Ubiquitous City (u-City) and Intelligent Transport System (ITS) provide services, which are different from each other yet have close relation to each other partially. Thus, since a redundancy issue occurs or it is difficult to efficiently provide services depending on the relation degree, it is required to analyze the relation of services between the two systems and to elicit a priority. A table of relation among the services was created and the relation degree was analyzed by performing a survey for experts. As a result of calculating the total marks by accumulating and summing up the survey results, the incident management service and u-accident/calamity and disaster service of the ITS had the lowest value. The project priority was as follows: The basic principle of the project was that services with high relation degrees shall be worked on first. The services were categorized in each step and packaging the services could result in the synergy effect. This study is significant since it analyzed the relation degree between u-City and ITS and proposed schemes for efficiently working on the project by eliciting the priority of the services based on the analysis results.

The demands for (a) individual vehicle has been gradually increasing recently due to increase of personal income and spare time. In 2009, the quantities of registered vehicles exceeds over 17,325,210 millions pieces, and the risks of traffic accidents and traffic jam are increasing days by days. It has some limitations to solve the problem of traffic jam by transportation facilities and causes lots of time and costs. For a possible solution, ITS(Intelligent Transport System) has been introduced, but it is an insufficient way for abrupt incidents or risks on roads. The riskiest matter on driving a vehicle is unforeseen situation. In this paper, the most efficient and economical system that communicates with a driver about unexpected accident by sensor network and GPS information, is introduced rather than a traditional method associated with lots of time and costs.
Purpose: This study aims to describe the characteristics of safety incidents and factors associated with injury for patients with Home Mechanical Ventilation (HMV) at the hospital. Methods: This is a retrospective study. Data were collected from the work log of respiratory home care nurses and the patients' electronic medical records were investigated. In order to compare group differences, independent t-test and χ2 test were used. Associated factors with injury development were identified by generalized mixed modeling analysis controlling for age and gender. Results: A total of 304 patients on HMV were included in this study, among which 129 (42.4%) experienced 352 HMV-related incidents. Mean frequency of incidents for each patient was 5.11±3.98, ranged from 1 to 15 times. In 19.0% of the incidents, injury was developed. Types of incident and persons involved in the incidents were significantly associated with the patient's injury. In the case of the safety incidents, patient's injury was significantly higher in accidents caused by respiratory circuit problems compared to those caused by problems with the ventilator operation by the medical staff (coefficient=1.25, p=.020). In addition, in the case of those involved in the safety incidents, patient's injury was significantly higher in the accident caused by the patient family members or caregivers than that caused by the medical personnel (coefficient=1.25, p=.019). Conclusion: In order to minimize injury caused by incidents in patients with HMV, hospitals need to provide systemic education to their medical staff and caregivers to enhance awareness of the importance of reporting and safety management.
For predictive aviation safety management, the establishment of safety performance indicators to measure and manage the safety performance of service providers must be preceded. In particular, leading indicators are significant in that they play an important role in identifying and managing the causes of accident/incident in advance. However, the current safety performance indicators of the domestic aviation industry have limitations in that they focus on lagging indicators based on events that have already occurred. Therefore, the purpose of this study is to construct Korean leading indicators for preventive safety management. In addition, we verify the validity and importance of the indicators based on review of the experts and AHP analysis. This study is meaningful in that it can support the proactive safety management of the domestic aviation industry through the development of leading safety indicators, which have been relatively lacking in research.
Seven male Himalayan tahrs were strongly assumed to have accidently fed on foreign bodies in 2007. At the time, zoo caretakers witnessed missing fence padding, such as carpet, plastic awning, and ropes. The incident occurred the morning after the items had been set up to protect indigenous, wild long-tailed gorals from self injury caused by head butting the steel fence. Adult male Himalayan tahrs were obviously suspected of mostly eating the paddings mainly composed of carpet, thin and long plastic awning, and ropes. Even though they had not shown digestive problems, surgery was determined necessary in order to remove any indigestible foreign bodies. Left flank rumenotomy was conducted on seven male Himalayan tahrs from April to May, 2011. After anesthesia with xylazine, rumenotomy was performed on a concrete floor, with legs and head secured by ropes. No access to water and hay prior to operation for two days was needed to make the surgical procedure done quickly. Two sheets of small hand towels protecting against inflow of ruminal contents were beneficial during surgery. Antibiotics were administered intramuscularly for seven days. No abscesses at the surgical site were found after surgery. Like domestic ruminants, wild ruminants also ingest metalic or non-metalic, indigestible foreign bodies by accident. Therefore, simplified rumenotomy must be developed to apply to those wild animals to lengthen their longevity and to advance the quality of life in captivity. This case report is the first showing how to perform rumenotomy of Himalayan tahr, a wild ruminant, in Korea.

