The purpose of this study is to research digital twin policies for the use of administrative services. The study was conducted through a mobile survey of 1,000 participants, and the results are as follows. First, in order to utilize digital twin technology, it is necessary to first identify appropriate services that can be applied from the perspective of Gyeonggi Province. Efforts to identify digital twin services that are suitable for Gyeonggi Province's field work should be prioritized, and this should lead to increased efficiency in the work. Second, Gyeonggi Province's digital twin administrative services should prevent duplication with central government projects and establish a model that can be connected and utilized. It should be driven around current issues in Gyeonggi Province and the demands of citizens for administrative services. Third, to develop Gyeonggi Province's digital twin administrative services, a standard model development plan through participation in pilot projects should be considered. Gyeonggi Province should lead the project as the main agency and promote it through a collaborative project agreement. It is suggested that a support system for the overall project be established through the Gyeonggi Province Digital Twin Advisory Committee. Fourth, relevant regulations and systems for the construction, operation, and management of dedicated departments and administrative services should be established. To achieve the realization of digital twins in Gyeonggi Province, a dedicated organization that can perform various roles in project promotion and operation, as well as legal and institutional improvements, is necessary. To designate a dedicated organization, it is necessary to consider expanding and reorganizing existing departments and evaluating the operation of newly established departments. The limitation of this study is that it only surveyed participants from Gyeonggi Province, and it is recommended that future research be conducted nationwide. The expected effect of this study is that it can serve as a foundational resource for applying digital twin services to public work.

The purpose of this study is to analyze governance in the business processes of Jeju's proposed 'Happy Living Area.' This study found Jeju's 'Happy Living Area' plans for governance were realized and conflicts may frequently occur in future business processes. Furthermore, roles and support systems were measured for the development council of 'Happy Living Area.' This paper reports findings from a case study on community planning for a public art project. This study recommends public-private governance in terms of process factors as well as role considerations. With respect to process factors, administrative agencies and citizen participation are examined. Second, the Living Area Council should play a mediating role between central and local governments as well as residents. Third, Happy Living Zones' Advisory Centre should undertake an advisory role. Fourth, consultation between public and private sectors is needed to establish evaluation criteria for reviewing proposals from subordinate administrative agencies. Fifth, local government systems should be managed by autonomous municipalities. Concerning role considerations, a new 'Personality for Governance' position should be established for performing different roles in the project implementation stage.
The Family Planning Program has teen intensively implemented in Korea by the national policy since 1962. However, the desired effective results were not fully obtained by many reasons such as the shortage of qualified workers, lack of eligible women's cooperation and understanding of the importance of family planning etc., The field family planning workers is classified into two categories along the governmental personnel order; the senior field worker and the assistant field worker. The former is qualified licensed nurse and the latter same as the former of a certified nurses-aid. These family planning worker's roles are somewhat in change not only in field education, distribution of contraceptions, administrating mother's class of assistant field workers but also responsible for the senior field workers such as recording, reporting and keeping statistics. Therefor, the desired success of family planning programming in Korea depends on family planning worker's professional abilities and activities in the field. In aiming to study on professional knowledge of the above two kinds of family planning workers, the following results were obtained through a field survey with question airs done as of October, 1970 in Kyonggi-Do. 1. Working term of the family planning workers in average were less than two years. The younger the assistant Field workers were, the earlier they left job. 2. The assistant field workers selected their job in order to the superficial rather than implementing job itself. 3. Most of the workers either in the health center or in the Up-Myun had a better understanding concerning with their job ; contraceptive methods, maintenance of equipment and drug keeping, and other administrative procedures, etc., 4. They had relatively better understanding and sufficient knowledge about contraception itself and application of it's methods and side effects in detail too, but less knowledges for the care after. 5. It was hard to Find out any differences in administrative knowledge and demographic understanding. 5. It is fully agreed upon that the longer the worker have experienced with the program, the more skilful she applied. 7. The worker who had training whether pre-service or insertive are working more effectively than the untrained. 8. The fundamental demographic knowledge is recommended to obtain for the workers in Kyonggi-Do.
