Political Implication on the Genetically Modified Crops (유전자(遺傳子) 변형(變形) 농산물(農産物)에 관한 정책적(政策的) 함의(含意))

  • The objectives of the study mainly concentrated on identifying the political implication on genetically modified crops considering production potentials and problems. It is found that the comprehensive evaluation of the genetically modified crops could not be concluded and compromised in a word on account of the polarization and parallelism of the positive and negative benefits of genetically modified crops just like as the rail way. The genetically modified crops will be contributed to solving the food shortage problems in the world, when the issues such as food safety, ecological disturbance and loss and degradation of biodiversity can be guaranteed in transparency. And when the trade morality of the multi-national enterprises be accepted by the genetically modified crops consumers, the potentiality of genetically modified crops will be realized greatly. By the way, the first problems will be expected to be solved by scientific development. If the food safety of the genetically modified technology be verified in transparency, it will be greatly contributed to solve food problems of human beings in the world. But the second problem could not be expected to be easily solved from the view point of capital property. In conclusion, the genetically modified technology will be made a severe sense of incongruity and a seed of fire on it will be remained persistently. According to the results based on the analysing the genetically modified crops potentiality and problems, it was identified that the ex-ante preparation of counter-measures and actions on it should be necessary. Accordingly this study has recommended that how and what the R&D policy on genetically modified crops be established and suggested how to carried out the industrial and economic policy together with international negotiation, and organizational and institutional rearrangement and etc.

Stakeholder Awareness of Rural Spatial Planning Data Utilization Based on Survey (농촌공간계획 데이터 수급에 대한 이해당사자 인식조사)

  • According to the 「Rural Spatial Reconstruction and Regeneration Support Act」, enacted on March 29, 2024, all local governments are required to establish a 'Rural Spatial Reconstruction and Regeneration Plan' (hereinafter referred to as the 'Rural Spatial Plan'). In order for the 'Rural Spatial Plan' to be appropriately established, this study analyzed the supply and demand of spatial data from the perspective of user stakeholders and derived implications for improving rural spatial planning data utilization. In conclusion, three key recommendations come from this result. Firstly, it is necessary to establish an integrated DB for rural spatial planning data. This can solve the problem of low awareness of scattered data-providing websites, reduce the processing time of non-GIS data, and reduce the time required to acquire data by securing the availability of data search and download. In particular, research should be conducted on the establishment of a spatial analysis simulation system to support stakeholders' decision-making, considering that many stakeholders have difficulty in spatial analysis because spatial analysis techniques were not actively used in rural projects before the implementation of the rural agreement system in 2020. Secondly, research on how to improve data acquisition should be conducted in each data sector. The data sector group with the lowest ease of receiving are 'Local Community Domain', 'Changes in Domestic and International Conditions', and 'Provision and Utilization of Daily Life Services'. Lastly, in-depth research is needed on how to raise each rural spatial planning data supply stakeholder to the position of player. Stakeholders of 'University Institutions' and 'Public Enterprises and Research Institutes' should give those who participate in the formulation of rural spatial plans access to the raw data collected for public work. Stakeholders of 'Private company' need to come up with realistic measures to build a data pool centered on consultative bodies between existing private companies and then prepare a step-by-step strategy to fully open it by participating various stakeholders. In order to induce 'Village Residents and Associations' stakeholders to play a leading role as owners and producers of data, personnel should be trained to collect and record data related to the village. In addition, support measures should be prepared to continue these activities.

Changes in Agricultural Extension Services in Korea (한국농촌지도사업(韓國農村指導事業)의 변동(變動))

