중대사고관리는 원전의 노심손상사고를 예방하거나 완화시키기 위하여 기존의 가용자원이나 시스템, 운전의 행위를 사용하는 것을 말한다. 제어실이나 기술지원반을 위하여 중대사고관리를 위하여 개발된 TRAIN(Training pRogram for Accident Management Program In Nuclear Power Plant)의 초기문자로 명명된 시스템을 본 논문에 소개하였다. TRAIN은 중대사고현상 KB(Knowledge Base)와 사고시나리오 KB, 제어도와 함께 사고관리 절차도 그리고 필요정보로 구성되어있으며 제어실이나 기술지원반에게 중대사고의 현상지식을 취득하게 하고, 발전소의 취약특성을 파악하게 하며, 상당한 스트레스하에서 주어진 문제를 해결하게 하는데 본 연구의 결과는 기여할 것이다.

Following the Fukushima accident and its extended station blackout, attention was brought to the importance of the spent fuel pools' (SFPs) behavior in case of a prolonged loss of the cooling system. Since then, many analytical works have been performed to estimate the timing of hypothetical fuel uncovery for various SFP types. Experimentally, however, little was done to investigate issues related to the formation of a flammable gas mixture, distribution, and stratification in the SFP building itself and to some extent assess the capability for the code to correctly predict it. This paper presents the main outcomes of the Experiments on Spent Fuel Pool (ESFP) project carried out under the auspices of Swissnuclear (Framework 2012-2013) in the PANDA facility at the Paul Scherrer Institut in Switzerland. It consists of an experimental investigation focused on hydrogen concentration build-up into a SFP building during a predefined scaled scenario for different venting positions. Tests follow a two-phase scenario. Initially steam is released to mimic the boiling of the pool followed by a helium/steam mixture release to simulate the deterioration of the oxidizing spent fuel. Results shows that while the SFP building would mainly be inerted by the presence of a high concentration of steam, the volume located below the level of the pool in adjacent rooms would maintain a high air content. The interface of the two-gas mixture presents the highest risk of flammability. Additionally, it was observed that the gas mixture could become stagnant leading locally to high hydrogen concentration while steam condenses. Overall, the experiments provide relevant information for the potentially hazardous gas distribution formed in the SFP building and hints on accident management and on eventual retrofitting measures to be implemented in the SFP building.
본 연구는 가상현실을 이용하여 교통사고 후 경험하게 되는 불안감 및 공포감과 같은 심리적인 후유장애에 대한 치료 프로그램을 개발하기 위한 예비연구로 수행되었다. 가상현실을 통한 교통사고 후유장애 프로그램의 핵심내용이 되는 운전주행 시나리오의 효과를 검증하고, 이완훈련 등의 불안감소 훈련의 효과를 피험자를 통해 검증해 보았다. 총 8명의 피험자(정상인 7명, 교통사고 환자 1명)를 대상으로 세 가지 주행상황 시나리오를 제시하고, 이후 이완훈련을 실시하였다. 그 결과 이완훈련 후 유의미한 불안감소 효과가 나타났다. 하지만 각각의 주행상황에 따라서 불안이 증가되는 경향성은 나타났으나 통계적으로 유의미한 수준에 이르지는 못하였다. 이를 종합하여 볼 때, 주로 정상인을 대상으로 한 연구임에도 불안유발 경향성이 나타난 점은 고무적이나 교통사고자를 대상으로 한 경험적인 증명이 필요하며, 가상현실을 이용한 이완훈련은 효과적인 것으로 판명되었다.
The adjudication of Korean Maritime Safety Tribunal (KMST) was analyzed to collect basic data to identify the cause of the risk that did not appear in the current data provided by the fishermen's occupational accidents of the National Federation of Fisheries Cooperative (NFFC) in stow net fishing vessel from 2015 to 2019. The personnel's carelessness was the most common in 29 out of 33 accidents (87.9%), followed by 25 cases (75.8%) of inadequacy of instructions, 24 cases (72.7%) of inadequacy of education on hazard factor, 20 cases (60.6%) of no personal protection equipment, 18 cases (54.5%) of poor guard, 17 cases (51.5%) of inadequacy of work method, 16 cases (48.5%) of absence of emergency stop button, 14 cases (42.4%) of work practice of poor safety precautions that affected more than 40% of all accidents as accident causes. These causes had a strong influence on each other, and the ratio of accident causes is high. With this relationship, accidents can be prevented or the severity of human injury can be reduced if types of accident process can be estimated with a scenario, and the key points before the accident in the scenario are switched to safe points.
