Geospatial information data came recently in use to build the location-based service in various fields. These data were shown via a 2-D map in the past but now can be viewed as a 3-D map due to the dramatic evolution of IT technology, thus improving efficiency and raising practicality to a greater extent by providing a more realistic visualization of the field. In addition, many previous GIS applications have been provided under desktop environment, limiting access from remote sites and reducing its approachability for less experienced users. The latest trend offers service with web-based environment, providing efficient sharing of data to all users, both unknown and specific internal users. Therefore, real-time information sensors that have been installed on steep slopes are to be integrated with 3-D geospatial information in this study. It is also to be developed with web-based environment to improve usage and access. There are three steps taken to establish this system: firstly, a 3-D GIS database and 3-D terrain with higher resolution aerial photos and DEM (Digital Elevation Model) have been built; secondly, a system architecture was proposed to integrate real-time sensor information data with 3D Web-based GIS; thirdly, the system has been constructed for Gangwon Province as a test bed to verify the applicability.

GPS (Global Positioning System) receiver among various sensors mounted on UAV (Unmanned Aerial Vehicle) helps to perform various functions such as hovering flight and waypoint flight based on GPS signals. GPS receiver can be used in an environment where GPS signals are smoothly received. However, recently, the use of UAV has been diversifying into various fields such as facility monitoring, delivery service and leisure as UAV's application field has been expended. For this reason, GPS signals may be interrupted by UAV's flight in a shadow area where the GPS signal is limited. Multipath can also include various noises in the signal, while flying in dense areas such as high-rise buildings. In this study, we used analytical photogrammetry and auto tracking total station technique for 3D positioning of UAV. The analytical photogrammetry is based on the bundle adjustment using the collinearity equations, which is the geometric principle of the center projection. The auto tracking total station technique is based on the principle of tracking the 360 degree prism target in units of seconds or less. In both techniques, the target used for positioning the UAV is mounted on top of the UAV and there is a geometric separation in the x, y and z directions between the targets. Data were acquired at different speeds of 0.86m/s, 1.5m/s and 2.4m/s to verify the flight speed of the UAV. Accuracy was evaluated by geometric separation of the target. As a result, there was an error from 1mm to 12.9cm in the x and y directions of the UAV flight. In the z direction with relatively small movement, approximately 7cm error occurred regardless of the flight speed.
The purpose of this research paper is to re-valuate the factors that affected the Royal Navy's rearmament and preparation for war by conducting analysis on the discussion held in the Britain on the strategic priorities and Navy's coping measures adopted during the interwar period. After the end of the WWI, each of the military arms of the Britain faced significant difficulty in securing budget and increasing their military power all throughout the interwar period, and the Navy was not an exception. The WWII that got started on September 1939 was the turning point in which this difficulty led to full-fledged crisis. Immensely many criticisms followed after the war and problems were identified when it comes to the Royal Navy's performance during the war. This type of effort to identify problem led to the attempt to analyze whether Royal Navy's preparation for war and rearmament policy during interwar period were adequate, and to identify the root causes of failure. Existing studies sought to find the root cause of failed rearmament from external factors such as the deterioration of the Britain itself or pressure from the Treasury Department to cut the budget for national defense, or sought to detect problems from the development of wrong strategies by the Navy. However, Royal Navy's failed preparation for the war during interwar period is not the result of one or two separate factors. Instead, it resulted due to the diverse factors and situations that the Britain was facing at the time, and due to intricate and complex interaction of these factors. Meanwhile, this research paper focused on the context characterized by 'strategic selection and setting up of priorities' among the various factors to conduct analysis on the Navy's rearmament by linking it with the discussion held at the time on setting up strategic priorities, and sought to demonstrate that the Navy Department's inadequate counter-measures developed during this process waned Royal Navy's position. After the end of WWI, each of the military arms continued to compete for the limited resources and budget all throughout the interwar period, and this type of competition amidst the situation in which the economic situation of Britain was still unstable, made prioritization when it comes to the allocation of resources and setting up of the priorities when it comes to the military power build-up, inevitable. Amidst this situation, the RAF was able to secure resources first and foremost, encouraged by the conviction of some politicians who were affected by the 'theory of aerial threat' and who believed that curtailing potential attack with the Air Force would be means to secure national security at comparatively lower cost. In response, Navy successfully defended the need for the existence of Navy despite the advancement of the aerial power, by emphasizing that the Britain's livelihood depends on trade and on the maintenance of maritime traffic. Despite this counter-measuring logic, however, Navy's role was still limited to the defense of overseas territory and to the fleet run-off instead of sea traffic route production when it comes to the specific power build-up plan, and did not understand the situation in which financial and economic factors gained greater importance when it comes to the setting up of strategic priorities. As a result, Navy's plan to build its powers was met with continual resistance of the Treasury Department, and lost the opportunity to re-gain the status of 'senior service' that it had enjoyed in the past during the competition for strategic prioritization. Given that the strategic and economic situation that Korea faces today is not very different from that of the Britain during the interwar period, our Navy too should leverage the lessons learned from the Royal Navy to make the effort to secure viable position when it comes to the setting of priorities in case of national defense strategy by presenting the basis on why maritime coping should be prioritized among the numerous other threats, and by developing the measures for securing the powers needed effectively amidst the limited resources.
The purpose of this study is to present a reasonable and concrete standard for the Korean aviation insurance compulsory subscription system. Through this, we aim to improve the current revision of laws and regulations, and ultimately create an environment in which the safety and property of the Korean people who use aircraft with appropriate aviation insurance can be secured. In particular, by reviewing the aviation business law and its new laws and regulations enacted in 2017, the legislative improvement direction of aviation insurance will be proposed. In order to maintain the continuous growth of the air transportation industry and to make amicable compensation for the victims, considering the characteristics of the total accident, instantness, and giganticness of air accidents in which a lot of people and property are lost in the event of an accident, adequate insurance coverage is essential. In this respect, the compulsory insurance to amend the principle of freedom of contract, which is the great principle of the modern judicial system, will be persuasive. However, in comparison with foreign legislation, the legal provisions on Korea's obligation to comply with aviation insurance need to be revised around the following issues: First, it is reasonable to enforce the regulation of the mandatory aviation insurance by legislation from the Congress not by administrative regulations. Because it will force the monetary obligations of the individual such as common air carriers. Second, our law regulations respond to various kinds of air damages by using the phrase "limit of liability stipulated in international conventions". However, as we have seen in the text, the range of compensation are various according to the use of legal instruments in international conventions such as the Montreal Convention, which governs the compensation of passengers for damages to passengers today. Third, in countries with narrow territories, such as Korea, there are big differences in flying time and insurable risk between domestic and international transportation. Therefore, it is necessary to divide domestic transportation and international transportation even in the obligation to join the insurance. This dual discipline has the advantage for rookies in air carrier market who mainly start their business from domestic service. Fourth, according to Korean law, the regulations of automobile loss insurance is applicable to the aviation mandatory insurance of unmanned aerial vehicle accident which is lack of persuasion. In the future, it will be appropriate to discipline insurance for unmanned aerial vehicles with unlimited potential for development from a long-term perspective.