  • When the marcher visited Korea in fall 1994, he was shocked to see high rise apartment buildings around the capitol region including Seoul and Suwon, resulting from rising demand of housing because of urban migration followed by second and third industrial development. After 6 years in March 2000, the researcher witnessed more apartment buildings and vinyl house complexes, one of the evidences of continued economic progress in Korea. Korea had to receive the rescue finance from International Monetary Fund (IMF) because of financial crisis in 1997. However, the sign of recovery was seen in a year, and the growth rate of Gross Domestic Products (GDP) in 1999 recorded as high as 10.7 percent. During this period, the Korean government has been working on restructuring of banks, enterprises, labour and public sectors. The major directions of government were; localization, reducing administrative manpower, limiting agricultural budgets, privatization of public enterprises, integration of agricultural organization, and easing of various regulations. Thus, the power of central government shifted to local government resulting in a power increase for city mayors and county chiefs. Agricultural extension services was one of targets of government restructuring, transferred to local governments from central government. At the same time, the number of extension offices was reduced by 64 percent, extension personnel reduced by 24 percent, and extension budgets reduced. During the process of restructuring, the basic direction of extension services was set by central Rural Development Administration Personnel management, technology development and supports were transferred to provincial Rural Development Administrations, and operational responsibilities transferred to city/county governments. Agricultural extension services at the local levels changed the name to Agricultural Technology Extension Center, established under jurisdiction of city mayor or county chief. The function of technology development works were added, at the same time reducing the number of educators for agriculture and rural life. As a result of observations of rural areas and agricultural extension services at various levels, functional responsibilities of extension were not well recognized throughout the central, provincial, and local levels. Central agricultural extension services should be more concerned about effective rural development by monitoring provincial and local level extension activities more throughly. At county level extension services, it may be desirable to add a research function to reflect local agricultural technological needs. Sometimes, adding administrative tasks for extension educators may be helpful far farmers. However, tasks such as inspection and investigation should be avoided, since it may hinder the effectiveness of extension educational activities. It appeared that major contents of the agricultural extension service in Korea were focused on saving agricultural materials, developing new agricultural technology, enhancing agricultural export, increasing production and establishing market oriented farming. However these kinds of efforts may lead to non-sustainable agriculture. It would be better to put more emphasis on sustainable agriculture in the future. Agricultural extension methods in Korea may be better classified into two approaches or functions; consultation function for advanced farmers and technology transfer or educational function for small farmers. Advanced farmers were more interested in technology and management information, while small farmers were more concerned about information for farm management directions and timely diffusion of agricultural technology information. Agricultural extension service should put more emphasis on small farmer groups and active participation of farmers in these groups. Providing information and moderate advice in selecting alternatives should be the major activities for consultation for advanced farmers, while problem solving processes may be the major educational function for small farmers. Systems such as internet and e-mail should be utilized for functions of information exchange. These activities may not be an easy task for decreased numbers of extension educators along with increased administrative tasks. It may be difficult to practice a one-to-one approach However group guidance may improve the task to a certain degree.

  • The purpose of this study is to measure the agricultural product market efficiency of the three e-commerce platforms from the perspective of consumer price fairness perception, analyze the quality and price gap of invalid brands, and help agricultural products enterprises to formulate reasonable price strategies. The characteristics of farm products sold in e-commerce platforms(quality, origin, taste, safety level) were selected as output indicators and the prices of products were selected as input indicators to evaluate the efficiency of the market through DEA analysis. According to the analysis, JD mall has the largest proportion of effective brands, while YHD.com has the highest average market efficiency, and northeast rice has the largest difference in average efficiency among the three platforms. The results show that price inefficiencies still exist in the electronic market. The development of online market for agricultural products should pay attention to consumer price fairness and pay attention to the coordination between price and quality. The limitation of this paper is that it does not focus on the influence of words of mouth marketing in internet market and consumer experience, which can be the future research direction.

A Study on the Management Efficiency of 'Da U' Sesame Farms in Yangpyeong County (양평군 다유들깨 농가의 경영 효율성 분석)

  • This paper studies the operational efficiency of the new sesame variety "da u" farmed by the Rural Development Administration. In the survey area--Gyeonggi-do Province, where sesame cultivation was the most intensive. Thirty farmers were surveyed by rural enterprises in the Yangpyeng area where 'da u' was planted. The efficiency of the operation was analyzed by studying the data of 30 farmers. In order to analyze the operational efficiency of the farmers, this survey used the DEA model for analysis in order to determine the technical efficiency of farmers. The result shows that the DEA technical efficiencies of most farmers are efficient, and only 6 farmers are inefficient. The reason for the inefficiency is the high cost of input factors. To analyze the determinants of efficiency through the Tobit model, reducing the pesticides and general fertilizers led to increased technical efficiency. This is inefficient use of pesticides and general fertilizers relative to the output factor, and efficient methods should reduce the cost issues.

Genetics of Residual Feed Intake in Cattle and Pigs: A Review

  • The feed resource for animals is a major cost determinant for profitability in livestock production enterprises, and thus any effort at improving the efficiency of feed use will help to reduce feed cost. Feed conversion ratio, expressed as feed inputs per unit output, is a traditional measure of efficiency that has significant phenotypic and genetic correlations with feed intake and growth traits. The use of ratio traits for genetic selection may cause problems associated with prediction of change in the component traits in future generations. Residual feed intake, a linear index, is a trait derived from the difference between actual feed intake and that predicted on the basis of the requirements for maintenance of body weight and production. Considerable genetic variation exists in residual feed intake for cattle and pigs, which should respond to selection. Phenotypic independence of phenotypic residual feed intake with body weight and weight gain can be obligatory. Genetic residual feed intake is genetically independent of its component traits (body weight and weight gain). Genetic correlations of residual feed intake with daily feed intake and feed conversion efficiency have been strong and positive in both cattle and pigs. Residual feed intake is favorably genetically correlated with eye muscle area and carcass weight in cattle and with eye muscle area and backfat in pigs. Selection to reduce residual feed intake (excessive intake of feed) will improve the efficiency of feed and most of the economically important carcass traits in cattle and pigs. Therefore, residual feed intake can be used to replace traditional feed conversion ratio as a selection criterion of feed efficiency in breeding programs. However, further studies are required on the variation of residual feed intake during different developmental stage of production.

