The improvement measures for youth activity policies in the intelligent information society: focusing on programs, equipment and facility operation and leaders (지능정보사회에서의 청소년 활동정책 개선방안: 프로그램, 설비·시설, 지도자를 중심으로)

  • The purpose of this study is to present improvement measures for youth activity policies that can change the youth activity programs, equipment and facility operation and leaders in order to cultivate youth capacities suitable for the intelligent information society. For this purpose, we conducted a literature study on the direction of youth activity policy changes with the forecasted social changes in the intelligence information society and an online survey and expert opinion surveys to identify how youth activity facilities are currently coping with the changes and to explore measures to improve youth activity policies. The research identified 17 policy tasks - 9 tasks for the program area, including 1) increase of intelligent information technology related programs, 2) increase of contents related to career resilience in career experience and training programs, and 3) systematic introduction and diffusion of STEAM and Maker education programs; 5 tasks for the equipment and facility operation area, including 1) strengthening cooperation network with external organizations related to the intelligent information technologies, 2) expansion of AR and VR technology application in activity program development, improvement and operation, and 3) big data building in the field of youth activities; and 3 tasks for the leaders area, including 1) extension of information provision on the intelligent information society to the leaders of the activity facilities, and 2) development of job models related to the intelligent information society and job training.

Utilization of Rotational Beam Direction Patterns for Performance Enhancement of Cell Boundary UEs (셀 경계 단말의 성능 향상을 위한 회전성 빔 방향 패턴의 활용)

  • Even though extensive research results have been applied to wireless cellular systems to improve their capacity and coverage, severe performance degradation experienced in cell boundary areas still remains as a major limiting factor to prohibit further improvement of user equipment (UE) throughput. In the Long Term Evolution-Advanced (LTE-A) standard of the Third Generation Partnership Project (3GPP), Some advanced techniques have been introduced to overcome this "cell-edge problem", including coordinated multipoint transmission and reception (CoMP) and inter-cell interference coordination (ICIC). In this paper, we propose yet another strategy to improve the performance of low-tier UEs by using the concept of multiple beam direction patterns (BDPs). Such multiple BDPs can be implemented using multi-layer antenna arrays stacked vertically at base station (BS) sites to transmit signals in different main beam directions. In comparison to conventional three-sector antennas with a fixed beam pattern, the proposed methods makes signal transmission in a rotational fashion to significantly enhance the reception quality of UEs located near sector (or cell) edge areas, preventing the situation where certain UEs are marginally covered by the BS for the whole transmission time. Performance evaluation results show that the proposed scheme outperforms the conventional three-sector transmission by 171% in low 5% UEs in terms of the UE throughput.

An Approach to Regionalism on the Creation of a European Single Aviation Market: From the Viewpoint of the EU's Strategic Response against the US (유럽 단일항공시장 형성에 관한 지역주의적 접근 - EU의 미국에 대한 전략적 대응 관점에서 -)

  • With the flow of globalization, world aviation markets are showing growing trends toward liberalization, deregulation, and privatization. At the same time, also apparent is a strong trend toward regionalism on aviation markets to realize open skies at the regional level. This research examines the recent trend of regionalism in the world aviation market from a political economic perspective, taking a single European aviation market as an example. The results show that the creation of a single European aviation market is the EU's strategic response against the US to enhance the European aviation industry's competitiveness. More specifically, the results show that the European countries are creating a single European aviation market in order to stand against the US' so-called 'divide and nile policy' and 'encirclement strategy' and to make their airliners to have competitive advantages over the US airliners on the lucrative North-Atlantic air routes. Recently, the single European aviation market is expanding by including the Mediterranean and Balkan states to pursue Pan European aviation cooperation and to develop European Common Aviation Area so that it can continuously enhance its negotiating leverage against external markets. The results imply that it is urgent for the Northeast Asian countries to create their own regional aviation bloc to develop their aviation industry and to increase their negotiating power against external countries.

