Design of Rural Business Model to Prevent Reservoir Flood (저수지 침수 피해 예방을 위한 농촌 맞춤형 비즈니스 모델 설계)

  • Agricultural reservoirs play a crucial role in rural areas, providing essential water resources for agriculture. However, collapses or overfilling of reservoirs can lead to significant damages to both property and lives. Unfortunately, the safety of agricultural reservoirs is often uncertain due to aging infrastructure and lack of comprehensive safety management systems. Additionally, the escalating severity of climate change exacerbates these risks, because of extreme weather events. This study proposes a business model for a flood damage management platform tailored to rural areas to predict downstream flooding caused by agricultural reservoirs and to integrate comprehensive reservoir safety management. It aims to predict more accurate downstream flood damage using improved methods based on previous studies. The proposed business model presents strategies for providing improved downstream flood damage prediction services, and identifies potential customers and service supply strategies for the flood damage management platform. Finally, it presents an economic analysis of the proposed business model and strategies for further revenue generation.

  • Many of the world's large ecosystems are severely stressed due to population growth, water quality and quantity problems, vulnerability to flood and drought, and the loss of native species and cultural resources. Consequences of climate change further increase uncertainties about the future. These major societal challenges must be addressed through innovations in governance, policy, and ways of implementing management strategies. Science and engineering play a critical role in helping define possible alternative futures that could be achieved and the possible consequences to economic development, quality of life, and sustainability of ecosystem services. Science has advanced rapidly during the past decade with the emergence of science communities coalescing around 'Grand Challenges' and the maturation of how these communities function has resulted in large interdisciplinary research networks. An example is the River Experiment Center of KICT that engages researchers from throughout Korea and the world. This trend has been complemented by major advances in sensor technologies and data synthesis to accelerate knowledge discovery. These factors combine to allow scientific debate to occur in a more open and transparent manner. The availability of information and improved communication of scientific and engineering issues is raising the level of dialogue at the science-policy interface. However, severe challenges persist since scientific discovery does not occur on the same timeframe as management actions, policy decisions or at the pace sometimes expected by elected officials. Common challenges include the need to make decisions in the face of considerable uncertainty, ensuring research results are actionable and preventing science being used by special interests to delay or obsfucate decisions. These challenges are explored in the context of examples from the United States, including the California Bay-Delta system. California transfers water from the wetter northern part of the state to the drier southern part of the state through the Central Valley Project since 1940 and this was supplemented by the State Water Project in 1973. The scale of these activities is remarkable: approximately two thirds of the population of Californians rely on water from the Delta, these waters also irrigate up to 45% of the fruits & vegetables produced in the US, and about 80% of California's commercial fishery species live in or migrate through the Bay-Delta. This Delta region is a global hotspot for biodiversity that provides habitat for over 700 species, but is also a hotspot for the loss of biodiversity with more than 25 species currently listed by the Endangered Species Act. Understanding the decline of the fragile ecosystem of the Bay-Delta system and the potential consequences to economic growth if water transfers are reduced for the environment, the California State Legislature passed landmark legislation in 2009 (CA Water Code SS 85054) that established "Coequal goals of providing a more reliable water supply for California and protecting, restoring, and enhancing the Delta ecosystem". The legislation also stated that "The coequal goals shall be achieved in a manner that protects and enhances the unique cultural, recreational, natural resource, and agricultural values of the Delta as an evolving place." The challenges of integrating policy, management and scientific research will be described through this and other international examples.

A Basic Study on Particle Distribution Characteristics of Rotary Mist Spraying Device (회전형 미세입자 분무장치의 입자 분포 특성에 관한 기초 연구)

  • The purpose of this study is to analyze the distribution characteristics of mist spray particle size by devising a rotary mist spraying device to develop the evaporative salt water desalination system. The rotary mist spraying device was consisted of a BLDC sirocco fan, a spinning fan, a fan fixed shaft and a salt water supply device etc. In this study we analyzed the characteristics of spray particle size and distribution according to the variation of sirocco fan surface roughness(Ra, ${\mu}m$), revolutions(rpm) and salt water flow rate(mL/min). When sirocco fan surface roughness(Ra) was in the range of $0.27{\sim}7.65{\mu}m$, the spray particle size was $0.117{\sim}1.360{\mu}m$. And then more than 90% of spray particles were found to be less than $0.50{\mu}m$. When sirocco fan surface roughness(Ra) was in the range of $12.70{\sim}22.84{\mu}m$, the spray particle size was $2.51{\sim}184.79{\mu}m$ and more than 98% of spray particles were found to be less than $13.59{\mu}m$. To analyze the effect of fan rotation speed on the size and distribution of spray particles, when surface roughness Ra was fixed $0.27{\mu}m$ and fan rotation speed and salt water flow rate was respectively changed at 3,800~5,600 rpm and 2.77~8.28 mL/min, spray particle size was $0.314{\sim}0.541{\mu}m$. And when salt water flow rate was 9.74 mL/min and fan rotation speed was 3,800~5,200 rpm, spray particle size was in the range of $29.29{\sim}341.46{\mu}m$ and in case of 5,600 rpm more than 98.23% of spray particles were in the range of $2.51{\sim}13.59{\mu}m$.

