Study on the Safe use of the Chemical Extinguishing Agent (화학물질 소화약제 안전한 사용에 관한 연구)

  • This study analyzed the recent serious disaster cases of chemical extinguishing agent poisoning and suffocation investigated by KOSHA and proposed the safe use of chemical substances, including the chemical extinguishing agent. An analysis of the statistical figures an increase in the number and variations of chemical poisoning and suffocation cases in industry between 2011~2016 increased. Unlike other physical accidents, chemical accidents are very high in severity and it is difficult to identify the chemical hazard and risk. To prevent chemical disasters, it is essential to develop and use an easy chemical risk assessment tool. For the safe use of chemical substances, in which it is difficult to carry out hazard identification and risk assessments, this thesis presents the useful chemical recognition and risk assessment tools, CHEM-i and CHARM developed by KOSHA.

The Analysis of Distribution and Characteristics of Forest Fires Damage over 30 ha in Korea (우리나라 30 ha 이상 산불피해의 분포 및 특성 분석)

  • In order to consider the prevention countermeasure to the occurrence of forest fires, analysing characteristic of the past forest fire data is needed. This research analyzed distribution and characteristics of forest fires damage over 30 ha based on statistics data of forest fires in Korea between 1975 and 2010. As a result, the number of forest fires damage over 30 ha as 23 was most occurred in 1978. Forest fires show an upward tendency from 1970 to 2000. Forest fires of 30 ha~50 ha damaged area was most occurred. Forest fire in Gangwon province was occurred as the number of total 66 (37.0 %). Gangwon province was superior in point density analysis. The number of forest fire occurrence over 30 ha was most high to 114 (63.0 %) in April and to 44 (24.3 %) in Sunday. The occurrence number of forest fire and damage caused by forest fire is increasing more and more since 1975, appropriate authorities can use effectively in devising policy for forest fire prevention from this result.

Statistical Analysis of Chemical Substance Transporting Accidents (화학물질 운송 화학사고의 통계 특성 분석에 관한 연구)

  • This study analyzed the characteristics of chemical accidents, including the accidents occurring each year according to status, type of accident, accident cause for chemical substance transporting accidents. The major aim of this study was to provide information on the chemical accidents that occurred involving chemical substance transporting accidents from 2013 to July - 2016. The total incidence of chemical transporting accidents was 77 cases; 74 cases occurred by the spill & leakage type. The main cause of the accidents analyzed was traffic accidents (41 cases). Forty-six accidents were related to hazardous chemical substances. Among the 46 hazardous chemical substances involved in transporting chemical accidents, 46% of the accident substances were hydrogen chloride. For the prevention and response to accidents occurring during the transportation of chemicals, it is necessary to complement the precautions for chemical accidents caused by transportation accidents and chemical spills and leaks of chemicals. In addition, when the chemical transport of an accident occurs, it is necessary to apply a chemical transport safety system for chemical transfer.

Results of a Round-Robin Test for the Draft International Standard on FT-IR Gas Analysis of Fire Effluents from a Cone Calorimeter (콘칼로리미터 연소가스 FT-IR 분석을 위한 국제표준 초안의 비교시험 결과분석)

  • The international standard for FT-IR gas analysis of fire effluents in ISO 5660-1 cone calorimeter has been being developed in ISO TC 92. A comparison of the round-robin test of WD 21397 was conducted with six participating laboratories in 2018. The test specimens were PMMA, rigid PU foam board, and PVC flooring. The measurement quantities were the time-to-ignition, peak heat release rate, total heat release, and effective heat of combustion for a cone calorimeter test and peak gas concentration, gas generation, and gas yield for FT-IR gas analysis. No outliers were identified. For the cone calorimeter quantities, the repeatability and reproducibility were 1.5% and 9.8%, respectively. For FT-IR gas analysis, the repeatability and reproducibility was 12.9% and 27.9%, respectively.

Effects of Repetitive Work and Workload for body While Wearing Firefighting Protective Clothing in hot conditions (고온조건하에서 소방용 보호복 착용시 주기적 작업과 작업강도에 따른 신체영향)

  • The purpose of study intends to investigate effects of repetitive work and workload for body while wearing firefighting protective clothing in hot conditions and to provide the basic data for the safety of firefighter. The experimental temperature is WBGT $30^{\circ}C$ and the work intensity is 3, 9 METs. The experiment is processed 15 minutes (Ex1), 15 minutes rest (Rest), 15 minutes (Ex2) in order of time. A comparative experiment was carried out for firefighting school students(9 persons; $24.3{\pm}0.71$ years old) wearing firefighting protective clothing. When workload is increased from 3 METs to 9 METs, mean skin temperature change (33.3%), tympanic temperature change (242.9%), heart rate (36.2%), respiration rate (53.9%), RPE (81.6%), thermal Sensation (20.8%), weight loss (60.0%), glucose (-4.4%), lactate (41.7%) are statistically significantly higher. As a result, it is considered that repetitive work and workload have a strong effect on the body when wearing firefighting protective clothing in hot conditions.

