자동차 제작결함조사 통계 분석을 통한 리콜제도 연구 (A Study on Recall Systems of Motor Vehicle by Statistical Analysis of Defects Investigation)

  • The basic point of a vehicle recall is to remove vehicle defects as soon as possible and thus prevent possible road traffic accidents caused by the defects beforehand. Therefore, the core of vehicle recall under the self-certification system consists of a timely response and fast remedy of defects. The present study aimed to deduce a plan for improvement of the system necessary for the fast remedy of defects through a phased analysis of defect investigation procedure based on defect investigation statistical data. There will be a need to make the TSB(Technical Service Bulletin) or service campaign data submission of a manufacturer compulsory for the collection of broad defect information in the stage of information analysis and to impose a higher penalty when the manufacturer violates the data submission in the investigation stage. In addition, it is considered that an active service campaign should be induced and a punishment for late recall will be needed for consumer protection.

국내 패션기업의 ESG 실행 현황 분석 (Analyzing ESG practices of fashion businesses in Korea)

  • With the growing importance of ESG as a must-have business strategy, this study attempted to analyze the current state of ESG practices in the Korean fashion businesses. The ESG cases of fashion business were collected from news articles searched on the largest Korean internet portal by November 2021 from October 2020 when the number of articles began to increase meaningfully. Three hundred ninety one ESG cases of 112 fashion manufacturing brands and 332 ESG cases of 49 retail brands were analyzed. Casual and outdoor/sportswear brands among fashion manufacturers were most active in ESG practices, and various online and offline retailers were practicing ESG. Approximately one-third of the fashion brands were positioned as eco-friendly concept. While environmental practices were the most practiced ESG, governance was the least practiced. Among environmental practices, fashion manufacturing businesses were most active in eco-friendly product development, while retail businesses were in eco-friendly campaign-event-service and eco-friendly packaging. The most active social practice was the contribution to communities, followed by retail businesses' sharing growth with partner businesses. Governance practices were focused on the structure and operation of the board. Various ESG collaborations with various partners were also observed. The research result is meaningful verifying and diagnosing the ESG practices of the Korean fashion businesses.

패션기업의 사회적 책임 활동 연구 (A Study on Social Responsibility Practices of Fashion Corporations)

  • In recent years, Corporate Social Responsibility (CSR) has received particular attentions from both practitioners and scholars. This study focused on Korean national fashion businesses and identified various types of CSR practices in addition to social contributions. Besides, comparison in corporation by size of the number of full-time employees and sales volume were examined. A total of 1054 cases of 147 brands, 86 corporations between 2000 and 2012 were collected from internet articles and brand home pages. Findings were as follows. First, the types of CSR activities were categorized into the following six: economic responsibility, legal responsibility, consumer protection, protection of worker's right, protection of environment, and social contribution. Social contribution took largest portion of CSR activities (67.7%), followed by environmental protection (14%), and protection of worker's right (6.2%). The other three types presented limited cases but included negative aspects of CSR. Social contribution consisted of six sub categories (culture & art, sports, education, donation, voluntary service, and campaign), and donation took the largest part of social contribution area. Second, comparing 86 corporations by the size of the number of full-time employees, companies more than 300 employees (38.1%) were more likely to practice CSR activities. Similarly, companies with more than 500 billion won sales (13.1%) were more active in their CSR activities than their counterparts. Suggestions are given for improving CSR practices to fashion business.

A Case Study: Unsupervised Approach for Tourist Profile Analysis by K-means Clustering in Turkey

  • Data mining is the task of accessing useful information from a large capacity of data. It can also be referred to as searching for correlations that can provide clues about the future in large data warehouses by using computer algorithms. It has been used in the tourism field for marketing, analysis, and business improvement purposes. This study aims to analyze the tourist profile in Turkey through data mining methods. The reason relies behind the selection of Turkey is the fact that Turkey welcomes millions of tourist every year which can be a role model for other touristic countries. In this study, an anonymous and large-scale data set was used under the law on the protection of personal data. The dataset was taken from a leading tourism company that is still active in Turkey. By using the k-means clustering algorithm on this data, key parameters of profiles were obtained and people were clustered into groups according to their characteristics. According to the outcomes, distinguishing characteristics are gathered under three main titles. These are the age of the tourists, the frequency of their vacations and the period between the reservation and the vacation itself. The results obtained show that the frequency of tourist vacations, the time between bookings and vacations, and age are the most important and characteristic parameters for a tourist's profile. Finally, planning future investments, events and campaign packages can make tourism companies more competitive and improve quality of service. For both businesses and tourists, it is advantageous to prepare individual events and offers for the three major groups of tourists.

