The building production system has been analysed by the dichotomy "employer-contractor" relationship, which failed to take into account of the role and function of multiple stakeholders within the life-cycle supply chain. This is further observed in the current conflict resolution model, which, in my argument, struggles to contribute to industrialize the building production and achieve better efficiency and effectiveness as expected. The purpose of this paper is to critically assess the issues of current programme-based conflict resolution model, and discuss alternative models how they can be modelled and applied to the construction projects. The conclusions of findings are; First, the current model is framed around the contracts and dispute resolutions based on the legal concept of "claimant and respondent" where one party(s) advances a claim once and the other(s) objects, as such it fails to reflect the nature of construction projects where multiple stakeholders are involved concurrently and for a long period of life-cycle of buildings. Second, an alternative is "Six-stakeholders model" which represents the multiple stakeholders and clarifies the flow of obligation-liability-monetary relationships among participants for a long period of life-cycle of buildings. Further, with reference to both historical and recent cases, a reflection and insight into pros and cons of programming method is added, especially as to why this method is considered to have become a mandate of the modern construction management, and how academics and practitioners should deal with it more cautiously and prudently.

In the process of urban development, the increase in the number and the complexity of urban facilities gives rise to a variety of problems, such as increase in construction and maintenance cost. In particular, taking into account the fact that an emergency situation in an urban facility can cause substantial loss of property as well as casualties, it becomes important to intelligently perceive states of facilities and properly execute countermeasures through real-time monitoring. In recent years, practitioners and researchers have made efforts to improve current passive and manpower-dependent facility management systems to be more active and intelligent, by applying diverse ubiquitous computing technologies for the u-City project. In this study, after discussing major drawbacks of the conventional facilities management, the concept and the model of a sensor-based integrated intelligent management system for urban facilities are proposed. The proposed model, by analyzing and processing real-time sensor data from urban facilities, not only supports the management of individual facilities, but also enables the detection of complex facility-related events and the process of their countermeasures. This active and intelligent management of urban facilities is expected to overcome the limitation of the conventional facilities management, and provide more suitable facility management services for the u-City development.

Since 'The Act on Private Investment of The Infrastructure' was established in 1994, private investment as well as government's investment has been active on transport infrastructure. But investment of transport infrastructure has more risks than others due to overforecast of transport demand for ensuring project validity, and cost uncertainty arising from financial crisis, commodity prices and so on. In the case of Incheon international airport express, after 2 years and 6 months, Incheon international airport express is opened, Korail take over equity stake in private investor due to the problems of MRG(Minimum Revenue Guarantee) be contracted with private investor. Not only that, in other case of Yong-in light rail, it is ongoing for legal disputes between Yong-in local government and private investor on account of opening delaying. On current Investment Assessment System of Transport Infrastructure, Risk Management system on investment of transport infrastructure is inadequate because Sensitivity Analysis in economic efficiency have been performed on the simple method which only changes benefits, expense and social discount rate. For this reason, this study analyze risks for investment of transport infrastructure demand forecast, and rise to the management practice for every particular item.

The purpose of this study was to determine how nurses recognize the need for supportive care of advanced cancer patients and to provide preliminary data on how adequate circumstances are to be set up and maintained in Korea. For the purpose of this study, we developed a preliminary questionnaire based on a focus group of 8 nurses run by a clinical psychologist and administered it to 228 nurses in a cancer hospital, over a 3-month period. Participants of this study were nurses with more than 5 years' experience of treating advanced cancer patients. The result showed that 207 respondents (90.8%) agreed that a smooth communication system for treatment taking into account the symptoms experienced by patients and rehabilitation issues was needed. More than 80% agreed that the items needed for an integrated management service for advanced cancer patients should include psychological support, an integrated pain and symptom management, and education for the patient and his or her caregivers. These results strongly suggest that a new system distinct from palliative care or hospices is needed for patients with advanced cancer in Korea.

