A Study on the Measures to Install of Management Organization for the Sustainable innovation Creation in Innovation City (혁신도시의 지속가능한 혁신창출을 위한 관리기구 설립방안 조사 연구)

  • The Korean government designated 10 innovation cities throughout the country in 2005 in order to resolve concentration on the capital region and to promote balanced development of localities. An innovation city is a future-type city equipped with environment for innovation and high-quality settlement environment in terms of residence, education and culture by accommodating public institutions and facilitating close cooperation among companies, universities and research institutes. Thus, for the early settlement and activation of innovation cities, this study suggested a plan to operate the current innovation city business centers from a mid- and long-term viewpoint rather than for a limited time. Through this study, we attempt to establish the roles of the centers so that they can play central roles in the move of public institutions, the development of industry-university-research institute clusters, the creation of innovations, and the spread of innovations, which are the goals of the development of public institutions, after the sites have been prepared.

A Study of the Connection Between the Reading Movement and Newspaper in Education Activity (독서 운동과 NIE 활동의 연계 방안에 관한 연구)

  • The main purpose of this study is to develop and apply a means of connecting reading movement and Newspaper In Education (NIE) activities utilizing the voluntary participation and cooperation of local school districts and autonomous government entities. This is necessary to revitalize or systematize the environmental social life of reading newspapers and NIE activity. Literary or inquiry research will be initiated in this study in order to quantify the current or actual conditions of this connection, delineating the basic objectives of this study, and determining the developmental directions for continuing this study as related to the connection of reading movement and NIE activity. Anticipated study activities or major tasks are as follows. First, develop a variety of intended programs and learning materials necessary for each. Secondly, develop and establish corresponding online data and educational programs. Thirdly, a "cooperation" system must be established and training programs implemented reinforcing these ideas. And, lastly (and to gain wider acceptance), starting a public relations campaign to show or illustrate the benefits of this study and these intended research activities. In conclusion, if a connection between reading movement and NIE activity are fully established and periodically adjusted by means of continuing discussions on the merits or concerns based on the study findings, the full potential of the reading movement connection with NIE activity will be realized and achieved to its truest meaning and/or highest order.

Effects of Death Preparation Education on Awareness of Hospice Palliative Care and Withdrawing Life Sustaining Treatment in City Dwellers (죽음준비교육이 일반인의 연명치료중단 및 호스피스·완화의료에 대한 인식에 미치는 효과)

  • Purpose: This study was done to analyze how a death preparation education program have the effects on awareness of hospice palliative care and withdrawing life sustaining treatment in older adults. Methods: This study employed a non-equivalent control group design among quasi-experimental designs. The experimental group was comprised with 35 adults and the control group with 40 adults. The death preparation program consisted of five two-hour sessions and was administered once a week for five straight weeks. Data were analyzed by descriptive statistics, t-test, ${\chi}^2$ test, Fisher's exact test, and ANCOVA using SPSS version 18.0. Results: The mean age of the participants was 66.2 years. A significant difference between the experimental and control groups was observed in withdrawing life sustaining treatment (F=3.380, P=0.040). However, no significant difference was found in awareness of hospice palliative care (F=0.163, P=0.850). Conclusion: The study results indicate that death preparation training could positively affect people's awareness of withdrawing life sustaining treatment. More studies should be conducted to explore effects of death preparation education for all ages and help people better understand hospice palliative care.

A Study on Ways to Activate Tourism through Gwangyang Maesil (광양 매실을 활용한 관광활성화 방안에 관한 연구)

  • Maesil began to grow in Gwangyang after the old Mr. Yulsan Kim Oh-cheon brought 5,000 trees of maesil(Prunes mume) from Japan in 1931. Today, Gwangyang maesil comprises approximately 25% of total national output. Gwangyang produces a variety of foods, manufactured foods and beverages using maesil. Besides, numerous tourists came to the 15th Gwangyang International Ume Flower Culture Festival to enjoy the festival and appreciate blossoming ume flowers. More than 1.9 million people visited Blue Ume Flower Farm in Gwangyang in the year of 2010. As many visitors came to the city simultaneously, however, there occurred confusion. So, it is thought that the following measures are necessary to enhance the tourism value of Gwangyang maesil. First, a symbolic story for Gwangyang maesil or maehwa(ume flower) needs to be created. Second, snack foods for sightseers need to be developed. Third, diverse attractive elements to prolong tourists' stays are worth developing. Fourth, it is necessary for Gwangyang to hold competitions for ideas to activate tourism through maesil. Fifth, Gwangyang needs to promote collaborative development of tourist items and collaborative tourism marketing in close cooperation with neighboring cities and counties. Finally, it is worthwhile for Gwangyang to host an international fruits and seeds exposition or exhibition and it needs to strengthen active promotion and marketing suitable for the Smart Age.

