  • 전력수요가 급증하면서 발전량 확보에 대한 요구에 따라 원자력 및 화력과 같은 기존 주요 발전설비로 인한 환경오염 문제에 대한 관심이 높아지고 있다. 일본 3.11 대지진과 후쿠시마 원전사고는 공급 위주의 전력에너지 정책 패러다임에 변화를 주었다. 원자력발전소 건설 규제 및 대책요구에 대한 여론이 높아짐에 따라 전력산업 전반적으로 수용가의 효율적인 에너지 사용을 포함하는 지능형 전력망(Smart Grid)과 수요반응(Demand Response) 기술이 화두가 되고 있다. 배전 시스템내의 어플리케이션 간의 정보 교환은 IEC TC-57 WG-14에 의해 IEC 61968 표준 규격으로 정의되고 Part 4인 "Records and Asset Management"에 기술된 규격에 대한 이해를 요구하고 한다. DMS와 GIS 시스템과 기존 연동하여 이러한 소규모의 마이크로그리드 시스템의 플랫폼으로 활용하도록 데이터교환 및 외부 GIS를 플랫폼으로 활용하는 통신 프로토콜을 소개하고자 한다.

  • Since nuclear power plant accident has occurred in Fukushima, marine pollution problem has been a hot issue due to discharging of contaminated water This paper deals in the marine environment monitoring sensor system. In this paper, we study on sensor and communication system to observe the various source of maritime pollution in realtime and transmit the measured date to observation center.

  • 올 가을 안에 미 뉴욕에 있는 미국 연방파산법원의 판사 한 명은 연초에 재무상의 위기를 벗어나는 데 실패한 유수한 역사의 원전기업 웨스팅하우스의 운명을 결정짓게 될 것이다. 그 결정은 한 기업의 파산 이상으로 매우 중요한 의미를 가지는데, 그것은 서방 세계가 우리에게 위협이 되는 핵의 확산과 기후 변화라는 두 가지 문제를 해결하는데 주도적인 역할을 할 것인지, 아니면 세계 원전시장의 주도권을 러시아에 넘겨줄 것인지를 의미하는 것이다. 한국의 KEPCO는 UAE 등 해외의 공사를 포함, 원전을 예산과 공기에 맞춰 건설하는 것으로 명성을 얻었다. 그러나 최근에 새로 선출된 한국의 대통령은 지난 2011년 발생한 후쿠시마 원전 사고로 생긴 국민들의 두려움에 대한 대응책으로 탈원전 정책을 추구하고 있다. 만약 이 정책이 성공하게 된다면 자국 내의 원전 건설 기자재 공급 체제가 없어지게 되고, 그에 못지않게 중요한 외국의 신뢰마저 잃게 됨으로써 한국은 세계 원전시장의 경쟁 구도에서 퇴출될 것이다.

Study on Radioactive Material Management Plan and Environmental Analysis of Water (II) Study of Management System in Water Environment of Japan (물 환경의 방사성 물질 관리 방안과 분석법에 관한 연구 (II) 일본의 물 환경 방사성물질 관리 체계에 대한 고찰)

  • After Fukushima Daiichi nuclear disaster in 2011, study and maintenance of monitoring systems have been made at home and abroad. As concerns about radioactive contamination of water have increased in Korea, update of maintenance of managing radioactive materials in water is being made mainly by Ministry of Environment. In this study, we analysed current state of monitoring system modification in Japan, the country directly involved and neighboring country. According to the result, Japan modified the legislations first. Then Ministry of Education, Culture, Sports, Science and Technology (MEXT) provides theoretical background of radiological monitoring. And Ministry of the Environment actually watches state of water pollution in public waters and underground water. Finally related agencies like local government are monitoring current state of radioactive contamination in water environment. By region, local monitoring stations share the investigation of the whole country. Also, additional monitoring is running around nuclear facilities. After Fukushima disaster, monitoring for area near Fukushima is added. Among the reference levels, management target value of drinking water and tap water is 10 Bq/kg, and those of public water and underground water are 1 Bq/L. Measuring intervals varied from every hour to once a year, regularly or irregularly depending on the investigation. The main measuring items are air dose rate, gross ${\alpha}$, gross ${\beta}$, ${\gamma}$ radionuclide, Cs-134, Cs-137, Sr-89, Sr-90, I-131, and so on. In comparison, regulations about general public water in Korea need to be modified, while those about area near nuclear facility and drinking water are organized well. In future, therefore, domestic system would be expected to be modified with making reference to the guidelines like WHO's one. As good case of applying international guideline to domestic environment, Japanese system could be a reference when general standard of radioactivity in public water is made in Korea.

