Whereas shipping and Ship-building industries of Korea have been under the direct influence of International Maritime Organization (IMO) conventions and resolutions that aim at maritime safety and the protection of marine environment, it is needed that a specialized institute for dealing with IMO Agenda be established by industry-academy-government collaboration. Accordingly, this study proposes the establishment of a specialized institute to manage the IMO Agenda. To this end, integrating the existing bodies and their functions into a specialized institute, namely, the International Maritime Cooperation Center, is suggested. This center, composed of 40 researchers and operated by the Korea Maritime Institute, could assume this role. This study proceeds by building an estimate of the operational cost of the institute and exploring practical ways to finance it through the private and public sectors, also considering revisions to the Maritime Safety Act to ensure continuous operation of the new institute.

In this study, we analyze the agenda setting and policy making process of the establishment of Gyeonggido Cyber Library, which has played an important role for development of public libraries in Gyeonggido since its launching, based on Kingdon's policy streams model. According to the model, policy formation is described as the result from the convergence of the three streams, such as problem, policy and politics streams. When these streams converge on a specific time point, a policy window is created so that the issues become policy agenda. At this moment, policy entrepreneurs propose their alternatives, which have been prepared already, and try to pass it through the window. We identify coupling of the streams in the policy window and the role of policy entrepreneurs in the process of agenda setting and selection of alternatives of Gyeonggido Cyber Library policy. Suggestions are provided based on the analysis for public policy formation in public libraries domain.

The purpose of this paper is to propose directions for urban greening and nature conservation in small-to-medium-sized cities in Korea for implementation of the Local Agenda 21 (LA 21 hereafter). In this paper, the status of implementation of the LA 21 in both Korea and Japan have been examined. In addition, the green-related plans of both countries have been compared. The cities of Jeonju and Sagamihara were chosen as examples to compare. The result of the research is as follows: 1)With regard to the responsible bodies, in Korea, the implementing plans were initiated by the environment-related authorities of local governments while, in Japan, the plans of action were initiated through consultative committees reflecting opinions from citizens and business entities. 2)Concerning the status of implementation of LA 21, the city of Jeonju has adopted a plan of action and then implemented the plan through a consultative body without adequate legal ground. On the other hand, the city of Sagamihara has enacted a local ordinance to implement the LA 21 It was learned that the newly enacted ordinance has positively been interrelated to existing environmental plans. 3)Regarding urban greening and nature conservation plans, the city of Jeonju has focused on comprehensive measures to preserve and restore ecology while the city of Sagamihara has clearly suggested educational purposes in its plans in addition to preserving and restoring ecology. 4)In terms of support by law or legal system concerned, it has been teamed that, compared with Japan, Korean plans have not been properly supported by law or the legal system to urban greening and nature conservation plans. The same was shown in the city of Jeonju as compared with the city of Sagamihara. As for future directions, the follow are proposed: 1) establishment of a local Committee on Sustainable Development, 2) enactment of relevant and regulations such as the Master Plan of Parks and Green Open paces, 3) establishment of ecological greening plans.
As Internet users increasingly consume news through the Internet, Internet portals face criticism that they are quickening the softening of public news and molding public opinions. Some portals have started to provide newscast services that directly connect the press, not grouping news sources on their own standards. This study aims to clarify how news grouping models and newscast models are different in terms of news softening and agenda setting. Specifically, authors conduct a content analysis on time-specific news content provided by top three portals-Naver, Daum, and Nate. By doing so, this study examines characteristics of news service models of Internet portals and their social and political implications. According to our study, the softening and tabloidization of portal news had not been improved even after adopting the newscast model. Therefore, portal journalism should be reorganized as a way to circulate healthy and qualified news content.

