텍스트 마이닝과 토픽모델링 분석을 활용한 코로나19와 간호사에 대한 언론기사 분석 (Analysis of Media Articles on COVID-19 and Nurses Using Text Mining and Topic Modeling)

  • Purpose: The purpose of this study is to understand the social perceptions of nurses in the context of the COVID-19 outbreak through analysis of media articles. Methods: Among the media articles reported from January 1st to September 30th, 2020, those containing the keywords '[corona or Wuhan pneumonia or covid] and [nurse or nursing]' are extracted. After the selection process, the text mining and topic modeling are performed on 454 media articles using textom version 4.5. Results: Frequency Top 30 keywords include 'Nurse', 'Corona', 'Isolation', 'Support', 'Shortage', 'Protective Clothing', and so on. Keywords that ranked high in Term Frequency-Inverse Document Frequency (TF-IDF) values are 'Daegu', 'President', 'Gwangju', 'manpower', and so on. As a result of the topic analysis, 10 topics are derived, such as 'Local infection', 'Dispatch of personnel', 'Message for thanks', and 'Delivery of one's heart'. Conclusion: Nurses are both the contributors and victims of COVID-19 prevention. The government and the nurses' community should make efforts to improve poor working conditions and manpower shortages.

  • 본 연구는 4차 산업혁명 시대의 전통시장 활성화 방안에 대한 연구로서 2021년 천안시 전통시장·상점가 실태조사 자료 중 총 188개를 연구 분석에 사용하였다. 전통시장의 환경개선 활성화를 위해서는 시대 상황에 맞는 환경적 변화가 일차적으로 요구되고 있는 것을 알 수 있다. 전통시장은 낙후된 공간으로 주차환경개선사업과 시설 현대화 사업(화장실, 시설 장비 등)으로 시대적 요구에 맞게 특성화 세분화 과정을 거쳐 공간을 개선함으로써 운영의 편리성을 높이고 방문객의 이용 증진과 자연스러운 인식 개선을 도모할 수 있다. 또한, 차별화된 경영활성화 콘텐츠와 시설 현대화 사업과 유기적으로 조화를 이룰 때 전통시장 활성화 사업의 효율성과 효과성을 높일 수 있다. 본 연구에서는 전통시장의 활성화를 위해 전통시장 활성화 요인 중 시설의 환경개선 부분에 대해 분석하고 그간의 전통시장에 대한 정부지원정책에 대해 실질적 대안이 될 수 있는 방안을 제안하는데 연구의 의의가 있다.

국회 청원제도를 통한 보건의료 입법사례 연구: 13-20대 보건복지위원회 청원을 중심으로 (Healthcare Legislation Cases in the National Assembly Petition System: Focused on Petitions to the Health and Welfare Committee of the 13th National Assembly through the 20th Assembly)

  • The right to petition is a classical right of the people in constitutional states, and in Korea, it is a statutory right in the Constitution, the National Assembly Law, the Petition Law, and the Local Autonomy Act. The healthcare community first made a successful petition to the National Assembly when it achieved the amendment of the Government Organization Act through a petition to the National Assembly for the independence of the Ministry of Health, and this achievement served as the basis for further petitions. Since then, the healthcare community has successfully achieved the enactment and amendment of related occupational laws through National Assembly petitions, such as the amendment of Article 41, Paragraph 7 of the former Medical Insurance Act (Korean Medical Association, 14th Assembly), enactment of the Dental Health Act (Korean Dental Association, 15th Assembly), and amendment of the Health Functional Foods Act (Korea Pharmaceutical Association, 16th Assembly). Its petition accomplishment rate is higher than the total petition accomplishment rate of the Health and Welfare Committee of the National Assembly. However, along with the overall decrease in the number of National Assembly petitions, the Korean Medical Association and Korea Pharmaceutical Association have not achieved any results through petitioning since the 16th Assembly (June 2000), and the Korean Hospital Association and Korean Nurses Association have not achieved any results through petitioning since the 17th Assembly (April 2004). Furthermore, no National Assembly petitions have been made at all for 5 years (2014-2018). The Korean Medical Association and Korea Pharmaceutical Association previously showed a high petition accomplishment rate through their accumulated experience with National Assembly petitions and vigorous policy assistance from doctors/pharmacists/nurses turned lawmakers. More specifically, healthcare organizations have achieved results by actively conducting organized activities with the National Assembly, as implemented by a national assembly director and employees, and in case of petitions for legislation, each group has established infrastructure for reviewing the relevant laws by appointing a legislative director, as well as a legal advisor and advisory counsel. Although the organization that has submitted the most petitions to the National Assembly is the Korean Hospital Association, the group with the highest petition success rate is the Korean Medical Association, which may be linked to the relatively high proportion of doctors who have become lawmakers. Furthermore, the fact that other healthcare organizations were highly interested in petitioning the National Assembly has had major implications for the petition activities of healthcare organizations.

