창립10주년을 맞은 포항종합제철

  • 포항종합제철주식회사(대표 박태준)는 4월 1일로 창립 10주년을 맞이 했다. 1968년 제 2차 경제개발 5개년 계획의 초중점 사업이자 개발도상국으로서는 일대 모험이라고 할 수 있는 일관제철소의 건설사업은 계획단계에서부터 숱한 우여곡절과 난관이 거듭되었다고 한다. 당시 세계은행과 대한경제협력체가 한국에서의 종합제철 사업계획의 경제적타당성을 부인사고 외채누증으로 상환능력에 문제가 있다고 판단하자, 여기에 유일한 희망을 걸고 있던 KISA(대한 국제제철 차관국)가 와해되어 개발도상국에서의 일관제철소 건설에 강한 집념을 가진 박정희대통령은 대일청구권 자금을 제철공장 건설에 활용하기로 결단을 내리게 되어 비로서 포항제철 건설이 빛을 보게 된 것이다. 창립 10주년을 맞는 오늘의 포항제철은 이제 건설, 조업, 경영의 각분야에서 일찍이 세계철강업계의 유례를 찾아볼 수 없는 기적적인 성과를 실현하여 세계의 기업으로 부상하였으며 국가산업으로서 기대에 넘치는 역할을 수행하여 민족자산 제 1호로서 절대적인 위치를 점하게 된 것이다. 또한 포항제철은 금년 11월에 완성될 조강연산 850만t 체제를 구축함으로써 단위제철소로서는 세계 12위를 점하는 신설 제철소가 된다.

Prospect and Direction on Korean Ground System Development (우리나라 지상시스템의 발전 전망 및 방향)

  • Korean ground systems have started to be developed for mission control and payload data processing since 1990s. International technology cooperations were needed in the early development phase of ground system for science experiment satellite, LEO satellite and GEO satellite and then they have been developed as domestic own technology since acquiring early technology. Our country has developed total 14 ground systems until now, this paper suggests prospect and direction on ground system development in the base of such development experiences. Mission control system is needed to develop multi-satellite mission control system in the base of technology of re-configure, re-use and automation. Processing system is needed to acquire processing technology for kinds of payload sensor data and study inter-operation to integrate and use outputs which are processed between users. Finally, national ground system infrastructure is needed to operate kinds of lots of satellites at worldwide area.

Defining the Role of Seosan-Daesan Port Considering New Northern Policy (신북방정책을 대비한 서산 대산항의 발전 전략)

  • To ensure that Korea continues to grow, past governments have been consistent in following a policy of advancing into Russia, Mongolia, and Eurasia. The northern economy can expect to achieve synergistic growth because its economic structure complements that of Korea, which has high energy demand and industrial development. There is also an opportunity to accelerate the growth of the China-Russia-Mongolia economic corridor, which is based on Russia's Look East Policy, China's One Belt One Road, and the Mongolian Steppe Road initiative. The Korean government is pursuing a New Northern Policy to achieve the goal of economic cooperation and peace building with other nations, including North Korea; this policy succeeds the Northern Policy pursued by the previous government. As international economic cooperation requires transportation infrastructure, the demand for shipping, which offers more advantages than road and rail transportation, will increase; thus, it is necessary to prepare for it. Korea's port cities, which have a port that serves as the nodal point for maritime transportation, need to prepare for the New Northern Policy. In this paper, the long-term development of Seosan-Daesan port in the was planned and the North Korea's opening-op plan was considered in accordance with the New Northern Policy. Because international cooperation between the government and the provincial cities is required, cooperation with the Port Authority is needed, along with the proactive attitude of Seosan City, Chungcheongnam-do. The Seosan-Daesan port, which is the center of the liquid energy cargo center, can become the base of the New Northern Policy Region; further, the port can be an opportunity to establish its position as a peaceful economic hub on the west coast of Korea.

