  • In case of Korea Social cost by road traffic accident came to about 15 trillion per year and to 2.15% of GDP, a day about 20 person death to traffic accident and those damage scale reach out about 7 billions. Concretely, according to OECD traffic accident comparison on July 2005 (2003 statistical analysis), in korea, 7,212 Person were dead. This describe that the sacrifice numbers of traffic accident is 26 level of OECD 26 countries, the dead of traffic accident on children 100,000 persons is 25 level of OECD 25 countries. It is contrast to other developed countries. In the meantime, korea government executed various traffic policies to reduce traffic accident and depending on those policies, even if, there were epochal progressive phenomena the concerns of citizens which felt on franc accident is very deficient. On this research, traffic accident state of taking place of Gowangju.Jeonnam province was analysed depend on jeonnam province police station materials and want to suggest appropriate traffic safty counterplan propose. This subject was analysed traffic accident according the death with analysing per month, day, hour, and suggest counterplan depending on traffic accident analysis result on 2004. 2005 years.

Cost Estimation of Accidents in Auto-Glass Manufacturing Process (자동차유리 제조공정에서 발생하는 산업재해의 손실비용 추정)

  • Estimation of accident costs would set a sound criterion on which invest judgement for work improvement would be decided. Unfortunately, however, the professional agency and most companies in Korea still adopt the conventional cost estimation method based on Heinrich's theory would not be applicable any more since it was developed about a century ago. This research was carried out to confirm the validity of conventional accident cost estimation method. With 110 accident cases occurred in an autoglass manufacturing plant for last 7 years, post-accident treatment procedure was simplified as a model with several phases, and practical costs were analyzed case by case. The results showed that, as expected, the company should the largest portion of loss due to accidents, and that mean indirect cost were 10.10(${\pm}20.70$) times as much as direct cost estimated by conventional method. Therefore, finally, accident types and items influenced much on accidents costs were analyzed and discussed.

  • Forensic Engineering is the area covering the investigation of products, structures that fail to perform or do not function as intended, causing personal injury or damage to property. To investigate explosion accident of the centrifugal casting machine in terms of the forensic engineering, in this paper, the computing simulation using ADINA FSI has performed to investigate that the effect of the Check-Pin fracture by the flow phenomena and molten metal weight and the mechanical properties test of the accident Check-Pin has performed using the instrumented indentation technique. Through these studies, the safety accident that may occur in centrifugal casting machine can be minimized by performing specialized and systematic investigation of the accident cause in terms of the forensic engineering.

  • Under the current law or system, the range of traffic accident on the crosswalk does not reflect the characteristics of traffic accident and the pedestrian's walking pattern. Thus, this study conducted a video recording survey on the 250 spots which are high to traffic accident rate of pedestrian-vehicle to reset the range of traffic accident on or near the crosswalk considering the characteristics of traffic accident and the pedestrian's walking pattern. Based on the collected data through a video recording survey, this study analyzed the pattern of pedestrians and extracted the variables influenced in the pedestrian's walking pattern. After conducting the regression analysis, this study made the model of measuring the range of traffic accident on the crosswalk. Through all processes these, this study reset the range of traffic accident on the crosswalk which could minimize the disadvantages of pedestrian when they have an accident on the crosswalk and ensure the right of way of pedestrian.

The Classification of Railroad Accident Types and Its Standardization (철도사고유형분류 및 표준화 방안)

  • This paper suggests to reclassify railroad accident types and to standardize them as the standardized code for the railroad safety management system. The existing railroad accident types in both domestic and foreign cases have been carefully analyzed in the beginning. Based on the case studies, the new railroad accident types are classified into 9 classes which are not overlapped one another and 9 classes have been subdivided into 40 different accident patterns. All these patterns are linked with 9 different accident objects and 6 accident locations. Therefore, this study suggested the combination of 4 distinct code factors: accident class, accident pattern, accident object, and accident location to standardize them. In addition, inter-operation between the proposed codes and the existing accident types is suggested. This code will play a major role in the railroad safety management system composed of accident prevention, accident preparedness, accident response, and accident recovery.

  • This study deals with the traffic accidents of the arterial link sections. The purpose is to comparatively analyze the characteristics and models by accident type using the data of 24 arterial links in Cheongju. In pursuing the above, this study gives particular emphasis to modeling such the accidents as the side-right-angle collision, rear-end collision and side-swipe collision. The main results are the followings. First, six accident models are developed, which are all analyzed to be statistically significant. Second, the models are comparatively evaluated using the common and specific variables by accident type.

  • CCTV image processing techniques have been developed for safety management in manufacturing sites. However, CCTV growth has become a social problem for video surveillance with regard to privacy. This study aims to manage the safety system efficiently and protect privacy simultaneously. In this study, the CCTV monitoring system is composed of five steps (accident monitoring, detection, notification, management, restoration). De-identified image is observed when we are in a normal situation. De-identified image changes to identified image when it detects an accident. As soon as it detects an accident, the accident information is sent to the safety administrator. Then the administrator could conduct safety measures. Afterward, accumulated accident data could be used for statistical data that could be utilized as analyzing expecting accident.

  • The live-line works are very dangerous because of direct contacts with the distribution line or neighboring contacts. So the purpose of this study is to identify the risk factor by accident occurrence form and accident case analysis, and to suggest the quantified risk index by risk occurrence frequency and risk strength analysis. And the risk index assessment is researched by accident cases analysis on work type. Accident cases of transmission distribution line are researched based on data of the Ministry of Employment and Labor in the last ten-year period (2000~2009). In results of this paper, high risk isn't always a priority of safety measures. Risk occurrence frequency and risk strength have to be considered according to detail work types, work methods and conditions of field work. And safety management measures must be planned according to risk occurrence frequency and risk strength.

A Study on the Development of Self-Checklists for Small and Medium-Sized Chemical Industries (중소규모 화학업종을 위한 자율점검표 개발 연구)

  • Major industrial accidents in which workers die due to fires or explosions while working at chemical substance handling workplaces continue to occur. Among the major industrial accidents that occurred between 2005 and 2021, the accident status by work situation and equipment was analyzed. Through analysis, it was confirmed that storage, reaction, and piping facilities were the main causes of the accident, and a self-checklist for each facility was developed. Verification was conducted through the supply and use groups to evaluate the suitability of the use, duties, and items of the self-checklist. The user group showed higher satisfaction than the supplier group for all three suitability of use, job, and item. In particular, since the inspection items of the self-checklist were organized around the cause of the accident derived through the analysis of actual accident cases, the satisfaction level was high in all groups. It is expected that the self-checklist developed through this study will be useful not only for large companies but also for small and medium-sized chemical industries that lack professional manpower.