  • An experiment was conducted to test different heights of drainage level sensors in an irrigation management system for perlite bag culture of cucumber and paprika. The sensors were placed at 4, 8, 12, and 16 mm from the bottom of the container. Both cucumber and paprika did not show any significant difference in growth and yield among the treatments. However, placing the sensor at 4 mm seemed to be the best in order to prevent over-supply of water at the beginning of the day.

  • Drought is a worldwide natural disaster with extensively adverse impacts on natural ecosystems, agricultural products, social communities and regional economy. Various global satellite observations, including SMAP soil moisture, GRACE terrestrial water storage, Terra and Aqua vegetation productivity, evapotranspiration, and satellite precipitation measures are currently used to characterize seasonal timing and inter-annual variations of regional water supply pattern, vegetation growth, drought events, and its associated influence ecosystems and human society. We suggest the satellite monitoring system development to quantify meteorological, eco-hydrological, and socio-ecological factors related to drought events, and characterize spatial and temporal drought patterns in Korea. The combination of these complementary remote sensing observations(visible to microwave bands) provide an effective means for evaluating regional variations in the timing, frequency, and duration of drought, and availability of water supply influencing vegetation and crop growth. This integrated drought monitoring could help national capacity to deal with natural disasters.

Vulnerability Assessment of Rice Production by Main Disease and Pest of Rice Plant to Climate Change (기후변화에 따른 주요 벼 병해충에 의한 벼 생산의 취약성평가)

  • Rice is a main crop and rice field is the most important farmland in Korea. This study was conducted to propose the methodology assessing impact and vulnerability on rice production by climate change at the regional and national level in Korea. We evaluated a vulnerability of rice paddy according to the outbreak of a main disease and pest of a rice plant. As results, Jeju-do, Gyeongsangnam-do, and Jeollanam-do were more vulnerable area than others. In contrast, the southern central region including Gyeonggi-do was less vulnerable than others. The vulnerable index was significantly higher in 2050s (0.5589) than in present (0.3500). This result showed that the vulnerable to the disease and pest enlarge in the future. The adaptive capacity highly contributed to the vulnerability assessment index. The daily maximum temperature of June and the daily average temperature from May to August also contributed the climate exposure index. The area of occurring sheath blight, rice leaf blast and striped rice borer was related to the system sensitivity index. The ability of water supply (readjustment area of arable land per paddy field area) and rice production technique (rice yield per hectare) were the highly contributed variables to the adaption capacity index.

Development of a Garlic Peeling System Using High-Pressure Water Jets (I) - Peeling tests with high-pressure plunger pumps and flat-spray nozzles - (습식 마늘박피 시스템 개발 (I) - 고압 플런저 펌프와 부채꼴 분사노즐을 이용한 박피 실험 -)

  • This research was conducted to test the feasibility of utilizing high-pressure water jets of over 1.0㎫ as a means of breaking and peeling garlic bulbs. High-pressure plunger pumps and flat-spray nozzles of varying orifice diameters and spray angles were utilized to supply water jets into a prototype peeling chamber made of transparent acrylic plates. Water jets were discharged from a total of six nozzles installed in such a way that three parallel nozzles face the other three. The cross-sectional area of the peeling chamber and the installation angle of the nozzles had critical effects on peeling performance. Small cross-sectional area was required so that total impact force of water jets on garlic could be increased. The optimum installation angles were around 4, 8, and 16$^{\circ}$ for the nozzles having 15, 40, and 65$^{\circ}$ spray angles, respectively. Best performance with 61.4% of completely-peeled garlics was obtained at a pressure of 1.94㎫ and a flow rate of 9.07 $\ell$/min for each nozzle. The peeling efficiency of the system was generally unsatisfactory due to the limited flow rate of the plunger pumps utilized. For better performance, it is recommended to increase flow rate while reducing operating pressure by utilizing other type of pumps.

Experimental Analysis on the Performance of a Solar Powered Water Pump (태양열 물펌프의 실험적 성능분석)

  • The solar powered water pump is very ideal equipment because solar power is more intensive when the water is more needed in summer and it is very helpful in the rural area, in which electrical power is not available. The average solar radiation power is $3.488\;kWh/(m^2{\cdot}day)$ in Korea. In this study, the experimental system of the water pump driven by the radiation energy were designed, assembled, tested and analyzed fur realizing the solar powered water pump. Energy conversion ken radiation energy to mechanical energy by using n-pentane as operating material was done and the water pumping cycles were able to be continued. The quantity of the water pumped per cycle ranged from 2 L to 10 L depending on the level of the valve open area far the vapour supply. The average quantity was about 4,366 cc. The thermal efficiency was about $0.018\%$. The pressure level of the n-pentane vapour in flash tank was about $110\~150\;kPa$ and that in the water tank was $93\~130\;kPa$. The pressure in the condenser during cycles was maintained as about 70 kPa. The condensation of the n-pentane vapour in the water tank was increased with the cycles even though the internal and external insulation were done. Air tank performance was better with increasing of the water piston displacement and the water could be pumped with the water piston displacement becoming higher than 6,500 cc.