예방접종 홍보광고 전략개발 조사연구 (A Study on the Development of the Advertising Strategy and Public Service Announcement Materials for National Immunization)

  • 본 연구 목적은 예방접종에 대한 교육홍보 기본 컨셉 도출, 매체 집행전략 개발, 매체시안 개발을 위해 광고전략 조사를 실시하여, 2000년대에 국가예방접종사업의 홍보고안을 위한 효과적인 전략을 제시코자 실시하게 되었다. 연구대상과 방법으로 우리나라 보건소 242개 중 169개 보건소에 종사하는 예방접종 담당자(242명)와 자녀의 예방접종을 위해 보건소에 내소한 보호자(1,193명)를 대상으로 구조화된 우편 설문조사를 실시하여 예방접종에 대한 주관적 중요도, 예방접종 사업에 대한 홍보 경험 및 수단, 예방접종에 대한 지식과 인식, 예방접종 홍보광고 전략개발을 위한 방안을 도출하기 위해 빈도 분석, t-검정, 일원분산분석을 각각 실시하였다. 조사결과로 예방접종 담당자는 예방접종에 대한 중요성을 인식하고 있는 것으로 나타났다. 예방접종 사업의 홍보 매체 경험율에 대해서는 예방접종 담당자는 91.3%, 보호자는 70.6%가 경험이 있다고 응답하였고, 일반대중이나 광고 전문인 모두 자주 접할 수 있는 TV, 지역신문, 팜프렛 등의 홍보광고 수단을 경험한 것으로 조사되었다. 예방접종에 대한 지식과 인식에 대한 조사에서는 예방접종 담당자가 예방접종에 대한 전문적인 지식을 갖고 있는 것으로 나타났고, 보호자는 예방접종에 대한 필요성과 중요성을 높게 인식하고 있는 것으로 조사되었다. 예방접종 홍보매체의 선호도에서는 예방접종 담당자가 팜프렛 76.0%, 포스터 44.6% 순으로 나타났고 보호자는 TV 70.5%, 지역신문 39.2% 순으로 선호하는 것으로 나타났다. 광고 포스터 색상 선호도 조사에서는 예방접종 담당자가 초록 32.0%, 노랑 19.9% 순이었고, 보호자 역시 초록 29.5% 노랑 22.0% 순으로 나타났다. 광고 스타일 선호도 조사에서는 예방접종 담당자는 유명인사나 연예인이 예방접종으로 인해 일상생활이 활기차고 건강하다는 생활 장면을 보여주는 스타일로 구성해야 함을 알 수 있었다. 캠페인용 슬로건의 선호도 조상에서는 예방접종 담당자와 보호자 모두 긍정적 메시지를 선호하였다. 연구를 통해 예방접종 사업의 중단기 홍보전략에 대한 실행방안 구체화와 비교평가를 통한 가장 효율적인 홍보 방안을 제시하기 위한 연구사업이 필요하며 이를 위해 현실적 대중 요구를 반영한 홍보매체 개발, 홍보전략에 근거한 홍보매체 개발, 매체에 대한 평가연구, 연구방법 및 평가가 요구된다. 또한 교육홍보매체에 활용될 표준매체 제작 및 집행지침의 개발이 필요하다고 할 수 있다. 무엇보다도 이러한 사업의 추진을 위해서는 정부 또는 국가 공공기관의 예산 투자, 인력 투입과 활용 등을 통해 국가 예방 접종 사업이 활성화되길 기대한다.

지역디자인 혁신센터의 활성화 방안에 대한 연구 - 설립과 역할(활동)을 중심으로 - (The research of promotion plan about regional design innovation center - focusing on the establishment and roll -)

