Problems and Ways of Improving on Personal Organization of Maritime Safety Tribunal (해양안전심판원의 인적구성의 문제점 및 개선방안)

  • The purpose of Maritime Safety Tribunal is that experts about ship operation investigate and reveal causes of marine disasters and suggest plans to prevent recurrence in Korean Maritime Safety Tribunal which is a kind of administrative court. Despite the fact that 72% of marine disasters is fishing vessel accidents and 75% of collision accidents between vessels which most occur is related to fishing boats, it is the very serious problem that there is no any person with licenses of marine technicians for fishing vessels in judges and investigators of Korean Maritime Safety Tribunal. The operational characteristics of fishing vessels, their sizes, and shift patterns of duties in wheelhouses are completely and incommensurably different from those of merchant vessels. By the way, if the investigators and judges who just consist of merchant vessel experts investigate and judge marine accidents about fishing vessels, there could be errors in establishment of policies to investigate and reveal their causes and prevent recurrence of accidents. Especially, in case of collision accidents between fishing vessels and merchant vessels, it is thought that the marine accident interested provides causes which can be doubtful about fairness of judges. Therefore, it is thought that the ratio of judges and investigators is most desirable to compose it to be similar to the occurrence frequency of marine accidents. For this, the following solution plans are suggested. First, qualification for appointment requires first class marine technicians. But there is the only one vessel which needs the first class in fishing vessels. Therefore, it is thought that the provisory clause should be added so that the second class marine technicians can be used instead of the first class ones. Second, the marine accidents of fishing vessels reach 72% but the fact that there is no any judge and investigator with licenses of marine technicians for fishing vessels is thought to go against the purpose of establishment of Korean Maritime Safety Tribunal. Therefore, it is thought that there is, at least, one more judges and investigators in the central and local Korean Maritime Safety Tribunals. The same method should be applied to judge assistants and investigation assistants.

Mobility Assessment of Equipment Foundation using Fluid-loaded Whole Ship Model (접수 전선 모델을 이용한 장비 받침대 모빌리티 평가)

  • The fluid loading effect has been investigated for the shipboard equipment foundation mobility with finite element model. For the purpose, two kinds of finite element models for 60m class ship have been developed: global and local model. The former is for low frequency range and the latter for middle frequency range. These finite element models contain added mass explaining fluid loading effect. Added mass has been implemented with virtual mass matrix derived from Laplace equation governing fluid surrounding ship hull. The mobility assessment result for diesel generator foundation of the objective model shows that the fluid loading effect should be considered, especially in low frequency range, to more accurately assess shipboard equipment foundation mobility.

  • The flow of computer education in modern knowledge and information society contains the computer science courses to cultivate the higher-level thinking abilities such as logical thinking skills, creativity, and problem-solving ability of learners. The purpose of this study is to recognize the need to promote the algorithmic thinking power to improve the problem solving ability of learners, to design the algorithm class based on the anchored instruction strategy for elementary school students and to verify the effectiveness. Anchored instruction model and cases are added to the class. Elementary school students were subjects and divided into a control group in which the traditional algorithm teaching method was conducted and an experimental group in which algorithm class was conducted applying anchored instruction. As results, an experimental group has shown improvements on problem solving compared to a control group.

An Extensible Programming Language for Plugin Features (플러그인 언어로 확장 가능한 프로그래밍 언어)

  • The modern softwares have features of modularity and extensibility, and there are several researches on extensible programming languages and compilers. In this paper, we introduce Argos programming language, which provides the extensibility with the concept of plugin languages. A plugin language is used to define a method of a class, and the plugin language processors can be added and replaced dynamically The plugin languages may be used to support multiparadigm programming or domain specific languages.

A Study on Iconic Animation based on Object Modeling Technique

  • We propose the iconic animation of the software requirement specifications by using the object and dynamic models of the object modeling technique(OMT) methodology. In order to produce the iconic animation, we use "graphical classes" and "icon transformations." In general, the graphical classes are defined for each class of the object diagram. The icon transformations which show the activities of the application are constructed by considering the meaning of the activities and are defined by either basic or compound icons. The icon transformations are added to the state diagrams to generate extended state diagrams. The animation system generates the header files and the code instantiating GUI from the object diagram having graphical classes. The system also generates "event methods" from the extended state diagrams. When the event methods are executed, the behavior of the events is animated by the icon transformations.

