Accumulation of Natural and Artificial Radionuclides in Marine Products around the Korean Peninsula: Current Studies and Future Direction (국내산 수산물 내 자연 및 인공방사능 축적 연구 현황 및 향후 연구 방향)

  • The Fukushima nuclear power plant (NPP) accident caused by the East Japan Earthquake in 2011 and the recent increase in the frequency of earthquakes in Korea have caused safety concerns regarding radionuclide exposure. In addition, the Tokyo Electric Power Company (TEPCO) in Japan recently decided to release radionuclide-contaminated water from Fukushima's NPP into the Pacific Ocean, raising public concerns that the possibility of radionuclide contamination through both domestic- and foreign fishery products is increasing. Although many studies have been conducted on the input of artificial radionuclides into the Pacific after the Fukushima NPP accident, studies on the distribution and accumulation of artificial radionuclides in marine products from East Asia are lacking. Therefore, in this study, we attempted to explore recent research on the distribution of artificial radionuclides (e.g., 137Cs, 239+240Pu, 90Sr, and etc.) in marine products from Korean seas after the Fukushima NPP accident. In addition, we also discuss future research directions as it is necessary to prepare for likely radiation accidents in the future around Korea associated with the new nuclear facilities planned by 2030 in China and owing to the discharge of radionuclide-contaminated water from the Fukushima NPP.

Analysis of Awareness of Radiation and Nuclear Power Plants after Fukushima Nuclear Accident (후쿠시마 원전 사고 후 방사선 및 원전에 대한 인식 분석)

  • Based on surveys of Busan residents, this study aimed to analyze general perception: radiation knowledge, recognition of the standard of knowledge, radiation benefits, recognition of the risks of nuclear power, collection of information on the Fukushima nuclear accident, recognition of changes before and after the Fukushima nuclear accident, and the path of collecting information about nuclear power and radiation. This analysis was based on 414 people who reside in Busan metropolitan city. It has been found that the Busan metropolitan city residents acknowledged the necessity of radiation in principle, however, most have negative awareness relating to safety. It is assumed that this negative awareness is a result from past nuclear power plant accidents, rather than being based on their own knowledge of radiation. Therefore, it is considered that efforts to change people's awareness necessitate education of the public. This can be done via media, widening the range of people's knowledge, and furthermore, promoting changes within people's awareness and perspectives.

Awareness and Eductional Needs Concerning SSI of Korean Pre-service Elementary Teachers Related to Nuclear Power Plant Accident (원전 사고 관련 SSI에 대한 초등 예비교사들의 이해도와 교육 필요성에 대한 인식)

  • This study addressed the awareness of social issues related to science of future elementary school teachers. Fukushima Nuclear Power Plant Accident was used by concrete issue connected with SSI for this study. Twelve second-year students attending a university of education participated in the study, who were taking a class of science teacher preparation at that time that consists of the content of the elementary science education courses. The study revealed that all the pre-service elementary teachers recognized Fukushima Nuclear Power Plant Accident and received such information through various medias. In particular, they were receiving more information about the Nuclear Power Plant Accident through the internet than any other media by using the internet a lot, and also gained additional information through the internet. However, despite the fact that they recognized Nuclear Power Plant Accident, they neither had much information about it nor had been interested in SSI such as the Nuclear Power Plant Accident. Moreover, they had been basically uneducated about SSI. Despite of having no interest in SSI such as Nuclear Power Plant Accident, the study revealed that the pre-service elementary teachers recognized that scientific problems such as Nuclear Power Plant Accident may affect a society closely. In addition, they together sympathized with the point that SSI education should be applied on the current education courses by identifying the problem in application. As the study revealed above, the application of SSI education to the formal education courses as well as more lively research on that subject is very important and urgent for boosting interest in science subjects and enlightening the nature of science that is one of the objectives of science education.