  • The advent of the Fourth Industrial Revolution provides new civilized convenience, while the humanistic ecological environment is at stake. Therefore, looking at our culture and arts ecological foundations is ultimately for the preparation of a rich life for the future. Therefore, establishing a desirable cultural ecosystem begins with an enduring tradition of traditional art.This study examined the dancing characteristics of gabbigochanong-ag, which maintains the nongsapul-inong-ag performance pattern. Two field studies and image analysis studies showed that gabbigochanong-ag maintained the characteristics of traditional nong-ag, which strengthened the solidarity and cooperation of village community members and shared community identity. gabbigochanong-ag encourages the participation of the members of the village community through mechanistic dance movements based on soundness, imitative dance movements with minimal movement, repetitive dance movements, and communicative dance movements, As a result of the change, the members of the group were attracted to each other. Although gabbigochanong-ag was not sophisticated or sophisticated, it had a dancing structure that could create aesthetics and marginal aesthetics of slowness from the swiftness and convenience of civilization and bring harmony among the members of the community with warm emotion.

A Design of Coding System for Record Management of Nuclear Power Plant (영광원자력발전소(靈光原子力發電所) 자료관리 코딩시스템의 신설계(新設計))

  • The classification systems generally used in library are for the external information such as books and periodicals, so it is difficult to apply them to the internal information of specific organization such as documents and records. Therefore, it is necessary for the information centers of any enterprise or specific organization to found the Record Management System (RMS), and to develop and use the specific classification system which is called the coding system for internal information. Documents and components of nuclear power plant are controlled by coding (numbering) system, but they are different each other greatly. So the coordination of work and the cross reference between components and documents are difficult. In this paper, the unified Record Management Coding System is developed for Nuclear Power Plant unit 7 & 8 in Korea on the basis of the existing document and component coding system. The expected effects are the easy cross reference between components and documents, the effective coordination of work and the consistence of central file.

  • The positive changes in urban space and urban activities resulting from the urban services provided by Smart City is not accomplished by simply creating the physical environment built on ICT but through the cooperation and participation of citizens and private sector, which is in fact key to success. In this study, this research analyzed the role and structure of smart governance, which is a system of horizontal cooperation between public and private sector, and analyze its role in developing Smart City. The study also proposes various ways to facilitate such development in each of critical categories. For this purpose, this research studied 228 smart services across 11 categories registered in the Ministry of Land and Transport in Korea to analyze the spatial distribution of smart services by spatial hierarchy and their characteristics Also, the research conducted a case study of MetroGIS, which is an information collaboration governance system for the greater area of Minneapolis and St. Paul in the state of Minnesota, United States, to explore how governance is formed; its organizational structure; the role of sub-level organization hierarchy and their interrelationship. The results of the analysis suggest that the following conditions are required to create a smart city: first, public sector resource assistance for building community; second, enhanced communication system within the community and with outside the community; securing financial stability and establishing a model of sustainable development to induce the community to evolve into a governance form.

A Study on Open Source Transition Strategy of Record System (기록시스템의 오픈소스화 전략 연구)

  • This study aims to analyze the environment for the open-source records system and to identify the risk and requirements for the success of the strategy in Korea. For this, Chapter 2 presented a review of the strategic benefits of open source to public organizations, developers, and users. It also discussed the process of cooperatively developing and releasing the source code and the technology infrastructure supporting open source. In Chapter 3, six representative open-source projects in the field of records management were selected, and case studies were conducted. To derive comprehensive implications, we have divided the main development body of open-source projects into international organizations, international cooperation systems, national archives, and software development companies. We also analyzed the background and purpose of each project, the agents of development and funding, the governance model, the development period and cost, the business model and software architecture, the community composition, and the licensing strategy. Through this, we have derived four critical success factors. In terms of technology, a component-based design was required; therefore, we proposed a microservice architecture and a model-view-controller design pattern. Next, it was necessary to reestablish system requirements of records center and archives. Moreover, we also proposed a dual licensing strategy to allow developers to easily participate in open-source projects. Lastly, we emphasized a strong governance structure and an effective cooperation framework to create a sustainable community. For a record system to be open-source successfully in an organization-centered market, the roles of software developers and end users should be exercised more in the community. To achieve this, it is important to build various collaborative tools and development infrastructure from a planning stage to a centralized one.