  • Development of distributed simulation environment must be required in order to simulate the distributed models regionally and inter-operate with running simulations individually, Simulation based on DEVS formalism is difficult to simulate the distributed models. DEVS formalism is modeling methodology. To specify model, this formalism separates behavior and structure, therefore it is able to design complex model easily. HLA is standard framework of distribute simulation environment, It is defined to facilitate the interoperability and the reusability. RTI (Run Time Infrastructure) is software that provides common service to simulation systems and implementation of the HLA Interface Specification. Method of implementation is that modules cooperating with RTI are added to simulator on DEVS simulation environment. On the DEVS simulation environment (DEVS-Obj -C) that already developed, Highest class of abstract simulator uses service that RTI provide, then This environment is able to change DEVS model into Federate and run distribute simulation that inter-operates with the RTI. Because this distributed simulation environment includes convenience of modeling that obtains through the DEVS formalism and accompanies HLA standard, this environment make it possible to simulate with_ complex systems and heterogeneous simulations

New Learning Environment of Linear Algebra in Korea

  • We are introducing a new learning environment for linear algebra at Sungkyunkwan University, and this is changing our teaching methods. Korea's e-Campus Vision 2007 is a program begun in 2003, to equip lecture rooms with projection equipment, View cam, tablet PC and internet D-base. Now our linear algebra classes at Sungkyunkwan University can be taught in a modem learning environment. Lectures can easily being recorded and students can review them right after class. At Sungkyunkwan University almost $100\%$ of all large and medium size lecture rooms have been remodeled by Mar. 2005 and are in use. We introduce this system in detail and how this learning environment changed our teaching method. Analysis of the positive effect will be added.

Evaluation on Structural Safety for Carbon-Epoxy Composite Wing and Tail Planes of the 1.2 Ton Class WIG

  • In the present study, structural safety and stability on the main wing and tail planes of the 1.2 ton WIG(Wing in Ground Effect) flight vehicle, which will be a high speed maritime transportation system for the next generation, was performed. The carbon-epoxy composite material was used in design of wing structure. The skin-spar with skin-stressed structural type was adopted for improvement of lightness and structural stability. As a design procedure for this study, the design load was estimated with maximum flight load. From static strength analysis results using finite element method of the commercial codes. From the stress analysis results of the main wing, it was confirmed that the upper skin structure between the second rib and the third rib was unstable for the buckling load. Therefore in order to solve this problem, three stiffeners at the buckled region were added. After design modification, even though the weight of the wing was a little bit heavier than the target weight, the structural safety and stability was satisfied for design requirements.

Aerodynamic and hydrodynamic force simulation for the dynamics of double-pendulum articulated offshore tower

  • Articulated towers are one of the class of compliant offshore structures that freely oscillates with wind and waves, as they are designed to have low natural frequency than ocean waves. The present study deals with the dynamic response of a double-pendulum articulated tower under hydrodynamic and aerodynamic loads. The wind field is simulated by two approaches, namely, single-point and multiple-point. Nonlinearities such as instantaneous tower orientation, variable added mass, fluctuating buoyancy, and geometrical nonlinearities are duly considered in the analysis. Hamilton's principle is used to derive the nonlinear equations of motion (EOM). The EOM is solved in the time domain by using the Wilson-θ method. The maximum, minimum, mean, and standard deviation and salient power spectral density functions (PSDF) of deck displacement, bending moment, and central hinge shear are drawn for high and moderate sea states. The outcome of the analyses shows that tower response under multiple-point wind-field simulation results in lower responses when compared to that of single-point simulation.

Research on Improved Formability of High-Strength Steel Mounting Brackets and Springback Prediction (고강도강 마운팅브라켓의 성형성 향상 및 스프링백 예측에 관한 연구)

  • To reduce the weight of the car and ensure the safety of the driver while driving, the existing 440 MPa-class mounting bracket was treated at 590MPa to improve collision safety and secure the weight of the vehicle body. The following conclusions were drawn from the tensile test, forming analysis, and springback prediction. In the formability and springback analyses using FLD, it could be confirmed that bending was an essential process because the formability and flatness were much better when bending was added than when bending was not applied. Based on the research results, it was deduced that the mold design was necessary so that the molding was carried out at a strain rate of 20% or less for stable molding.