3D GIS(Geographic Information System) processes, analyzes and presents various real-world 3D phenomena by building 3D spatial information of real-world terrain, facilities, etc., and working with visualization technique such as VR(Virtual Reality). It can be applied to such areas as urban management system, traffic information system, environment management system, disaster management system, ocean management system, etc,. In this paper, we propose video visualization technology based on 3D geographic information to provide effectively real-time information in 3D geographic information system and also present methods for establishing 3D building information data. The proposed video visualization system can provide real-time video information based on 3D geographic information by projecting real-time video stream from network video camera onto 3D geographic objects and applying texture-mapping of video frames onto terrain, facilities, etc.. In this paper, we developed sem i-automatic DBM(Digital Building Model) building technique using both aerial im age and LiDAR data for 3D Projective Texture Mapping. 3D geographic information system currently provide static visualization information and the proposed method can replace previous static visualization information with real video information. The proposed method can be used in location-based decision-making system by providing real-time visualization information, and moreover, it can be used to provide intelligent context-aware service based on geographic information.

The DEM(Digital Elevation Model) is a three-dimensional spatial information that stores the height of the terrain as a numerical value. This means the elevation of the terrain not including the vegetation and the artifacts. The DEM is used in various fields, such as 3D visualization of the terrain, slope, and incense analysis, and calculation of the quantity of construction work. Recently, many studies related to the construction of 3D geospatial information have been conducted, but research related to DEM generation is insufficient. Therefore, in this study, a DEM was constructed using a MMS (Mobile Mapping System), UAV image, and UAV LiDAR (Light Detection And Ranging), and the accuracy evaluation of each result was performed. As a result, the accuracy of the DEM generated by MMS and UAV LiDAR was within ± 4.1cm, and the accuracy of the DEM using the UAV image was ± 8.5cm. The characteristics of MMS, UAV image, and UAV LiDAR are presented through a comparison of data processing and results. The DEM construction using MMS and UAV can be applied to various fields, such as an analysis and visualization of the terrain, collection of basic data for construction work, and service using spatial information. Moreover, the efficiency of the related work can be improved greatly.
The small brown planthopper (Laodelphax striatellus) is one of the most important rice pests in Republic of Korea because it damages rice plants not only by sap-sucking but also by transmitting Rice stripe virus (RSV). Outbreaks of RSV are closely related to outbreaks of the small brown planthopper (SBPH). Therefore, it is very important to control SBPH for the management of RSV. Mass-migrating SBPH collected by aerial net traps in June 2011 at Taeanup, Geunheungmyon and Gonammyon in Taeangun were examined for virus carrier status and effects of the pesticide, 'Myungtaja', on the control of RSV. Among 1,217 SBPH trapped, about 7.7% were detected as RSV positive and 4.4% were positive for Rice black streak dwarf virus (RBSDV) by RT-PCR. After the mass migration, pesticide 'Myungtaja' was sprayed once or twice on rice fields and compared to untreated fields. The incidence of RSV was not affected by the frequency of spraying 'Myungtaja' but was influenced by the time of pesticide treatment. Myungtaja' treatment within 5-7 days after mass migration resulted in the most efficient RSV control, resulting in RSV incidence decreased by 87.6% compared to the control. Therefore, we conclude that pesticide spraying for RSV control was most effective when it was done within 5-7 days after mass migration.
As part of recent sustainable transport, bike has come into the spotlight as a green transport at close range to link between walking and public transit and also alterative to solve problems of existing vehicle travel. Some arguments on promotion of using bicycles have already been made in Europe, the U.S and other developed countries. To be sure, much has been written extensively in description of utilization of bike oriented by supplier, for examples, Level of Service with bike path, infrastructure such as bicycle racks and lounge etc. Therefore, our study has been differentiated in development of new evaluation model focused on level of bike user's satisfaction, comprehensively considering suitability for bikeway installation, connectivity of the public transportation system and stability in Incheon City. ANP(Analytic Network Process) analysis which is able to allow consideration of the interdependence of criteria has been hired due to multi-collinearity instead of AHP used in multi-criteria decision analysis. Last but not least, we drew bike route on a case-by-case for maintenance and improvement of its facility in Namdong-gu and Bupyeong-gu. To conclude, suggested finding has dem onstrated the validity of evaluation scheme for bikeways which is appropriate for type and purpose and ultimately this can be used to establish policy decision making for improvement of bikeway.