  • The purpose of this study is to provide data for planning future temporary housing in Korea by comparing and analyzing the characteristics of emergency housing rapidly supplied by Japan Prefabricated Construction Suppliers and Manufacturers Association(JPA) and general construction companies, according to the supply subject in times of natural disasters in Japan. Literature reviews and on-site field investigations are conducted as research methods during the period of August 4th~9th, 2019. As subjects of study, the characteristics of two housing complex built in Ishinomaki City with different supply subjects were compared and analyzed. As a result of this study, Japan has a clear distinction of terms for emergency housing, which are divided into rental and construction types. With the close cooperation between the government, local governments and construction companies, providing a prompt systematic supply is possible. The characteristics of emergency housing are differ depending on supply subjects. The emergency housing of JPA has diversity of plane, two rooms facing south, and fast construction time, while the emergency housing of the general construction company has a flexible spatial transformation and excellence of materials.

한밤마을과 괴란마을의 사례 분석을 통한 당산숲·마을숲 복원 자료 구축 (Preparation of Data for Restoration of Dangsan Forests and Rural Community Forests from the Case Study of Hanbam and Goiran Villages)

  • This study aims to understand the characteristics of dangsan forests and rural community forests (RCF), and seek for a landscape management scheme. Dangsan forests and RCF have been maintained by local residents since hundreds of years ago. However, many of them have been disturbed. The case sites were derived from the twenty villages previous investigated where dangsan forests and RCF's remainrd. The two sites were remodelled to restore what have been degraded. Hanbam village has maintained its dangsan forest with good management practices, whereas the dangsan forest and RCF of Goiran village showed relatively poor management. The size of dangsan forest at hanbam village was 13,784$m^2$, and major tree species was Pinus densiflora. In total, 151 trees with more than 30cm in DBH were standing on the site. As a cultural activity, the dangsan festival have been held in January $5^{th}$ by lunar calendar to the 2005 at the Jindongdan, a dangsan tree made of stone. The RCF of Hanbam village has disappeared due to the event of landslide in 1930, which needs to be restored. Goiran village has a dangsan forest and a RCF. The forests in Goiran village revealed many problems due to bad management practice. The prototype of the dangsan forest was deteriorated by introduced Prunus serrulata and the facilities for physical training. A systematic management scheme for dangsan forests and RCF's should be established with a close partnership among local residents, experts, and local government.

고고자료로 본 5~6세기 신라의 강릉지역 지배방식 (The Ruling System of Silla to Gangneung Area Judged from Archaeological Resources in 5th to 6th Century)

