For continuous development of professional nursing to the powerful professional organization, it is essential that the public understand and help nursing. This research was done to identify the image of nurses and factors that determine that image. The study subjects were 97 admitted patients 95 family members of patients who were admitted to a university hospital and a general hospital in Seoul and 164 parents of stutents in elemantary, middle, high schools in Seoul. The total numbers of subjects was 356. The researcher collected the data from April 13.1998 to April 20.1998. The Research tool was developed by the researcher following a literature review. Cronbach ${\alpha}$ for the tool of the image of nurses was 0.9397 and Cronbach a for the tool for determinants of the image was 0.8764. The obtained data were processed by SPSS (Statistical Package for Social Science) and the results are as follows : 1. The mean score for the image of nurses was 90.40${\pm}$15.15(range 47${\sim}$138) indicating a positive response. 2. Analysis of the image of nurses : Four factors were identified traditional. social. professional and personal image. The mean score for traditional image was 3.27. the second highest score. and for social image. 2.95. the lowest score. The mean score for professional image score was 3.48. the highest score. and for personal image, 3.20. a lower score. 3. The image of nurses according to respondents There were significant differences for traditional. social, professional. personal factors between subject groups. A more positive responses was found in the patients and patient' families as a compared to the students' parents. 4. Image of nurses related general characteristics : There was a significant difference for age and school graduation. More negative responses were found in the 31${\sim}$40 years old age group and in the higher educated group. 5. Image of nurses related to experience of nurses The respondents showed a more negative image when their experience related to nurses through the mass media, as a compared to the experiences of having talked with patient who had been admitted to hospital. For the social image factor. a more negative attitude was revealed for those who had the experience of patient who had been admitted to hospital as compared to other factors. 6. Determinants of image of nurses : There were three factors that were named subjective. administrative and media . The mean for the subjective factor score was 3.85. the highest score of the three factors. The mean for the administrative factor score was 3.53. And the mean for the media factor score was 3.27. 7. Determinants of image of nurses according to respondents group : There were no significant differences(F= 1.95, P= .14) Consequently the result showed a low social image of nurses. So. nurses must work to improve the social image of nurses through scientific approaches and by monitoring the mass media for correct descriptions of nurses. Also. it is necessary that excellent education for service and politeness be continually provided in order to positively effect the personal image field. It is also importent to raise the expectations of the recipients of nursing care by having a strategy for the determinants of the image of nurses that allows nurses to personnally develop professionally.
Strategic information systems assist organization with the significant opportunity to gain competitive advantage in executing its business plans and realizing its business goals. The universities establish long-range plan of information systems in an effort to provide just-in-time, useful, efficient and effective information services to their members such as professors, students, and staffs when carrying out various organizational activities. The university information systems started from the primitive computer-based application, extended to the administrative and educational e-transformation, even to the virtual university concept. Through an empirical analysis and complementary case examples, the current study carefully chose three Korean universities according to their chronological importance, that have undergone the information systems planning process years from 1995 to 2001. These universities then, were compared in terms of the information technology architecture: the information architecture, infra architecture, and information management architecture. These three areas of system were cross-examined under the consideration of the evolution of information technology architecture, and its impact on the development of university e-transformation. As part of a fulfillment plan to satisfy the needs of customers of current trend, it is evident that the university e-transformation provides a stepladder to highly competitive, first class university in the market, through achieving the educational advancement, research enhancement, and administrative efficiency. The result of the study analysis indicates that, of the three architectures examined, the weakness showed in the information management architecture. Therefore it is crucial for the university staffs, managers and professors to understand the significance of the successful implementation of the information system and its maintenance. Our study certainly will act as a catalyst for the promotion of the future university e-transformation projects.
This study examines the major changes of research about science and technology administrative system and innovation governance, and suggests future direction through critical review. The subjects of the analysis are papers of such as Korean Public Administration Review, Journal of Technology Innovation and policy reports and government documents published by national research institutes. As a result of the analysis, the research itself has evolved from the part of the government organization to the unique field and main focused historical, normative, comparative analysis and institutional approach. In addition, coordination and integration of science and technology policies have been regarded as important issues in research, and innovation system (NIS) and governance perspectives have begun to be reflected in research. However, it reveals some issues such as small government theory vs big government theory, governance theory vs control tower theory, and shows limitations in problem definition and solution inconsistency, and lack of grand and detailed discourse. Future challenges include the pursuit of evolutionary rationality, the pursuit of diversity in multidimensional research and methods, development of korean policy theory and securing universality.