Efficient Utilisation of Credit by the Farmer - Borrowers in Chittoor District of Andhra Pradesh, India - Data Envelopment Analysis Approach

  • The present study has aimed at analyzing the technical and scale efficiencies of credit utilization by the farmer-borrowers in Chittoor district of Andhra Pradesh, India. DEA approach was followed to analyze the credit utilization efficiency and to analyze the factors influencing the credit utilization efficiency, log-linear regression analysis was attempted. DEA analysis revealed that, the number of farmers operating at CRS are more in number in marginal farms (40%) followed by other (35%) and small (17.5%) farms. Regarding the number of farmers operating at VRS, small farmers dominate the scenario with 72.5 per cent followed by other (67.5%) and marginal (42.5%) farmers. With reference to scale efficiency, marginal farmers are in majority (52.5%) followed by other (47.5%) and small (25%) farmers. At the pooled level, 26.7 per cent of the farmers are being operated at CRS, 63 per cent at VRS and 32.5 per cent of the farmers are either performed at the optimum scale or were close to the optimum scale (farms having scale efficiency values equal to or more than 0.90). Nearly 58, 15 and 28 percents of the farmers in the marginal farms category were found operating in the region of increasing, decreasing and constant returns respectively. Compared to marginal farmers category, there are less number of farmers operating at CRS both in small farmers category (15%) and other farmers category (22.5%). At the pooled level, only 5 per cent of the farmers are operating at DRS, majority of the farmers (73%) are operating at IRS and only 22 per cent of the farmers are operating at CRS indicating efficient utilization of credit. The log-linear regression model fitted to analyze the major determinants of credit utilization (technical) efficiency of farmer-borrowers revealed that, the three variables viz., cost of cultivation and family expenditure (both negatively influencing at 1% significant level) and family income (positively influencing at 1% significant level) are the major determinants of credit utilization efficiency across all the selected farmers categories and at pooled level. The analysis further indicate that, escalation in the cost of cultivation of crop enterprises in the region, rise in family expenditure and prior indebtedness of the farmers are showing adverse influence on the credit utilization efficiency of the farmer-borrowers.

  • Utilization of municipal sewage sludge(MSS) for agriculture was reviewed in this paper. Sewage sludge applied to rice and corn resulted in higher products of grains which showed lower heavy metal contents at an application rate of 20 to 80 dry ton/ha than the cases without sludge application. Most of heavy metals and nitrogen applied remained in soil. Our MSS could be classified as a high-quality sludge with regards to US 503 sludge rule, but this sludge could not be applied under our current regulations, which must be reviewed at intra-governmental levels.

  • RFID system the key technology of ubiquitous era, has been emphasized in logistics. Logistic enterprises are required to apply RFID systems considering their investment costs, actual effectiveness, operational satisfaction and so on. For such a purpose, many applicable methods of RFID system have been developed A method that RFID tags are directly attached to products or pallets is utilized in most cases. However, this method requires expensive investment cost, frequent replacement of damaged tags for the small and medium (SM) third party logistics. In this paper, we analyze statistically the current status and requirements of SM third party logistics. Based on their requirements, we propose the realtime warehousing-delivery management by the method to attach a RFID tag to each warehouse rack, together with the economy analysis index in order to evaluate economical efficiency. Consequently, this method is expected to reduce Investment cost and to improve operational effectiveness and satisfaction.

Present Situation and Prospects of Sericulture in China

  • Since 1970, China has become the biggest cocoon producer in the world, and made the highest historical record of cocoon output for 759,800 tons in 1995. However, in 1996 cocoon production reduced sharply to 470,900 tons. After a ten-year adjustment and reform, sericultural areas have shifted from developed regions to developing regions and from the east to the west. From 2000, the cocoon output has started to increase restoringly. By 2004 it recovered to 547,091 tons. With the development of market economy, sericulture management has been changed, including mulberry fields concentrated to the specializated households and cooperatives, cocoons produced in larger scale instead of individuals, Silkworm egg producing enterprises gradually changed into non-governmental joint-stock ones. The mechanism of market cocoon price has been gradually established. The management model of combination of trade, industry and agriculture is pushing and improving. It is the fruit of modern science and technology, especially sericultural basic research, that provides China's sericulture with the opportunity and vital force. China's sericulture, therefore, will continue to develop steadily in future.
