Evaluation of Long-term Contracts for Market Power Mitigation in Generation Markets (발전력 시장에서의 시장지배력 억제를 위한 장기 계약량 산정에 관한 연구)

  • Restructuring of the electric power industry has brought the issue of market competitiveness to surface. Recent years have witnessed the appearance of a particular seller or group of sellers exercising market power in electricity supply. In fact, much scholarly work has been done on how to identify and mitigate such abuse by market management rules. In this paper we assess the possible market power on the basis of pivotal supplier test and propose the method to determine the reasonable quantity of long-term contracts which can play a crucial role in mitigating the market power for a pivotal player. Furthermore the market efficiency is guaranteed by making long term contracts with a pivotal player up to the quantity to ensure that the pivotal player has no incentive to abuse the pivotal quantity in the electricity market.

Factors influencing Nursing Students' Perceived Attitude toward Professional Responsibility for Child Abuse (간호대학생이 지각하는 아동학대 전문가적 책임에 대한 태도 영향 요인)

  • This study is a descriptive research study to confirm the effects of nursing students' perceived professional responsibility, attitude toward corporal punishment of children, perceived degree of behavioral control, and attitude toward professional responsibility for child abuse. Data collection was from September 1 to 30, 2021, and the collected data were statistically analyzed using the SPSS 22.0 program. As a result of the study, the influencing factor on nursing students' perceived attitude toward professional responsibility for child abuse was perceived behavioral control, and the influence power of variables was 13.6%. Based on the results of this study, it is thought that an educational program should be developed to build an environment to improve nursing students' perceived behavioral control for child abuse and to improve their attitude toward professional responsibility for child abuse.

  • Nursing students, as prospective nurses, are expected to act as child abuse reporters and advocates for child targets. Therefore, this study aimed to provide a basis for developing a child abuse prevention education program for nursing students by determining the extent of nursing students' perceived target vulnerability and target advocacy, child rights awareness, and intention to report child abuse, and analyzing the relationships among the variables. This study is a descriptive survey study to identify the effects of target vulnerability, target advocacy, and child rights awareness on intention to report child abuse among 154 nursing students, and the data collection period was from July 3 to July 31, 2023, and the collected data were analyzed using SPSS 25.0 program. As a result of identifying the influential factors on nursing students' intention to report child abuse, child abuse education, championing social justice as a sub-variable of target advocacy, and target vulnerability, the explanatory power of these variables was 35.8%. Based on the results of this study, it is suggested that it is necessary to increase activities through the development and application of simulation education based on actual clinical cases in order to increase nursing students' interest in and education about child abuse.

A Review on the Dominant Undertaking's Abuse in the Medical Device Market (시장지배적 의료기기 사업자의 경쟁제한적 차별행위 - 지멘스 사건을 중심으로 -)

  • Medical device market is strongly related with health care market. Public regulation in medical device market tends to be more lenient than health care market. In this market, competition law, administrative law and intellectual property law are intertwined, and thereby a variety of legal issues could be developed. Recently, dominant undertaking's abuse case was dealt with KFTC(Korea Fair Trade Commission) and Seoul High Court. The issues were whether dominant undertaking discriminated trading partners and this discrimination was anticompetitive. In this case, Seoul High Court revoked the KFTC's decision, holding that the undertaking did not harm competition, though it has dominant power in the relevant medical device market. This decision would be a meaningful precedent, not only that there have been small numbers of dominance abuse cases in Korea, but also that this case happened in medical device market. This case dealt with various issues like market definition, market power, alleged abuse and its anticompetitive effect. The court held that medical device markets are distinguished from medical device repairing market. However, the court did not clarify that medical device repairing market is a single branded market only for repairing the plaintiff's medical devices. Second, plaintiff's dominance is based on the lock-in effect, which means that hospitals could not switch devices like CT or MRI from plaintiff to other competitors. This could be supplemented from the fact that medical devices are expensive and the using period are significantly long. However market definition based on single branded market theory could be applied in rare and exceptional cases. Therefore the general application of single branded market theory might result in overestimate of market power. This type of abuse pattern requires improper condition contrary to resonable trade practice. KFTC asserted free charge for plaintiff's copy right. However, it is not clear whether the cases for free charge are general or not. Even if so, the intention and motive of providers for free charge should be proved. The main issue of anticompetitive effect was whether plaintiff raised rival's cost. Competitor's cost was increased due to plaintiff's copy right and its license fee. However the charge for license could be within the scope of fair and legal exercise of copy right. If competitors are excluded due to legal exercise of copy right or efficiency, the exclusionary abuse could not be proved.

  • Despite the Openflow's switch migration occurs after the channel was established in secure manner (optional), the current cryptography protocol cannot prevent the insider attack as the attacker possesses a valid public/private key pair. There are methods such as the certificate revocation list (CRL) or the online certificate status protocol (OCSP) that tries to revoke the compromised certificate. However, these methods require a management system or server that introduce additional overhead for the communication. Furthermore, these methods are not able to mitigate power abuse of an insider. In this paper, we propose a role-based identity-based cryptography (RB-IBC) that integrate the identity of the node along with its role so the nodes within the network can easily mitigate any role abuse of the nodes. Besides that, by combining with IBC, it will eliminate the need of exchanging certificates and hence improve the performance in a secure channel.

