This paper developed social equity indicators for evaluation of bus networks. This paper divided the social equity is into 4 categories such as horizontal equity, horizontal accessibility, vertical equity, and vertical accessibility and social equity was defined as integrated concept of these individual indicators. A simulation was performed by using the newly developed indicators to the toy network. On the basis of the simulation result, the social equity indicators are significant to the relative comparison for each zone. And, it was proved that optimal bus network alternative could be different depending on inclusion of the social equity indicators. Thus, it enabled to evaluate the bus network, as a public resource, considering not only the economic efficiency but also social equity. This paper suggested evaluation method for bus network considering social equity using indicators newly developed.
This study was conducted with the purpose of focusing on local water supply services, identifying equity and influencing factors, and analyzing the results. Using the Coulter model for 152 local governments across the country, equity was measured for six variables, including average unit price, rates of recovering costs from water price, revenue water ratio, water supply rate, number of employees, and customer satisfaction. Among them, the level of inequality in the average unit price was the highest. As a result of trend analysis, the degree of equity of most variables decreased. In addition, through Tobit analysis, factors influencing equity such as financial independence, local tax burden, and administrative district level were confirmed. In order to provide equitable water supply services, institutional changes such as rate increases are needed. And the government and local governments must pursue various water supply plans.
This study attempts to examine the equity of regulation in advertising. After scrutinizing asymmetric regulation in advertising, this study propose measures to increase the equity of advertising regulation. This study proposed horizontal regulation and unification of regulatory agencies as direction of increasing the equity of regulation in advertising. In order to ensure the equity of advertising regulation in the new types of media that appear in various ways, horizontal regulation that decides advertising regulation policy based on the nature of contents or service is desirable. To increase the equity of regulation in advertising, it is recommended that the advertising regulatory system be operated with integrated regulatory organization.
Officially assessed land price has been the index of South Korea since 1989 throughout different sectors of tax and welfare. Officially assessed land price is used as a tax valuation for the tax on property holdings, and the equity of such is the most important factor in the fair taxation for the people of South Korea. On this wise, this research analyzed and verified the horizontal and vertical inequity of officially assessed land price in Seoul by using the real transaction data between 2016 and 2018. In fact, Seoul's assessment ratio for the entire three-year period was 60.64% and it showed to increase each year. Horizontal equity was found to be most favorable in 2017, and the horizontal equity of each borough of Seoul appeared to improve each year. Vertical inequity was found to have reverse inequality in most boroughs of Seoul, however, some parts of Gangnam districts such as Gangnam-gu, Seocho-gu, and Gangdong-gu presented progressive inequality. Such example showed the need for improvement in terms of balance by each borough. The use of quantile regression demonstrated reverse inequality in most quantile, but, the differences in the value of the coefficient by each quantile showed the need for improvement of officially assessed land price with the equity of each quantile. Through the equity verification of officially assessed land price, it was analyzed that the lack of equity was found by year, by borough, and by use district. In order to redeem the lack of equity, the government must systematically supplement the real-estate disclosure system by initiating ratio studies to verify horizontal and vertical equity.
The study aims to measure and analysis the spatial equity of Medical welfare facilities for older persons and services, and, based on this, to seek the plan to secure the fairness. To this end, the research was carried out by converging the studies of geography and regional development for the equity of social welfare studies and space arrangement on types and functions of Medical welfare facilities for older persons. The main results of the study showed that, first, in case of the spatial arrangement(desire-to-service), Medical welfare facilities for older persons are located in all areas of cities(Si) and counties(Gun) but mostly existing in cities. Second, in case of the equity of regional distribution of Medical welfare facilities for older persons, it can say the equity in Gun is higher than Si, comparing the regions of Si and Gun. Third, in case of spatial equity of sanatorium for older persons, the spatial equity of care facilities for older persons showed statistical difference depending on the time required to reach the facility, but no difference on distance. This study made various suggestions based on the results of the above research, and suggested the necessity of convergence studies grafting technologies such as AI and the Internet of Things.