Monitoring Reports about Nine High Risk Insect Pests of South Korea in 2019 (2019년 한국의 고위험 해충 9종에 대한 예찰조사 보고)

  • Monitoring about nine high risk insect pests, Aceria diospyri, Bactrocera dorsalis, Bactrocera minax, Bactrocera tsuneonis, Cydia pomonella, Lobesia botrana, Proeulia sp., Solenopsis invicta and Stephanitis takeyai, were carried out in seven regions from April to October in 2019. A total of 12,285 traps/visual scouting were investigated in 288 points of 87 local sites of seven regions, resulting the nine species, A. diospyri, B. dorsalis, B. minax, B. tsuneonis, C. pomonella, L. botrana, Proeulia sp., S. invicta, and S. takeyai, were not detected. This study have been carried out from 2018, and we established the nationwide monitoring system and secured a bridgehead for monitoring invasive insect pests passing the border.

  • The biggest characteristic of Social Network Game(SNG) is that games are played through competition and cooperation with the actual acquaintances based on SNS. Even though such competition and challenge spirit have been dealt importantly as preceding factors having influence on the flow in games in the existing game area, it is rare to find researches deeply considering the characteristics of ranking competition between acquaintances in SNG. Moreover, it was not considered that such acquaintances could be the targets of competition and also challenge at the same time in SNG. Therefore, this study examined the achievements(big differences in ranking, small differences in ranking) of the targets for comparison and closeness(strong ties, weak ties) with the targets for comparison as factors having influence on competition and challenge spirit, and also empirically analyzed the influence of such factors and interactions between factors on players' competition and challenge spirit in the ranking competitive society, by analyzing the characteristics of ranking competition between acquaintances in the mobile puzzle, SNG based on SNS through the analysis on the preceding research on the self-evaluation maintenance model of the social comparison theory. In the results, when preferentially exposing competitors with small difference in ranking and also exposing competitors with stronger ties, players' competition is stimulated, so that it can improve their challenge spirit. Such results of this study can be expected to a lot contribute to the actual design work of SNG ranking table contents.

Institutional Milieu of High-Tech Venture Business Cluster in a Metropolitan Area: the Case of Daegu City in Korea (지방대도시 벤처생태계의 제도적 및 문화적 환경: 대구지역을 사례로)

  • In this paper we attempt to explore the institutional and clutural milieu of high-tech venture business cluster in Daegu City and provide policy implications for creating sustainable high-tech venture businesses cluster. Although since 1998 the Korean government has made explicitly a great deal of efforts to help attract and create high-tech new start-ups in non-capital cities such as the support of business incubating centers and the establishment of real service centres, it reveals that such policies are not so successful in creating a sustainable venture ecology. One of the most critical resions is that such policies are centred simply on building physical infrastructure such as incubating space and service centre with less concern with promoting venture business cluster reflecting cultural and institutional specificities in a given region. In this respect we argue that the focus of industrial policies to support promoting high-tech venture business clusters in non-capital cities urgently need to move towards to make it for firms to encourage entrepreneurship driving innovation and to create social capital incucing trust and networks amongst firms, universities, public &privite supporting agencies, together with the building up of physical infrastructure the existing policies have done.

A Secure and Privacy-Aware Route Tracing and Revocation Mechanism in VANET-based Clouds (VANET 기반 클라우드 환경에서 안전과 프라이버시를 고려한 경로추적 및 철회 기법)

