Design and Implementation of Blockchain for Securing Data of National Education Information System School Life Records (교육행정정보시스템 학교생활기록부 데이터의 안정성 확보를 위한 블록체인 설계 및 구현)

  • The purpose of this study is to study the technical implementation methods to prevent problems such as the record of important educational activities of the student life record department or the continuous illegal leakage and manipulation. To this end, in this paper, by applying a private blockchain that can be participated only by a given organization or individual, it prevents outsiders from participating in the block network, and creates legitimate authority by creating two types of block data: student information block and access record block in the life record book. We proposed a block mechanism that can be registered, modified, and accessed only by authorized staff members. As a result, we have prepared an alternative to prevent forgery and alteration of the living records by third parties and to secure the integrity of the living records. If applied to the educational administrative information system, social consensus will be established that the operation and management of the life record book is reliable.

A Comparative Study on the Regulations for Landscape Managements of Historic Cities in Korea and Japan (한국과 일본의 역사도시 경관관리법규의 비교 -경주시와 나라시의 사례로-)

  • The purpose of paper is to investigate the characteristics of regulations on landscape management of historic city of Kyongju in Korea, compared with those of Nara in japan to answer the research question that what is the regulative characteristics of landscape management of historic city in Korea. We have analyzed the three laws of the two country - Urban Planning Law, Cultural Assets Protection law, and Building Law. This research has been done in terms of regulative systems of the two country and articles, ordinances, and bylaws on landscape managements of historic city Major components of urban historic landscape management are goals and devices of preservation, preserving actor, authorized actor permitting major planning change, regulatory power on landscape development, and backgrounds of enacting regulations. From this research, we have fond the fact that 1) Kyongju City has general and implicit objectives of landscape management based on conservation of natural environment while Nara City has concrete objectives of lansdscape management, 2) Kyongju City has no regulations on landscape planning while Nara City has systematic planning measures such as designation of landscape management district, planning for preservation of historic landscape, and planning for establishing urban landscape, 3) In an application of landscape management district, Kyongju City designate the district based on the general principle of urban planning district while nara City designate it in a more detailed manner such as district of preservation of historic landscape, district of landscape establishment, and district of building agreement. 4) Kyongju has no legal actor in implementation and management of historic landscape plan while Nara City has administrative organization and procedures, including citizen participation, public hearing, and voluntary participation, and 5) Kyongju City does not operate the consultation committee on landscape management just like Nara City operating. This research results will provide us the remedial insights for landscape preservation of such Korean historic city as Kongju, Puyo, and Chunju. Since our research is focused on the limited area of preserving landscape in historic cities in korea and Japan we need to study sociocultural issues on preserving urban historic landscape more in depth in the future.

Data Analytics in Education : Current and Future Directions (빅데이터를 활용한 맞춤형 교육 서비스 활성화 방안연구)

  • Massive increases in data available to an organization are creating a new opportunity for competitive advantage. In this era of big data, developing analytics capabilities, therefore, becomes critical to take advantage of internal and external data and gain insights for data-driven decision making. However, the use of data in education is in its infancy, in comparison with business and government, and the potential for data analytics to impact education services is growing. In this paper, I survey how universities are currently using education data to improve students' performance and administrative efficiency, and propose new ways of extending the current use. In addition, with the so-called data scientist shortage, universities should be able to train professionals with data analytics skills. This paper discusses which skills are valuable to data scientists and introduces various training and certification programs offered by universities and industry. I finally conclude the paper by exploring new curriculums where students, by themselves, can learn how to find and use relevant data even in any courses.

  • The concept of a Spatial Data Infrastructure (SDI) has emerged globally to facilitate the transit of spatial information from data producers to a vast and ever-growing community of users. SDI have become very important in determining the way in which spatial data are used throughout an organization, a nation, different regions, and the world. SDI is an initiative intended to create an environment in which all stakeholders can cooperate with each other and interact with technology, to better achieve their objectives at different political / administrative levels. Islamic Republic of Iran began her participation in the Global map project and SDI activities in 1998. In this related, National Cartographic Center (NCC), as the representative of Iran, started the job with identifying the suitable sources of data for creation of those layers stated in the specifications of Global Mapping. NCC started making GIS Users Councils (National & Provincial Councils) for the making National SDI and Local SDI too. Now, NCC is doing some activities to joining its National SDI to Regional and Global SDI. This paper in first section, discuss about SDI as basic point in Information Technology (IT). In second section, SDI situation in IRAN and National Cartographic Center’s roles in realization of future scope of RSDI and GSDI is discussed. (NCC is one of the greatest Map Producer organizations in IRAN). The way that be applied, is analyzing of fundamental points especially Sustainable development, IT and SDI and their complementing policy in Information Society. These include some applications in National, Regional and Global levels.

