A Case Study on the Higher Educational Institute Accreditation System in Australia TEQSA and Hong Kong HKCAAVQ (호주 TEQSA와 홍콩 HKCAAVQ의 고등교육기관 평가인증 사례분석)

  • Qualitative management and certification of higher education and higher education programs are important in Australia and Hong Kong. The purpose of the study is to analyze the higher educational Institute accreditation in Australia and Hong Kong and to provide basic data for the domestic evaluation accreditation system For this purpose, the analysis was conducted based on the analysis framework of Kis(2005), which was modified by the researchers in Tertiary Education Quality and Standards Agency(TEQSA) and Hong Kong Council for Accreditation of Academic and Vocational Qualifications(HKCAAVQ). The quality assurance approach in Australia and Hong Kong is common as 'accreditation' and focuses on other evaluation methods, evaluation data, nature of the report, evaluation purpose, evaluation result, and follow-up evaluation. Australia and Hong Kong had separate evaluation agencies for accreditation of higher education qualifications, degrees, and educational programs, and were performing accreditation at the independent institutions. Australia and Hong Kong do not agree with the evaluation standards of higher education institutions because of different academic system and qualifications system from Korea. Higher education institutions need to consider international interchange in terms of exchanging higher education human resources between countries. It is also necessary to conduct evaluation of higher education institutions with reference to higher education quality management standards.

The Present Situation and Future Direction of the Korean Dental Education Accreditation System: Present and Future (한국 치의학 교육 평가인증제도의 현황과 발전방향)

  • The Korean Institute of Dental Education and Evaluation (KIDEE) was established in 2007 to provide the quality assurance in dental education. The KIDEE has been recognized by The Ministry of Education from Jan. 2015 for 5 years. KIDEE had accredited basic dental education programs of all 11 Korean dental schools. The dental accreditation system was introduced to encourage the improvement for dental schools, to ensure the quality of dental practice and most of all, to establish an internationally compatible system of evaluation and accreditation. The accreditation system in Korea is supported by voluntary service of many dental professionals and contribute to improve the quality of dental education program in all institutions. The accreditation by KIDEE let the students and the dentists be taught with assured education program and the all Koreans be cared by the qualified dentists. A quality education system thus provides a sufficient number of qualified dental health professionals to meet the workforce needs of the nation. Ultimately, this should result in quality oral health care for the public. Finally, by specifying the competencies of graduates, the standards will define the scope of dental practice. This may serve to define the profession of dentistry and differentiate it from other health professions, or to differentiate among the specialties in dentistry in the case of advanced dental education programs.

Analysis of the Higher Education Evaluation Accreditation System in Taiwan (대만 고등교육평가체제의 분석)

  • This study intends to understand deeply the higher education evaluation accreditation system in Taiwan. Taiwan established newly the Higher Education Evaluation & Accreditation Council in 2005, an independent organization with the exclusive responsibility to execute evaluation. Three kinds of evaluation have been accomplished, including University Program Evaluation which assesses whole university management, Academic Fields Evaluation and Performance Evaluation which compare the superiority and inferiority among universities. The Accreditation system is applied only to Academic Fields Evaluation. For evaluation, each university presents a self-evaluation report, undergoes an visiting evaluation, makes out an evaluation report and lastly is notified of the result. The evaluation is divided into three results : pass, waiting observation and non-pass. According to an announcement in June 2008, the rate of non-pass universities reached the 15.7%. The non-pass universities are supposed to receive the disadvantaged in the admission number limit and take the following evaluation in the following year. Debates still exists concerning the eliminatory nature of the system and the announcement of achievement rankings through evaluation results. Other problems include the improvement of quality of evaluation committee members and the irrational evaluation standards. These problems will be meaningful for the development of the korean higher evaluation system.

Korea National Food Safety Certificate for ensuring global competitiveness of food export industry (수출식품산업의 국제경쟁력 확보를 위한 식품안전국가인증제)

  • To resolve difficulties of export process and strengthen competitiveness, Korea National Food Safety Certificate (K-NFSC), a comprehensive food safety support system, has been promoted to introduction. K-NFSC is at a developmental stage where the government certifies the safety of exported K-foods by developing Korean certification system based on HACCP and food safety management added for international use, and provides consulting on regulations of customs clearance and safety test analysis of food intended for export. To apply for the Global Food Safety Initiative (GFSI) technical equivalence in 2022, developmental direction of Korean certification system is set referring to FSSC22000. If selected as participants of an export supporting project, regulatory information such as customs clearance procedures and food labeling will be provided. In addition, the results of safety test analysis will be certified to help export products pass customs entry. K-NFSC is expected to support K-food exports and be growth engine for K-food industry.

Accreditation System for Social Enterprise and Business Strategies of Social Enterprises in South Korea (정부의 사회적 기업인증제도가 사회적 기업의 전략에 미치는 영향에 관한 실증연구)

  • Purpose -The purpose of this study is to analyze how the accreditation system affect the selection of business strategies in social enterprises, which create social value rather than maximize profits. Design/methodology/approach - This study collected survey data from 40 accredited and 53 non-accredited social enterprises. This research employs a Fuzzy-set/qualitative comparative analysis to compare the combinations of factors that affect a social enterprise's performance Findings - The results show that for accredited enterprises organizational capabilities are significantly more important than networking capabilities, whereas for non-accredited enterprises internal communication, governance capacities and networking competencies are most important capabilities to improving their social performance. And also The accreditation systems for social enterprises would entice social enterprise away from business strategies based on with local society, which is differentiated with commonly accepted social enterprise model. Research implications or Originality - This research suggests that the accreditation system for social enterprises should be redesigned for enticing social enterprises in Korea to be more localized to meet local needs in terms of positive changes of local society.

