Security and Safety Assessment of the Small-scale Offshore CO2 Storage Demonstration Project in the Pohang Basin (포항분지 해상 중소규모 CO2 지중저장 실증연구 안전성 평가)

  • During the selection and characterization of target formations in the Small-scale Offshore $CO_2$ Storage Demonstration Project in the Pohang Basin, we have carefully investigated the possibility of induced earthquakes and leakage of $CO_2$ during the injection, and have designed the storage processes to minimize these effects. However, people in Pohang city have a great concern on $CO_2$-injection-intrigued seismicity, since they have greatly suffered from the 5.4 magnitude earthquake on Nov. 15, 2017. The research team of the project performed an extensive self-investigation on the safety issues, especially on the possible $CO_2$ leakage from the target formation and induced earthquakes. The target formation is 10 km apart from the epicenter of the Pohang earthquake and the depth is also quite shallow, only 750 to 800 m from the sea bottom. The project performed a pilot injection in the target formation from Jan. 12 to Mar. 12, 2017, which implies that there are no direct correlation of the Pohang earthquake on Nov. 15, 2017. In addition, the $CO_2$ injection of the storage project does not fracture rock formations, instead, the supercritical $CO_2$ fluid replaces formation water in the pore space gradually. The self-investigation results show that there is almost no chance for the injection to induce significant earthquakes unless injection lasts for a very long time to build a very high pore pressure, which can be easily monitored. The amount of injected $CO_2$ in the project was around 100 metric-tonne that is irrelevant to the Pohang earthquake. The investigation result on long-term safety also shows that the induced earthquakes or the reactivation of existing faults can be prevented successfully when the injection pressure is controlled not to demage cap-rock formation nor exceed Coulomb stresses of existing faults. The project has been performing extensive studies on critical stress for fracturing neighboring formations, reactivation stress of existing faults, well-completion processes to minimize possible leakage, transport/leakage monitoring of injected $CO_2$, and operation procedures for ensuring the storage safety. These extensive studies showed that there will be little chance in $CO_2$ leakage that affects human life. In conclusion, the Small-scale Offshore $CO_2$ Storage Demonstration Project in the Pohang Basin would not cause any induced earthquakes nor signifiant $CO_2$ leakage that people can sense. The research team will give every effort to secure the safety of the storage site.

A Review on Disaster Response through Critical Discourse Analysis of Newspaper Articles - Focused on the November 2017 Pohang Earthquake (신문기사의 비판적 담론분석을 통한 재난대응에 대한 고찰 - 2017년 11월 '포항지진'을 중심으로)

  • Purpose: This study aims at exploring implications of discourse and social practice produced by various stakeholders in politics, economy and society to provide useful material for effective disaster response in South Korea. Method: Applying the Critical Discourse Analysis model of Fairclough, this study analyzes the newspaper articles of three domestic press companies mainly about the November 2017 Pohang earthquake. Results: As a result, first, the three media companies point out the low effectiveness of disaster response manuals and evacuation training. Second, strengthening shelter services and expanding support for the victims are important for recovery from the earthquake. Third, to prevent the future damages, they suggest the implementation efforts to improve the seismic design and short message service based disaster alert system. Conclusion: Based on the findings, this study suggests to improve the practicality and effectiveness of disaster prevention measures, establish an organic and integrated disaster response system, emphasize the roles and participation of citizens, check the responsibility of experts, and make the media to form sound discourse on disaster response.

Evaluation of Liquefaction Triggering for the Pohang Area Based on SPT and CPT Tests (SPT와 CPT 지반조사결과에 기초한 포항지역 액상화 위험도 평가)

  • Liquefaction-induced sand boils were observed during the Pohang earthquake (Moment magnitude, 5.4) on November 15, 2017, specifically in the region of agricultural fields and park areas near the epicenter. This was recorded as the first observed liquefaction phenomenon in Korea. This paper analyzes liquefaction potentials at the key sites at Pohang area. The simplified methods and current design standard were used to evaluate the occurrence of liquefaction. The seismic demand was estimated based on the NGA-WEST2 ground motion prediction equations (GMPEs). The liquefaction resistance of the ground was determined using the in-situ tests: standard penetration test (SPT) and cone penetration test (CPT). The liquefaction potentials were quantified by liquefaction potential index (LPI), which were compared with those from the previous studies.

