This study conducts the horse industry, which shows how country has implemented structural adjustment policies in order to cope with the economic shocks that an FTA brought about. Among the FTAs that Korea has made, Korea-EU and Korea-US FTAs have been regard to bring relatively big impact on korean agricultural sector. The horse industry is a very large and important part of our national and local economies. It is diverse, involving agriculture, business, sport, gaming, entertainment and recreation. The enactment of the 'Horse Industry Promotion Act' can be a turning point for the recovery of the livestock industry. The Act is meaningful in that it can be expand the horse industry as a driving force of rural growth and contribute to people's leisure life. In this context, this study aims to draw policy implications for the Korean government to promote the horse industry.

Recently, as the need for food resources has increased both domestically and internationally, support for the agricultural sector for stable food supply and demand is expanding in Korea. However, according to recent media articles, the biggest problem in rural communities is the unstable profit structure. In addition, in order to confirm the profit structure, profit forecast data must be clearly prepared, but there is a lack of auxiliary data for farmers or future returnees to predict farm income. Therefore, in this paper we analyzed data over the past 15 years through time series analysis and proposes an artificial intelligence farm income prediction algorithm that can predict farm household income in the future. If the proposed algorithm is used, it is expected that it can be used as auxiliary data to predict farm profits.

One of the characteristics of the last four decades after 'World War II', was the 'discovery of famine' in the underdeveloped country, like Korea. A flurry of activities followed this sad discovery. Countless organizations and programs were set up to fight poverty and to combat famine in rural sector. In these days, the dominant development theory was 'modernization theory' which have gratuitously assumed that third world countries are like western countries are, and respond to the same stimuli as western countries do, although third world countries have completely different cultures, traditions, and mentality from western countries. Among the many problems caused by 'modernization theory', this research focused on the noel environmental problems. In the West the discovery of nature and its progressive control by means of science and technology are phenomena. Modem progress born in the West and carried to the rest of the world is not integrally positive and therefore can't be identified with the internal development of man and nature. As a result, the so-called modernization of Korea and other countries is contributing to the degradation of the nature and environment. It is important to give up the illusion that the fight against famine is a simple matter that could be solved through the imitation of western countries. It is also necessary to abandon the belief that the earth as a reservoir of unlimited resources, there to be exploited ad hoc for mankind's survival. Man-environment relationship must, essentially, be one of mutualism and not a case of survival of the fittest: In other words, man's survival is directly related to the survival of the earth and its resources.

This study explored feasibility of social cooperatives as a strategy of struggle to social exclusion in the social services area based on the relationships between people. Is social cooperatives on the Fundamental Act on Cooperatives a new type of social welfare service providers comparing the social welfare foundations and social enterprises? Would be expected as social inclusion processes effects arising from the properties of cooperative in social welfare sector? If social welfare institutions function as an intermediate medium between government and users, social cooperatives can be performed function in the community in a variety of cooperative relationships with Multiple stakeholders, e.g. various service providers, care-givers, social workers, and users, etc., conflicting the interests. In this perspective, looked the possibility of social cooperatives as community welfare practice model.
Since 1978. China has progressed her reforms of her economy. In this process, refroms in rual area have been operated with top priority. The system of collective economy had been changed into that of private economy. Rural farming and land-use system had been changed also. The household responsibility system took the place of a People's Commune. That was the system that could inspire farm-household with a will to work, and hence, increase the productivity of agriculture. However, with the developement of market mechanism in the later 1980s, that system got inadequate to new situation. For instance, incentives of a will to work slowly decreased, agricultural productivity did not increase, and labor forces were tremendously transferred to non-agricultural sector. This situation created the demand for a new system of rural land policy and use. This paper intends to describe changes of new system of land use in rual China. Those changes are as follows. 1. The system of land-circulation has been spread widely. 2. 'Liangtianzhi' (the system of two kind land-use) divided the land into two kinds, 'kouliangtian' (the land of food) and 'zerentian' (the land of obligation). The one is allocated in proportion to the per capita, and to support farm-household' and function, the other is allocated in proportion to the labor force, in order to increase the commercial function of land. 4. 'Guimojingying' (management of scale): For overcomint the disadvantage of dispersal of land, the relative concentration of land was required. 4. 'Gufenzhi' (a joint-stock system) is practised for the purpose of establishing clear-cut lines of land ownership. 5. 'Sihuangpaimai' (auction the use right of four kinds of wasteland) is for full-using of the wasteland. It can be apprehended that these systems and policies were the process of adaption to market mechanism. In these, rural China could escape form the disorder due to rapid changes, and overcome the existing contradiction.
This study is based on the diagnosis process on agricultural production cost survey, which is one of the most representative public statistics of agricultural sector in Korea. The diagnosis were performed by employing the quantitative and qualitative approaches with the official guideline provided by the Ministry of Statistics. The various results were produced from the aspects of exactness, relevance, timeliness, accessibility, and comparability, which were based on the qualitative approaches including focus group interview (FGI) with professional users. The results from statistical portfolio analysis implies that the first priority to improve the statistics is given to 'satisfaction level corresponding to user cost' and 'offering sufficient explanation'. The comprehensive results, discussed with the administrative office, are summarized into the following two major points. First, classification of the detailed items should be improved to avoid users' confusion. However, the re-classification need to be professionally reviewed with the relevant administrative office such as Rural Development Administration, producing similar statistics. Second, the KOSIS system is found to be constantly upgraded to improve the users' convenience.