Effect of Tax Investigators' Group Cohesiveness and Supervisor Trust on the Team Commitment and In-role Behavior (세무조사자들의 집단응집성과 상사에 대한 신뢰가 팀몰입과 역할내행동에 미치는 영향)

  • The present research aims to analyze empirically the effect of group cohesiveness and supervisor trust which tax investigators recognize while performing tax administrative duties on the team commitment and in-role behavior. The result of the analysis showed that tax investigators' higher group cohesiveness and supervisor trust resulted in higher team commitment, and that higher team commitment in turn resulted in higher in-role behavior, thereby raising the efficiency of tax investigators' activities as well as tax payers' satisfaction with tax services. Therefore in order to improve the efficiency of tax organizations and team performance, the managers of the organizations must set solid goals, develop solid strategies appropriate for situation, and make proper compensations for investigators' achievements. In addition, there would have to be an organic improvement In all the relevant areas, including organization, personnel management, work style, compensation and welfare, in order to raise tax investigators' work desire.

A Study on the Relationship between the Spatial Cluster Patterns of Male Suicide Rate and the Regional Characteristics in South Korea (남성 자살률의 공간 군집패턴 변화와 지역특성요인의 관계 분석)

  • Background: Since 2003, Korea has consistently shown the highest suicide rate among the Organization for Economic Cooperation and Development countries, and suicide remains the major cause of death. In particular, men are 2-3 times more likely to commit suicide than women, which called the 'gender paradox of suicide.' The areas with frequent suicide have spatially clustered patterns because suicide with a social contagion spreads around the neighborhood. The purpose of this study was twofold. The first was to estimate the hotspot areas of age-standardized male suicide mortality from 2008 to 2015. The second was to analyze the relationship between the hotspot areas and the regional characteristics for study years. Methods: The data was collected through the Korean Statistical Information Service. The study areas were 227 si gun gu administrative districts in Korea. The hotspot area was used as a dependent variable. Socio-demographic variables (number of marriages per 1,000 population, number of divorces per 1,000 population, and urbanization rate), financial variables (financial independence and social security budget), and health behaviors (EuroQol-5 dimension [EQ-5D], and depression experience rate) were used as independents variables. Results: The hotspot areas were commonly located in Gangwon-do, Chungcheongnam-do, Gyeongsangbuk-do, and Chungceongbuk-do. According to the results of panel logit regression, the number of divorces per 1,000 population, social security budget, and EQ-5D were statistically significant variables. Conclusion: The results of hotspot analysis showed the need for establishing a prevention zone of suicide using hotspot areas. Also, medical resources could be considered to be preferentially placed in the prevention zone of suicide. This study could be used as basic data for health policymakers to establish a suicide-related policy.

A Study on the Relationship among Corporate entrepreneurship, R&D capacity and Technology commercialization capacity of administrative position - Moderating effect of Technology orientation - (관리직의 사내기업가정신과 연구개발역량, 기술사업화역량의 관계에 관한 연구 - 기술지향성의 조절효과 -)

  • The purpose of this study is to analyze the capacities of innovation in the organization, and to examine the effects of corporate entrepreneurship, R&D capability, technology commercialization capacity and technology orientation. First, the research model and hypothesis were established based on the literature research and 153 questionnaires were distributed and collected among management office workers among manufacturing workers in Kyungbuk. The results of this study confirm that the corporate entrepreneurship positively affects R&D capacity and that R&D capacity has a positive effect on technology commercialization capacity. And we confirmed the significant moderating effect of technology orientation. However, there is no mediating effect of R&D capability on the relationship between corporate entrepreneurship and technology commercialization. These findings can provide guidelines for organizational management in the cultural aspect by identifying the effects of in-house entrepreneurship and technology orientation on cultivating the innovation capacity of management office at the organizational level.

  • This study tried to analyse the factors to promote sport cooperatives as the solutions to overcome those problems of present sports industry. The results of this study By Using the priorities of AHP on promoting factors of sport cooperative in Korea, could be suggested as follows. In advance, the basic directions were suggested in order of economical, social, cultural, and institutional factors. And next, the promoting strategies were suggested as follows: 1st, setting directions on the essentials of cooperative. 2nd, securement of the finance by business management development and organization ability improvement. 3rd, acquaintance with the basic laws of cooperative and securement of administrative support. 4th, social contribution through cooperation and interaction among cooperatives. 5th, making local communities through constructing networks among cooperatives. 6th, development of business models with membership systematizing and efficiency pursuit.

Development of requirements for information security management system (ISO 27001) with CPTED in account (셉테드(CPTED)를 고려한 정보보안 관리시스템(ISO 27001)의 요구사항 개발)

  • The purpose of this study was to add CPTED to the information security area. The control items of ISO 27001 (11 types) and the application principles of CPTED (6 types) were mapped. And the relevance between the items was verified through the FGI meeting through 12 security experts. As a result of the survey, the control items with a relevance of at least 60% on average are security policy, physical and environmental security, accident management, and conformity. As a result, the comprehensive policy was shared with CPTED's items as a whole. The specialized control items are security organization, asset management, personnel security, operation management, access control, system maintenance, and continuity management. However, specialized control items were mapped with each item of CPTED. Therefore, information security certification and septed are related. As a result, environmental security can be added to the three major areas of security: administrative security, technical security, and physical security.