  • Several methods exist for detecting hacking programs operating within online games. However, a significant amount of computational power is required to detect the illegal access of a hacking program in game clients. In this study, we propose a novel detection method that analyzes the protected memory area and the hacking program's process in real time. Our proposed method is composed of a three-step process: the collection of information from each PC, separation of the collected information according to OS and version, and analysis of the separated memory information. As a result, we successfully detect malicious injected dynamic link libraries in the normal memory space.

  • Although the generation market is competitive, the power market is easily exercised the market power by one generator due to its special futures such as a limited supplier, large investment cost, transmission constraints and loss. Specially, as Korea Electric industry restructuring is similar US competitive wholesale electricity market structure which discovered the several evidences of market power abuse, when restructuring is completed the possibility that market power will be exercised is big. Market power interferes with market competitions and efficiency of system. The goal of this study is to investigate the market price effects of the potential market power and the proposed market power mitigation strategy in Korean market using the forecasting wholesale electricity market model. This modeling is developed based on the system dynamics approach. it can analyze the dynamic behaviors of wholesale prices in Korean market. And then it is expanded to include the effect of market condition changed by 'strategic behavior' and 'real time pricing.' This model can generate the overall insights regarding the dynamic impact of output withholding by old gas fire power plant bon as a marginal plant in Korean market at the macro level. Also it will give the energy planner the opportunity to create different scenarios for the future for deregulated wholesales market in Korea.

Development of Prevention and Educational Programs for Battered Women (아내구타 예방 및 대처 교육프로그램 개발)

  • The purpose of this study was to develop prevention and educational programs for battered women. The first stage was to assess battered women's health status and health needs. The second stage was to develop prevention and educational programs to improve battered women's health. A survey research design was used to gather data from June-November 1999 by the counselor. Research sample was recruited from shelter and women's counseling centers in Seoul, Inchon, Chooncheon, Taejeon, and Jeoju. Trained counselors contacted 218 women, who agreed verbally to participate in the study. The researcher did a literature review and developed the tool used. We did ten pretests and three counselors checked the tool for content validity. The reliability and validity of the instrument were acceptable. The second stage of the research consisted of lay-professional groups discussing the abuse problems and possible solutions. Each group had five professionals (counsellor, nurse, minister, psychiatrist, social worker) and five women who have experienced battering from her husband in community. Result of the survey and two(lay persons and professionals) group discussions showed that victims need more assessment of physical, mental and spiritual needs. Victims were beaten more often during their pregnancies than at other times. Various kind of strategy were frequently utilized, but still the number of women abused and suicides committed increased. Both studies showed that the women experienced severe beating, that they felt powerless, that they need to understand that society abuser characteristics, that they lack a protection support system and that society lacks would an understanding of battered women. Based on the result of both studies, we developed model for prevention and education of battered women. This educational program will increase women s power to solve the abuse problems. The ultimate goal of the program is to develop a one-stop center to give wholistic approach care to women in abuse situations.

  • The 4th industrial revolution technology has brought many changes not only in human life but also in the industrial field. ICT such as 5G and artificial intelligence and convergence/complex systems such as drones and robots are convenient for humans, and automation of all processes in the industrial field. However, these advanced information and communication technologies also have adverse functions. As advanced ICT was incorporated into military and terrorist weapon systems, more powerful and highly destructive weapon systems began to be developed. In particular, by applying advanced ICT to the production and use of terrorist tools, the terrorist method became more sophisticated and caused more damage. In this paper, we derive advanced ICT that can be abused according to the terror patterns in the 4th industrial revolution era, and present a method that is applied from preparation to execution of terrorism. The abuse of advanced ICT makes terrorism more stealthy and subtle, and increases its destructive power.

THE PRELIMINARY STUDY ON THE DEVELOPMENT OF COGNITIVE-BEHAVIORAL GROUP THERAPY FOR SCHOOL BULLIED (집단 따돌림 피해학생을 대상으로 한 인지행동적 집단치료 개발을 위한 예비 연구)

  • Bullying is the intentional, unprovoked abuse of power by one or more children to inflict pain on or cause distress to another child on repeated occasions. Bullying can be considered to be a form of child abuse:peer abuse. Victims suffer adverse effects in the short and long term. If bullying is regarded as a form of abuse then professionals have a duty to detect it, take it seriously, and ensure that it is deal with to reduce the child's suffering and minimize the potential long term effects. This study is aimed preliminarily the development of cognitive behavioral group therapy for school bullied. 202 normal middle school freshman responded to self report scales- Offer's Self-Image Questionnaire-Revised, Children's Depression Inventory, Spielberger State/Trait Anxiety scale, and Defining Issues Test. The data were analyzed with Pearson's correlation to test the relationship among the above 4 variables. Self Image, depression, and anxiety were correlated strongly each other. But moral development was not correlated with self image, depression, and anxiety. Five school bullied students were referred by their teacher for school maladjustment. The author tried 12 sessions of Cognitive-Behavioral group therapy and assessed their behaviors pre- and post intervention by above 4 scales. There were no significant different intervention effects statistically. But It is meaningful that improvement of psychological mindedness in diary written by subject in treatment sessions