Seismic Performance of Steel Industrial Storage Racks Subjected to Korea Earthquakes (국내 발생지진에 의한 물류창고 강재 적재설비의 내진성능 평가)

  • This study experimentally and analytically examines the seismic vulnerability of steel rack storage frames subjected to Korea earthquakes (2016 Gyeongju earthquake and 2017 Pohang earthquake). To achieve this aim, this study selects a three-story, one-bay steel rack frame with a typical configuration of rack frame in Korea. Firstly, the local behavior for frame components is examined by performing monotonic and/or cyclic load tests and the global response and dynamic characteristics of the subject rack frame are investigated by conducting a shaking table test. The analytical model of the rack frame is then created based on the experimental results and is used to perform nonlinear time history analyses with recorded Korea earthquakes. The seismic demand of the rack frame is considerably affected by the spectral acceleration response, instead of peak ground accelerations (peak floor accelerations). Moreover, the collapse fragility curve of the rack frame is developed using incremental dynamic analyses for the Gyeongju and Pohang earthquakes. Fragility results indicate that the ground motion characteristics of these earthquakes do not significantly affect the frame vulnerability at the collapse state.

Natech Risk Assessment of Chemical Facilities in the Event of Earthquake in Korea using RAPID-N (RAPID-N을 이용한 국내 지진 발생 시 화학시설 Natech 위험성 평가)

  • Accidents occurring due to natural disasters in chemical process facilities where technologies are concentrated can cause secondary damage. The concept of the relationship between natural disasters and highly intensive technologies has evolved into the Natech (Natural Hazards Triggered Technological Disaster) research. Currently, the number of earthquakes is increasing all over the Korean peninsula. To assess the risk of Natech when an earthquake has occurred in South Korea, the Rapid Natech Risk Assessment Tool (RAPID-N) developed by the European Commission's Joint Research Center (EC JRC) was used in the present study. The RAPID-N can be used for Natech risk assessment based on mapping and can be utilized for sufficient preparation for reduction of the effects of Natech accidents. A total of 261 chemical facilities actually existing in Pohang were initially analyzed to select eight facilities and the Pohang earthquake that occurred in 2017 was implemented in the RAPID-N utilizing the shake map. High risk areas were selected through Natech risk assessments for the selected eight work places and countermeasures for the areas were suggested. High risk areas exist depending on the location, since the damage influence ranges could be overlapped and each chemical facility has an independent probability of Natech. Therefore, studies on Natech emergency plans and emergency evacuation routes should be actively conducted considering such high risk areas. The present study was conducted to demonstrate the feasibility of Natech risk assessment in South Korea through the RAPID-N. These findings can be used as a reference material to lay a foundation for Natech risk assessment and related policies in South Korea.

Characterizing Fracture System Change at Boreholes in a Coastal Area in Korea for Monitoring Earthquake (지진감시를 위한 국내 해안지역 시추공 내 단열계 변화 특성)

  • Earthquake can change underground stress condition around the hypocenter and affect the fracture systems of the rocks. In Korea, the M5.8 Gyeongju earthquake on September 12, 2016 and M5.4 Pohang earthquake on November 15, 2017 occurred inside the Yangsan fault zone and possibly affected the fracture systems in the Yangsan fault zone and nearby rock masses. In this study, the characteristics of the fracture system (fracture orientation, number of the fractures, fracture spacing and aperture, dip angle, fracture density along depth, and relative rock strength) of the rocks in the low/intermediate level radioactive waste repository site located in the coastal area of the East Sea are analyzed by the impact of the Gyeongju and Pohang earthquakes using acoustic televiewer data taken from the boreholes at the radioactive waste repository site in 2005 and 2018. As a result of acoustic televiewer logging analysis, the fracture numbers, fracture aperture, and fracture density along depth overall increased in 2018 comparing to those in 2005. This increase tendency may be due to changes in the fracture system due to the impact of the earthquakes, or due to weathering of the wall of the boreholes for a long period longer than 10 years after the installation of the boreholes in 2005. In the borehole KB-14, on the whole, the orientation of the fractures and the average fracture spacing are slightly different between 2005 and 2018, while dip angle and relative rock strength in 2005 and 2018 are similar each other.