In this study, analysis of disaster relief-related laws and regulations, analysis of disaster relief system, and investigate the inter-governmental relations in disaster relief system through analysis of major disaster relief case. Korean society recently realized the needs for a system that may effectively prevent and/or resolve different family problems caused by the rapidly changing modem society. In order to carry out this objectives. The Healthy Family Act has been legislated and is to be enforced from the 1st of January, 2005. Legislating the law is a means to establish an administrative and institutional structure that may bring in the total welfare system centered around family, so as to promote healthy families in our society. This is also a land marking event that has shifted the paradigm from the welfare system focusing on individual protection to the total welfare system based upon family units. Hence, this study is to examine the specific concepts of 'healthy family,' which is the goal of The Healthy Family Act, and thus to propose the objectives of the law by analysing the institutional system of it. The Healthy Family Act, which consists of major 37 items of 5 chapters with supplementary provisions, aims at the five ideals as follows. The first is to promote the healthy family which is the basis of individual welfare and well-to-do society. The second is to emphasize the importance of family and to provide total service system for family unit. The third is to establish the family value which supports gender-equality and democracy. The fourth is to reinforce the governmental support for independence and cooperation of family. And the fifth is to promote the in-advance and precautionary support for family problems. The law also includes administrative methods for Strong Families Center, different projects and programs for promoting healthy families, roles of Healthy Family Specialist and means to cultivating them, and the policies to specifically carry out the ideas of the law. It is now important to recognize that the development of nation is based on the healthy families and to put much effort in carrying out the ideas and goals of The Healthy Family Act.
This study is intended to derive the key issues on vitalization of the governance of rural area development for 6 cities and counties in Chungcheongnam-do where privately entrusted intermediary support organizations have been established and to present their improvement plans of policy. The findings of the study have shown the governance for the case regions is still being characterized with a very formal governance being dominated by the strong administrative initiative and expediency. What have been presented as the improvement plans of policy are as follows: First, core provisions of the ordinances must be strengthened to mandatory regulations, and some ways to check and supplement such as monitoring, policy forums by public-private partnership, etc. are required for the sake of the effective operation of the ordinances. Second, in relation to the bases of competence according to the roles of core governance players, it is necessary to overcome the limitations of job rotation system, align the administrative support systems, expand the functions of a policy committee based on public-private cooperation and operate it effectively in the case of administration, and to strengthen a footing of a civilian community and the perspectives of political incubation in administration and provide support projects contributing to the growth of the corporations in the case of the entrusted corporation, and to align the operating systems of the centers, review the introduction of a system with a full-time center head, continuously provide specialized education and improve the working environment in the case of the support centers.
The tourism police force has been established on 16th October 2013 for foreign tourists' safety and security. Purpose: The purpose of this study was to analyze the image of nurses portrayed on Korean TV dramas. Methods: Among the medical dramas aired on TV from 2000 to 2013, sixteen different Korean TV dramas were selected. For analyzing the dramas, 'the checklist for monitoring media images of nurses and nursing' was used after obtaining the permission from the original author. Two evaluators evaluated each drama and synchronized the final scores after comparing individual scores. Results: The roles of nurses were found to be such a supportive role (93.8%), and a professional role (75.0%). The nurses images portrayed on the selected TV drama included being kind, accountable, having humanism (81.2%), and professional insights (56.2%), whereas nurses's administrative role such as a manager were not represented. A half of scenes that nurses showed up, nurses were asking asking for help to doctors or other hospital administrators. Conclusion: Since TV dramas on air in Korea still underrepresented the roles of the professional nurses, providing the media with advice to improve the images of nurses is necessary in future. Concrete and sustainable strategies for improving nurses image are required.
This study conducted empirical research from the behavioral perspective with a survey to residents in order to grope for directions to develop a local council. The results gained from the research can be summed up as below: First, according to the result of evaluation on the essential roles (resident representative, checks, and legislation functions) of the council, the residents could not see any improvement in general. Regarding parliamentary activities and administrative changes, they also hardly felt any great changes. Second, according to the result of detailed evaluation on the council activities, the residents regard the collection of residents' opinions or the division exclusively in charge of collecting opinions to be very important. Third, in the developmental evaluation on the local council, they consider it is very crucial to induce outside specialists to secure expertise and establish the system to activate residents' participation. Above results imply that for the development of local councils, it is essential for the councils to play their roles responsibly as well as positively through communication and negotiation with the residents. It is thought that the research results will contribute to explaining the directions to develop local councils both practically and theoretically.

Purpose: The purpose for this study was to identify the present working status and tasks of nurse administrators in response to requirements of expanding nurses' roles in hospitals. Methods: The design of the study was descriptive-exploratory. The participants were 338 registered nurses who were working in hospital administrative departments. The data were collected from January 17, to March 20, 2011, and analyzed with descriptive statistics. Results: The majority of nurse administrators worked in quality assurance departments while no nurse administrators assigned in finance/taxation departments. Duties of nurse administrators were developed as 117 tasks in 11 divisions. Conclusion: These results suggest that expanding nurses' roles require developing job descriptions, nursing curricula emphasizing hospital administration, positive relationships with other health professions and a supportive system.
