A Study on the Current Status Analysis and Operation Strategies for Establishing the Mid- to Long-term Development Plans for Anyang Municipal Libraries (안양시 공공도서관 중장기 발전 계획 수립을 위한 현황 분석 및 운영 전략 연구)

  • The purpose of this study is to derive the operation strategies for establishing the mid-to-long-term comprehensive library development plans considering the identity and specificity of Anyang City. For this purpose, this study proceeded as follows. First, to understand the internal and external environment and regional characteristics of Anyang City, various literature and statistical data related to Anyang City were collected, analyzed, and organized. Second, the operation status of Anyang municipal libraries was analyzed with data such as 「National Library Statistics System」, 「Gyeonggido Public Library Yearbook」, and various library-related laws. Third, a survey with open-ended questions was conducted for twenty-six librarians working in Anyang municipal libraries to collect opinions on the identity of Anyang and the overall operations of the libraries. Lastly, by reflecting the current status analysis, the latest library trends, policies, and sociocultural environments, detailed operation strategies that can serve as a basis for establishing mid-to long term development plans for Anyang municipal libraries in the future were proposed. The above operating strategies were proposed by dividing into six areas such as (1) the plans for organizational system and manpower composition, (2) the facility plans for balanced regional development, (3) the collection development and preservation direction, (4) the special subject materials service plans, (5) the for establishing cooperation system, and (6) the public relations plans.

Risk Assessment on the Water BOT Business Participation in China : Domestic EPC Contractor's View (해외기업의 중국 수처리 BOT시장 참여 저해 위험요인 분석 : 국내 EPC 건설기업의 관점)

  • China water market has huge potential for increased use of BOT mode and one of the most attractive markets of doing business. However, the current China water BOT market shows that many foreign companies are retreating from the market while Chinese water companies fast growing. From the view no domestic companies have track records in China BOT water market, the research identified twenty market access barriers in terms of construction laws, regulations, BOT-related policy and the recent market situation. These are evaluated based on interview results with 10 professionals direct or indirect having a China water BOT experience. All the factors are found to be highly influential to foreign company's decision on the market participation. Among those, no fixed return policy and low water price, difficulty in water price adjustment and approval, and no government guarantees, all directly related to the project viability and under the control of government, were the most critical factors, implying government's role is the key in increasing the market competition by attracting more foreign participation on the market. In addition, new construction law regulating foreign EPC contractor's construction work, namely Decree 113, and requirement of applying competitive bidding in selecting EPC contractor in a BOT project are also considered signigicant barriers on foreign participation, which contradicts international norm and therefore necessitates an adjustment on current decision process in domestic companies.

Study on the Necessity and Specific Recommendations for Enhancing the Legal Requirements for Underwater Recreational Vessel Propeller Guards (수중레저선박 스크류망 제도개선의 필요성과 구체적인 제안)

  • During scuba diving in Korea, accidents involving bodies being struck by the ship propeller when entering and exiting the water, repeatedly occur every year. In response to the need to reduce accidents and implement safety management measures, Korea has established regulations for the installation and management of propeller guards. However, owing to the absence of clear production regulations in domestic laws and regulations, the installation standards are ambiguous, and the inspection items are limited to the appearance and fixation status. As a result, the safety of divers in propeller accidents is not guaranteed. Therefore, this study was conducted to specify the current legal requirements for the installation and inspection of propeller guards. To achieve this goal, we conducted a thorough analysis of the current state of domestic and foreign propeller guards and the legal factors pertaining to safety standards. Based on this analysis, we identified specific areas for improvement and proposed a plan to enhance the system for installation and inspection. The installation standards for propeller guards were clearly outlined in terms of the lattice size and material. Additionally, inspection standards were proposed for appearance, fixation, and material condition, along with clear indicators for assessing them.

  • The Korean government have made and implemented various energy policies for solving environmental and energy problems in the energy industry in general and in the areas of "Energy-IT convergence" in particular. It is important for the government to choose and focus the future industries and promotion fields of Energy-IT convergence, because the Energy-IT convergence leads to newfangled services and products with diverse direct, indirect and induced effects and sometimes it needs to different regulation and policy issues. Unfortunately, until recently, there are very few researches regarding these complications. This study has derived critical priority factors for analyzing and evaluating the future industry of Energy-IT convergence. Using these elements and the ANP(Analytic Network Process) method, we have investigated the opinions of experts in the energy and IT industry. The process and results in this paper can be a good guideline for academic as well as industrial developments.

Improvement of Evaluation for the 'Public Announcement for Environment-friendly Organic Materials List and Quality Standard' (친환경유기농자재 목록공시기준 및 품질규격 평가개선 연구)