  • 본 연구는 국가디자인정책의 일환으로 설립된 지역디자인혁신센터의 활성화 방안을 탐색 제안하는데 목적을 두었다. 이를 위해 지역디자인혁신센터의 필요성과 설립 프로세스에 대해 알아보고 현재 설립되어 운영되고 있는 지역디자인혁신센터의 현황 및 실태를 분석하여 문제점을 찾고 개선방안을 제시함으로 활성화 방안을 도출하였다. 연구결과 지역디자인혁신센터를 활성화하기 위해서는 먼저 설립을 위한 3가지 기본요건으로 첫째, 지역특성파악 및 확실한 설립 운영 방향 수립 둘째, 지자체의 지역디자인혁신센터의 필요성 인식 및 지원 자세 셋째, 지역산업 및 지역민의 디자인 필요성 인식의 바탕에서 설립이 되어야 하며, 이렇게 설립된 센터는 인프라 구축을 위해 (1) 디자인개발관련시설 및 장비구축 및 대여 유지보수 체계 확립 (2) 전문 인력 확보(연구 및 기능) 및 상시 상주 (3) 각종 활동프로그램 개발(지역산업과의 연계 프로그램, 지역민가의 연계 프로그램 등) (4) 정보수집 및 제공기능 확립 (5) 디자인의 원스톱 서비스 지원 체계 확립 (6) 여타 디자인관련 기판 및 디자인전문 업체와의 연결 가능한 네트워크 구축 (7) 수익사업체로의 기능과 조직 확립 (8) 지자체와 연계한 지역디자인정책 및 전략책정기능 확립 (9) 책임운영제의 도입이 이루어 펴야 한다. 그리고 지역디자인혁신센터의 활성화를 위해서는 다음과 같은 역할 및 기능을 혁신적 지속적으로 이루어지도록 노력하여야 한다. 첫째, 지역산업의 활성화를 위한 디자인 지원을 아끼지 말아야 한다. 둘째, 지역민의 디자인 인식확산을 위한 다양한 프로그램의 개발 및 계몽을 추진한다. 셋째, 구축된 고가장비 및 시설을 지역의 디자인 전문회사 및 중소기업에 적극적인 지원을 할 수 있는 방안을 수립하여야 한다. 넷째, 각종 디자인관련 정보 인프라를 구축하여 지역의 산업 및 지역사회에 제공하여야 한다. 다섯째, 산 학 연이 연계 할 수 있는 프로그램 개발을 적극적으로 추진한다. 여섯째, 지역특성의 개발 및 지역이미지개선을 위한 사업에 적극적으로 참여하여 새로운 지역 만들기를 추진한다.

일부(一部) 병사(兵士)들의 흡연실태(吸煙實態)와 관련요인(關聯要因) (The Smoking Status and Its Associated Factors of Some Army Soldiers)

  • 연구목적 : 이 연구는 우리 나라 청년들의 군 입대 후 병영대 흡연실태를 파악하여 군 흡연예방 분야의 보건정책 자료로 제공하여 군 장병들의 건강증진 추진방향을 제시하고자 실시하였다. 대상 및 방법 : 연구대상은 K시 근교에 위치한 육군보병사단의 대대급 17개 부대에 근무하고 있는 일부병사 1,033명을 대상으로 2000년 10월 2일부터 10월 12일까지 구조화된 설문지를 이용하여 조사하였으며, 병사들의 흡연에 영향을 미치는 특성을 알아보았다. 결 과 : 1) 연구대상자 1,033명중 흡연 경험자는 830명(80.3%)이었고 현재 흡연자는 759명(73.4%)이었다. 2) 군 입대 전 흡연자 734명중 714명(97.2%)이 조사시점 현재 계속 흡연하고 있었으며 군 입대 전 비흡연자 299명중 45명(15.0%)이 새로 흡연하고 있었다. 3) 로지스틱 회귀분석중 단일변량 분석에서는 연령, 종교, 입대전 적업, 신병훈련부대, 주특기, 학력, 군 입대 전 친구흡연, 병영내 친구의 흡연, 간부실내 흡연시 태도, 용돈, 이성교재, 음주여부, 금연권유, 흡연장소, 흡연태도 점수등이 유의한 관련요인으로 나타났으며 다변량 분석에서는 학력, 주특기, 입대전 친구흡연, 병영내 친구흡연, 간부흡연시 태도, 이성교제, 음주여부, 병영생활 만족도, 부대내 흡연장소, 흡연태도 점수가 병사들의 흡연에 유의한 관련 요인으로 나타났다. 결 론 : 병사들의 흡연에 관련된 요인은 군 입대 전 개인환경과 일반특성, 병영내 특수한 환경이 복합적으로 관여하기 때문이라고 판단된다. 따라서 전역후 우리나라 사회기반의 초석이자 미래의 지도자가 될 국군병사들의 건강증진을 위해서 이러한 특성을 고려하여 금연운동, 금연교육, 홍보활동 등 차후 병영내 금연 사업 추진방향을 모색하는 것이 바람직하겠다고 생각한다.