The recent technological developments of smart devices, multiple services are provided to enhance the users' quality of life including smart city, smart energy, smart car, smart healthcare, smart home, and so on. Academia and industries try to provide the users with convenient services upon seamless technological research and developments. Also, whenever and wherever a variety of services can be used without any limitation on the place and time upon connecting with different types of devices. However, security weaknesses due to integrations of multiple technological elements have been detected resulting in the leakage of user information, account hacking, and privacy leakage, threats to people's lives by device operation have been raised. In this paper, safer communication framework is suggested by device control and user authentication in the mobile network environment. After implementations of registration and authentication processes by users and devices, safe communication protocol is designed based on this. Also, renewal process is designed according to the safe control of the device. In the performance evaluation, safety was analyzed on the attack of protocol change weakness occurred in the existing system, service halt, data leakage, illegal operation control of message, and so on, which confirmed the enhanced speed approximately by 8% and 23% in the communication and verification parts, respectively, compared to the existing system.

With the enactment of the "Framework Act on Carbon Neutrality and Green Growth to Cope with Climate Crisis," various sector-specific plans are being implemented to achieve carbon neutrality. School facilities are mandatory buildings for the "Zero Energy Building Certification" and are the buildings that account for the highest proportion among public institution buildings. Therefore, they play a major role in achieving carbon neutrality in the construction sector. This study analyzed the recent energy use trends and zero energy levels in varied ways to promote the spread of building energy management systems and to provide basic data for efficient operation management and investigated the effectiveness and user opinions of the Building Energy Management System (BEMS) applied to school facilities.

Recently, the demand regarding reliability and safety of the railroad are increased as built to high-speed railway and Driverless LRT systems. Accordingly, effective management of construction projects is being applied, with the introduction and use of PMIS computerized systems. Due to the construction of railways, from the start of PMIS research planning, design, procurement, to construction and commissioning, various expertise is being carefully gathered, and by integrating it into the unified budget ideas and processes, rational, efficient, organized, and manageable financial plans are developed for the computerized system. However, the current PMIS does not take into account the life-cycle. Therefore, this study is to bring attention to the BIM smart BOM-based configuration management for life-cycle through the consideration for railway construction project management.

This article is to analyze the service efficiency of public sector using Data Envelopment Analysis(DEA). We tried to measure the public service quality and overall satisfaction by using several DEA models, degree of combination and top2box which is a little bit different methodology from traditional ones. We used CCR, Super-efficiency and Slack based measure(SBM) model in DEA to measure public service efficiency of the 16 public institutions(7 City Halls and 9 Provincial offices). Since the traditional method based on the measurement model(CCR, BCC) has the fundamental problems without taking account of the existence of slacks inputs and outputs in several efficient units, we suggest to measure the exact amount of efficiency and inefficiency of the public sector and rank analysis many efficient units exactly through the slacks-based measure model(SBM)

In this paper, we propose an efficient passwork management scheme using the Pseudopia function which performs a mukti-password management and change scheme in the cyberspace. For a givne user and a web-site, the Pseudopia automatically generates a user name and a password that can be used to establish an anonvous account at the web-site. In the proposed scheme, a user can protect his password using " the personal etropy" which relates to his own life experiences, that identified only by himself. The proposed scheme can be applied to the broad tools for the internet related applications such as electronic commerce and Internet banking system.

It is known that human factors account for 80 percent of all railway accidents. To reduce human errors must be the most efficient shortcut to railway safety. For public transportation employees like railway, the more delicate safety management should be executed in individual level. However, there are rarely efforts to improve safety performance of workers who are the subject operating the railway system. This paper develops a hierarchy model to evaluate the human safety performance in railway industry. To evaluate the model, AHP (Analytic Hierarchy Process) methodology is adopted. The hierarchy model is composed of four levels which are objective, two criteria, specific factors of criteria, and rating scales. In addition, since employees for evaluation are over 10, the pairwise comparisons for rating scales are carried out by the absolute measurement. We explore the applicability of AHP to the performance evaluation of railway safety workers by an example and also investigate the changes of alternatives that are railway employees according to the changes of human characteristic which is one of criteria.