Water footprint of a product and service is the volume of freshwater used to produce the product, measured in the life cycle or over the full supply chain. Since water footprint assessment helps us to understand how human activities and products relate to water scarcity and pollution, it can contribute to seek a sustainable way of water use in the consumption perspective. For the introduction of WFP scheme, it is indispensable to construct water inventory/accounting for the assessment, but there is no database in Korea to cover all industry sectors. Therefore, the aim of the study is to develop water footprint inventory within a nation at 403 industrial sectors using Input-Output Analysis. Water uses in the agricultural sector account for 79% of total water, and industrial sector have higher indirect water at most sectors, which is accounting for 82%. Most of the crop water is consumptive and direct water except rice. The greatest water use in the agricultural sectors is in rice paddy followed by aquaculture and fruit production, but the greatest water use intensity was not in the rice. The greatest water use intensity was 103,263 $m^3$/million KRW for other inedible crop production, which was attributed to the low economic value of the product with great water consumption in the cultivation. The next was timber tract followed by iron ores, raw timber, aquaculture, water supply and miscellaneous cereals like corn and other edible crops in terms of total water use intensity. In holistic view, water management considering indirect water in the industrial sector, i.e. supply chain management in the whole life cycle, is important to increase water use efficiency, since more than 56% of total water was indirect water by humanity. It is expected that the water use intensity data can be used for a water inventory to estimate water footprint of a product for the introduction of water footprint scheme in Korea.

Climate change indicators, mainly frequent drought which has happened since the drought of 1994, 1995, and 2012 causing the devastating effect to the agricultural sector, and could be more disruptive given the context of climate change indicators by increasing the temperature and more variable and extreme precipitation. Changes in frequency, duration, and severity of droughts will have enormous impacts on agriculture production and water management. Since both the possibility of drought manifestation and substantial yield losses, we are propositioning an integrated method for evaluating past and future agriculture drought hazards that depend on models' simulations in the Hung-up watershed. to discuss the question of how climate change might influence the impact of extreme agriculture drought by assessing the potential changes in temporal trends of agriculture drought. we will calculate the temporal trends of future drought through drought indices Standardized Precipitation Evapotranspiration Index, Standardized Precipitation Index, and Palmer drought severity index by using observed data of (1991-2020) from Wonju meteorological station and projected climate change scenarios (2021-2100) of the Representative Concentration Pathways models (RCPs). expected results confirmed the frequency of extreme agricultural drought in the future projected to increase under all studied RCPs. at present 100 years drought is anticipated to happen since the result showing under RCP2.6 will occur every 24 years, RCP4.5 every 17 years, and RCPs8.5 every 7 years, and it would be double in the largest warming scenarios. On another side, the result shows unsupportable water management, could cause devastating consequences in both food production and water supply in extreme events. Because significant increases in the drought magnitude and severity like to be initiate at different time scales for each drought indicator. Based on the expected result that the evaluating the impacts of extreme agricultural droughts and recession could be used for the development of proactive drought risk management, policies for future water balance, prioritize sustainable strengthening and mitigation strategies.

Through reorganization in 2008, The ministry of Agriculture, Food and Rural Affairs integrated management of the food industry by transferred functions which was scattered in the Ministry of Health and Welfare, and established comprehensive policies covering the primary, secondary, and tertiary industries. In the agricultural industry sector, new business concepts such as smart farm and food tech have recently emerged alongside the fourth industrial revolution. In order for the Ministry of Agriculture, Food, and Rural Affairs to develop appropriate policies for the fourth industrial revolution, it is necessary to accurately estimate the size of agricultural and livestock-related businesses. In 2017, the Ministry of Agriculture, Food, and Rural Affairs initiated research for the agriculture, livestock and food industry's special classification, which was approved by the National Statistical Office in 2020. The estimation of the agriculture, livestock and food industry's size based on special classification is crucial because it has a substantial impact on the formulation and significance of policies. In this paper, the appropriate rate was derived from samples extracted from the special classification and the Korean standard industrial classification. Proposed are a method for estimating the population of the agricultural and livestock food industry, as well as a method for calculating the appropriate rate that more accurately reflects the population than the method currently in use.

This case study aims to explore how RDA PLA model affects the agri-SMEs' empowerment. As an agri-business management renovation program from main workshop it was conducted on March to December 2011 with agri-SMEs and extension officials nationwide by RDA. Especially, as a packaged action learning process in the model used participatory action research. This study collected data with participants observation, interviews, situational analysis and systematic review of discourse in qualitative method. For the validity and identifying empirical results, this study used statistic analysis as a mixed method. Further including various pedagogic methods and business coaching skills, this model was conducted from workshop in RDA, in turn, on-farm business coaching as follow-up, CoPs' activities, and local ATCs extension services by each actors. The dynamic process and effects of each process led some change for farmers' innovative knowledge, skills, attitude, practice and aspiration on their farm business. RDA PLA model development based on the previous practices and research, which provided a configurated picture in the holistic action learning process. In statistic research, this study focused on 279 farmers as respondents who had participated in the program. It shows that their income and benefits increased from their renovative practices on farm business. Following the sampling group, it was surveyed by four indicators - products, customer, quality and cost. The level of contribution of education on economic impact 15% is quoted from previous paper. Even in some limitations of public sector, RDA PLA model actively suggests the paradigm shift of agricultural HRD and development of alternative extension-service system.