  • Vehicular Ad hoc Network (VANET) has gone through a rich amount of research and currently is making its way towards the deployment. However, surprisingly it evolved to rather more applications and services-rich breed referred to as VANET-based clouds due to the advancements in the automobile and communication technologies. Security and privacy have always been the challenges for the think tanks to deploy this technology on mass scale. It is even worse that some security issues are orthogonally related to each other such as privacy, revocation and route tracing. In this paper, we aim at a specific VANET-based clouds framework proposed by Hussain et al. namely VANET using Clouds (VuC) where VANET and cloud infrastructure cooperate with each other in order to provide VANET users (more precisely subscribers) with services. We specifically target the aforementioned conflicted privacy, route tracing, and revocation problem in VANET-based clouds environment. We propose a multiple pseudonymous approach for privacy reasons and leverage the beacons stored in the cloud infrastructure for both route tracing and revocation. In the proposed scheme, revocation authorities after colluding, can trace the path taken by the target node for a specified timespan and can also revoke the identity if needed. Our proposed scheme is secure, conditional privacy preserved, and is computationally less expensive than the previously proposed schemes.

A Study on Collection and Analysis Method of Malicious URLs Based on Darknet Traffic for Advanced Security Monitoring and Response (효율적인 보안관제 수행을 위한 다크넷 트래픽 기반 악성 URL 수집 및 분석방법 연구)

  • Domestic and international CERTs are carrying out security monitoring and response services based on security devices for intrusion incident prevention and damage minimization of the organizations. However, the security monitoring and response service has a fatal limitation in that it is unable to detect unknown attacks that are not matched to the predefined signatures. In recent, many approaches have adopted the darknet technique in order to overcome the limitation. Since the darknet means a set of unused IP addresses, no real systems connected to the darknet. Thus, all the incoming traffic to the darknet can be regarded as attack activities. In this paper, we present a collection and analysis method of malicious URLs based on darkent traffic for advanced security monitoring and response service. The proposed method prepared 8,192 darknet space and extracted all of URLs from the darknet traffic, and carried out in-depth analysis for the extracted URLs. The analysis results can contribute to the emergence response of large-scale cyber threats and it is able to improve the performance of the security monitoring and response if we apply the malicious URLs into the security devices, DNS sinkhole service, etc.

An Overview on China's Recent Air Pollution Regulation and Management Policy (중국의 최근 대기오염 규제 및 관리 정책에 대한 고찰)

  • Rapid economic growth, urbanization, and industrialization of China have tremendously degraded the overall quality of living environments, especially the air quality, not only negatively affecting Chinese people but also impacting citizens of neighboring countries, namely Korea. The Chinese government has invested much effort to regulate the air pollution due to burning coal through introducing strict environmental monitoring policies and aggressive implementation. This paper presents an overview of Chinese air pollution prevention policy due to burning coal, and the associated trends and specifics of institutional arrangements regarding air pollutant emission regulations. It turns out that the policies have become stricter than before; some polices are geared towards enforcing extra regulation at the regional level. It is expected that the regulation will become stricter in the future. However, the actual contribution and feasibility of such policies must be analyzed based on sound science. The policies seem to care little about influencing the air quality of Korea, and this has to be improved. In order to do so, it is important to strengthen environmental cooperation between Korea and China, and better yet to research on not only the air quality but also the associated fields, such as energy, industrial technology, and global environmental governance.

Cartoonists' Awareness of the Comic Industries Cluster (만화클러스터에 대한 만화창작인력의 인식 연구)

  • This article is aimed at evaluating the comic industries cluster in the cartoonists' perspective in terms of benefits, innovation milieu and loyalty. This article surveyed the 105 cartoonists in the Bucheon comic industries cluster, which has been established since 1998. As a result of analysis, cartoonists evaluated the comic industries cluster in term of facilities, knowledge and information, and social relationship in the positive way. However, the business network with the comic companies, the other contents industries is not established. The communication and collaboration between the cartoonists and local communities is not active in the Bucheon comic industries cluster. In addition, while comic industries cluster is effective in terms of city branding, the comic industries cluster is not effective in terms of economic impacts. In general, cartoonists' loyalty to the comic industries cluster is highly evaluated. The five factors such as knowledge, policy, urban regeneration, facilities are very significant in terms of the cartoonists' loyalty. This article concludes with a discussion of the sustainable strategies of the comic industries cluster in the context of creative city through comic resources.