A Comparative Study on the Homeschooling Curriculum in the United States and South Korea (미국과 한국의 홈스쿨링 교육과정 비교연구)

  • The purpose of this study is to seek a measure to institutionalize the curriculum of Korean homeschooling by comparing and analyzing curriculums of homeschooling between the United States and South Korea. To do so, literature review was conducted to derive analysis criterion and curriculums of homeschooling between the United States and South Korea were compared and analyzed. The major findings of analyses are as follows. First, from the perspective of educational goal, homeschooling families of both countries are similar in which they preferentially seek private goal but also consider social goal as well. Second, in the perspective of educational content, a diversity in course of study, textbook and other education materials of homeschooling in the United States is substantially attained when Korean homeschooling families suffer shortage. Third, in terms of educational implementation, homeschooling of both countries attained an autonomy in instructional time and a diversity in instructional space and method, however, unlike homeschooling in the United States, homeschooling in South Korea is experiencing difficulties due to lack of homschooling organization, homeschooling co-ops and web-site space. Fourth, in the perspective of educational evaluation, homeschooling in South Korea, unlike its comparison target, has not been certified as a formal education as well as not been accepted from universities. Based on these analysis results, conclusion and discussion have been proposed.

Policy Direction of River Management based on Public Awareness Survey (시민인식조사 기반의 하천관리 정책 방향)

  • 시민인식은 하천관리를 포함한 공공정책 수립에 결정적 요소들 중 하나로 강조되고 있다. 따라서 하천관리체계의 변화에 따른 사회적 하천관리에 미치는 영향을 파악하고, 특히 우리나라 물관리 일원화 후 하천의 이용과 관리 및 정책에 대한 시민 인식을 조사하는 것은 향후 하천 정책 수립에 매우 중요하다. 본 연구의 목적은 하천의 이용, 관리(주체), 정책, 기후변화 등에 대한 시민의 관심도와 만족도를 조사하는 것이다. 이번 설문 대상은 전국의 남녀 4,500명(10대~60대)이었으며 패널 참여 방식으로 조사되었다. 설문 문항의 구성은 크게 하천 이용, 하천 관리, 그리고 물관리 일원화와 기후변화 등을 포함한 하천정책 등으로 3대 주제로 세부 문항들이 개발되었다. 설문조사의 주요 결과는 조사대상 시민들의 약 22.9%는 매주 하천을 방문하는 것으로 분석되었으며, 1년간 1번은 하천을 방문(이용)하는 시민들은 85.5%로 나타났다. 자주 방문하는 하천의 규모 혹은 위치는 중(中)하천이 42.2%로 가장 높았고, 대(大)하천은 23.9%, 소(小)하천은 17.5%, 도랑이나 개울은 15.5%로 나타났다. 기타(0.9%)로는 하천 외에도 물을 접할 수 있는 저수지, 인공하천 및 호수공원 등을 이용하는 것으로 나타났다. 하천 방문자 중 최소 2시간을 체류하는 시민 중 약 96.4%는 걸어서 하천을 접근하고, 지하철을 이용하여 하천을 접근하는 방문자는 최소 1시간에서 2시간 이상을 체류하는 것으로 조사되었다. 조사대상 시민들은 하천관리 중에서 접근 편의성(28.4%), 친수시설(자전거 도로, 산책로 등) 관리(24.2%), 수질관리(9.9%)로 만족하는 것으로 나타났다. 반면에 수질(27.4%, WQ(water quality))과 냄새 및 쓰레기(25.5%, OW(odor and waste))가 가장 높게 하천관리의 불만족도를 가지고 있었다. 기후변화 영향에 대한 시민들의 관심도는 WQ (29.6 %), OW (17.7%), 그리고 물부족 (15.1%)의 순서로 조사되었다. 하천의 바람직한 미래상에 대한 관심도는 깨끗한 수질의 하천(36.1%, WQ), 휴식과 산책을 즐길 수 있는 하천(22.9%), 다양한 동 식물의 생태서식공간(14.6%)의 순으로 나타났다. 또한 시민들은 하천관리 기관의 가져야할 역량은 '전문성'이 가장 중요하게 인식하고 있는 것으로 조사되었다. 우리나라 물관리 정책 중 가장 큰 문제로 우선순위 1~3순위 누적 조사 결과, 수질악화(79.9%, WQ), 하천 수생물 훼손(49.6%), 정부부처 간 협력부족(37.6%)으로 인식하는 것으로 나타났다. 끝으로 2018년 추진된 물관리 일원화 후 정부의 물관리 및 하천 정책에 대한 시민들의 관심도는 WQ (46.0%), 물공급 관리 (17.6%), 그리고 생태계 복원 (8.4%)의 순서로 조사되었다. 본 연구의 결론들 중 하나는 현재와 미래 하천에 대한 가장 높은 시민들의 수요는 깨끗한 수질과 생태서식공간이었으며 이는 향후 하천 정책 수립에 있어서 중요한 기초가 될 것으로 전망된다.

