This study examines three counterplans for the improvement in price structure of Korean multi-regional water supply system. First, price differentiation between industrial and residential water uses is analyzed using several pricing methods. It has been estimated that the industrial water price by the Ramsey pricing method is needed to be two to two and half times higher than the price of residential water to achieve maximum social welfare. Second, peak-load pricing is then studied to seek for the effectiveness of seasonal differentiation in water price. It has been found that consideration of dam facilities and their functions is the key factor for the effectiveness of the seasonal differentiation in water price. Finally, the discussion about the introduction of contract pricing system to the multi regional water supply system to achieve optimal investment plan for the future water demand is presented. We has found that the introduction of contract pricing system will greatly increase the efficiency in future investment plan of the multi-regional water supply system.
As a number of people using the internet for their shopping steadily rises, it is increasingly important for retailers to understand why consumers decide to buy products via online or offline. The main purpose of this study is to develop and test a model that enhance our understanding of how consumers respond future online and offline channels for their purchasing. Rather than merely adopting statistical models like most other studies in this field, the present study develops a model that combines double-cohort method with multinomial logit model. It is desirable if one can adopt an overall encompassing criterion in the study of consumer behaviors form diverse sales channels. This study uses the concept of cohort or aging to enable this comparison. It enables us to analyze how consumers respond to online and offline channels as people aged by measuring their shopping behavior for an online and offline retailers and their subsequent purchase intentions. Based on some empirical findings, this study concludes with policy implications and some necessary fields of future studies desirable.
This study aims to identify negotiation alternatives related to Post-2012 reducing emissions from deforestation (RED) and enhancement of forest carbon stock (EFCS) activities. It also aims to recommend a negotiation strategy considering environmental integrity and national interest on the basis of estimating reduction potentials of each alternative on the assumption that tradable carbon credits play an important role as positive incentives. In order to estimate greenhouse gas (GHG) reduction potentials and income potential from RED and EFCS activities, 99 countries were selected by the Global Forest Resources Assessment of the Food and Agriculture Organization of the United Nations. A 'baseline and credit' method was applied to estimate RED activities. Gross-net and net-net methods were applied for EFCS activities. According to the results, Brazil, Indonesia, and the Democratic Republic of Congo have more potential to get positive incentives through RED, while China, Chile, and the Republic of Korea have more potential to get positive incentives through EFCS. This study suggests including both RED and EFCS activities in the boundary of policy approaches and endowment of positive incentives to consider GHG reduction potentials in the global scale and equity among developing countries. Making a discount rate application of forest management activities can be also recommended to factor out the effects of human-induced activities by EFCS activities.
South Korea, China and Japan is struggling for a new economic growth and facing new challenges and difficulties in foreign investment. In this paper, I Studied on the Legal System and Limits or Rules on the Investment Between Korea, China and Japan. First, FTA between Korea, Chin. The trade and economic relations and the investment flows between the three countries were examined. Based on the background of the three countries, it has been studied on the Legal System and Rules in the foreign investment Between Korea, China and Japan. Based on this, and the following were examined. What are the major limits in the foreign investment Between Korea, China and Japan? In the future, what should be included on the FTA investment chapter in FTA between Korea, China and Japan in order to facilitate more investment? FTA between Korea, China and Japan would be an effective means to strengthen the protection of investors and investment facilitation, and investment flows between the three countries will be activated. In the future, FTA between Korea, China and Japan is expected to further promote investment among the three countries. In this regard, in the future, the FTA investment chapter in FTA between Korea, China and Japan should include NT(National Treatment), MFN(Most-Favoured-Nation (Treatment)), Prohibition of the implementation of specific measures, the nationality requirements of management or the board of directors, movement of funds, safeguard measures, expropriation and compensation, compensation for loss, fair and equitable treatment, the settlement of disputes between foreign investors and investment promotion country(Investor-State Dispute Settlement), and other agreement between the three countries.
While Korea has actively discussed the fields of comics and animation, with an aim toward public art and publicity for cultural welfare, research on public cultural content for the underprivileged and their regions is in fact lacking. The Korean government has also tried to improve Korea's cultural welfare, but its benefits have failed to be evenly given to the underprivileged. Therefore, we need to take greater interest in the underprivileged and their regions. Korea should work to correct the unbalance among regions in the field of cultural welfare (cultural differences between the capital area and other regions, and between new towns and old), as well as improve the living environments of isolated areas. For this reason, such a public art project should be conducted from two directions. First, the underprivileged living in poor conditions should be allowed to live in clean and cultural environments. And second, public art, comics, and storytelling through animation should be formed with an eye on urban culture. This project aims to focus on improving "the quality of citizens' lives" through creating the unique characteristics and landscape of the city. It will be presented through the use of public art, which presents the elements of the city with charm and vitality. The two directions stated above are our urgent tasks. Public art, comics, and animation storytelling regarding the history, culture, and natural resources of the region will develop with the affection and pride of the citizens, and public art will help create an environment that allows people to discuss their issues. In addition, it will be cultural environments that will allow all citizens to enjoy beautiful streets and events. This project will be an opportunity to realize cultural democracy by pursuing social values such as publicity, communication, equality, and participation.
This study analyzed the actual conditions of use of public sports facilities and characteristics of the users of the facilities through surveys and measured the spatial imbalance of the public sports facilities currently supplied by using gravity potential model. This study also suggests evaluation criteria that may be considered for efficient location selection by examining the change of accessibility to the facilities that meet the needs of users in the future. As the results of the questionnaire survey, unlike current usage, the users hoped for badminton, weight training and swimming. And we could confirm the demand for the expansion of the multi - purpose indoor gym which can carry out such activities in the areas. As the result of the analysis on the difference in accessibility of the public sports facility, there were some large variations in the regions. It was found that a balanced supply of facilities was needed in terms of equity. In particular, when analyzing by considering the population estimates of 2025, It is analyzed that the accessibility will be reduced to about 60% compared to that of 2015. In addition, it is evaluated as the best alternative in terms of overall efficiency that the location of the facilities should be in Munsan area where population growth is expected in the future.