가족계획과 모자보건 통합을 위한 조산원의 투입효과 분석 -서산지역의 개입연구 평가보고- (An Intervention Study on Integration of Family Planning and Maternal/Infant Care Services in Rural Korea)

  • This project was a service-cum-research effort with a quasi-experimental study design to examine the health benefits of an integrated Family Planning (FP)/Maternal & Child health (MCH) Service approach that provides crucial factors missing in the present on-going programs. The specific objectives were: 1) To test the effectiveness of trained nurse/midwives (MW) assigned as change agents in the Health Sub-Center (HSC) to bring about the changes in the eight FP/MCH indicators, namely; (i)FP/MCH contacts between field workers and their clients (ii) the use of effective FP methods, (iii) the inter-birth interval and/or open interval, (iv) prenatal care by medically qualified personnel, (v) medically supervised deliveries, (vi) the rate of induced abortion, (vii) maternal and infant morbidity, and (viii) preinatal & infant mortality. 2) To measure the integrative linkage (contacts) between MW & HSC workers and between HSC and clients. 3) To examine the organizational or administrative factors influencing integrative linkage between health workers. Study design; The above objectives called for quasi-experimental design setting up a study and control area with and without a midwife. An active intervention program (FP/MCH minimum 'package' program) was conducted for a 2 year period from June 1982-July 1984 in Seosan County and 'before and after' surveys were conducted to measure the change. Service input; This study was undertaken by the Soonchunhyang University in collaboration with WHO. After a baseline survery in 1981, trained nurses/midwives were introduced into two health sub-centers in a rural setting (Seosan county) for a 2 year period from 1982 to 1984. A major service input was the establishment of midwifery services in the existing health delivery system with emphasis on nurse/midwife's role as the link between health workers (nurse aids) and village health workers, and the referral of risk patients to the private physician (OBGY specialist). An evaluation survey was made in August 1984 to assess the effectiveness of this alternative integrated approach in the study areas in comparison with the control area which had normal government services. Method of evaluation; a. In this study, the primary objective was first to examine to what extent the FP/MCH package program brought about changes in the pre-determined eight indicators (outcome and impact measures) and the following relationship was first analyzed; b. Nevertheless, this project did not automatically accept the assumption that if two or more activities were integrated, the results would automatically be better than a non-integrated or categorical program. There is a need to assess the 'integration process' itself within the package program. The process of integration was measured in terms of interactive linkages, or the quantity & quality of contacts between workers & clients and among workers. Intergrative linkages were hypothesized to be influenced by organizational factors at the HSC clinic level including HSC goals, sltrurture, authority, leadership style, resources, and personal characteristics of HSC staff. The extent or degree of integration, as measured by the intensity of integrative linkages, was in turn presumed to influence programme performance. Thus as indicated diagrammatically below, organizational factors constituted the independent variables, integration as the intervening variable and programme performance with respect to family planning and health services as the dependent variable: Concerning organizational factors, however, due to the limited number of HSCs (2 in the study area and 3 in the control area), they were studied by participatory observation of an anthropologist who was independent of the project. In this observation, we examined whether the assumed integration process actually occurred or not. If not, what were the constraints in producing an effective integration process. Summary of Findings; A) Program effects and impact 1. Effects on FP use: During this 2 year action period, FP acceptance increased from 58% in 1981 to 78% in 1984 in both the study and control areas. This increase in both areas was mainly due to the new family planning campaign driven by the Government for the same study period. Therefore, there was no increment of FP acceptance rate due to additional input of MW to the on-going FP program. But in the study area, quality aspects of FP were somewhat improved, having a better continuation rate of IUDs & pills and more use of effective Contraceptive methods in comparison with the control area. 2. Effects of use of MCH services: Between the study and control areas, however, there was a significant difference in maternal and child health care. For example, the coverage of prenatal care was increased from 53% for 1981 birth cohort to 75% for 1984 birth cohort in the study area. In the control area, the same increased from 41% (1981) to 65% (1984). It is noteworthy that almost two thirds of the recent birth cohort received prenatal care even in the control area, indicating that there is a growing demand of MCH care as the size of family norm becomes smaller 3. There has been a substantive increase in delivery care by medical professions in the study area, with an annual increase rate of 10% due to midwives input in the study areas. The project had about two times greater effect on postnatal care (68% vs. 33%) at delivery care(45.2% vs. 26.1%). 4. The study area had better reproductive efficiency (wanted pregancies with FP practice & healthy live births survived by one year old) than the control area, especially among women under 30 (14.1% vs. 9.6%). The proportion of women who preferred the 1st trimester for their first prenatal care rose significantly in the study area as compared to the control area (24% vs 13%). B) Effects on Interactive Linkage 1. This project made a contribution in making several useful steps in the direction of service integration, namely; i) The health workers have become familiar with procedures on how to work together with each other (especially with a midwife) in carrying out their work in FP/MCH and, ii) The health workers have gotten a feeling of the usefulness of family health records (statistical integration) in identifying targets in their own work and their usefulness in caring for family health. 