  • 우리나라는 1990년대 후반부터 유기농업에 대한 관심이 높아지기 시작해 유기농산물 생산이 매년 증가추세를 보이고 있다. 유기농업의 관심증대는 유기농업에 사용되는 자재에도 영향을 미치게 되었으며, 친환경농업육성법 제7조에 따른 별표1에 유기농산물 생산을 위해 사용이 허용된 자재 119종을 명시하였다. 또한 이를 원료로 한 친환경유기농자재에 대해 농촌진흥청에서 고시한 '친환경유기농자재 목록공시기준 및 품질규격'에 따라 제품을 평가하여 친환경유기농자재목록에 등재하게 되어있다. 본 연구는 우리나라 친환경유기농자재 등록을 위한 안전성 평가 항목을 유럽에서 적용하고 있는 유기 농자재 목록공시를 위하여 요구되는 FiBL(스위스 국제유기농업연구소)의 평가 항목과 미국 OMRI(미국 유기농자재 평가원)의 평가 항목을 비교하여 도입이 가능한 항목을 검토, 제안하기 위해 수행하였다. 조사 결과는 친환경유기농자재 평가항목의 국 내외 기준 평가와 친환경유기농자재 평가의 국제 규격 부합도 평가, 두 가지로 구분되며, 친환경유기농자재 평가항목의 국 내외 기준 평가 결과 선진국의 평가 항목에 비해 평가항목들이 세분화되어 있지 않고 검토과정이 서면으로 이뤄지기 때문에 전문가들의 평가에도 한계가 있었다. 따라서 OMRI 및 FiBL의 평가항목 중 국내에 도입 가능한 항목을 수집하여 평가항목 개선방안(표 1)을 제시하였다. 국제 규격 부합도 평가 결과 친환경유기농자재 관련 법규 및 규정의 분산으로 인해 생산자 및 수요자가 자재 등록 및 사용에 어려움이 따르고 있고, 미국 OMRI의 경우 자재를 자체적으로 분석하여 검토하는 절차에 반해 우리나라의 경우 전문기관과 전문 인력의 부족으로 평가결과에 대해 수요자의 신뢰도가 낮아지고 있다. 환경위해성 및 독성에 대한 안전성 강화를 위해 전문기관과의 협의 및 심의 체계 확립이 필요하며 올바른 관리를 위한 자재 종류별 최소한의 담당 전문가 배치가 필요하다.

Study of the Introduction of a Nanomaterials Regulatory Policy for Product Safety (제품안전관리를 위한 나노물질 규제정책 도입평가 연구)

  • Recently, the use of nanotechnology in products is constantly expanding, and the problems on human health hazard has emerged as a major issue. A nanomaterials regulatory policy on the products is urgently required. This study analyzed the introduction of regulatory policies of nanomaterials contained in industrial products. In this study, the AHP (Analytic Hierarchy Process) method was applied and three regulatory policies were evaluated to analyze the validity of the introduction of a nanomaterials regulatory policy. To select the optimal regulatory policy, the policy evaluation criteria were set as enforcement (effectiveness), economics, acceptability, and protection. For the regulatory policies, self-regulation, product labelling, and enforced registration were introduced and evaluated as the regulatory policies, and product labelling was selected as the optimal regulatory policy.

  • The government set up a comprehensive plan for EC vitalizations in February 2000 and has begun implementing it. They hope to introduce EC into the economy at large and invoke reconsideration of its efficiency and transparency in the public sector. To accomplish this, the government has built EC utilization system within the industry and trade. However, the overall EC in the construction industry is below expectation. With the aid of the government, larger construction companies are building E-marketplace by increasing the investment in IT and organizing a consortium. On the other hand, small and medium construction companies have difficulties in investing in EC. On the basis of a field research, this study investigates problems that small and medium construction industry confronts in a domestic environment and EC system. It also analyzes the limitations of the tax reduction law for EC. Therefore, this study suggests a counterplan that defines the importance of a government guided plan and necessity of providing incentives to encourage EC Utilization degree.

  • Today, the world is evolving into a huge community that can communicate with real-time information sharing and communication based on the rapid advancement of scientific technology and information. Behind this information, the adverse effects of information assets, such as hacking, viruses, information assets, and unauthorized disclosure of information assets, are continually increasing as a serious social problem. Each time an infringement of the invasion and personal information leaks occur, many regulatory policies have been announced, including stricter regulations for protecting the privacy of the government and establishing comprehensive countermeasures. Also, companies are making various efforts to increase awareness of the importance of information security. Nevertheless, information security accidents like the leaks of industrial secrets are continuously occurring and the frequency is not lessening. In this thesis, I proposed a customized security policy methodology that supports users with various business circumstances and service and also enables them to respond to the security threats more confidently and effectively through not a monotonous and technical but user-centered security policy.

  • In domestic construction industry, CM companies perform overall project management tasks such as planning, designing, construction management, evaluation, maintenance for construction projects. However, even with these tasks, as competition becomes more fierce and probability dependence is high, lots of CM companies are experiencing difficulties of securing and preparing indicators for order competence reinforcement. This study examines domestic business condition and task analysis. Also Competence factors are derived through institutional and legal investigation, and review of existing literature. The derived competence factors are focused on practical factors by interviewing with experts. competence factors for each type were classified into BSC's four perspectives(Finance / Customers / Internal processes / Learning and Growth) and surveyed. Based on the results of the survey, the priorities of competence factors that companies should focus on were derived. The purpose of this study is to contribute on making an indicator that can be utilized on business activities through priority analysis of competence factors for order competitiveness reinforcement of CM companies.

An Analysis on the Problems of the Serious Disaster Punishment Act from the Construction Industry's Perspective and Proposed Improvement Measures (건설업계 관점에서의 중대재해처벌법 시행에 따른 문제점 분석 및 개선방안)

  • The objective of this study was to analyze the awareness, necessity, and challenges of the Serious Disaster Punishment Act within the domestic construction industry, which is subject to the legislation implemented by the government. The research aimed to propose future improvement measures. According to the findings, safety officials consider securing more young and competent domestic skilled workers, as well as improving safety management standards and workers' safety awareness, to be the most crucial factors in preventing and reducing safety accidents. Furthermore, the primary improvement plan for the Serious Disaster Punishment Act involves clarifying ambiguous provisions in the current law. Government policy support is necessary to enhance the effectiveness of the Serious Disaster Punishment Act, and revisions should focus on preventive measures that contribute to the establishment of a safe working environment.