A Study on the Efficient Management of Volunteer Fire Department (의용소방대의 효율적 운영에 대한 연구)

  • The purpose of this study is to investigate the influence of organizational culture to the activities satisfaction of volunteer firefighter. For that, we surveyed 182 volunteer firefighters worked in Sejong city. The survey was analyzed the reliability in questionnaire design by SPSS 20.0 win program. The interrelationship of each factors were confirmed by analysis of frequency, percentage and regression analysis. The regression analysis was performed in order to investigate effects of group, development, hierachy, and rationality culture based organizational culture on activities satisfaction of volunteer firefighter. A factor of group and development culture in organizational culture was found to be a positive influence on the activities satisfaction of the volunteer firefighter under significance probability of < 0.05. The bigger group and development culture the volunteer fire department, the higher the activities satisfaction of the volunteer firefighter. This paper is expected to serve as a basis for the efficient operation of the volunteer fire department in Korea.

Utilization of Medical Oversight and Related Factors among Some 119 Rescue Workers (119 구급대원의 직접의료지도 이용경험과 관련요인)

  • Medical oversight (MO) means the advice and direction provided by a physician to rescue workers who provide medical care or carry patients at the scene of an emergency. The purpose of this study was to investigate the utilization of MO and related factors among some 119 rescue workers in Gwangju. A self-reported questionnaire was completed by 153 rescue workers in these 119 safety centers. The data were analyzed by SAS version 9.3. Overall 82.4% of the subjects utilized MO during the past month. In the multiple logistic regression analysis, the married subjects (OR = 3.87, 95% CI = 1.22~12.27), level 1 emergency medical technicians (OR = 2.87, 95% CI = 1.02~8.09), and subjects who treated cardiovascular emergency patients (OR = 9.19, 95% CI = 1.87~45.08) had significantly higher odds ratios for the utilization of MO. The experience of MO accounted for 82%. The development of strategies and education plans taking these results into consideration will help to improve the utilization of MO.

A Study on the Impacting Factors Influencing on the Volunteer Firefighter's Satisfaction in Sejong City Upon their Activities as a Volunteer Firefighter (세종특별자치시 의용소방대원의 활동 만족도에 미치는 영향 요인 연구)

  • The purpose of this paper is to study effects of participation motivations, relationships, and compensation on a satisfaction in activity of volunteer firefighter. For this purpose, we surveyed 106 volunteer firefighter worked in Sejong city. The survey data was analyzed the reliability in questionnaire design by SPSS 20.0 win program. Also, the interrelationship of each factors were confirmed by analysis of frequency, percentage and regression analysis. Furthermore, the regression analysis was performed in order to investigate effects of motivations, interpersonal relationships, and compensation on a satisfaction in activity of volunteer firefighter. A factor of motivations, interpersonal relationships, and compensation was found to be a positive influence on a satisfaction in activity of volunteer firefighter under significance probability of < 0.05. The overall satisfaction was influenced in order of motivations, compensation, interpersonal relationships. This paper is expected to serve as a basis for the efficient operation of the Korean Volunteer Fire Department.

Analysis of Forest Fire Occurrence in Korea (한국의 산불발생 실태분석)

  • The number of forest fire under various conditions such as year, month, time, day of the week, region, damaged species, cause, and damaged area are checked, and the statistics of the forest fire causing materials in recent 14 years ('91-'04) are analyzed. The result shows that the year majority of forest fires had happened in last 14 year was 2001 and most of forest fire occurred in April, Sunday, around 14:00 to 15:00. The most damaged region is Gyeongsangbuk-Do, followed by Gangwon-Do, Jeollabuk-Do, and Gyeonggi-Do. The most damaged species is pine tree. The main causes of forest fires are accidental fire and incineration of a field boundary; however, recently, incendiarism is increased. The result of analysis on the damaged area shows that small fires under 5 ha occurred most frequently and large fires (over 30 ha) occurred mostly in Kangwon province (44.2%). The result also shows that the large forest fires (1,113 minutes) require 7.5 time more than the small forest fires (148 minutes). Especially, since average damaged area caused by large forest fire was about 470 ha per incident.

A Comparative Study on the Determinant of Fire Service Budget and Police Service Budget (소방예산과 경찰예산의 결정요인에 관한 비교연구)

  • In the fire and disaster prevention administration of which is not developed in comparison with any other administrative system, the systematic improvement is necessary. For system's more development, financial resource of fire service must be increased sufficiently. If fire service's budget is not allocated sufficiently, fire and disaster were not prevented effectively. This study set up hypothesis based on theoretical background and past research. In this study, dependent variables are fire service budget and police service budget per person Whereas independent variables include demand characteristics, economical characteristics, political characteristics, and previous fiscal year's budget. Statistical methods for the hypothesis's verification are regression analysis, correlation analysis and t-test. The major finding on this study are as follows: First, regression analysis showed that significant variable were past budget variable and economical variable. But political variable and demand variable were not significant except for a emergency medical variable. Second, fire service budget's average was not different significantly from police service budget's average. The above result are contingent upon the theory described in this research. A sustained research and development effort will be necessary if substantial and meaningful progress is to be made in fire service budget.