고해상도 광학탑재체용 광구조부품 국내기술동향

  • 상용 위성탑재카메라를 이용한 지표면의 고해상도 영상획득은 1990년대부터 세계 각국에서 많은 노력과 투자를 하고 있다. 미국은 이미 해상도 1m급의 IKONOS, Orbview 및 Quickbird 등을 운용하고 있으며 최근에는 해상도 0.5m급 이하의 위성탑재 카메라를 개발하고 있는 것으로 알려졌다. 러시아, 프랑스, 이스라엘, 일본 등도 1m급 탑재카메라를 개발 중이거나 운용중이며 우리나라도 다목적 실용위성 시리즈의 탑재카메라 개발을 통해 고해상도 위성 카메라를 운용 및 개발 중이다. 이러한 개발동향에 따라 고해상도 위성카메라의 광학부품과 구조부품에 대한 기술적 연구와 개발에도 많은 노력이 이루어지고 있는데, 국내에서도 향후 계속되는 국가의 위성탑재카메라 개발계획에 따라 요구되는 핵심 광구조 부품 개발을 위해 대구경 광학 부품이나 구조물에 대해서 단계적인 국내개발을 시작하고 있다. 우선적으로 한국항공우주연구원과 한국표준과학연구원은 연구원간 협력프로그램으로 대구경 우주급 반사경조립체에 대한 국내개발을 진행하고 있으며 우주환경에서의 광학시험에 필요한 관련 시설을 구축하고 있으므로 국내의 위성관련 광구조부품 개발 기술도 획기적으로 향상될 것으로 기대된다.

A Study on Digital Content Copyright Management and Verification Platform using Blockchain (블록체인을 활용한 디지털 콘텐츠 저작권 관리 및 검증 플랫폼 연구)

  • In this study, the intellectual property rights of digital contents (creations) are protected by using block chain technology that cannot be damaged or forged. So, we build a blockchain-based content sales revenue tracking system and platform that activates the transaction and distribution of digital content (creation). We developed an API server that can be used for content registration and revision history management smart contract, license management smart contract according to content purchase, content inquiry function through files and hashes, and web and APP services. Through this, it is possible to prove the relationship between the rights of the creators of digital content creations and protect the rights of the creators.

자율해운을 위한 원격제어 해상항만의 개념 설계

  • 자율해운(Autonomous Shipping)은 자율운항선박(Maritime Autonomous Surface Ships, MASS)의 태동과 함께 해양산업분야에서 창출되고 있는 해상운송의 새로운 개념이다. 자율해운은 MASS의 장점을 극대화하여 경제적 편익을 추구하기 위한 것이다. 한편, MASS는 기존 육상에 주로 구축된 항만시설을 이용한 해상운송 행위에 많은 제약이 따른다. 본 연구는 향후 전개될 것으로 예상되는 자율해운의 선점을 위한 것으로, 원격으로 제어되는 수준 2-3 사이의 MASS를 원격으로 제어하는 해상항만(Remote Controlled Sea Port)을 이용하여 경제적 편익을 극대화함과 동시에 안전하면서도 친환경적인 자율해운을 도모하기 위한 것이다. 본 연구의 목적은 해상 부유체를 이용한 원격제어 해상항만과 원격제어 MASS를 운영하기 위한 시설과 장비 및 운영과 관리 방법 등에 관한 기초 개념을 설계하기 위한 것이다. 글로벌 협력을 바탕으로 전개될 수 있는 자율해운을 정의하고, 자율해운에 현실적으로 적용 가능한 원격제어 해상항만의 구현 방법과 운영 방법을 논의하며, 이러한 원격제어 해상항만을 이용한 원격제어 자율운항선박의 제어 및 운용방법 등을 검토하였다. 본 연구는 세계적인 자율운항선박 관련 해양산업에서의 자율해운 시장의 선점에 기여할 것으로 고려된다.
