The research involved the property management office (n=35) and Resident Representatives of the apartment blocks (n=52). Advisory Services conducted a consumer survey, as well as a survey of expert interviews (n=15). Survey results were as follows: (1) the Managing Director and secretary residents were satisfied with the Diagnosis and Advisory services; (2) the administrative support services need to address housing issues, including a long-term repair plan and advice on using long-term repair reserves and "conflict resolution associated with public housing management"; and (3) there was a greater need for a "basic, common-sense Housing Management Information Base to provide services to the Resident Representatives of the apartment blocks". Based on the survey results, the main roles of the Housing Management Support Center are to act as a House of Commons Administrator to handle complaints with counseling, diagnosis and advice; to support the Resident Committees; to provide professional training, research, and investigation; to support community revitalization; to manage the business of guidance and inspection; to coordinate conflicts and disputes; to build a comprehensive source of information; and to build networks.

Rural leaders showed different leadership competency by the IPA. Therefore, this study suggested that leadership education for rural leaders should consider leadership competency.

Bioterrorism events have worldwide impacts, not only in terms of security and public health policy, but also in other related sectors. Many countries, including Korea, have set up new administrative and operational structures and adapted their preparedness and response plans in order to deal with new kinds of threats. Korea has dual surveillance systems for the early detection of bioterrorism. The first is syndromic surveillance that typically monitors non-specific clinical information that may indicate possible bioterrorism-associated diseases before specific diagnoses are made. The other is infectious disease specialist network that diagnoses and responds to specific illnesses caused by intentional release of biologic agents. Infectious disease physicians, clinical microbiologists, and infection control professionals play critical and complementary roles in these networks. Infectious disease specialists should develop practical and realistic response plans for their institutions in partnership with local and state health departments, in preparation for a real or suspected bioterrorism attack.

Keeping in mind that there are only limited social, economic and administrative resources for reducing marine casualties, the result of statistical survey showed the loopholes of safe maritime transport system, and rendered that most casualties occurred in coastal waters by human errors. When the IMO Marine Casualty Investigation Code was utilized to reveal any structural vulnerability of the international measures, IMO was required to expand its roles to enhance the interface between Liveware and Environment of SHEL model. So, several risk assessment models were studied and found that Maritime Safety Audit System of the Republic of Korea could be a good example of enhancing safe interface between navigators (Liveware) and the navigational circumstances (Environment). It could be dealt with at IMO level as a tool for applying at human error enforcing waters. International cooperative research for upgrading risk assessment modes should also be future terms of reference.

Such efforts are visualized especially in civil service space. Civil service space represents the whole image and role of the Local Government. In addition, civil service space and resting space, which are frequently used, are correlated and more and more accessible to each other as administrative and civil services are increasing. By integrating and developing such features, civil service space of Local Government that meets the requirements of the new era will be presented.
The use of records has been regarded as the ultimate goal of preserving records, and reference services are considered key tasks in records management. Particularly in Korea where the importance of archives and records management is not recognized sufficiently, we need to help the public recognize the importance of institutions, managing archives, and archives kept in the archives, and create new uses. In order for archives to notify archives, institutions and managing archives to potential users, they can use publications, exhibitions and education programs. In foreign countries, services such as public programs and outreach services have already been being executed by archives in order to publicize the archives actively to the public, and various supports are provided so that people can use archives in educational activities. What is more, publishing and exhibition programs are also linked to education, which can increase the use of archives and promote archives culture. Thus, archives play important cultural and educational roles. As archives' roles are being expanded and local archives are being established compulsorily in Korea, archives should play their roles not just as administrative agencies collecting official documents but also as cultural and educational institutions providing various forms of information and education. Creating new demands for important archives by notifying such archives through public programs approaching users, they should find ways for laying the ground for their existence. The objectives of this study are to look for the method of public program operation suitable for the Korean situation, to define abilities and roles required to archives as program planners, and ultimately to increase the use of archives and contribute to the settlement of archives culture.