Study on the Change of Nuclear Energy Policy: Before and After Fukushima Nuclear Accident (원자력 정책 변동에 관한 연구: 후쿠시마 원전 사고 전후를 중심으로)

  • Since Fukushima nuclear disaster occurred in 2011, the nuclear energy policy of the international society has been in recession. However, In Korea, the nuclear-friendly policy had remained and even expanded over the last 60 years until the Park Geun-hye government. In other words, there was the path dependence of nuclear energy policy. Since the Moon Jae-in government that pledged to perform nuclear phase-out policy in 2017 was inaugurated, the nuclear-friendly policy began to swerve from the course of path dependence. Based on the mai logic of historical institutionalism, this study looked into the change of Korean nuclear policy by before and after the Fukushima nuclear accident. As the result of this research, the external situation of Fukushima Nuclear Accident became a critical turning point and led to a change in the government's policy on nuclear power. From an institutional perspective, it influenced the paradigm of nuclear power policy, policy decision structure, and laws of nuclear power. From a doer's perspective, it influenced political idea and social acceptability. Since Moon Jae-in government was inaugurated in 2017, nuclear phase-out policy has secured its institutional foundation and nuclear power policy has basically changed from nuclear-friendly policy to nuclear phase-out policy. Therefore, the energy policy of Moon Jae-in government gets out of the nuclear power based path dependency that previous governments pursued, keeps punctuated equilibrium, and changes to renewable energy oriented policy.

  • This paper analyzes characteristics and discourses related with the risk communication of Fukushima nuclear disaster. I try to pick up and analyze the three strategies of Korean government's and expert system's risk communication, and then understand the relationship between them and the role of expert system in the risk communication and the politics of expertise.

  • 2011년 3월 일본 후쿠시마에서 대지진과 쓰나미로 인하여 대규모의 경제적 피해와 생명에 위협을 준 원전사고가 발생하였다. 이처럼 국가주요시설인 원전부지의 사고위험은 다양한 원인으로 인해 늘 위협받고 있으며, 최근 기후변화로 인하여 단시간의 지역적인 집중호우와 예상치 못한 폭우가 빈번하게 발생하고 있는 상황에서 극한홍수로 인한 사고 또한 중요한 원인으로 인식되고 있다. 하지만 우리나라에서는 원전부지에 대하여 PMP 등의 이상강우 조건 하에서 수공학적 안정도 평가와 국가 주요시설물 부지의 침수해석기법의 개발은 아직까지 전무한 실정이다. 따라서 본 연구에서는 원전부지 내에 영향을 미치는 극한강우를 다양한 기법으로 산정하여 가장 큰 피해를 미치는 극한강우 사상을 도출하였다. 도출한 극한강우를 유역유출분석을 통해 실제 원전부지 내로의 유입 경계조건으로 고려하여 2차원 침수해석을 실시하였다. 2차원 침수해석을 위해 원전부지 내 주요시설물, 도로, 하수관망 및 구조물 등을 반영하여 지형자료를 구축하였으며, 유출분석을 통해 유입되는 극한홍수량 외에 원전부지 내로 내리는 직접 강우도 함께 고려하였다. 그 결과를 통해 원전부지 내 침수심 및 유속 분포 등의 침수정보를 제공할 수 있는 침수위험도를 작성하였다. 본 연구를 통해 원전부지 내의 극한강우 산정 및 그로인한 침수위험도 작성으로 원전부지의 방재대책 수립시 기초자료로써 제공될 수 있을 것으로 판단된다.

Korea's Response Strategy to Stop Japan's Plan to Discharge Fukushima Radioactive Water into the Sea: Policy suggestions for protecting territorial waters from radioactive materials (일본의 후쿠시마 오염수 해양 방출 계획 저지를 위한 한국의 대응 전략: 방사성물질로부터 영해 수호를 위한 정책적 제언)

  • Even 10 years after the Fukushima nuclear disaster, Japan has yet to solve the problems emerging from generating contaminated water every day. Japan has unilaterally decided to release nuclear wastewater in the sea despite Korea's concerns about safety as their radioactive water storage tanks reach the limits. Despite Korea's response, Japan is still preparing to discharge nuclear wastewater without fulfilling its obligations under the United Nations Convention on the Law of the Sea. There are concerns about marine pollution caused by the radioactive materials from nuclear wastewater and invading Korea's maritime sovereignty. In particular, it is impossible to reverse the effects of environmental pollution, so plans to discharge radioactive water must be prevented unless immediate safety is guaranteed. This study proposes Korea's response strategy to resolve the conflict between the two countries due to plans to release contaminated water. Korea should respond to Japan's release of nuclear wastewater in the sea in various ways through cooperation with Japan, provisional measures, and cooperation with neighboring countries.