Purpose: The purpose of this paper is to provide basic data in order to systemize the management of demand and supply of radiologic technicians, to pursue a fair regional distribution of educational institutions, and furthermore to keep reasonable medical treatment and fee. This research was carried out through the investigation of radiologic equipments and technicians according to the distribution of the population. Materials and Methods: We compared and analyzed the correlation between regional population, the number of clinics and hospitals, the number of medical imaging devices, and the number of radiologists and radiologic technicians in 5 cities without "Gu" administrative units in 2008. Results: 27,317 radiologic technicians have been produced since the administration of the national qualifying exam for radiologic technicians. About 18,000 radiologic technicians are currently working. There are 39 colleges or universities with Departments of Radiology and the admission quota is 2,120 students excluding one college. The ratio of radiologic equipments to radiologic technicians is 2.6 to 1. Conclusion: There is a dilemma in which some radiologic technicians fail to find appropriate jobs while some clinics or hospitals are in need of radiologic technicians. This dilemma is due to unreasonable regional discrepancies in pay system and welfare situation, and excessive profit-oriented recruiting system of clinics and hospitals. The increase of students of Radiologic Departments and approval of additional departments will end up with producing superfluous high academic degree holders, which is on the contrary to the government policy to produce more job opportunities. So the policy of increasing Radiologic Departments should be reconsidered.
Purpose: In this study, eye-health inequity was investigated by analyzing the relationship between household incomes and eye-health of senior citizens. Further, this study suggested the preliminary data for establishment of public eye-health policy in order to improve low income senior citizens' life quality. Methods: The data from the 2009 Survey of Korea National Health and Nutrition Examination were analyzed in this study. The objectives of the KNHNE survey were over 65 year old group (1,668 people). Main factors of eye-health (visual acuity, cataract, pterygium, intraocular pressure, retinophathy, age-related macular degeneration, diabetic retinophathy, myopia, hyperopia, astigmatism, and anisometropia prevalence) were analyzed with t-test and chi square test. Results: Low income group revealed that refractive error rate and intraocular pressure were low, however, naked eye visual acuity and corrected visual acuity were high at 0.1 to less than 0.5. On the other hands, in the high income group, there was high prevalence of hyperopia. Cataract mainly occurred at low income group besides group which maximum corrected visual acuity was below 0.8 also highly showed cataract. Moreover, the prevalence of cataract showed that it related with smoking, drinking, occupation, and education level. Conclusions: Results revealed that there was inequity of eye-health which related with socioeconomic status of the elderly. Especially, the prevalence of cataract was correlated with life quality. Consequently, establishment of public eye-health policy seems to be required for eye-health inequity of low income senior citizens.

This study analyzed the characteristics of spaces to and from which middle school students transfer, especially centering around the school districts of Southern area in Gyeonggi Province such as Suwon, Osan, Yongin, and Hwaseong. This study was conducted to provide the suggestions regarding educational policies such as the positioning to appropriate school districts, improving of educational environment, and implementing of educational equity, by analyzing, based on the empirical data, the educational spaces of four cities showing rapid population growth due to recent suburbanization. The characteristics of distribution of variables such as schools for each district affecting the student transfer, housing development, and socioeconomics in the research object region are mainly analyzed through the correlation analysis, multiple regression analysis, and cluster analysis. As a result, there is shown a distinct spatial difference between school districts of the cty downtown and urban fringe, and between school districts of the conventional cities(cities that have been from the past: note of translator) and new land development regions. First, the school districts in the city downtown showed lots of transfers between neighboring school districts, while the school districts in the urban fringes showed transfer-out tendencies strongly. Second, it was the new land development regions where the transfer-in rate is the highest in the Southern area of Gyeonggi Province. Third, the said new land development regions required the supply of educational installations and educational support that can meet educational demands, since these regions have relatively lower qualitied educational environments compared to the conventional cities where the fluidity of students is lower. Fourth, in the summary of all of the said three results, the student transfer in the southern area of Gyeonggi Province was shown in the spaces centering around the multi-core area by reflecting the restructuring of suburban area.

The purpose of this study is to derive policy implications in allocating day care centers for the elderly with more efficiency and/or equity by calculating and analysing the accessibility scores of individual dongs to day care centers for the elderly in Seoul using GIS spatial analysis techniques. The study finds that the spatial distribution of the centers does not respond to the distribution of the potential users very well and that dongs in Gangseo-gu and Songpa-gu at the outskirt of Seoul has the lowest level of accessibility. The findings of the study has policy implications in the management of day care centers for the elderly. First, in order to improve the accessibility of the elderly to the centers, an increase in the number and the capacity of the centers needs to be made especially in areas with lower level of services provided. Second, if policy decision is made in the way to increase the capacity of the existing centers rather than to increase the number of centers due to, for example, the budget limit, capacity expansion needs to be made in the centers with higher proximity in order for more elderly people to use the centers more frequently with easy access. Finally, this type of accessibility analysis techniques needs to be used to allocate, expand, and evaluate other types of care facilities for the elderly and social welfare facilities in order to preserve the welfare right of the users of the facility who usually have a lower mobility and to assure the necessity of the resource investment.