The purpose of this survey was to identify ergonomic risk factors of work-related musculoskeletal disorders (MSD) and understand the current MSD risk status in the wholesale/retail industry. The field survey was conducted at 120 wholesale/retail establishments, and the cause of MSD occurred from the national industrial accident statistics by the Ministry of Labor in 2006 was analyzed in terms of company size, a term of work, job title, and cause of occurrence. The numbers of disasters on MSD were 602 which were included 432 disasters who met with low back pain by incident. A checklist was developed by KOSHA to use for the field survey. A total of 419 tasks were identified at the 120 establishments surveyed. The highest frequency was Task 2(45%) which was mostly observed in repetitive work (e.g. displaying, scanning, cutting or wrapping of goods). The second and third were Task 9(34%) and Task 8(14%) which were identified in manual materials handling (e.g. lifting, lowering, carrying or stocking of goods). The results suggest that the three Tasks should be first considered for the control in wholesale/retail industry and that exposure to MSD risk factors in those Tasks should be primarily addressed in order to reduce MSD risk in that industry.
Large scale construction disasters such as recent Noryangjin flooding incident and Banghwadaegyo collapse accident are occurring persistently. Thereupon, the role and responsibility of the various construction participants are considered as major element to reduce disaster at the construction site. Construction industry is a process of building construction object by going through planning, designing, constructing, and maintenance controlling in which various bodies of act, from contractor to designer and builders, participate. However, the subject of current safety supervision is focused on the builder, the contract enterprise which directly employs workers, while the safety activity participation of the contractor, who exerts decision-making authority at the highest level, is excluded. Therefore, this study understands the level of awareness and reality on the safety activity of each construction participants from which the improvement plan on the contractor centered safety management system is proposed.
The CANDU 6 reactor assembly consists of an array of 380 pressure tubes, which are installed horizontally in a large cylindrical vessel, the Calandria, containing the low pressure heavy water moderator. The pressure tube is located inside the calandria tube and the annulus between these tubes, which forms a closed loop with $CO_2$ gas recirculating, is called the Annulus Gas System(AGS). It is designed to give an alarm to the operator even for a small pressure tube leak by a very sensitive dew point meter so that he can take a preventive action for the pressure tube rupture incident. To judge whether the operator action time is enough or not in the design of Wolsong 2,3 & 4, the Leak Before Break(LBB) assessment is required for the analysis of the pressure tube failure accident. In order to provide the required data for the LBB assessment of Wolsong Units 2, 3, 4, a series of leak detection capability tests was performed by injecting controlled rates of heavy water vapour. The data of increased dew point and rates of rise were measured to determine the alarm set point for the dew point rate of rise of Wolsong Unit 2. It was found that the response of the dew point depends on the moisture injection rate, $CO_2$ gas flow rate and the leak location. The test showed that CANDU 6 AGS can detect the very small leaks less than few g/hr and dew point rate of rise alarm can be the most reliable alarm signal to warn the operator. Considering the present results, the first response time of dew point to the AGS $CO_2$ flow rate is approximated.
Purpose: This study analyzed the relationship between working hours and the occurrence of industrial disasters based on manufacturing businesses that are members of Federation of Korean Trade Unions.Methods: Repliers were managers of the safety & health department in the union, and 215 surveys out of 300 businesses that agreed to participate in the research were analyzed. Results: 94 out of 300 companies, which counted for 43.7%, replied to have experienced industrial disasters. 56 of those (59.6%) had less than 52 working hours per week, and 38 companies (40.4%) had more than 52 working hours per week. 109 companies, which counted for 50.7%, did not have an incident of industrial disaster. Companies with an average of more than 52 hours of working hours per week were shown to have a 2.29 times (95% CI 1.08~4.87) higher possibility of having industrial disasters than those with less than 52 hours of working hours. Conclusion: As the study showed that industrial disasters were more likely to occur in businesses with working hours longer than 52 hours, ways to reduce working hours need to be developed and various safety measures need to be taken to prevent industrial disasters in case workers are undergoing long working hours.

But, it seems that judgments should be made based on clearer and more reasonable standards.