  • There are many concerns about radiation exposure in Korea after Fukushima Nuclear Plant Accident on 2011 in Japan. As some isotope materials are detected in Korea, people get worried about the radioactive material. In addition, the mass media create an air of anxiety that jump on the people's fear instead of scientific approach. Therefore, for curbing this flow, health, medical institute from the world provide a variety of information about medical radiation safety and hold the campaign which can give people the image that medical radiation is safe. At this, the Korean Food and Drug Administration(KFDA) suggested that make the alliance of medical radiation safety and culture on August, 2011. Seven societies and institutions related medical radiation started to research and advertise the culture of medical radiation safety in Korea. In this report, mainly introduce the activities of the Korean Alliance for Radiation Safety and Culture in Medicine(KARSM) for spreading culture of medical radiation safety from 2011 to 2012.

Issues of Natech Risk Management (Natech위험의 개념 및 주요 쟁점)

  • Natech risk is a type of complex disasters that natural hazards trigger technological disaster or industrial accidents. Research on Natech risk has been started from the mid-1990s in European countries and the Unites States, and drawn much more attention after the Fukushima nuclear accident caused by the 2011 East Japan earthquake. While early studies on Natech risk have focused on the causal natural hazards and possibility to occur, and the resulting spill of hazardous materials from the perspective of science and engineering, the recent research interests lie on effective Natech risk management. Especially, emphasizing the difference of Natech risk management from traditional disaster management, issues of uncertainty management, integration between natural disaster and technological disaster, and responsibility, has been drawn attention. In Korea, Natech risk has not been introduced as a research topic. Although some regulatory improvements have been made in nuclear safety and chemical Substance management after the Fukushima disaster, the potential impact of natural hazards in these areas has not been considered yet. It is necessary to raise the issues of Natech risk management in research and policy areas through active discussion and interdisciplinary approaches.

From Hiroshima to Fukushima: Nuclear and Artist Response in Japan (히로시마에서 후쿠시마까지, 핵과 미술가의 대응)

  • The purpose of this essay is to examine the responses of artists on nuclear experiences through an analysis of the nuclear images represented in contemporary Japanese art. Japan has previously as twice experienced nuclear disaster in 20th century. The first atomic bombs were dropped in 1945 as well as the 5th Fukuryumaru, Japanese pelagic fishing boat, exposed by hydrogen bomb test operated by the US in 1954 nearby Bikini atoll. Due to Tsunami taken place by the great earthquake that caused the meltdown of Fukushima Nuclear Power Plant in March 2010, Japan is being experienced a nuclear disaster again. Despite practical experiences, comtemporary Japanese art has avoided the subject of nuclear disasters since the end of the Asia-Pacific War for a variety of reasons. Firstly, GHQ prohibited to record or depict the terrible effect of atomic bomb until 1946. Secondly, Japanese government has tried to sweep the affair under the carpet quite a while a fact of nuclear damage to their people. Because Japan has produced numerous war record paintings during the Second World War, in the aftermath of the defeated war, most of Japanese artists thought that dealing with politics, economics, and social subject was irrelevant to art as well as style of amateur in order to erase their melancholic memory on it. In addition, silence that was intended to inhibit victims of nuclear disasters from being provoked psychologically has continued the oblivion on nuclear disasters. For these reasons, to speak on nuclear bombs has been a kind of taboo in Japan. However, shortly after the atomic bomb dropped on Hiroshima, the artist couple Iri and Toshi Maruki visited to ruin site as a volunteer for Victim Relief. They portrayed the horrible scenes of the legacy of nuclear bomb since 1950 based on their observation. Under the condition of rapid economical growth in 1960s and 1970s, Japanese subculture such as comics, TV animations, plastic model, and games produced a variety of post apocalyptic images recalling the war between the USA and Japanese militarism, and battle simulation based on nuclear energy. While having grown up watching subculture emerged as Japan Neo-Pop in 1990s, New generation appreciate atomic images such as mushroom cloud which symbolizes atomic bomb of Hiroshima. Takashi Murakami and other Neo-Pop artists appropriate mushroom cloud image in their work. Murakami curated three exhibitions including and persists in superflat and infantilism as an evidence in order to analyze contemporary Japanese society. However, his concept, which is based on atomic bomb radiation exposure experience only claimed on damage and sacrifice, does not reflect Japan as the harmer. Japan has been constructing nuclear power plants since 1954 in the same year when the 5th Fukuryumaru has exposed until the meltdown of Fukushima Nuclear Plant although took place of nuclear radiation exposures of Three Mile and Chernobyl. Due to the exploding of Fukushima Nuclear Power Plant, Japan reconsiders the danger of nuclear disaster. In conclusion, the purpose of this paper may be found that the sense of victim which flowed in contemporary art is able to inquire into the response of artist on the subject of nuclear as well as the relationship between society, politics, culture, and modern history of Japan and international political situation.