To strengthen the protection of human research subjects and human materials, the Korean Ministry of Health and welfare proposed the amendment bill of Bioethics and Safety Law(2010) to the Congress. It includes so many meaningful clauses. According to the bill, the scope that this act shall apply will be expended to the research involving human subjects and human materials. In the bill, there are the principles of this act; the protection of the life, health, and dignity of the human subjects, the obtaining of the adequate informed consent, the protection of the human subject's information confidentiality and the human subject's privacy, the assessment and minimizing of the risks involved and the guarantee of the safety for the human subjects, the preparation of the special protection program for the vulnerable human subjects, and so on. According to the bill, Institutional Bioethics Review Board(the same as Institutional Review Board) will be responsible for the auditing and monitoring on the research that was approved by IBRB, conducting the education program for the researchers, IBRB members and administrative staffs, preparing of the special protection program for the vulnerable human subjects, and forming the guidelines for the researchers as well as the review of the research protocols. And the State and local governments shall take necessary measures to support the expending of the social infrastructure. In addition to, IBRB will have to be assessed and to be gained the accreditation by the Korean Ministry of Health and welfare. So, if Bioethics and Safety Law is amended, it will contribute enormously to enhance the level of the human research subjects protection. Also, if this Law is amended, IBRB will play a major role for the conduct of the ethically, scientifically, and legally proper research. But now, as a matter of fact, the capability of IBRB members and IBRB office members is not enough to charge of this role because some people and some organizations does not know the importance of IBRB exactly. In spite of, IBRB shall be able to this role to protect the human subjects and to develop the level of the research On the international level. Therefore, the State, local governments and the Organization shall back up the administrative and financial terms of the IRB and IRB Office.
Since policies of each local government toward regional development have been focusing on only development of the individual applied items such as a character merchandise, co-regional brand, and developing a speciality for the region, the adverse effects of design have been came out. So we carried out this research to minimize the adverse effect of design and also we would like to give the opportunity of thinking of a new way to activate local economy, to create regional identity and to develop local resources by applying the Cl program which have bean used as the way of business improvement coping with the conceptional change of competitiveness with a comprehensive view. Therefore, for design to play an important role in regional development, as standing on the basis of regional development it is necessary to attain the various goals such as activating administrative organization, improving the administrative image, and making the local in go unique. And also it is necessary to develop the communicational strategy as an innovative and expressive program which can consider human network development as an regional resource. To carry out this communicational strategy effectively, in particular, it is not only inevitable to operate the strategic and comprehensive programs promoting the regional development according to the of 6 stages design develop cent program which consists of region's self-verification and self-recognition, self-determination, development of self-innovation, visibility to unify the regional images, creating the design system, and carrying out and verifying the program, but also it is necessary to apply regional development system which can change the regional basic plan, aiming at regional development, into unique regional trait that has an future image by improving the program with constant management and feedback through verifying the design program.
Recently new town development projects are increasing including more than one local government such as provincial government new town and Wirye new town. Institution improvement for the development and management of complex boundary new town is necessary because present urban development institution is based on the new town of single local government. The concept of multi-level governance provide good conceptual frame in recognizing conflict issues and searching for a collaborative solution in Wirye new town. The purpose of this study is recognizing the conflict issues in the process of development and management and providing the collaborative management method using the conceptual frame of multi-level governance in Wirye new town. For this, we did interviews for the related persons and experts, reference research and professional forum. We drew some implications from the references about urban development and similar cases such as free economic zones. The main results of this study is as in the following. First, we categorised the main conflicts in the development and management in Wirye into 4 sectors, such school, administrative service, utility facilities and urban infrastructures. Then, we analysed the conflict issues of each categories and composed a conflict-structure of Wirye new town. Second, the structure of conflict in Wirye new town is composed of the confrontations between separated management and integrated management and between wide area management and local management. Third, for the cooperative management of Wiyre, we should construct multi-level governance in three dimensions of administrative council, local government association, and special management organization.
The study tried to investigate perception of the importance and educational needs of job performance competency of National Competency Standards based vocational education curriculum in technical specialized high schools and meister high schools. For this, the survey was conducted targeting 269 specialty subject teachers in technical specialized high schools and meister high schools. And the results are as follow: First, job performance competency were divided into 5 categories(curriculum guidance, school life guidance, class management, extraordinary activities and administrative duties) and 34 sub-categories. Second, higher importance values were curriculum guidance, extraordinary activities and school life guidance. Higher educational needs values were curriculum guidance, extraordinary activities and administrative duties in categories. Third, higher importance values were construction and reconstruction of NCS learning modules, organization and manage of NCS based vocational education curriculum, guide of the new laws and employment, student records manage, research activities of NCS, hands-on-background training, NCS projects in sub-categories. Fourth, the results show that the NCS experienced teachers more highly evaluated the importance and educational needs of the job performance competency than the NCS inexperienced teachers did.