It is important to consider an equitable allocation framework for domestic GHG emission reduction. First, the study established criteria and indicators for the National Allocation Plan (NAP) based on the principles of cost-efficiency and social-acceptance, and performed a case study of the sectoral effort sharing method, using the effort sharing index. The equity analysis of effort sharing based on sectoral preferences and inter-sectoral equity using a Lorenz Curve are performed. The equitable method is more likely to be suitable than the economic one which considers just reduction potential. Equitable effort sharing reflects a higher level of equity than economic effort sharing. At the same time, the equitable effort sharing method is essential for reflecting equity and establishing criteria for equity because evaluation with the equitable effort sharing method depends in particular on the weight of equity criteria. The result suggests the importance of consideration of equity and the establishment of equity criteria. In conclusion, it is critical to consider not only cost-efficiency but equity in policy decision making in terms of the sectoral effort sharing for national GHG reduction target.
This study discusses an equity analysis performed to supplement the existing bus service evaluation system. The equity of 179 feeder bus routes in the city of Seoul(Year 2009) is analyzed by employing the modified BCC model along with the desirable inputs such as a number of bus stops and a frequency of operations. In the analysis, each DMU (Decision Making Unit) is assumed to use the desirable inputs, and produces both the index of equity and the index of accessibility. We apply an input-oriented modified BCC model to analyze the equity of the DMUs. The computational result indicates that only 9% of the feeder bus routes are equitable among the total DMUs and the average equity estimate is 0.702. It is also suggested that on average approximately 60% increases of desirable inputs (i.e., a number of bus stops and a frequency of operations) are needed in order to improve equity of DMU in the city of Seoul. The result of the tobit regression analysis on the determinant factors affecting the equity of DMUs shows that all the independent variables (i.e., a number of bus stops and a frequency of operations) are statistically significant at 5% significance level, and the number of bus stops is found to be the most influential factor.
Equity in mathematics education focuses on the relationship between social inequality caused by factors including culture and race. Equity in mathematics education has recently been recognized as one of the important issues of mathematics education and may provide grounds for setting the new direction of mathematics education for the future society. However, research on mathematics education equity in South Korea is still insufficient. The purpose of the paper is to provide implications for mathematics education research by reviewing the the literature regarding mathematics education equity. Focusing on 195 previous studies, I analyzed the significance of discussions on mathematics education equity in mathematics education, the concept of mathematics education equity, and research questions. In addition, I divided the previous studies into five categories based on their research questions: mathematics teachers, mathematics curriculum, mathematics classrooms, mathematics assessment, and socio-cultural environments surrounding mathematics classrooms. The analysis of the study are expected to provide implications in terms of new research questions and methods to domestic mathematics education researchers.
This paper suggests a way of estimating the value of interclass equity improvement by railway operations. Equity is understood in this paper in the context of a mobility gap between classes. The value of the reduced mobility gap by railway operations is interpreted as an increase of social equity. In particular, the unit value of equity improvement by rail services is quantified based on the amount of fare reduction through public service obligations. The difference in the surplus calculation between elastic and inelastic demands relative to the reduction is also discussed. The result of this study is expected to be helpful of performing more cautious appraisal for rail investment schemes.

Although ordinary least squares (OLS) regression analysis can be used to examine the spatial relationships between environmental equity and urban quality of life, this global method may mask the local variations in the relationships between them. These geographical variations can not be captured without using local methods. In this context, this paper explores the spatially varying relationships between environmental equity and urban quality of life across the Atlanta metropolitan area by geographically weighted regression (GWR), a local method. Environmental equity and urban quality of life were quantified with an integrated approach of GIS and remote sensing. Results show that generally, there is a negatively significant relationship between them over the Atlanta metropolitan area. The results also suggest that the relationships between environmental equity and urban quality of life vary significantly over space and the GWR (local) model is a significant improvement on the OLS (global) model for the Atlanta metropolitan area.