In addition. It was to analyze and drive the home care system problems. of which was made an announcement on the 11th of April. that home health care project must be centered from the nationwide general hospital. As we have learned from the developed countries, the home health care have been closely related health care policy among the field of nursing area. Therefore. we need to understand our national health care policy and need to predict the future direction and goal of our home health care policy in order to enhance the growth and activation of health care system. Additionally. we also need to have a vision and ability to develop under our own health care policy with systematic and rational home care business escaping from past perspective and standpoint. We must create a master plan of home care system to fulfill one part of system of the function and an important role in order to pursue an advanced health care plan under our system. For instance. in the 21th century as we establish a master plan for the growth of our country home care plan with improving plan systematically and also we need to produce many highly qualified researching and good personal who can develop and maintain the system efficiently. Specially. based on the unique characteristics of our health care system and the direction of development of plan, we need to find and correct the problems which we have faced the present time, so that we can provide and reach the goal of advanced health care system which our government want to pursue. Finally. we have to strive our best effort to make our home health care system can be positioned and stand the right direction to have the benefit for every individual citizen in our country.
The purpose of this study is to explore the trend of blockchain technology through analysis of patents and news articles using text mining, and to suggest the blockchain policy agenda by grasping social interests. For this purpose, 327 blockchain-related patent abstracts in Korea and 5,941 full-text online news articles were collected and preprocessed. 12 patent topics and 19 news topics were extracted with latent dirichlet allocation topic modeling. Analysis of patents showed that topics related to authentication and transaction accounted were largely predominant. Analysis of news articles showed that social interests are mainly concerned with cryptocurrency. Policy agendas were then derived for blockchain development. This study demonstrates the efficient and objective use of an automated technique for the analysis of large text documents. Additionally, specific policy agendas are proposed in this study which can inform future policy-making processes.
Objectives: The purpose of this study is to introduce the establishment process and results of the Seoul Metropolitan Government's road map on environmental health policy. Methods: The process consisted of expert group meetings, civic participation, research, and questionnaire survey for priority environmental health policy agenda items in Seoul. Results: The announced vision for the environmental health policy was "a healthy environment, safety in Seoul". This policy was established in order to define environment health policy initiatives for a period of five years with an aim to protect Seoul citizens' health from hazardous environmental factors. The resulting Seoul environmental health policy consisted of four areas and 16 key agenda items. The four areas were "Protection for children against hazardous materials", "Enhancement of health and safety of all", "Carcinogen-free and endocrine-disrupting chemical-free Seoul (reducing environmental exposure to hazardous materials), and "Establish the foundation of environmental health policy". Sixteen key agenda items include the enhancement of management of spaces for children, certification of environmental health status at schools, establishment of a unit responsible for the environmental health of children, strengthening environmental health management for susceptible populations (children, the aged, and the socioeconomically vulnerable), management of hazardous materials, physical hazardous factors (noise, radiation, etc.), indoor air quality, and the enhancement of monitoring, research, and regulation of environment health. Conclusion: The Seoul Metropolitan Government established an environmental health policy road map for a five-year period (2013-2017). To implement this environmental health policy, budget allocation, and detailed execution plans are required.

Thin light-active layers of the $CuInSe_2$ solar cell were prepared on Mo-coated sodalime glass substrates by one-step electrodeposition and post-annealing. The structure, morphology, and composition of $CuInSe_2$ film could be controlled by deposition parameters, such as the composition of metallic precursors, the concentration of complexing agents, and the temperature of post-annealing with elemental selenium. A dense and uniform Cu-poor $CuInSe_2$ film was successfully obtained in a range of parametric variation of electrodeposition with a constant voltage of -0.5 V vs. a Ag/AgCl reference electrode. The post-annealing of the film at high temperature above $500^{\circ}C$ induced crystallization of $CuInSe_2$ with well-developed grains. The KCN-treatment of the annealed $CuInSe_2$ films further induced Cu-poor $CuInSe_2$ films without secondary phases, such as $Cu_2Se$. The structure, morphology, and composition of $CuInSe_2$ films were compared with respect to the conditions of electrodeposition and post-annealing using SEM, XRD, Raman, AES and EDS analysis. And the conditions for preparing device-quality $CuInSe_2$ films by electrodeposition were proposed.
The purpose of this study is to propose agenda concerning the direction of agricultural science convergence research and development (R&D) under the fourth industrial revolution. For this study, we apply the Analytic Hierarchy Process (AHP) targeted at experts in the fields of agricultural academia and research operating R&D currently. Results suggest the following agendas; first, human resource training toward future is more emphasized rather than fragmentary technology innovation. Second, a flexible road map for agricultural science R&D need to be made for responding to short and long term issues relevant to the innovation. Third, mutual exchange and cooperative system need to be constructed between academia and research in order to create synergy effects. Finally, both institutional improvement and humanistic literacy should be emphasized for rapidly changing conditions and better human life under the fourth industrial revolution.