  • 본 고는 강릉지역에서 발굴조사된 고고자료를 검토하여 문헌기록과 비교하면서 신라가 강릉지역으로 진출하여 재지 세력을 지배해 나가는 과정에 대해 가설을 세워 본 것이다. 강릉지역의 고고학적 양상은 신라가 처음 이 지역을 복속하고 재지세력들에 침투하는 과정을 잘 보여주는데, 필자는 이 지역의 5~6세기 고고학적 특이양상에 대해 적극적인 해석을 시도하였다. 강릉지역은 신라 진출 이전 예국이라는 읍락국가가 존재하고 있었다. 신라는 4세기 4/4분기에 처음으로 강릉지역으로 진출하였으며, 기존의 예국을 복속한 후 지역 실정에 맞게 재지세력을 통치해 나갔다. 이에 대해 고고자료와 문헌기록을 비교검토해 본 결과, 신라가 강릉지역을 복속한 후 취한 지배정책은 간접지배와 직접지배의 2단계로 나누어 볼 수 있었다. 간접지배는 다시 초입기(I 단계)와 정착기(II 단계)로 구분하였는데, I 단계는 신라가 처음 강릉지역으로 진출한 시기로 신라는 재지세력의 자치를 그대로 허용하며 간접지배를 실시하였으며, 그 시기는 4세기 4/4분기부터 5세기 2/4분기로 보았다. 그리고 II단계는 신라가 강릉지역의 재지세력들에게 위세품을 하사하여 적극적인 정책을 펼치면서 동시에 신라 중앙에 의해 강릉지역 중심세력인 초당동과 병산동 세력에게 위세품을 분여하여 서로 견제를 하게 만들어 재지세력간 힘의 균형을 통제하였다. 그 시기는 5세기 3/4분기에서 5세기 4/4분기로 추정하였다. 그러나 신라는 강릉지역을 북진의 전초 기지로 인식하고 나서는 직접지배체제로 전환하기 시작한다. 즉, 신라 중앙에서 파견한 지방관을 상주시켜 지방제도를 확립하고 재지세력에 대한 재편과정을 거쳐 중심세력을 초당동 병산동 세력에서 신라와 친연성이 가장 강한 영진리 방내리 세력으로 교체하고 강릉지역을 완전 장악하기에 이른다. 그 시기를 6세기 1/4분기부터로 보았다.

유럽의 기록관리 제도 및 체계에 대한 연구 - 영국·프랑스·독일을 중심으로 - (A Study of Record Management system and organization in Europe - Britain, France, Germany -)

  • 본 연구의 목적은 영국 프랑스 독일 등 유럽의 기록관리 제도와 체계를 분석하고 우리의 제도와 비교함으로써 우리가 본받을 장점을 알아보고자 하는데 있다. 이를 위하여 각 국의 기록관리법의 주요 내용과 특징, 기록관리와 보존을 위한 조직과 기구 그리고 전문가 양성제도, 기록관리업무체계 등을 분석하였다. 연구 결과 유럽 3국이 우리의 기록관리제도에 주는 주요한 시사점은 다음과 같다. 첫째, 공공기록물에 대한 연구 목적의 이용을 장려하고 일반인의 열람권을 보장한다. 둘째, 지방기록보존소를 지역문화와 역사연구의 중심지로 활성화한다. 셋째, 기록관리 전문인력의 직렬을 구분하고, 국가수준에서 양성한다. 넷째, 역사적 개인기록물에 대한 수집을 강화하고 보존을 지원한다.

농촌문화마을 조성 및 활성화 방안연구(1) - 김제시 대산마을(현황분석 및 기본구상)을 중심으로 - (A Study on the Creation and Activation Program of Cultural Rural Village - Focused on the Case in Dae -San Village, Kimje-si, Chonbuk Province -)

  • Now in order to overcome the weakest points of the rural areas of the city of Kimje and, transform them into rural cultural villages which have local governing systems suitable to new localization age and activate this plan, we selected Daesan Village as a model village which had shown a lot of potentials in the basic research and studied it dividing it into the former part and the latter part. We studied Daesan village in the former part focusing on state analysis and basic ideas and in the latter part focusing on master plan and detail planning. We can summarize the conclusion like the followings. 1. Daesan Village located 8 kilometer away from the downtown Kimje and the city of Iksan respectably has comparatively good environment of good sunny place as an open field whose surrounding configuration of the ground consists of farming lands and low hills in front and rear. It has 38 farming households in all. 2. Human environment(인문환경); the village road whose width is about 4 meters is forming a flow system forking off into three. There is a route bus which operates three times a day even into the inside of the village. The main sources of revenue are vegetables in facilities, fruits and floriculture. Their average revenue is about 10.5 million won. 3. Here in DaeSan Village a legend dealing with Teasan literally meaning a big mountain consist of th village's tradition and you can see the tombs of a very faithful son and Anwi an army general in the age of the Japanese Invasion of Korea of 1592 to 1598 inside the village. 4. 85 out of the eitire population 141 whose age are over 20 showed very positive attitudes in a questionnaire about, making the village a cultural one and its development. 5. The basic of planned ideas is to increase the revenue of the farming household by making the village a professional farming one which has a state-of the-art production facility and agricultural technique. It is to make the village the one where people can enjoy the sense of the rural life and the farmer can enjoy their lives through consumptive and consistant leisure and resting activities. 6. We are planning to make entrance space, life space, rest and sport space, and cultural space considering the characteristics of the village and the demand of the resident. We are also planning to make tile entire city of Kimje an information transmitting base in short and long term perspectives. 7. DaeSan Village was planned as a place where tradition and the future exist together. On the basis of this concept we planned future programs for Daesan Village and in the latter part of the study master plans and detail plans will be continued.the regional agricultural condition. The development permissions were only during the period of restricted to use ($1979.12{\sim}1993.11$). We propose that the authority of development permission should be given to the local autonomy government, because the local government has the knowledge of its individual agricultural conditions.