2. On the other hand, because of a lack of required organizational factors, complete linkage was not obtained as the project intended. i) In regards to the government health worker's activities in terms of home visiting there was not much difference between the study & control areas though the MW did more home visiting than Government health workers. ii) In assessing the service performance of MW & health workers, the midwives balanced their workload between 40% FP, 40% MCH & 20% other activities (mainly immunization). However, $85{\sim}90%$ of the services provided by the health workers were other than FP/MCH, mainly for immunizations such as the encephalitis campaign. In the control area, a similar pattern was observed. Over 75% of their service was other than FP/MCH. Therefore, the pattern shows the health workers are a long way from becoming multipurpose workers even though the government is pushing in this direction. 3. Villagers were much more likely to visit the health sub-center clinic in the study area than in the control area (58% vs.31%) and for more combined care (45% vs.23%). C) Organization factors (admistrative integrative issues) 1. When MW (new workers with higher qualification) were introduced to HSC, it was noted that there were conflicts between the existing HSC workers (Nurse aids with less qualification than MW) and the MW for the beginning period of the project. The cause of the conflict was studied by an anthropologist and it was pointed out that these functional integration problems stemmed from the structural inadequacies of the health subcenter organization as indicated below; i) There is still no general consensus about the objectives and goals of the project between the project staff and the existing health workers. ii) There is no formal linkage between the responsibility of each member's job in the health sub-center. iii) There is still little chance for midwives to play a catalytic role or to establish communicative networks between workers in order to link various knowledge and skills to provide better FP/MCH services in the health sub-center. 2. Based on the above findings the project recommended to the County Chief (who has power to control the administrative staff and the technical staff in his county) the following ; i) In order to solve the conflicts between the individual roles and functions in performing health care activities, there must be goals agreed upon by both. ii) The health sub·center must function as an autonomous organization to undertake the integration health project. In order to do that, it is necessary to support administrative considerations, and to establish a communication system for supervision and to control of the health sub-centers. iii) The administrative organization, tentatively, must be organized to bind the health worker's midwive's and director's jobs by an organic relationship in order to achieve the integrative system under the leadership of health sub-center director. After submitting this observation report, there has been better understanding from frequent meetings & communication between HW/MW in FP/MCH work as the program developed. Lessons learned from the Seosan Project (on issues of FP/MCH integration in Korea); 1) A majority or about 80% of the couples are now practicing FP. As indicated by the study, there is a growing demand from clients for the health system to provide more MCH services than FP in order to maintain the achieved small size of family through FP practice. It is fortunate to see that the government is now formulating a MCH policy for the year 2,000 and revising MCH laws and regulations to emphasize more MCH care for achieving a small size family through family planning practice. 2) Goal consensus in FP/MCH shouBd be made among the health workers It administrators, especially to emphasize the need of care of 'wanted' child. But there is a long way to go to realize the 'real' integration of FP into MCH in Korea, unless there is a structural integration FP/MCH because a categorical FP is still first priority to reduce the rate of population growth for economic reasons but not yet for health/welfare reasons in practice. 3) There should be more financial allocation: (i) a midwife should be made available to help to promote the MCH program and coordinate services, (in) there should be a health sub·center director who can provide leadership training for managing the integrated program. There is a need for 'organizational support', if the decision of integration is made to obtain benefit from both FP & MCH. In other words, costs should be paid equally to both FP/MCH. The integration slogan itself, without the commitment of paying such costs, is powerless to advocate it. 4) Need of management training for middle level health personnel is more acute as the Government has already constructed 90 MCH centers attached to the County Health Center but without adequate manpower, facilities, and guidelines for integrating the work of both FP and MCH. 5) The local government still considers these MCH centers only as delivery centers to take care only of those visiting maternity cases. The MCH center should be a center for the managment of all pregnancies occurring in the community and the promotion of FP with a systematic and effective linkage of resources available in the county such as i.e. Village Health Worker, Community Health Practitioner, Health Sub-center Physicians & Health workers, Doctors and Midwives in MCH center, OBGY Specialists in clinics & hospitals as practiced by the Seosan project at primary health care level.

