Recently, Korea has enacted the Framework Act on Product Safety to allow comprehensive control of product safety accidents. This is a government policy aiming to ensure product safety and customer protection by strengthening the obligation of producers. However, the framework has not yet been completed in Korea. Therefore, this paper deals with improvement assignments and directions by comparing the frameworks of applied in Korea and Japan for ensuring such production safety.

Through the research, we found that the organizational systems of social enterprises in Europe have both properties of limited companies and stock companies in traditional organizational structures such as cooperatives, mutual companies and associations. However, social enterprises pursue interests of entire community, allowing the interested parties to join them in comparison with cooperatives. And for finance, most of the countries mainly use public fund such as national grants, but they are using more sales revenue. However, in our country the organizational systems of social enterprises have been introduced as the government and academic circles discussed expansion of social employment within a short period. So Korean enterprises tend to depend on national support rather than profitable activities for finance. Therefore, we need to develop a Korean convention or social agreement for the organizational systems of social enterprises. Furthermore, it is important for social enterprises to secure safe finance through development of social services and social cultures such as donation.

첨단 무기체계의 경우는 선진국에서 기술이전 뿐만이 아니고 판매까지도 꺼린다는 사실과, 4대 강대국으로 둘러쌓여 있는 지정학적 요인 그리고 역사적으로 수 많은 외침 등을 고려할 때, 독자적인 첨단 무기체계 기술을 확보해 유사시 이를 개발하여 사용하는 것만이 우리의 생존권과 번영을 확보할 수 있는 최선의 길일 것이다.

Technology planning in the defense field aims to develop core technologies in order to develop weapon systems to satisfy the force integration period by researching and analyzing necessary technologies for weapon systems. In the past, core technology development projects were conducted by deriving core technology based on the main required operational capability. But in this case, there is the limitation that technologies which are necessary to develop weapon systems but do not directly affect required operational capability, such as system integration technologies, are not considered. In this paper, we propose a work breakdown structure-based technology research and analysis methodology that prevents vacant technologies by identifying core technologies that must be secured for the development of weapon systems at the component level. With the proposed methodology, it is possible to identify technologies that must be acquired to realize the required operational capability of systems or which must be secured even they do not affect the required operational capability.

무기체계 개발에 있어서 내장형 소프트웨어가 차지하는 비중이 점점 증가하고 있는 점에서, 무기체계의 신뢰성은 소프트웨어 신뢰성과 직결된다고 볼 수 있다. 고 신뢰성의 소프트웨어 개발을 위하여 당사는 내장형 소프트웨어 신뢰성 확보활동을 수년간 수행해 오고 있다. 업체주관의 무기체계 개발정책 변화에 따라 외주개발이 차지하는 비중이 높아지면서 협력개발 소프트웨어 품질을 확보하는 일이 선택이 아닌 필수가 되었다. 본 논문은 협력사의 소프트웨어 공학 역량 강화를 통해 내장형 소프트웨어의 품질을 확보하고 원활한 무기체계 통합 및 유지보수 비용을 절감한 사례를 소개하고자 한다.

본 논문에서는 「중대재해처벌법」과 관련한 중대시민재해의 예방을 위해 BCMS(Business Continuity Management System) 운영체계를 활용하는 방안에 관한 연구이다. BCMS 운영 체계는 시민에게 잠재적인 위협 또는 해당 위협이 발생했을 경우 시민에게 중대재해를 미칠 수 있는 특정 원료, 제조물, 공중이용시설, 공중교통수단 등의 운영·관리에 미칠 수 있는 영향을 사전에 파악할 수 있다. 또한 이를 이용하는 시민과 종사자의 생명과 신체를 보호하고 유해8위험요인으로부터 안전을 확보하는 능력을 갖추어 중대재해를 예방하고 조직의 리질리언스을 확보하는 데 목적이 있다. 따라서 본 논문은 안전 및 보건 확보의 의무가 있는 모든 조직; 사업주, 법인, 경영책임자, 공무원 등의 특성에 따라 접목할 수 있는 BCMS의 PDCA(Plan-Do-Check-Act) 운영체계 설계를 활용하여 중대시민재해 예방 대안을 모색하였다.

우주물체 전자광학 감시체계(OWL: Optical Wide-field Patrol)는 지구상에서 빠르게 이동하는 우주물체를 신속하고 정확하게 관측할 수 있는 광학 감시체계이다. 이 체계의 임무를 완수하기 위한 광학계는 약 2도 이상의 광시야, 충분한 광량 확보를 위해 직경 500 mm 이상의 주반사경(primary mirror), 광학적 능률향상을 위한 25% 이상의 투과율, 운반 및 진동에 의한 영상성능 저하를 보정하기 위한 부반사경 구동기능, 빠른 경통 회전속도에 의한 광학 및 광기구 구조물의 안전성 확보를 위한 작은 F-수 확보 등 주요 요구조건을 만족해야 한다. 본 논문에서는 OWL 광학계의 요구조건을 만족하는 광학계의 광학 및 광기구 설계 등 개발현황을 소개하고자 한다.

우리의 경우 무기체계 관련 핵심기술의 확보는 국제적인 수준과 비교시 미흡한 실정이므로 대등한 연구개발비 투자라는 조건하에 첨단 무기체계에 대한 국제공동연구개발의 추진은 어렵다고 판단된다. 그러므로 미래전에 대비한 첨단핵심기술 소요를 선별하여 단계적으로 선진국 수준으로 도약시키는 정책을 지속적으로 추진하는 것이 필요하다. 국방과학기술 특히, 핵심기술은 단기적으로 획득될 수 있는 것이 아니므로 필요한 핵심기술을 확보하여 한국형 첨단무기 연구개발 능력을 확보하기 위한 미래지향적인 정책을 지속적으로 추진하는 것이 필요하다.

성공적 군사작전 지원을 위한 전술항공정찰 임무 수행 능력 구비를 위해서는 각 정보 수집 체계별 보유 기술 수준과 가용예산, 획득 우선 순위 등을 고려하여 현 작전수행 개념에 의거 운용 체제를 구축해야 할 것이다. 특히 전술항공정찰을 통한 영상정보의 수집은 항공작전 수행시 성공적인 임무수행의 보장과 통합 임무명령을 작성하기 위해 기초자료를 제공하는 핵심 활동의 하나이므로 전술항공 정찰 체계도 전투기 확보와 같은 비중과 종합적인 운용개념을 가지고 검토되고 확보되어야 할 것이다