광고를 통해 본 일제강점기 치과 장비 및 기구 광고에 관한 연구 (The study on advertisement of dental devices & instrument during Japanese colonized period)

  • This article is purposed of reviewing the development history of Japanese dental devices and instrument, and their related advertisement activities during the Japanese colonized period in Korea in early 20th century. Japanese dental devices and instrument were redesigned to accommodate their ergonomic shape above the simple imitation, and it implies the excessive desires brought them frustrations. The tragic earthquake on Sep. l, 1923, medical insurance law enforcement on Jan. 1, 1927, celebration of "Cavity prevention Day" started on Jun. 4, 1928, and the attack of Manchuria and China by Japan after 1931, all of these historical incidents become the preliminary requirement for the development of dental devices. On Nov. 1, 1937, Japanese government started to control dental materials, driving the campaigns for excluding foreign products and encourging the use of local products. In 1939, Nakajima dental manufacturers used this political and social atmosphere on their advertisement as saying "Our Nakajima's products have no compromise with the short raw materials, but only commitment to our quality". Since after 1940, the price and supply have been strongly under control, and the control group was appeared to manage all of supply and distribution of raw materials, regular price system, and specifications. At last, the Japanese national power were devastated in its production and distribution capacities, and get to the frustrated period. The main advertised dental devices and instruments in Korea during the Japanese colonized period were 1) dental chair, unit and cabinet, 2) dental x-ray, 3) compressors, 4) dental needles, 5) small instrument and carryon medical(emergency) kit, 6) oral hygiene and pyorrhea alveolaris, infrared rays, sunlight lamp, ultrashort wave treatment devices, 7)crown former, electric furnace, casting machine, articulator, electric lathe, and laboratory equipments, etc.

4차 산업혁명시대의 새로운 지역산업정책방향에 대한 정책제언 (Policy Recommendation for New Regional Industrial Policy in the Fourth Industrial Revolution Era)

  • 본 연구는 4차 산업혁명의 글로벌 추세하에서 한국의 산업경쟁력약화라는 현실에 직면하여, 지역산업정책의 현황과 성과를 분석하고 향후 새로운 국가성장전략으로서의 지역산업정책이 지향해야 할 정책방향을 제시하고자 함에 목적이 있다. 이를 위하여 본 연구는 문헌연구에 기초하여 변화된 정책환경에 부합되는 새로운 지역산업정책의 틀을 구상함에 주안점을 두었다. 먼저, 큰 틀의 정책방향으로 권역 간 형평과 권역 내 효율의 동시적 추구라는 산업정책틀을 제시한다. 이를 위한 구체적 정책방안으로 첫째, 지역주도 지역산업정책 거버넌스의 구축, 둘째, 인력양성중심, 중앙정부컨설팅을 법제화한 지역산업정책 기획, 셋째, 지역고유의 문화와 정체성에 기초한 라이프 스타일 산업 생태계 조성을 통한 지역전략산업 육성 넷째, 4차 산업혁명기술의 종합시현장인 스마트시티를 참여형 혁신플랫폼, 창업 및 자본유치 플랫폼, 공공조달과 데이터에 기반 한 신산업육성 플랫폼으로 활용할 것을 제안한다. 본 연구는 4차 산업혁명의 전개와 기존산업의 경쟁력 상실이라는 새로운 환경에 대한 대처전략의 제시에 의의가 있으며, 향후 세부적인 실천방안에 대한 추가연구가 요구된다.