The purpose of this research is to provide the indication on policy for the SME that are going through the Growing Pains by analyzing the cause of the Growing Pains and the effect that it causes to the company performance. By measured the extent of the growing pains in entrepreneurial companies, 8 of the 20 companies surveyed companies indicate that some very significant problems exist within the organization and the other 12 companies indicate some organizational problems require attention. As a result of correlation between company performance and Growing Pains that analyzed by using CAGR(Compound Annual Growth Rate), we have arrived at the conclusion that they are oppositely related. We have conducted the regression coefficient in order to analyze the factors that are affecting the Growing Pains and we have discovered that Leadership and work performance capability of CEO, Company's structure capability and Company's cultural strength have a meaningful relation out of 7 Factors that were used for regression coefficient. Only, CEO's work performance is analyzed to worsen the Growing Pains that, for enterprises at the certain growing stage it is needed to establish an administrative system instead of relying on CEO. Also CEO's strong leadership play which relate to administrative capacity, forming reasonable organizational structure, customer oriented mind and Company's culture that are developed with sense of responsibility reduce Growing Pains according to a research.
The purpose of this study is to examine the effect of private tutor's job stress on the organizational commitment and turn-over intention and to verify the mediating effect of the organizational commitment. The questionnaire survey was peformed for 332 private tutors in special education region in Seoul. The collected data were used as a model of path coefficients obtained through analysis of structure equation model(SEM) and hypothesis verification. The result of the verification is as follows. First, both stress by student and stress by administrative support showed statistically significant negative effects on the organizational commitment. Second, the private tutor's organizational commitment showed a statistically significant negative effects on the turn-over intention. Third, both stress by task and stress by conflict in organization showed statistically significant positive effects on the turn-over intention. Fourth, even if both stress by student and stress by administrative support showed statistically no significant effects on the turn-over intention, they showed statistically significant effects on the turn-over intention with the mediating effect of the organizational commitment. It was confirmed that the turn-over intention can be decreased by relief of the private tutor's job stress and enhancement of the organizational commitment. In this process, it is meaningful to verify the role and function of the private tutor's organizational commitment.
In this paper, local public archives is referred to the public archives of provincial governments and metropolitan city governments as defined in the public Records Management Act. Under the Act, as professional archives, the local public archives preserves records designated as permanent preservation which the local government and its sub-agencies created or received to conduct public business. The Act also allows local public archives to establish an appropriate basic plan to manage its holdings as well as to oversight its sub-agencies. The Act stipulates that the local public archives are to be established in all provinces and metropolitan cities. The local public archives shall preserve archival heritage safely and utilize use of the recorded information as defined in the Article one of the Act. The local archives shall respect the principle of provenance. It is expected that the local archives shall strengthen local archival promotion campaigns which necessarily reflect unique local circumstances. However, as the Act just recommended the establishment of local public archives not to force as a mandatory procedure, it resulted in a flow of some confusions and misinterpretations. Despite the act was proclaimed two years ago, the local public archives are not yet established, not to mention that no preparatory works are on the way. To establish the local public archives effectively which meet local residents needs and demands, provincial governments and metropolitan city governments should proceed a well-prepared preparatory works plan considering the steps to transform them into the local public archives when they establish agency records centers. The first step in this process is to reach at a common consensus on the functions and roles of the local public archives which accommodates local residents needs and demands. Secondly, by analyzing the functions of archives to be established, an estimation of needed human resources, facilities, equipments, organization, budget appropriation, and local rules should be performed. Otherwise, the establishment of decent local archives is a far remote future. One of the methods to proceed this project systematically is to establish a local research institute for the local archives and cultural studies which would be put under the local university authority while consulting with local governments, local civil organizations, local historical and cultural societies. It is very undesirable to stress too much upon administrative efficiency when concerned parties discuss the functions and roles of the local public archives. They must keep in mind that when the functions to collect and use historically valuable records are active then administrative efficiency can be raised as well as accountability. Collecting and arranging historically valuable records is a short-cut way to promote accountability and develop local political culture. The local public archives is a valuable community historical center and an effective medium to facilitate historical speaking and writing among local people, something more than a simple public archives. Then our campaign for the establishment of local public archives can be a meaningful political cultural movement.