The Effect of Entrepreneurship, Perception of Entrepreneurial Environment and Participation in Government Start-up Support Project on Business Performance (창업자들의 기업가정신과 창업환경인식, 그리고 정부의 창업지원사업 참여정도가 경영성과에 미치는 영향)

  • This study examined the effects of entrepreneurship and perception of entrepreneurial environment on business performance. In particular, this study analyzed the difference in the effect of each independent variable on the dependent variable by using the government's participation in the start-up support project as a moderate variable. In order to achieve the purpose of this study, the researcher drew the variables corresponding to entrepreneurship and the variables related to entrepreneurship awareness. Innovativeness and risk sensitivity were selected as variables for entrepreneurship, and market environment and product environment were selected as variables for perception of entrepreneurial environment. Based on the above variables the research model was completed including the degree of participation in the government's start-up support project as a moderating variable. The data for the empirical analysis were collected from start-up companies in Daegu in 2018. A total of 601 questionnaires were collected and 399 copies of the data were used in this study after removing the unfaithful answers. The results of the analysis showed that innovation had a negative effect on management performance, and risk sensitivity, market environment, and product environment had a positive effect on management performance. In terms of the moderating effect, in the case of innovation, the higher the participation in government support projects, the lesser the negative effect. Risk sensitivity and product environment showed a strong impact on companies with a lot of government support projects, and the market environment had a strong impact on those who participated less. This study confirmed the importance and necessity of entrepreneurship and perception of entrepreneurial environment that influence the management performance of entrepreneurs. It is also meaningful in that it deals with the practical effects of the government's start-up support project on the start-up performance.

Qualitative Inquiry of Features of Science Core Schools on Students' Positive Experiences about Science (학생들의 과학긍정경험에 영향을 주는 과학중점학교의 특성에 대한 질적 탐구)

  • The purpose of this study is to investigate the influences of Science Core schools on students' positive experiences about science (PES) through in-depth interviews with teachers in charge of science core schools. In-depth interviews with teachers were conducted to explore the factors that led to the effectiveness of science core schools in improving the student's PES in light of operational characteristics of science core schools as leading schools, characteristic factors of science core schools on students PES, and improvement plans and requirements of science core schools as leading schools, as well as implications for general high schools. In the case of science core schools, the teacher's enthusiasm for science teaching encouraged students' participation in science classes, promoted students' interest in science other than science-core classes, improved students' inquiry and research skills, increased students' competencies such as communications and collaboration by improving science instructions, and affected career search and exploration based on interests in science experiences. Based on the results, ways to spread the characteristics of science core schools to general schools' curriculum implementation are suggested including providing opportunities to experience the value of science study, to experience science and engineering careers through senior students, to participate in team projects and self-regulated science inquires, and so on.

The Details and Outlook of Three Data Acts Amendment in South Korea: With a Focus on the Changes of Domestic Financial and Data Industry (데이터 3법 개정안의 내용과 전망: 국내 금융 및 데이터 산업계의 변화를 중심으로)

  • This study analyzes the major content, significances, and future outlook of Three Data Acts amendment enacted in August 2020 in South Korea, with the focus on their impact on the financial and data industries. It seems that the revision of the Credit Information Act will enable the specification of a business which had previously only been regulated as the business of credit inquiry, and also enable the domestic data industry to activate the MyData industry, data trading and platforms, and specify data pseudonymization and trading procedures. For the rational and efficient implementation of the amendments to the Three Data Acts, the Personal Information Protection Committee must be as transparent and lawful in its activities as possible, and fairness must be guaranteed. Even in the utilization of personal information, the development or complementation of the related data processing technologies is essential, and clear data processing methods and areas must be regulated. Furthermore, the amendments must be supported with guarantees and the systematization of a fair competitive system in the data market, stricter regulations on penalties for illegal acts related to data, establishment and strengthening of the related security systems, and reinforcement of the system of cooperation for data transfer.

A Study on Evaluation of Slope Stability and Range of Rockfall Hazard of Daljeon-ri Columnar Joint in Pohang, Korea (천연기념물 제415호 포항 달전리 주상절리의 사면안정성 평가 및 낙석 위험 범위 설정)

  • In this study, we evaluated the slope stability of the Pohang Daljeon-ri columnar joint (Natural Monuments # 415) and calculated the maximum energy, jumping height and moving distance of rockfalls using a simulation. Based on the results, we established the range of rockfall risk. The slopes of the Pohang Daljeon-ri columnar joint have dip directions of 93.79°, 131.99°, 165.54° and 259.84° from left (SW) to right (NE). Furthermore, they have a fan-like shape. The Pohang Daljeon-ri columnar joints are divided into four sections depending on the dip direction. The measurement results of the discontinuous face show that zone 1 is 125, zone 2 is 261, zone 3 is 262, zone 4 is 43. The results of slope stability analyses for each section using a stereographic projection method correspond to the range of planar and toppling failure. Although it is difficult to diagnose the type of failure, risk evaluation of currently falling rocks requires further focus. The maximum movement distance of a rockfall in the simulation was approximately 66 m and the rockfall risk range was the entire area under slope. In addition, it is difficult to forecast where a rock will fall as it rolls in various directions due to topographic factors. Thus, the installation of measures to prevent falling is suggested to secure the stability based on the results of the rockfall simulations and its probabilistic analysis.