  • 현재 건강증진에 대한 다양한 논의가 진행 중으로 학자마다 정의가 다르고 동일한 학자도 문맥에 따라 다르게 사용하고 있는 경우가 많으며, 건강증진 내용의 스펙트럼이 행태변화만을 포함하는 가장 좁은 의미수준부터 지원체계, 질병예방, 건강보호 등을 포괄하는 가장 넓은 의미까지 다양하다. 건강증진의 개념을 어떤 것으로 받아들이든 정책, 개인 기술, 환경변화 등의 측면에서 지역사회(community)가 인간 집단을 포괄하고 있다는 점에서 건강증진의 가장 중요한 장이라는 것은 별로 이론이 없는 것 같다. 건강증진의 개념과 정의가 형성되어가는 시점에서 몇가지 주요한 논란점들이 있는데 그중에서도 건강증진의 접근전략에서 인구집단 전략과 고위험군 접근전략 간의 대립점이 가장 첨예한 논란중의 하나이다. 정부의 정책, 조직의 우선순위, 전문인의 행태 등이 각 개인의 노력과 같이 중요하거나 혹은 더 중요하다는 것이 이러한 입장이며, 건강과 행태에 영호t을 미칠 수 있는 사회체계와 환경에 대해 보다 큰 의사결정권을 가지는 것이 건강증진을 위해 중요하다고 주장한다. 이러한 이유로 건강증진을 논함에 있어 지역사회 전체를 통한 접근이 점점 더 강조하고 있다. 지역사회 건강증진 프로그램은 지역사회자원을 효율적 활용을 통한 보다 강화되고, 통합된, 포괄적, 협력적으로 수행되어져야한다. 이러한 방향은 1986년 오타와 헌장에의 건강증진의 정의에서 살펴볼 수 있으며, 광범위한 건강의 결정요인에 대한 접근이 필수적임을 알 수 있다. 신체활동은 건강의 주요한 결정요인이다. 인구집단 전략은 개인에 대한 신체활동 교육하는 것이 충분하지 않음을 제안한다. 개인 수준의 행태변화도 중요한 것이지만 이에 대한 집단적 변화를 불러줄 환경적 변화를 위한 전략과 균형을 이루어야 한다. 건강증진을 위한 신체활동 인구집단 전략은 사회적, 물리적 지지환경을 강화하고, 국가, 광역 및 기초자치 단체 수준에서 다양한 지역사회자원을 연계, 통합하여야 한다. 지속적인 공공교육 및 사회마케팅이 지역사회 신체활동 조직 및 기관, 산업장, 학교 등을 대상으로 지역사회 모든 주민들이 신체활동에 대한 관심을 증진시킬 수 있도록 협동적으로 이루어져야 한다. 정부와 기관 및 시민들은 지역사회차원의 운동개념으로 주최하고 참여하여 사회적 규범화 작업에 동참하여야한다. 기본적으로 적절하고 충분한 재원의 지원, 인적자원의 개발, 정책 및 입법이 제공되어야한다. 또한 국내외적으로 연구개발과 지식의 공유 및 교환이 요구된다. 한국에서는 전략적 우선순위가 높은 신체활동 프로그램의 범주를 지역 보건소를 기반으로 한 환경적 지원, 생애주기별 접근, 고위험군 및 질환군 접근 등으로 구분하였다. 지역사회에 기반한 신체활동 핵심 프로그램으로 하부구조 구축, 지원적 환경 제공, 지역사회 캠페인, 건강증진 교육 및 홍보, 노인 및 비만인을 위한 신체활동 프로그램, 그리고 운동처방 프로그램 등을 포함하였다. 신체활동증진 및 운동사업은 사회적, 물리적 지원환경 조성 등을 중심으로 전개하며, 보건소를 중심으로 한 운동사업은 지역 공공기관 및 민간기관 등과 연계하여 프로그램을 연동하며, 홍보 및 교육은 지역의 운동단체 및 기관, 각급 학교 등과 협력하여 운동에 대한 관심을 고취하고 신체활동 및 운동을 생활화하는 프로그램을 시행토록 한 전략을 지속, 강화토록 하여야 할 것이다.
