  • This article aims at demonstrating location specific approach for agricultural technology promotion and adoption in improving the livelihood of the small farmers in the haor basin and coastal belt of Bangladesh. Innovative technologies that have potentials are initially screened by ex-ante investigation and instrumented by the business model canvas, which is used as a bottom-up approach for sustainability of the adoption of proposed technology innovations. Village-level extension farmers, sub-district extension officers and farmers' cooperative are the unique and central features to the business models and forward linkages. Extension service, power tiller, low-lift pump, sunflower, shallow tube well, quality seed, forward linkage for farmed duck eggs, live ducks and open catch fish etc. are the suggested potential technology innovations for the small farmers. The technology adoption business model can be reinvented for different locations within or beyond the country considering the local agricultural problems and prospects for greater sustainability.

  • This study argues that expanding the multifunctionality of agriculture (MFA) may mitigate existing agricultural problems. To do that this study redefines the concept and scope of the MFA and presents practical tasks to achieve it. Theorizing the MFA begins with the theory of sustainability and first identifies the link between sustainability and MFA. Later, considering the limitations of the existing sustainability theories, we examined where the false linkages leading to the destruction of environmental and social relations originated, and employed the (Re)productivity [(Re)produktivitat] theory in order to obtain alternatives. Research shows that welfare effects of the MFA on humans and the environment are not less than those derived from the agricultural products supplied to the real market, but the values are not recognized. The absence of proper care and compensation is the basis of agricultural problems in Korea. Therefore, this study acknowledges that the MFA is as much worthy as real agricultural production, and insists that appropriate compensation and care should be given to humans (farmers) and nature (agricultural ecosystem) in order to maintain and expand the MFA. In other words, a virtuous cycle between sustainability and the MFA means that the process spreads sustainable farming methods to expand the MFA, forms social consensus on it, and pays fair remuneration for agriculture from the public sector. Transition to such a virtuous cycle requires re-establishing the definition and scope of the MFA, implementing targeting policy, motivating policy targets, strengthening human capacity, and arranging maturity time.

  • Korean agriculture and rural sector has undergone a wide range of reform after the Uruguay Round. Major policy measure is to put finances of huge budget from tax payers since 1994 in preparation of the Rural Development Strategy and Reform Program. Both in the total amount and individual size of the subsidy and loan for eligible farmers and farmers group are large and drastically enormous than any other programs in the past. The strategy adopted was a bottom-up approach, Particularly in selecting the project with local autonomy. However, it has been still criticized as the form of centralized control of budget and decsion. In terms of the program effectiveness too, it is doubtful to judge that Korean agriculture is in a road to getting the international competetiveness as targeted. Since the local autonomy was started in 1995, the political structure has been settling in a way to be more locally institutionalized. Rural development policy, as the key point of economic and industrial dimension of local autonomy, should be initiated and practiced in real term by the local government. This paper, in this concern, in reviewing the past rural development prolicy and programs, discussed the necessary issues relevant to legal bases of land uses in Korea. Further, the direction of increasing local automous power of local government was discussed in the senses of budgetary control and decision. The power and budget should be allocated more to the rural development plans of local government in order to fulfilize integrated rural spatial development in this new era of globalization.

  • An agricultural commodity production cycle model consisting of corn, beef, and dairy sectors was constructed for the purpose of exploring the propagating effects of large-scale disruptive events. In an initial proof-of-concept exercise, we considered an agricultural disruption scenario in which foot-and-mouth disease (FMD) is introduced into the U.S., causing a large-scale outbreak of the disease in both beef and dairy cattle. The magnitude of disruption to the beef and dairy sectors are presented under the existing W response policy and then improvements under two alternative policies are shown.

  • The objectives of this study were to study multicultural society of rural areas in Korea. USA immigration law permits permanent settlement but Korea immigration law prohibits permanent settlement. USA adopted the territorial principle but Korea adopted the personal(nationality) principle. So a large number of people immigrated and settled in USA and mass(collective) immigrants is usual in USA. But foreign workers(temporary immigration) and international marriage women(individual immigrants) is usual in Korea. According to the positive law, foreign workers cannot settle down in Korea. So international marriage women immigrants are main cause of multicultural society in rural areas in Korea. This is the particularity of multicultural society in rural areas in Korea. So it is necessary to differentiate multicultural society policy according to areas and residents. Many peoples see multicultural society from a point of view of human rights and welfare. But it is also necessary to see multicultural society from a point of view of economic and policy.

  • The purpose of this study is to examine France's regional development policy in terms of rural development since the end of World War II. Following decentralization in 1982, France's regional and rural development policies have been focused on the interrelated actions of government, local authorities and European authorities. The aim of their works was to extend the dispersal of industrial activities to the reorganization of the rural space. The rural development policies aimed to the agricultural modernization in the 1950s have differed in their goals, methods, and implements. France's regional and rural development clearly illustrates the key role played by the government despite the decentralization and the challenges of the europeanization leading to a unique market of European nations. This reinforces the fact that the government is instrumental in organizing population distribution and regulating regional decision centers to harmonize both national objectives and local authorities' concerns. The French experience will be helpful as reference in the field of regional and rural development for Korea which has recently begun decentralizing.

  • Korean government has introduced various programs to support exporters for the promotion of agro-food, including subsidizing the part of cost of transportation which is one of main supporting programs welcomed by exporters. However, the circumstance of global trade requires the change of government policy to promote exportation. The goal of this paper is to conduct the survey to analyze the recognition of agro-food exporters about the current promotion programs, and to suggest the findings to improve the Korean government program. The survey was conducted for 200 Korean agro-food exporters and 55 samples were taken for analysis. The results of analysis suggests followings: First, most of exporters still prefer the direct subsidy program, Second, however, many exporters also understand the necessity of the program to enforce the infrastructure for exportation and require that program, which will be the main promotion program in Korea.

  • As the number of fields adopting ICT (Information and Communication Technology) increased, it was necessary to diagnose the information service status of corporations and present improvement plans in agriculture. Therefore, we designed and conducted various surveys to understand the information service status of domestic agricultural company corporations. The research included ways to utilize information technology, establishing infrastructure related to information technology, current status of information technology application and impact on performance. Specifically, the main purpose of this study was to subdivide related corporations by industry and sales level and provide differentiated management implications for each sector. This is because the type of information service and information technology support that each corporation needs varies greatly depending on the industry and sales level. We provide customized management and policy proposals based on descriptive statistics and regression techniques.