Awareness and Eductional Needs Concerning SSI of Korean Pre-service Elementary Teachers Related to Nuclear Power Plant Accident (원전 사고 관련 SSI에 대한 초등 예비교사들의 이해도와 교육 필요성에 대한 인식)

  • This study addressed the awareness of social issues related to science of future elementary school teachers. Fukushima Nuclear Power Plant Accident was used by concrete issue connected with SSI for this study. Twelve second-year students attending a university of education participated in the study, who were taking a class of science teacher preparation at that time that consists of the content of the elementary science education courses. The study revealed that all the pre-service elementary teachers recognized Fukushima Nuclear Power Plant Accident and received such information through various medias. In particular, they were receiving more information about the Nuclear Power Plant Accident through the internet than any other media by using the internet a lot, and also gained additional information through the internet. However, despite the fact that they recognized Nuclear Power Plant Accident, they neither had much information about it nor had been interested in SSI such as the Nuclear Power Plant Accident. Moreover, they had been basically uneducated about SSI. Despite of having no interest in SSI such as Nuclear Power Plant Accident, the study revealed that the pre-service elementary teachers recognized that scientific problems such as Nuclear Power Plant Accident may affect a society closely. In addition, they together sympathized with the point that SSI education should be applied on the current education courses by identifying the problem in application. As the study revealed above, the application of SSI education to the formal education courses as well as more lively research on that subject is very important and urgent for boosting interest in science subjects and enlightening the nature of science that is one of the objectives of science education.

Energy Scenarios and the Politics of Expertise in Korea (한국의 에너지 시나리오와 전문성의 정치)

  • Recently concerns on the energy future are rising in Korea after nuclear disaster of Fukushima in Japan last year. However, even after Fukushima disaster Korean government keeps on insisting nuclear oriented energy policy. Contrary to it, some of civil society's organizations(CSOs) including environment groups and progressive political parties are making strong voices for phase-out nuclear. As a way of phase-out nuclear activity researcher groups based on CSOs have presented several alternative energy scenarios against the official government scenario so that contest between the two senarios seems not to be avoided. This article aims to analyse the politics of expertise around energy scenarios in Korea by highlighting differences between two scenarios of government and CSOs in terms of epistemological and methodological base, value orientation, institutional foundation, and the socio-political contexts of scenarios. Our research shows that government's energy scenario is based on scientific-positivist epistemology, firm belief in value neutrality and forecasting method, and is built by neo-classical economists at government-sponsored research institutes in accordance with the 'Business As Usual' approach. In contrast, alternative scenarios of CSOs can be said to be based on epistemological constructivism, value oriented attitudes and backcasting method, and be built by collaboration of researchers and activists with different academic and social backgrounds after Fukushima nuclear disaster.

A Buoyant Combined Solar-Wave Power Generation and Its Application for Emergency Power Supply of Nuclear Power Plant (부유식 태양광-파력 복합발전 개념 및 원자력발전소 비상전원을 위한 응용)

  • This paper presents a Combined solar-wave Power Generation (CPG) concept that the CPG unit is maintained as buoyant at the level of sea water and it is also supported by a submerged tunnel, with the aim of supplying emergency electric power during the station blackout events of nuclear power plants. The CPG concept has been motivated from the 2011 Fukushima-Daiichi Accidents due to the loss of both offsite AC power and emergency diesel power caused by natural hazards such as earthquake and tsunami. The CPG is conceptualized by applying different types and different sites for emergency power generation, in order to reduce common cause failures of emergency power suppliers due to natural hazards. Thus, the CPG can provide a new mean for supplying emergency electric power during station blackout events of nuclear power plants. For this application, the CPG requirements are described with a typical configuration at the ocean side of a submerged tunnel.