With the popularization of big data environment, big data have been highlighted as a key information strategy to establish national spatial data infrastructure for a scientific land policy and the extension of the creative economy. Especially interesting from our point of view is the cadastral information is a core national information source that forms the basis of spatial information that leads to people's daily life including the production and consumption of information related to real estate. The purpose of our paper is to suggest the scheme of big data analytics with respect to the articles of cadastral resurvey project in order to approach cadastral information in terms of spatial data integration. As specific research method, the TM (Text Mining) package from R was used to read various formats of news reports as texts, and nouns were extracted by using the KoNLP package. That is, we searched the main keywords regarding cadastral resurvey, performing extraction of compound noun and data mining analysis. And visualization of the results was presented. In addition, new reports related to cadastral resurvey between 2012 and 2014 were searched in newspapers, and nouns were extracted from the searched data for the data mining analysis of cadastral information. Furthermore, the approval rating, reliability, and improvement of rules were presented through correlation analyses among the extracted compound nouns. As a result of the correlation analysis among the most frequently used ones of the extracted nouns, five groups of data consisting of 133 keywords were generated. The most frequently appeared words were "cadastral resurvey," "civil complaint," "dispute," "cadastral survey," "lawsuit," "settlement," "mediation," "discrepant land," and "parcel." In Conclusions, the cadastral resurvey performed in some local governments has been proceeding smoothly as positive results. On the other hands, disputes from owner of land have been provoking a stream of complaints from parcel surveying for the cadastral resurvey. Through such keyword analysis, various public opinion and the types of civil complaints related to the cadastral resurvey project can be identified to prevent them through pre-emptive responses for direct call centre on the cadastral surveying, Electronic civil service and customer counseling, and high quality services about cadastral information can be provided. This study, therefore, provides a stepping stones for developing an account of big data analytics which is able to comprehensively examine and visualize a variety of news report and opinions in cadastral resurvey project promotion. Henceforth, this will contribute to establish the foundation for a framework of the information utilization, enabling scientific decision making with speediness and correctness.

Recently, as new paradigm for government operation called government 3.0, government is actively operating policy opening and sharing public data. In addition, the Ministry of Land are operating an open platform integrated map service (the VWorld) which provides a variety of video contents such as the country's national spatial information, traffic information and three-dimensional building for the public. According to W3C Foundation's Open Data Status Report(2013), our country has the evaluated results that the part of the government's policy support and planning is good while the part of the data management is vulnerable. So our country needs the quality improvement for the data management. In addition, a digital aerial photograph image data is required to be up-to-date for the three-dimensional spatial object data. In this paper, we present the method for enhancement of the accuracy of vertical position and for maintainment of up-to-date vertical position. Our methods evaluate the data quality and analyze the cause of error of measurement utilizing the national standard quality assessment method. The result of research shows that the accuracy of vertical position is improved if the height of the building captain is adjusted by the quality assessment values and a three-dimensional model has up-to-date data if reconstruction and extension information of construction register is utilized.