Deriving Criteria Weights for Acute Care Hospital Accreditation in South Korea: Using Analytic Hierarchy Process (급성기병원 인증기준의 가중치 도출: 계층적 분석법을 활용하여)

  • Purpose:The acute hospital accreditation program launched in South Korea has shown positive effects on safety culture and quality of care. However, relative weights have not yet been investigated for accreditation criteria with a hierarchical structure. This study aimed to derive the relative weights of acute-care hospital accreditation criteria. Methods: We conducted an online survey using the analytic hierarchy process (AHP) technique to assess the validity, importance, and urgency of acute hospital accreditation criteria. The AHP online survey link was distributed in November 2022 after obtaining informed consent from 10 experts in hospital accreditation. Results: 'Basic value system' ranked highest, while 'patient care system' ranked second in terms of validity, importance, and urgency. 'Performance management system' had the lowest validity and urgency, while 'organizational management system' carried the lowest importance. Within the 'patient care system' domain, 'surgery and anesthesia sedation management' scored highest in validity and importance, and 'patient care' scored highest in urgency. 'Care delivery system and evaluation' received the lowest scores for all three aspects. In the 'organizational management system' domain, infection control ranked highest in terms of validity, importance, and urgency. The lowest validity was observed for 'management and organizational operation' and the lowest importance and urgency were noted for 'human resource management'. Conclusion: The weights for validity, importance, and urgency, as shown in each domain and chapter, and the number of measurable elements included, are largely inconsistent. This study will contribute to the development of the structure and scientific improvement of accreditation standards.

A Study on Assessment System for Nursing Bachelor Degree Program Outcomes: Focused on Communication Ability Improvement (간호학 학사학위 프로그램 학습성과 평가체계 개발 사례: 의사소통 능력 향상을 중심으로)

  • Purpose: The core of accreditation for nursing education is to improve the ability and quality of graduates through a CQI system based on outcomes. For program outcomes of nursing education accreditation criterion, it is necessary to understand the relationship among education assessment, objective and curriculum. Methods: The focus of this study was on program outcomes and the assessment. First measures for improving the general problems of program outcomes associated with the assessment system were stated. Detailed measure for practicing program outcomes, the assessment system and the assessment tool using Rubrics were discussed. Results: Detailed measure were established for practicing the program outcomes, assessment system and assessment tool, which makes use of rubrics, program outcome No 3 of the Korean Accreditation Board of Nursing Education. Conclusion: Therefore it is expected that the assessment system established in this study will allow universities to conduct program outcomes and assessment.

A Study on the Child Care Providers' Perception on the Seoul-Type Child Care Accreditation System (서울형 어린이집 공인인증에 대한 보육시설 종사자의 인식연구)

  • The purposes of this study were to examine the perception of directors and child care providers regarding the Seoul-type Child Care Accreditation and its operating system. The objects were 309 directors and child care providers at accredited Seoul-type child care centers. The collected data was analyzed using frequency, percentiles, and ${\chi}^2$. The results are as follows: First, the majority of directors and child care providers perceived 'the preparation for effective quality control of child-care service' as the primary purpose of the Seoul-type Child Care Accreditation. Many of them responded that the child care centers meeting the purpose of accreditation would be 'private' and 'home-based' ones. Seoul-type Child Care Accreditation was easier to pass compared to National Child Care Accreditation. The directors and child care providers perceived that the accreditation will narrow the gap between public and private child care centers. Second, in operating customized child-care service, most directors preferred 'submits only the same plan as that of a designated one', but most child care providers preferred 'assessment after providing customized child-care'. For the reliable child-care service and accounting management system, both subject groups showed general satisfaction with 'current system'. Third, both subject groups responded that 'overtime pay for child care providers' and 'government's consistent child-care policy' were what they desire most to improve Seoul-type Child Care Accreditation.

  • Hospital Accreditation Programme(HAP) has been introduced in many countries in the world for these recent years. This article reviews the HAP in the aspects of the organization, survey and evaluation process, evaluation criteria, and its impact to the hospital quality improvement. The nations included in this study are USA, UK, Canada, Australia, and Korea. To carry out this comparative study, the authors have reviewed articles and accreditation manuals having been issued in many countries. An expert panel of medical doctor, nurse, pharmacist, administrator, and specialist in health facilities formulated a study framework. The results of this study enhance understanding about hospital accreditation activities according to each nation's health care system. In recent years, the Korean government has launched the plan to improve the quality of health services by strengthening the hospital accreditation programme. This study results can provide useful information in development and implementation of the national hospital accreditation programme in Korea.

  • American Academic Accreditation System was reviewed. Current accreditation standards of the six regional accreditation associations were analysed with reference to the evaluation of academic libraries. That analysis was led to the recognition of some trends; mission and goal based assessment, qualitative evaluation, emphasis on the student learning outcomes, emphasis on the teaching role of academic librarians, distance education, and less prescriptive text. Some suggestions were made for revision of the Korean academic accreditation standards related to libraries.