본 연구는 국내 액체화물량이 가장 많은 울산항에서 발생한 해양사고 통계자료를 토대로 해양사고 위험도와 취약성을 분석했다. 울산항에서 발생된 해양사고 발생 위험성, 환경피해도, 환경오염사고 취약성에서 상당히 취약한 것으로 드러났으며 분석결과를 바탕으로 향후 울산항에서 발생할 가능성이 높은 해상사고 시나리오와 사고대응전략을 마련하였다. 또한 울산항에서 발생한 대형 해양오염 사고에 대비하기 위한 대응전략으로서 제어장비와 기반인프라를 구축하고 제어센터를 설립하여 해양사고안전 기능을 통합하는 것이 필요하다고 판단된다. 특히, 울산항과 같이 액체화물특화 항만의 경우 물동량의 규모나 해양오염사고의 빈도를 볼 때, 안전관리 상설기관의 유치가 절실하며 안전항만을 구축하는데 필수적으로 고려해야 할 것으로 사료된다.
자율주행차량 사고는 일반차량 사고와 다르게 기술적 문제, 환경, 운전자와의 상호작용 등 다양한 요인에 기인한 사고 발생 가능성이 존재한다. 향후 자율주행 기술의 진보로 기존의 사고원인 이외에도 새로운 이슈들이 대두될 것으로 예상되며, 이에 대응하기 위한 다양한 시나리오 기반의 접근법이 필요하다. 본 연구에서는 자율주행 사고 리포트인, CA DMV collision report와 자율주행모드 해제 보고서인 Disengagement report, 자율주행 실제 사고영상을 수집하여 자율주행차량 교통사고 시나리오를 개발하였다. 시나리오는 ISO 26262의 기능안전 시스템 failure mode에 기반하여 도출되었으며, 자율주행 기능의 다양한 이슈를 반영하고자 하였다. 본 연구를 통해 도출된 자율주행차량 시나리오는 향후 다양한 자율주행차량 교통사고 예방과 대비에 기여할 뿐만 아니라 자율주행 기술의 안전성을 향상시키는 데 중요한 역할을 할 것으로 기대한다.
The maritime risk assessment is important not only to evaluate the safety level of the ports and waterways but also to reduce potential maritime accidents at sea in terms of the proactive measures of the maritime accidents. In this paper, the collision risk assessment in Mokpo waterways has been carried out based on the IALA recommended model, IWRAP. To evaluate the accident probabilities in Mokpo waterways, all data of vessels were collected from AIS and Radar observations data and the computer simulations were carried out. To assess the risk on the traffic, the scenario-base approach has been applied to the Mokpo waterway by using the maritime accident statics over the past 5 years.
A preliminary and parametric sensitivity study on recriticality risk of fast reactor cores after a hypothetical total core meltdown accident was performed. Only neutronic aspects of the accident were considered, independent of the accident scenario, and efforts were made to estimate the quantity of molten fuel which must be ejected out of the core to assure a sub-critical state after the accident. Two types of parameters were examined : characteristic parameters of molten core such as geometry, molten pool type (homogenized or stratified), fuel temperature, environment, and relative parameters to normal core such as core size(small or large), and fuel type (oxide, nitride, metal). The first type of parameters was found to intervene more directly in the recriticality risk than the second type of parameters.
A research on accident loss calculation for polyol process without safety management activities, and safety cost estimation using process risk assessment has been implemented. In order to estimate a magnitude of loss, accident scenarios were made by combining result made from HAZOP Study method with accident possibility analysis results implemented with FTA. Also effect assessment was implement for accident consequence of each scenario. And minimum possible loss cost has been calculated when safety investment do or not. Result from cost-benefit analysis was shown as approximately \335 billion(=USS44,000 billion), as cost after subtracting safety management cost from minimum possible loss cost.
This study shows risk-based evaluation results of casualty accidents for passengers, railway staffs and MOP(Member of public) on the national railway in South Korea. To evaluate risk of these accidents, the hazardous events and the hazardous factors were identified by the review of the accident history and engineering interpretation of the accident behavior. A probability evaluation model for each hazardous event which was based on the accident appearance scenario was developed by using the Fault Tree Analysis (FTA) technique. The probability for each hazardous event was evaluated from the historical data and structured expert judgment. In addition, the severity assessment model utilized by the Event Tree Analysis (ETA) technique was composed of the accident progress scenarios. And the severity for the hazardous events was estimated using fatalities and weighted injuries. The risk assessment model developed can be effectively utilized in defining the risk reduction measures in connection with the option analysis.