The Abnormal Groundwater Changes as Potential Precursors of 2016 ML5.8 Gyeongju Earthquake in Korea (지하수위 이상 변동에 나타난 2016 ML5.8 경주 지진의 전조 가능성)

  • Despite some skeptical views on the possibility of earthquake prediction, observation and evaluation of precursory changes have been continued throughout the world. In Korea, the public concern on the earthquake prediction has been increased after 2016 $M_L5.8$ and 2017 $M_L5.4$ earthquakes occurred in Gyeongju and Pohang, the southeastern part in Korea, respectively. In this study, the abnormal increase of groundwater level was observed before the 2016 $M_L5.8$ Gyeongju earthquake in a borehole located in 52 km away from the epicenter. The well was installed in the Yangsan fault zone, and equipped for the earthquake surveillance. The abnormal change in the well would seem to be a precursor, considering the hydrogeological condition and the observations from previous studies. It is necessary to set up a specialized council to support and evaluate the earthquake prediction and related researches for the preparation of future earthquake hazards.

Korean Seismic Station Site Effect Estimation Using Generalized Inversion Technique (일반 역산 기법을 활용한 한국 지표 관측소 부지 효과 평가)

  • The 2017 Pohang earthquake afflicted more significant economic losses than the 2016 Gyeongju earthquake, even if these earthquakes had a similar moment magnitude. This phenomenon could be due to local site conditions that amplify ground motions. Local site effects could be estimated from methods using the horizontal-to-vertical spectral ratio, standard spectral ratio, and the generalized inversion technique. Since the generalized inversion method could estimate the site effect effectively, this study modeled the site effects in the Korean peninsula using the generalized inversion technique and the Fourier amplitude spectrum of ground motions. To validate the method, the site effects estimated for seismic stations were tested using recorded ground motions, and a ground motion prediction equation was developed without considering site effects.

Selection of Ground Motions for the Assessment of Liquefaction Potential for South Korea (국내 액상화 평가를 위한 지진파 선정)

  • Recently, some of the most destructive earthquakes have occurred in South Korea since earthquake observations began in 1978. In particular, the soil liquefactions have been reported in Pohang as a result of the ML 5.4 earthquake that occurred in November 2017. Liquefaction-induced ground deformations can cause significant damage to a wide range of buildings and infrastructures. Therefore, it is necessary to take practical steps to ensure safety during an earthquake. In the current seismic design in South Korea, the Hachinohe earthquake and Ofunato earthquake recorded in Japan, along with artificial earthquakes, have been generally used for input motions in dynamic analyses. However, such strong ground motions are only from Japan, and artificial earthquake ground motions are different from real ground motions. In this study, seven ground motions are selected, including those recorded in South Korea, while others are compatible to the current design spectra of South Korea. The effects of the newly selected ground motions on site response analyses and liquefaction analyses are evaluated.

Evaluation of Seismic Design Force by Earthquake Response Analysis of Water Tanks Installed in RC Buildings (건축물에 설치된 물탱크의 지진응답해석을 통한 설계하중 평가)

  • Several water tanks installed in the building were damaged during the Gyeongju earthquake (2016) and the Pohang earthquake (2017). Since a water tank for fire protection is very important component, seismic safety should be ensured. In this study, an interaction between a water tank and a building was studied by the dynamic analysis of the RC building with the water tank. In case the water tank was installed on the roof of the RC building, it was confirmed that it did not significantly affect the response of the building. Based on the result, dynamic response characteristics of the water tank in the building were studied using two SDOF models represented dynamic behavior of the water tanks under earthquake. An earthquake time-history analysis was carried out with variables of aspect ratio of the tank, story of the building, and installed location in the building using three kinds of earthquakes.
