at Samsung Intersection in Seoul. Emission rates of air pollutants are calculated for three time segments 0700-0900, 0900-1800 and 1800-2000. The traffic volume correlated reasonably well with air pollutants emitted ; however, the phasing and timing of traffic signals was found to equally be important. The results of performance with optimal setting indicate that the best cycle length were 80sec(0700-0900), 95sec(0900-1800) and 90sec(1800-2000), res-pectively. As expected the highest emissions of air pollutants were observed during the evening rush hours (1800-2000). A properly designed signalized intersection can help reduce traffic delay, driver discomfort, fuel consumption, and air pollution by efficiently the capacity of existing intersection.

  • As a domestic aviation industry has been growing continuously, the air traffic volume of en-route has increased rapidly to 2,300 a day. According to developing air navigation system including Performance Based Navigation(PBN), the manner of flights has diversified. Consequentially task of air traffic service has been increasing more and more and the organization of Air Traffic Service(ATC) established one Air traffic management Office(ATMO), extends to 3 Regional organization(Seoul, Busan, Jeju) and a number of air traffic controller exceeds 600. The purpose of this research is going to investigate the relationship between organization's safety climate and air traffic controller's safety behavior, In pursuing above, previous studies related to co-worker and supervisor's safety climate were examined for literature review. Based on this previous studies, research model was constructed. Hypothesis was verified by effect. Data from 209 samples was employed for final survey. The main results show that co-worker and supervisor's safety climate were meaningful factors to effect perceived Safety Behavior and safety knowledge, safety motivation were significantly and positive related to safety compliance.

  • There are many studies indicate that human is one of the major contributing factors to the aviation accident. To this end, the Human Factor of pilots and in flight operations has been a popular subject to be studied, however, not of the air traffic controllers. Recently, some States have started studying Human Errors in Air Traffic Control field, removal of the potential errors in advance and prevention of the similar errors. This study analyzed Human Errors in air traffic control in terms of LOSA of airlines, which has been actively studied. This study will contribute to safe Flight Operation and Air Traffic Control.

  • As the global air traffic volume has shown a rapid increase, doubling every 15 years since 1977, domestic and international air traffic control services and air navigation safety facility operation management system and status review It is necessary to present the feasibility of establishing an air traffic control agency with integrated functions and establish an operating system for an independent dedicated agency to provide advanced air traffic control services in preparation for the future air transport environment. In particular, in 2021, the national ATM reformation and enhancement (NARAE) a customized comprehensive plan for operations, facilities, and systems to handle air traffic safely and efficiently by actively reflecting changes in the navigation environment such as international policies and standards as this is established, the role of the air traffic control agency becomes more important, and an improved action plan for the control and navigation operating system must be promoted.

The Effects of Urban Forest on Summer Air Temperature in Seoul, Korea (도시림의 여름 대기온도 저감효과 - 서울시를 대상으로 -)

  • The main purpose of this study was to estimate a new regression model to explain the relationship between urban forest and air temperature in summer, 2001. This study consists of two parts: correlation coefficient analysis and regression analysis. According to correlation coefficient analysis, thermal infra-red radiations of the major land use categories found significant difference in each category. However there were no significant relationship between the data (thermal infra-red radiation and NDVI) derived from Landsat-7 ETM+ image and air temperature at Automatic Weather Stations(AWSs). After estimating various regression models for summer air temperature, the final models were chosen. The final regression models consisted of two variables such as forest m and traffic facilities area. The regression models explained over 78% of the variability in air temperatures. The regression models with variables of forest area and traffic facilities area showed that the coefficient of the first variable was even more significant than the second one. However, the negative impact of the traffic facilities area was slightly greater than the positive impact of the forest area. Consequently, the effects of forest area and traffic facilities area were apparent to explain summer air temperature in Seoul. Therefore two policies have the most important implications to mitigate the summer air temperature in Seoul: to expand and to conserve the urban forest; and to change the Oafnc facilities'characteristics. The results from this study are expected to be useful not merely in informing the public that urban forest mitigates summer air temperahne, but in urging the necessity of budgets for trees and managing urban forests.   • In the former aviation law, only the Ministry of Land, Infrastructure and Transport has to provide air traffic services, In the case of providing aviation transportation service from civilian, such as aviation special education institution, private airfield installer, it was possible to carry out only by receiving a private contract from the government. But at the time of private consignment, the fact that the government has to bear the cost through the contract act. It is pointed out that it is a factor that hinders efficiency in the operation sector. Accordingly, in Article 85 of the Aviation Safety Act, which was enforced in March 2017, legal grounds were established to provide air traffic services excluding the Ministry of Land, Infrastructure and Transport. At the same time, we have introduced the air traffic services operating certification system, which enables the air traffic services to meet the requirements set by the Ministry of Land, Infrastructure and Transport in order to secure the safety of air traffic. In this study, we examine the major issues and problems of the small private control tower operated by the private institute in Korea. The effect of introduction of the air traffic services operating certification system which can introduce all the institutions which do not belong to the control agency in the former aviation law into the institutional system and the operation plan were examined.

  • This paper is concerned with air traffic controllers' fatigue and stress that they experience during their daily job particularly as being shift workers. Previous researches reveal that the controllers' fatigue and stress increase by several factors including time spent at work, traffic intensity, visibility, etc. The researches also indicate that air traffic controllers' fatigue and stress can be reasonably surrogated by their heart rate. We set three hypotheses relating the influencing factors and the fatigue and stress represented by the heart rates. Using wrist bands, air traffic controllers' heart rates at various situations are collected at Choongju airport. The hypothetical tests explicitly confirm that the heart rate is highly correlated with the traffic level and the time spent at work. In particular, it be shown that even when handling the same traffic level, air traffic controllers' stress level increases as the time they spent at work increases.

  • In this paper, we reviews the need and contents of aerodrome control simulator for air traffic controllers' training. In the view of managing the aviation safety, the departure and landing phases of aircraft are very important, because more than 60% of aircraft accidents and incidents have occurred in the take-off and landing phases. According to the benchmark each as practice type, simulation device and fidelity of reality of the air traffic control simulator, we have evaluated the implementation level of the domestic air traffic control simulator and checked up the current simulator's problems through the air traffic controllers' survey. Therefore, we suggest to the direction of developing a HI-FI simulator for aerodrome controllers.

Vehicle-related Fine Particulate Air Pollution in Seoul, Korea

  • Vehicle exhaust is a dominant source of air pollutants in urban areas. Since people are easily exposed to vehicle exhaust particles while driving a car and/or traveling via public transportation, air pollution near traffic has been extensively studied in developed countries. In this paper, investigations on vehicle-related fine particulate air pollution at roadsides and on roads in Seoul, Korea were reviewed to understand air pollution near traffic. Comparison of $PM_{10}$ concentrations in Seoul showed that roadside air is more contaminated than urban air, implying that exposure levels near vehicular emissions are more critical to sensitive persons. Concentrations of ultrafine particles and BC (black carbon) at roadsides of Seoul fluctuate highly for short durations, responding to traffic situations. Diurnal variations of ultrafine particles and BC concentrations at roadsides seem to be affected by traffic volume, mixing layer height, and wind speed. Concentrations of ultrafine particles and BC decrease as distance from the road increases due to dilution during transport. On-road air pollution seems to be more severe than roadside air pollution in Seoul. Since nearby traffic air pollution has not been well understood in Seoul, further studies including various vehicular air pollutants and representative locations are needed.