Development of air-conditioning and drinking water supply system using air-water heat pump (공기-물 히트펌프를 이용한 공조 및 음용수급수시스템 개발)

  • 지구 온난화에 따른 환경변화로 인하여 최근 10년('02~'11)간 여름의 일수는 4일, 겨울 일수는 16일 각각 증가하였다. 현재 육계사 내의 고밀도 밀집사육으로 인하여 고온스트레스로 하절기 육계의 폐사율이 증가하고 있는 실정이다. 2016년 폭염으로 닭 406.1천수, 오리 15.7천수, 메추리 70천수, 돼지 8천수가 폐사하였다. 이에 혹서기 가축이 약430만수가 폐사하였으며 피해 보상금액 128억원 소요되었다. 본 연구에서는 하절기 고온스트레스 경감과 폐사율 저감을 위해 계사 냉난방 공조와 냉온 음용수 급수를 병행할 수 있는 고효율 환경 개선 시스템을 개발하여 고온스트레스 저감 및 생산성 향상에 목적이 있다. 계사 냉난방 공조 및 냉온음용수 급수 병행 시스템 설계요인을 분석하고 냉난방 공조부하, 냉온수 생산 부하를 고려한 시스템 용량 산정하고 히트펌프, 축열조, 냉난방 및 냉온수 분배장치 등 구성요소로서 공조 및 냉온음용수 급수시스템을 설치하였다. 시스템 용량은 공기-물 히트펌프(10kW,1대), 축열조(10톤), 음용수조(2톤), 열교환기(열교환량,5만kcal/h), 물순환펌프(250W,2대) 및 팬코일유닛(1만kcal/h,4대)으로 시스템 모니터링 및 제어 시스템 개발하여 계사 내 환경, 시스템 성능에 대한 실시간 모니터링을 통하여 저장하였다. 조사항목으로 위치별 온습도, 체중, 사료섭취량, 페사율 등을 조사 분석하였다. 연구결과 계사의 내부온도는 시험구에서는 평균 $25.3^{\circ}C$를 나타내었고 대조구에서는 평균 $28.1^{\circ}C$로서 $2.8^{\circ}C$ 높게 나타났으나 상대습도는 시험구 76.2%, 대조구 75.0%로 큰 차이가 없었다. 냉수급여에 따른 계사 높이별 내부온도는 상하의 온도차가 $4.5^{\circ}C$로 크게 차이가 났다. 육계의 음수량은 혹서기 냉수를 급여한 시험구에서 일일 23.2L, 대조구에서는 21.5L를 섭취하였다. 일일 사료섭취량은 냉수를 급여한 시험구에서 937g, 대조구에서는 725g을 섭취하였다. 사료섭취량은 냉수를 급여한 시험구가 212g 많이 섭취하였으며 사료요구율은 시험구는 1.86, 대조구는 1.91로서 시험구가 낮게 나타났다. 체중은 냉수를 급여한 시험구가 359g 많았으며 증체량은 냉수를 급여한 시험구에서 495g, 대조구에서는 392g으로 나타났다. 폐사율은 냉수를 급여한 시험구에서 84%가 폐사율을 줄일 수 있었다.

Socioeconomic vulnerability assessment of drought using principal component analysis and entropy method (주성분 분석 및 엔트로피 기법을 적용한 사회·경제적 가뭄 취약성 평가)

  • Drought is a longer lasting and more extensive disaster than other natural disasters, resulting in significant socioeconomic damage. Even though drought events have same severity, their damage vary from region to region because of spatial, technical, economic, and social circumstances. In this study, drought vulnerability was assessed considering socioeconomic factors. Preliminary factors were identified from the case study for Chungcheong province, and evaluative factors were selected by applying the principal component analysis. The entropy method was applied to determine the weights of evaluative factors. As a result, in Chungcheong province, farm population, number of recipient of basic living, water fare gap indicator, area of industrial complex, amount of underground water usage, amount of water available per capita, water supply ratio, financial soundness for water resources, amount of domestic water usage, amount of agricultural water usage and agricultural land area were chosen as the evaluative factors. Among them, the factors associated with agriculture had larger weights. The overall assessment of vulnerability indicated that Cheongju, Dangjin and Seosan were the most vulnerable to drought.
